Spatial Knowledge

Chennai is the largest metropolitan city in South India (8.7 million in 2011) and the provincial capital of the large state of Tamil Nadu (population 72 million in 2011). Before that, under British rule, the city was the capital of the Madras Presidency, and was known as Madras until 1996, when the name was officially changed to Chennai. Located on the east coast of India, on the Bay of Bengal, sea trade has been an important aspect of the regional economy since at least the colonial period. Still today, the city combines political functions with economic command functions for both manufacturing and services, reflecting the region's diversified economy. The Chennai metropolitan area has witnessed strong growth over the last 20 years in automobile manufacturing, software services, hardware manufacturing, healthcare and financial services (CDP 2009). However, it should be noted that only 30% of total employment in the city takes place in the formal sector i.e., is covered by contracts and labour laws, the remaining 70% falls in the informal sector. This underscores the importance of small and micro enterprises and self-employment for providing goods, services and livelihoods in the local economy.

This report concerns the extent to which participatory spatialized knowledge construction1 and learning are conducive to dealing with challenges of strategic domains of urban development; such as economic growth, reducing social inequalities and vulnerabilities, increasing environmental sustainability, and making use of decentralized and participatory fiscal flows. Our main idea is that spatial knowledge construction and use is a strategic instrument in urban development, making explicit the various types of knowledge existing in cities, and reflecting the priorities of different actors in the city (government, private sector and citizens). We focus on urban development processes in which various kinds of knowledge are produced, exchanged, contested and used, and the extent to which joint learning and collective local formulation of principles of change is generated by such processes.

This article examines the flow of spatial knowledge in different locations and territorial scales, focusing on the geographies of regional planning and its transplantation in the work of two Israeli planners, Arie and Ursula Oelsner. We argue that too often, researchers focus on the movement of spatial knowledge from Western countries to developing countries. We shed light on alternative ways in which this traffic follows different models, that are related to specific political and national constellations. Based on historical study and a thick description of two projects in Israel and Africa planned by these two Israeli planners, we show that spatial knowledge is not only the generator of discourse and of the professional community partaking in it, but also traverses space, crossing national borders and geographies. This dynamic, we suggest, has a politics of its own, as part of its movement and development within the global space, particularly in the movement between first and third worlds.

In Italia l’insieme dei cambiamenti socio-economici e tecnologici recenti hanno contribuito ad una profonda
trasformazione dei comportamenti d’acquisto e delle pratiche di consumo tradizionali. Questa si manifesta in modo
evidente anche nello spazio, con una pluralità di dinamiche sovrapposte e, a volte, interrelate che marcano il
territorio contemporaneo. Fra le altre negli ultimi anni è emersa la dismissione commerciale come fenomeno
pervasivo che si presenta, in modo differenziato, sia all’interno dei tessuti densi delle città che negli ambiti
extraurbani.
In questo quadro, gli enti locali manifestano l’esigenza di un supporto tecnico per la prefigurazione di politiche e
strumenti orientati alla costruzione di linee guida e indirizzi qualitativi per l’azione pubblica, sia alla scala regionale
che comunale per il rilancio dell'attrattività urbana. L’obiettivo dell’intervento è la presentazione degli esiti di un
lavoro di ricerca effettuato per il territorio della regione Lombardia, orientato al riconoscimento degli ambiti urbani
potenzialmente soggetti a fragilità commerciale attraverso la definizione di indicatori territoriali atti a realizzare
affondi analitici e monitorare le dinamiche in corso. Nelle conclusioni si rilancia il possibile ruolo degli indicatori e, in
generale, della produzione di spatial knowledge come elemento di supporto e di rafforzamento per le azioni ed i
progetti sviluppati dagli attori pubblici che, in questo caso, sono legati alla rivitalizzazione del commercio come
elemento rafforzativo e qualificante della rigenerazione urbana

Initiatives for implementing geospatial information databases are being implemented across Indian cities. This essay explores one such initiative implemented by a metropolitan planning agency, the Chennai Metropolitan Development Authority (CMDA) in a South Indian metropolis. It shows that, contrary to the promises of digital databases as a toolfor improving information sharing to aid in decision-making and further citizen participation, the state agencies tend to use them primarily for surveillance and storage.

A lot of information on the web is geographically referenced. Discovering and retrieving this geographic information to satisfy various users needs across both open and distributed Spatial Data Infrastructures (SDI) poses eminent research challenges. However, this is mostly caused by semantic heterogeneity in user’s query and lack of semantic referencing of the Geographic Information (GI) metadata. To addressing these challenges, this paper discusses an ontology based semantic enhanced model, which explicitly represents GI metadata, and provides linked RDF instances of each entity. The system focuses on semantic search, ontology, and efficient spatial information retrieval. In particular, an integrated model that uses specific domain information extraction method to improve the searching and retrieval of ranked spatial data.

Ce livre a pour ambition de réexaminer la relation entre savoirs géographiques et empires à la lumière des travaux les plus récents, posant ainsi les jalons d'une histoire spatiale des empires. Croisant les approches et les focales d'observation, les auteurs analysent à la fois la construction des savoirs académiques sur les espaces impériaux et des pratiques géographiques (cartographie, tracés de frontières, enquêtes) sur le terrain colonial. Ces confrontations permettent de saisir la variété des situations coloniales, éclairent la circulation des savoirs sur l'espace et mettent au jour la construction de territoires coloniaux aux formes complexes, parfois enchevêtrés, indéterminés, et souvent marqués par de nombreuses discontinuités. Concepts, modes de description, d'analyse et de représentation des territoires impériaux circulent au fil des itinéraires des acteurs, de leur mise en réseau, de la rencontre avec d'autres formes de savoirs. Ils participent de la représentation des empires et président à leur organisation politique. Aussi leur analyse ouvre-t-elle sur de nouvelles manières de questionner la domination coloniale, en prenant en compte la spatialité des phénomènes coloniaux et impériaux. Fruit d'une enquête collective et internationale menée dans le cadre d'un programme de recherche financé par l'ANR, ce livre donne à voir un monde découpé, réduit, agrandi, soumis, ordonné, et déconstruit : l'imagination territoriale d'un monde impérial.

Raum und Wissen stehen in einem komplexen Verhältnis zueinander. Raum kann als ein Produkt von kollektiv verhandeltem und praktiziertem Wissen betrachtet werden. Zugleich stellt Raum einen wichtigen Bezugsrahmen für die Konstitution von Wissen dar. Wissen als soziales und kulturelles Phänomen gilt nicht mehr ausschließlich als Produkt des menschliches Geistes. Vielmehr wird davon ausgegangen,
dass Wissen als vernetzte Informationen durch Praktiken entsteht, in ihnen verortet sin und sich mit diesen auch
stets verändert. Diese Praktiken können unbewusst
und inkorporiert, aber auch diskursiv und performativ sein. Sie konstituieren und strukturieren Raum. Raum und Wissen
sowie ihre Relationen werden in verschiedenen Zeiten und kulturellen Kontexten oft sehr unterschiedlich markiert, verstetigt und materialisiert. Die jeweiligen Formen
ihrer historischen Manifestation erlauben es, sie in den Altertumswissenschaften näher zu untersuchen. Für ihre Erforschung sind aber auch das Hinterfragen der impliziten und expliziten Vorannahmen sowie die kritische Reflexion der wissenschaftlichen Praxis notwendig.
Im Rahmen unseres Workshops möchten wir das Wechselspiel von Raum und Wissen näher untersuchen. Hierzu bieten sich die seit kurzem in der Diskussion befindlichen Begriffe ‚Raumwissen‘ und ‚Wissensraum‘ an. Es gilt zu prüfen, ob und inwieweit sie sinnvolle Kategorien für die Analyse der Antike und/oder der archäologisch-historischen Forschung darstellen. Unter ‚Raumwissen‘ begreifen wir vernetzte Informationsbestände, die Akteuren zur Orientierung im und am Raum dienen. Neben Verfahrensweisen und Handlungsorientierungen können dies u. a. auch raumbezogene Narrationen und Diskurse sein, die das soziale Handeln prägen. Als ‚Wissensraum‘ begreifen wir zum einen konkrete Orte der Wissensverstetigung – z. B. Bibliotheken und Sammlungen – und zum anderen raumbezogene Phänomene – z. B. Herrschafts-, Erfahrungs- und Handlungsräume, aber auch archäologische Kulturen, kollektive Identitäten oder wissenschaftliche Kommunikationsräume. Von besonderem Interesse sind für uns dabei die Formation und Transformation von ‚Raumwissen‘ und ‚Wissensräumen‘. Dabei gilt es, vor allem identitätsrelevante Zuschreibungen und Aushandlungen zu thematisieren. Unter anderem sollen im Workshop folgende Fragen diskutiert werden:
1) Welche Strategien gab und gibt es, Raum und Wissen
zu materialisieren und zu verstetigen? Wie wirken diese zusammen und wie können sie heute analysiert werden?
2) In welchen Verhältnissen standen Raum und Wissen in der Vergangenheit zueinander? Ist Vergangenheit selbst bereits ein ‚Wissensraum‘?
3) Wie sind unterschiedliche Wissensformen räumlich organisiert und welche Konsequenzen ergeben sich daraus?
4) Wie lässt sich Wissen über Raum systematisch untersuchen?
5) In welcher Weise unterscheiden sich ‚Raumwissen‘ und ‚Wissensräume‘ in der Vergangenheit von ähnlichen Konstruktionen in der Gegenwart, und welche Rolle spielt die Wissenschaft selbst bei der Veränderung von Raum und Wissen?
6) Wie wird und wurde in der Forschung mit den Themen Raum und Wissen umgegangen und welche Rückkopplungseffekte und Perspektiven lassen sich aufzeigen?

In den Vorträgen soll hierzu jeweils ein theoretischer Ansatz und seine Anwendung in den Altertumswissenschaften, z. B. anhand eines kurz skizzierten Fallbeispiels, vorgestellt werden. Ziel ist es, dem jungen wissenschaftlichen Nachwuchs eine fachübergreifende Theorie-Diskussionsplattform zu bieten. Der Workshop richtet sich insbesondere an Studierende und Promovierende, aber auch an PostDocs aller Altertumswissenschaften und nahestehender Fächer sowie der Wissenschafts- geschichte.
