En el medio rural de los países del sur de Europa es posible encontrar territorios que son al mismo tiempo frágiles y resistentes, en los que no se desarrollan de forma exclusiva actividades agrarias y que tienen un gran potencial medioambiental, socioeconómico, etc.: son los que aquí denominamos “paisajes activos”.
A través de las contribuciones de varios autores que abordan este tema desde perspectivas complementarias y desde diferentes países (España, Portugal, Francia, Italia y Grecia), se pone de manifiesto el dinamismo que ya existe y las posibilidades de construir a partir de ello una visión diferente del medio rural que supere estereotipos negativos y reduccionistas.
Los textos que aquí se presentan tienen su origen el seminario internacional “Paisajes activos: imágenes del medio rural de la Europa meridional“, que se celebró en febrero de 2022 en Valladolid. Sin embargo, este volumen homónimo no es una mera recopilación de las actas de aquel seminario, sino que, junto a la reelaboración de los textos por sus autores, estos se presentan en una estructura articulada en tres secciones que pretende dar protagonismo al tema central del debate —los paisajes activos— sin menoscabo de la pluralidad de puntos de vista.

The present booklet reports discussions and reflections with Professor Alessandro Balducci on the potential contributions of planners to challenges posed by current processes of regional urbanization (in terms of governance, inhabitants’ quality of life, economic growth, environmental processes for public agendas). Authors reflect on their personal experiences, exploring the practicalities and the societal and physical impacts of their research and work. As an alumnus of the Politecnico di Milano, an Italian planner, a DAStU-PoliMI researcher, an AESOP Young Academic, and a member of the Società Italiana degli Urbanisti, I have long known the importance of Professor Balducci’s work in planning studies, but I had never directly worked with him until this book. I am in a similar position as the reader, seeking to discover more about an important figure of the planning field, to understand the reasons and key ideas that influenced his practice. In his recent work – especially on the need for innovation in the transformation of current cities (PRIN 2005-2007) and on sustainability, habitability, and governability in emerging urban forms (PRIN 2010-2011) – Professor Balducci has defined original approaches and terminology for working on contemporary cities, focusing particularly on the Italian context and, especially, on Milan Urban Region. During three long interviews, I had the chance to discuss these issues with Professor Balducci, and to situate them within current disciplinary discourse, with reference to his publications. In these dialogues, he shares memories, experiences, and anecdotes that allow the reader to appreciate how his role as both a planner (scholar, practitioner and policy maker) and an inhabitant allowed him to practice the city in many different ways. Yet the focus of the book is not biographic or self-referential. These dialogues explore the richness of Balducci’s experience to first help readers understand his area of focus, and then explore how he contributed in the comprehension and transformation of a specific territory. His example shows how planners interact with territorial needs and re-framing disciplinary knowledge, contributed to future developments of places. The Milan Urban Region (MUR) is used here as a case study to explore characteristics of post-metropolitan territories and a local declination of regional dynamics of urbanization, their socio-economic, regulatory, institutional, and governance impacts. According to Mela (2005, pp. 8-9), to understand contemporary processes of urbanization, one must focus on the phenomenology of practices, their complex spatial and temporal geographies, their interrelatedness and continuous dynamics, their unpredictability, but also the routine character into which they are channeled, due also to the technology and organizational forms that make the ordinary functioning of the city possible.

The image of “explosion of the city” (Font, 2007) describes the sprawl process of consolidated European cities within a larger area (Soja, 2011a) and its impacts on contemporary post-metropolitan territories (Soja, 2011b; Knox, 2008). Due to this process, several functions traditionally located in city centres have moved to urban fringes. This movement relies on ambiguous dynamics, where dispersion and concentration coexist, generating original spatial figures (Pavia, 2002; Secchi, 1994; Genette, 1992). During the last ten years, this territorial paradigm has required alternative interpretative frameworks, at times radically different to those currently shared by academia (Portas, Domingues and Cabral, 2011). One approach relies on the updated conceptualization of territorial networks and nodes, both physical and immaterial, in describing territorial dynamics. Accordingly, this chapter focuses on different nodes of knowledge-based networks located in the southern area of the Milan urban region, pointing out (i) their – sometime potential – role as re-activators of metropolitan contexts and (ii) their identity based on the specific quality of urbanity they provide, while also taking into account their different scales.

Making Prestigious Places investigates the spatial dimension of luxury, both as a sector involving activities, operators and investments, and as a system of values acting as a catalyst for recent urban transformations. Luxury shares a well-established connection to the city, as a place of production, consumption and self-representation, and continues to grow despite economic difficulties. This edited collection includes case studies from Europe, North and South America, Asia and the Middle East to create a dialogue around these developments and the challenges presented, such as the tension between the idea of prestige and current values in urban planning, the discussion between academic reflections and operational practices, and how these interact with the long term economic and social dynamic of the city. With rich analysis and a preface written by Patsy Healey, this book will be an important addition to the discourse on luxury for urban planners and researchers.

In questo libro si analizza la formazione nel territorio dei "superluoghi" come elemento emergente perché di rottura rispetto ad alcune funzioni urbane. I superluoghi sono profondamente legati a fenomeni socio-economici connessi alla globalizzazione ma si distinguono da altri spazi contemporanei per la complessità delle funzioni che in essi si sommano, per la velocità e la redditività delle operazioni di trasformazione che li producono, per il grado di influenza che essi hanno sui consumatori/utenti.
Il contenuto di questo testo ha l'obiettivo di integrare alcuni recenti studi, che hanno descritto gli effetti economici e sociali di questi luoghi come teatro di comportamenti d'acquisto e di relazione che, tuttavia, ancora non riescono a definirne il ruolo a livello urbanistico e territoriale.

Il contributo muove dall’idea che la montagna, e la montagna alpina lombarda e bergamasca nella sua marcata articolazione, oggi possa essere interpretata solo a partire da un approccio rinnovato che ne ponga in evidenza la centralità, indirizzandone il percorso di valorizzazione. Emerge con forza la necessità di riscoprire l’identità della montagna a partire dal suo ruolo storico di spazio di urbanità – generatore e non conseguenza dei processi di crescita e sviluppo dei centri di fondovalle e pianura – e, al tempo stesso, di guardare al futuro costruendo le condizioni, le competenze e le opportunità per fertili traiettorie di sviluppo.

After the covid crisis, the territorial governance will be a testing ground for innovative approaches that involve spatial configurations and the sustainability of current living practices. In this contribution, we reflect on the potential role of food landscapes as catalysts for the regeneration of marginal urban systems. Therefore, we would explore if – and how -projects in rural contexts can become a tool for applying the 15-min city model in low-density spaces. To address these objectives, we considered three case studies of the Milanese periurban context: a project coordinated by the Municipality of Milan and conducted by a large partnership financed by European funds (OpenAgri) and two experimental simulations produced together with young colleagues for the Area of Parco Agricolo Sud. The method adopted for this investigation is the perspective of “research-bydesign,” a type of academic investigation of the architecture field, through which design is explored as a method of inquiry. In all these experiences, the production, the transformation, and the consumption of local food became the engine of a larger spatial transformation, which involves social, economic, and cultural aspects. Starting from the lessons learned from these projects, the paper concludes by outlining scenarios for the role of the territorial project in a post-covid future.

L’obiettivo del presente contributo è quello di esplorare la natura e la caratterizzazione dell’offerta di attività economiche urbane etnicamente connotate e quali siano le dinamiche evolutive in atto, con l’intento di definire alcune questioni emergenti e proporle all’agenda dei decisori pubblici come tema da trattare negli strumenti di governo del territorio.
A partire dall’analisi delle posizioni ricorrenti nel dibattito internazionale sul tema, si approfondisce il caso del comparto Sarpi-Canonica-Bramante a Milano, caratterizzato da un’offerta di attività economiche urbane di matrice cinese.
Lo studio del processo di formazione e consolidamento di questo sistema – che si configura come un laboratorio di integrazione culturale, funzionale ed economica – permette di riflettere sul ruolo che queste attività possono avere nel configurare ed abitare gli spazi pubblici della città post-pandemica.
The aim of the present paper is to explore the nature and characterization of ethnic diversity in urban economic activities available today and the ongoing development of these establishments. In doing so, we may identify some emerging issues and have policymakers add them to their agenda as topics of discussion for local government strategies. After reviewing the recurring positions in the international debate on the subject, this paper explores the case of the Sarpi-Canonica-Bramante area in Milan, which is characterized by a unique range of economic activities of Chinese origin. We then study how this system started and strengthened and how it has become a workshop for cultural, functional, and economic integration. This analysis allows us to reflect on the role these businesses may play in shaping and inhabiting the public spaces of the post-pandemic urban context.
A partire dall’analisi delle posizioni ricorrenti nel dibattito internazionale sul tema, si approfondisce il caso del comparto Sarpi-Canonica-Bramante a Milano, caratterizzato da un’offerta di attività economiche urbane di matrice cinese.
Lo studio del processo di formazione e consolidamento di questo sistema – che si configura come un laboratorio di integrazione culturale, funzionale ed economica – permette di riflettere sul ruolo che queste attività possono avere nel configurare ed abitare gli spazi pubblici della città post-pandemica.

L’abitare costituisce oggi uno dei temi di maggiore fragilità territoriale nel nostro paese. In particolare, l’abitare pubblico, che nasce da politiche pubbliche e non dal mercato, soffre da tempo delle difficoltà di reperimento e distribuzione delle risorse per realizzare interventi di nuova edificazione, ma anche per recuperare e riqualificare l’esistente. Trattare i progetti nel campo della residenza pubblica investe tanto la dimensione economica degli interventi quanto quella spaziale e sociale, mettendo in gioco scale diverse - locale, urbana e territoriale. La natura di questi progetti, multiattoriali (di partenariato pubblico e privato) e multifattoriali (di integrazione tra finanziamenti per infrastrutture, riqualificazione ambientale e misure sociali), richiede una condivisione di strategie e azioni da parte di una pluralità di soggetti, che travalica l’azione dei singoli enti locali e, in prospettiva, offre spunti di riflessione importanti sul ruolo potenzialmente rilevante di Città Metropolitana.
L’osservazione di politiche e azioni sperimentali praticate al fine di riqualificare il patrimonio residenziale pubblico negli ambiti più fragili del sistema urbano milanese mette in luce la recente attivazione di un approccio inedito al recupero urbano dei quartieri ERP da parte dell’ente metropolitano. L’obiettivo è delineare un “welfare metropolitano” in cui si intrecciano progetti di ridisegno degli spazi pubblici e collettivi, di inclusione sociale e di integrazione di servizi all’abitare per quei quartieri che costituiscono uno degli assi portanti dell’assetto multipolare.
La tesi di questo contributo riguarda la possibilità, al momento ancora embrionale, di intercettare e far convergere le ‘buone pratiche’ e le relazioni fra diversi soggetti entro una regia unitaria di Città Metropolitana e così prefigurare scenari che alludono ad un riscatto possibile dalla marginalità, attraverso la messa in rete intenzionale di esperienze, risultati e processi.
L’osservazione di politiche e azioni sperimentali praticate al fine di riqualificare il patrimonio residenziale pubblico negli ambiti più fragili del sistema urbano milanese mette in luce la recente attivazione di un approccio inedito al recupero urbano dei quartieri ERP da parte dell’ente metropolitano. La tesi di questo contributo riguarda la possibilità, al momento ancora embrionale, di intercettare e far convergere le ‘buone pratiche’ e le relazioni fra diversi soggetti entro una regia unitaria di Città Metropolitana e così prefigurare scenari che alludono ad un riscatto possibile dalla marginalità, attraverso la messa in rete intenzionale di esperienze, risultati e processi.

El informe “El estado de las ciudades de Castilla y León”, apoyándose en un informe previo sobre las ciudades europeas, examina las zonas urbanas de la Comunidad Autónoma en distintos niveles, desde el conjunto del área urbana y la ciudad central hasta el barrio. Realiza un análisis, en gran parte estadístico, sobre demografía, economía y condiciones sociales. También se abordan algunos aspectos de las administraciones locales. Los datos recopilados, asociados a criterios de tamaño, estructura y resultados económicos y competitividad, son la base para realizar el estudio comparativo y relacionar cada ciudad de nuestra Comunidad con una de las tipologías propuestas en el informe europeo. El objetivo es comprender mejor su situación y ofrecer un instrumento de trabajo no solo a los responsables de decisiones locales y regionales, sino a todos los interesados en las ciudad4es, preocupados por su desarrollo futuro.

In attesa della riforma del titolo V della Costituzione, la legge Delrio (n. 56/2014) ridisegna le competenze dell’amministrazione locale. Gran parte delle discussioni sul livello sovracomunale si concentrano sul tema della gestione dei servizi, mentre ancora non sufficientemente approfondita sembra essere la programmazione economica, sociale e territoriale dell’area vasta. In effetti, il governo del territorio è una necessità strutturale da esercitare a una scala che supera quella dei limiti amministrativi comunali, così come espressamente sostenuto anche in ambito europeo. Oggi il livello intermedio tra provincia e comune sembra essere un ambito privilegiato di attuazione e di sperimentazione: si tratta di una dimensione che dà la possibilità ad attori (istituzionali e non) di interagire e di far scaturire nuove esigenze e opportunità di crescita e di sviluppo per i cittadini. L’obiettivo di questo paper è mostrare che è possibile individuare innovativi processi e modelli di governance che portino un insieme di soggetti –a partire dalle amministrazioni comunali– a definire in modo volontario un tavolo di partenariato sul quale gli attori locale possano presentare le loro progettualità, allo scopo di condividerle con uno o più soggetti dell’area (Comuni, parti sociali, soggetti privati) e di elaborarle in modo che siano efficaci, efficienti ed economicamente sostenibili. Nell’intervento useremo l’esperienza del nostro contributo al processo di costituzione dell’IPA dell’Area Vasta Veronese.

Il turismo culturale è stato identificato in alcuni studi recenti come una delle forme di consumo (Richards, 2018) caratterizzata da pervasivi impatti socio-economici e spaziali nelle città e da marcati trend di crescita (UNWTO, 2018). Si tratta di una forma di turismo in cui i viaggiatori si muovono per scoprire, fare esperienza e consumare aspetti legati al patrimonio culturale (sia tangibile che intangibile) proprio della destinazione turistica. Questo patrimonio è costituito da caratteri materiali, intellettuali, spirituali ed emozionali di una comunità insediata in uno specifico territorio (UNWTO, 2017) e definisce una dimensione strettamente locale della pratica di consumo del viaggiatore, basato sull’immediatezza e la non riproducibilità dell’esperienza, strettamente legata al suo svolgimento in un dato contesto. I turisti si muovono per vivere esperienze che possono essere esperite in luoghi specifici ma che trovano una maggiore concentrazione nelle città, come ambiti in cui è maggiore la presenza di emergenze monumentali, occasioni culturali ed eventi e servizi complementari ed integrati. L’aumento degli arrivi e delle presenze di turisti non-business nelle città si manifesta con un aumento della domanda di servizi offerti da strutture ricettive nel loro complesso. Siano esse alberghiere (alberghi o hotel, residenze turistico alberghiere, alberghi diffusi e condhotel) e non alberghiere (case per ferie, foresterie, locande, case e appartamenti per vacanze, bed & breakfast, rifugi e bivacchi e strutture all'aria aperta), sia con il progressivo affermarsi di nuove forme di intermediazione (piattaforme di home-sharing, hospitality exchange, ecc.) che offrono abitazioni in affitto a breve termine. Tali piattaforme veicolano parte della domanda (guest) su forme di ricettività (host) non ancora riconosciute dalla normativa nazionale o locale che sfuggono a forme di controllo e programmazione e, di conseguenza, si pongono sempre più come tema di governance emergente, che le agende dei decisori pubblici devono considerare ai diversi livelli. L’obiettivo del presente contributo è quello di mettere in luce la dimensione dell’offerta di strutture ricettive legate alle piattaforme di home-sharing all’interno delle città medie italiane e di identificare alcuni spunti emergenti per la governance del fenomeno a partire dall’esplorazione degli impatti della loro presenza. Per raggiungere questo obiettivo si è scelto di studiare un caso specifico, la città di Bergamo, e di partire da una ricerca recente realizzata dagli autori.

Recent experiences pointed out the role of luxury as testing ground for innovative practices and actions, often aimed at creating city through an intentional stimulation of its urbanity. In all these cases, luxury acts as a catalyst for investments and as attractor of users and tourists and it became a driver for the transformation of spaces that are marked by specific characters. In this chapter the author discusses the territorial role of luxury through the two main approaches to this topic in recent planning debates, in which scholars compare it to other main transformations of contemporary cities related to the integrated urban regeneration or they focused more in the peculiar characters of luxury-driven operations. In the last paragraph, he frames limits and potentials related to a possible governance for these transformations

Negli ultimi venti anni, ed in parallelo con altre realtà europee, l’Italia ha sperimentato una profonda trasformazione nelle condizioni socio-economiche, infrastrutturali e tecnologiche che hanno influenzato i modi di vivere ed usare lo spazio dei suoi abitanti, con impatti anche sulle abitudini e le pratiche di consumo. Tali cambiamenti influenzano in modo determinante anche la dimensione spaziale di queste pratiche, producendo una sovrapposizione – a volte conflittuale – di fenomeni (competizione verticale ed orizzontale, frizioni fra il commercio tradizionale e la grande distribuzione organizzata, sviluppo di polarità commerciali, l’insediamento di formati ibridi, trasformazione dell’offerta urbana tradizionale) che segnano il territorio a diverse scale. Recenti studi hanno dimostrato che uno degli effetti di questa sovrapposizione è quello legato alla dismissione commerciale, che si manifesta in modi differenti: - Nei tessuti urbani consolidati, si è fatta più marcata la presenza di locali sfitti ai piani terra delle high-street, dentro le gallerie storiche e negli addensamenti urbani spontanei. Al contempo, si segnala un ulteriore fattore di criticità legato alla progressiva dismissione di grandi contenitori del terziario (sedi di banche, uffici pubblici, sportelli aperti al pubblico) che indeboliscono ulteriormente la vitalità di questi ambiti. - Nei contesti periferici, la crisi dei centri commerciali di prima generazione e l’incapacità dei format tradizionali di competere con le polarità più attrattive ha comportato la dismissione di numerosi centri commerciali e la comparsa di deadmall e ghostbox. Diversi studi hanno permesso di analizzare le cause di questi processi, legate sia a fattori endogeni (collegati alle condizioni specifiche delle strutture) che esogeni (connessi alle condizioni socio-economiche, ai cambiamenti nelle preferenze dei consumatori e alla limitata capacità di rispondere alle loro esigenze). Poco indagati sembrano essere invece gli effetti di queste dinamiche sui sistemi d’offerta urbani, che sono stati descritti come processi di dismissione generalizzata, spesso senza approfondirne i caratteri specifici e le diverse articolazioni. L’obiettivo dell’intervento è quello di presentare gli esiti di una ricerca condotto all’interno del Urb&Com Lab. (DAStU, Politecnico di Milano) nel contesto della Regione Lombardia. L’integrazione fra analisi quantitative sviluppate attraverso indicatori e rilievi diretti ha permesso di ricostruire e verificare l’esistenza di alcune tendenze ricorrenti all’interno degli addensamenti urbani. Il caso di studio dell’ambito del Distretto Urbano del Commercio di Bergamo permette inoltre di riflettere sulle opportunità ed i temi aperti connessi al ruolo degli attori istituzionali (Regione, Comune, Associazioni locali) nella costruzione di politiche attive di rivitalizzazione dell’attrattività urbana e delle economie locali.

Over the past century in the theories of central places shops and services have been significant features of the traditional core of the city. But the localization strategies of large retailing chains have changed: moving from the city to the metropolitan - or post-metropolitan – space. For this reason some of the interpretative categories we usually deal with have to be updated. This paper is aimed at explaining the relevance of the concept of commercial polarities to understand the transformations in the retail formats and in their localization and at focusing on some exceptional “superplaces”. This research could be the key to comprehend the double role of those polarities – product and producer of changes - in the contemporary metropolitan areas.

The image of “explosion of the city” (Font, 2007) describes the sprawl process of consolidated European cities within a larger area (Soja, 2011a) and its impacts on contemporary post-metropolitan territories (Soja, 2011b; Knox, 2008). Due to this process, several functions traditionally located in city centres have moved to urban fringes. This movement relies on ambiguous dynamics, where dispersion and concentration coexist, generating original spatial figures (Pavia, 2002; Secchi, 1994; Genette, 1992). During the last ten years, this territorial paradigm has required alternative interpretative frameworks, at times radically different to those currently shared by academia (Portas, Domingues and Cabral, 2011). One approach relies on the updated conceptualization of territorial networks and nodes, both physical and immaterial, in describing territorial dynamics. Accordingly, this chapter focuses on different nodes of knowledge-based networks located in the southern area of the Milan urban region, pointing out (i) their – sometime potential – role as re-activators of metropolitan contexts and (ii) their identity based on the specific quality of urbanity they provide, while also taking into account their different scales.

In Italia dopo la riforma del settore commerciale del 1998 (D.Lgs. 114/98) si è ampliato il sistema di offerta multicanale. Esso è caratterizzato dalla contemporanea trasformazione dei comportamenti d’acquisto dei consumatori e delle strategie localizzative degli operatori (Morandi, 2009). In particolare gli attori legati alla grande distribuzione manifestano una rinnovata attenzione alle tematiche territoriali (logica del presidio dei bacini d’utenza potenziali e delle dinamiche concorrenziali da essa generate). Questo ha portato, in ambito suburbano, alla moltiplicazione dei punti vendita (sia in forma di centri commerciali che di Grandi Superfici di vendita Specializzate). L’effetto finale è un sistema eterogeneo e sovradimensionato delle superfici commerciali composto da elementi molto diversi fra loro. In questo paper ci occuperemo degli elementi del sistema caratterizzati dalla presenza contemporanea di piú funzioni (commercio, tempo libero, mobilità, ecc.). I consumatori hanno finora premiato questi spazi innovativi e multifunzionali poichè in essi non si acquistano solo beni, ma anche servizi e si vivono esperienze individuali e collettive. Queste aggregazioni sono in genere localizzate in luoghi altamente accessibili, sugli assi delle infrastrutture del traffico privato o nei nodi dove avviene lo scambio intermodale. Fra tutti questi aggregati abbiamo scelto di studiare quelli che, anche nella fase di crisi dei consumi e di trasformazione nelle abitudini dei consumatori, sono in grado di dare luogo a processi di ri-configurazione territoriale e che abbiamo definito “ superluoghi” (Paris, 2009). Essi (i) modificano ed assumono un ruolo preminente nella geografia della centralità a scala regionale e (ii) pur non essendo urbani, presentano caratteri di una urbanità solo per certi versi assimilabile a quella della città consolidata. Nel caso di studio di Milano Fiori ad Assago (MI) abbiamo indagato il ruolo di un complesso multifunzionale densificatosi nel tempo nel frammentato territorio post-metropolitano (Cacciari, 2004). Questo caso mostra come un processo di polarizzazione e accumulo di funzioni diverse, favorito dall’alto livello di accessibilità multimodale e dall’attenzione per la qualità del progetto a diverse scale, puó costruire un luogo con i caratteri di una nuova urbanità nel contesto della banalità sostanziale (De las Rivas, 2013) di una regione metropolitana

La società post-moderna è caratterizzata da una nuova generazione di spazi di vita, almeno in apparenza molto diversi da quelli della società moderna. In questo libro si analizza la formazione nel territorio dei “superluoghi” come elemento emergente perché di rottura rispetto ad alcune funzioni urbane. I superluoghi sono profondamente legati a fenomeni socio-economici connessi alla globalizzazione ma si distinguono da altri fenomeni contemporanei per la complessità delle funzioni che in essi si sommano, per la velocità e la redditività delle operazioni di trasformazione, per il grado di influenza che essi hanno sui consumatori/utenti. Il contenuto di questo testo ha l’obiettivo di integrare alcuni recenti studi, che hanno descritto gli effetti economici e sociali di questi luoghi come teatro di comportamenti d’acquisto e di relazione che, tuttavia, ancora non riescono a definirne il ruolo a livello urbanistico e territoriale.

La condizione urbana del territorio europeo nell’attualità richiede a chi si dedica al suo studio che lo faccia attraverso nuovi paradigmi. Questi sono necessari per spiegare in modo efficace lo sviluppo della città e per fondare le proposte progettuali su una base legata alla realtá del territorio piú che a mantra disciplinari ormai datati. Presentiamo in questo paper un’esperienza di pianificazione basata su una prospettiva diversa del territorio, che si fonda su una scala geografica intermedia e su di un approccio paesaggistico. Si tratta di aspetti particolarmente importanti per capire e spiegare i caratteri specifici di un territorio: é necessario quindi superare la scala strettamente locale dei confini amministrativi per descrivere fenomeni che assumono dimensioni diverse, mutevoli, transitorie. La geografia intermedia del paesaggio si rivela lo strumento piú efficace per studiare la relazione che lega concetti urbani contemporanei (metropolizzazione del territorio, metapolis)...

En este articulo se utiliza el ejemplo del concepto de “centro” para demostrar la perdida de efectividad del aparato conceptual del urbanismo. La centralidad hoy se manifiesta de muchas formas: ella es un caracter que pertenece a distintos ambitos espaciales, no solo a los nucleos urbanos consolidados. Por ello en este articulo se reflexiona sobre las diferentes agregaciones de funciones centrales, se estudian sus caracteres y se detecta el papel de los lugares de centralidad en el territorio.

Il paper presenta i primi risultati di un’attività di ricognizione sviluppata dall’autore nell’ambito del progetto “Welfare metropolitano e rigenerazione urbana” con cui Città metropolitana di Milano ha partecipato al Bando Periferie. In particolare, la riflessione verte sulle forme del contributo che i funzionari pubblici possono dare ai processi di trasformazione della città esistente. Nonostante il successo riconosciuto del progetto e gli impatti positivi delle azioni promosse da CM nel territorio metropolitano, la definizione delle azioni e la loro implementazione si sono tradotti in una sfida per l’amministrative capacity dell'Ente. Pertanto, il riconoscimento delle principali criticità emerse durante il processo è il primo passo nell’individuazione di prospettive di lavoro atte a migliorare le performance dei funzionari coinvolti.

In Italy, a recent institutional reform imposed to the Città Metropolitana (Metropolitan Authority) the role as driver for shared territorial strategies and as engine for urban regeneration. According to EU policies, the regeneration of existing city should focus on peripheries intended as areas, marked by a lack of accessibility, services’ provision and attractiveness. Therefore, this approach involves several spaces within metropolitan patterns, belonging both to central urban cores and to surrounding municipalities that can be used as answers to current urban challenges (new forms of poverty or exclusion; alternative lifestyles; emergent conflicts among generations or populations; the dramatic homologation of urban spaces and the banalization of their landscapes; and many other issues related to sustainability and land consumption in larger and larger territories). Moreover, in EU rhetoric, regenerative actions should follow the example of well-recognized good practices, often devloped in preminent locations, taking advantage of peculiar opportunities or recieving extraordinary fundings. But current processes, especially when developed in marginal municipalities, count with less human and financial resources, less appealing for investments and key stakeholders and, often, a sort of indolence of local authorities due to their peripheral status. My contribution aims to reflect about current practices of urban regeneration, using the Città Metropolitana di Milano as a testing ground, pointing out the spatial distribution of ongoing interventions, the involved stakeholders and recurring processes.The proposed overview underlines risks and opportunities of an experimental approach, based on a program/framework (Rigenerazione urbana e Welfare Metropolitano) where (i) the Metropolitan scale became the connector between EU, national and local levels and where (ii) CM supports peripheral municipalities in their proposals. In this light, the metropolitan space is intended as an open network of opportunities in which civil servant – supported by planners - experiment a new approach to the issue of urban regeneration.

My paper focuses on land mosaic (Lister, 2008; Forman, 1995) as image that replaces outdated explanations of current spatial dynamics in Europe, as consolidated antitheses. Natural (water system, greenfields but also greyfields), economic (productive vocations, specific territorialities) and social constraints (contemporary ways of life) contribute to create several overlapped spatial orders which ‘urban-rural’ dichotomy cannot explain. During my presentation I will show a change of approach, where the first step to understand a territory, taking account of those factors which innervate space and ‘make sense’ to them, it is the identification of figures formed by different mosaic pieces.
Over the last three decades, the process of ‘explosion of the European city’ (Font, 2007) created urban galaxies of juxtaposed elements marked by an apparent disorder where co-exist urban cores with several kinds of voids, modern peripheries with different degrees of density and, in between, an intermediate space crossed by infrastructures and dotted by fragments of episodic urbanity. Currently, architecture and planning disciplines appear less effective at explaining this condition of contemporary territories because they are still anchored to the modern paradigm or trying to replace it with other attempts to universal understanding. Today, spatial narratives collect over-precise catalogues and descriptions but few interpretations and, among them, even less try to explain new forms of using –and colonization- of space. Conversely, the idea of mosaic is one of the useful tools to represent the ‘contemporary urban’, where several different fragments co-exist and create mutual influences. But the analysis must go further, because mosaic is something more: as in artefacts, pieces are not isolated and their distribution on space creates figures.
Referring to the E-80 multimodal corridor and the Valladolid metropolitan area, I will show the relationship between land mosaic’s figures and features of a specific space. In the capital of Castilla y León Region (E), the most evident result of the process of metropolisation (Indovina, 2007) is a change of scale of the city, with a progressive shift of urban materials from the dense core to the boundaries, and the activation of a complex urban-rural space in the edge. This environment, analysed only through consolidated tools, it appears blurred and fragmentary. But local topography, infrastructures and two regional corridors that cross the city contribute to the organization of several different figures which -read together- they form a metropolitan structure marked by the close geography of place.
Thus, I propose to avoid precast descriptions of ‘contemporary urban’ whit a double work of de-constructing the complex order of post-metropolis and re-constructing a new kind of discourse that exceed antitheses. This is the key to understanding the specific structure of the city-region and his effects in the ways people live in; because this representation is closer to the territory and to the specific characteristics of local contexts. Overcoming the simplification of urban-rural dichotomy, analyses based on the comprehension of mosaic figures allow both (i) to understand complexity and dynamics of the intermediate urban space –the most original product of current urban transformations- and (ii) to face off the work on it.

Central functions, as buildings and other urban materials have moved, from established urban cores to suburb. This move -which is both cause and as effect of the increase of private mobility and new spatial behaviours of their inhabitants- it transforms the territory. The question is if we will be able, as researchers of the city, to face it. This essay try to demonstrate the loss of effectiveness of the conceptual tools of urbanism, still based on functionalism with the sample of centrality, which is a feature of different kinds of space and not a homogeneous expression. This is the reason why in this essay we focus on the different aggregations of central functions, we study those proprieties and on the role of the places of centrality in the territorial pattern.
