Elena Ferraioli
PhD student and Research Fellow in urban planning at Iuav University of Venice. Master degree in Architecture at Iuav University of Venice, in March 2019. Since January 2020, she has been collaborating in many Italian and European research projects on the topics of spatial and landscape planning with particular interest in the issues of circular economy, urban metabolism and sustainable development. Her main research interests are related to the field of urban design such as sustainable urban infrastructures, with a view to improving environmental performance and territorial resilience, promoting processes of biodiversity conservation and ecosystem services, driving the transition towards circular economy and facing the effects of climate change. Her PhD research project is aimed at the regeneration of peri-urban and post-industrial areas through the implementation of Nature-based Solutions and the application of circular economy principles.

decades, adaptation and mitigation measures have become increasingly important, both because of the
physical need for territories to identify sensitive responses to the sustainability challenge and because
of the growth of collective awareness on climate-related risks. Despite numerous and increasing
e!orts, Italian administrations at various levels often find it di"cult to e!ectively activate transformative
dynamics because of many strategic and technical gaps. The Climate Transition Strategies promoted
(CTS) by the Call for ideas “Strategia Clima” of Fondazione Cariplo tried to compensate these gaps and
to support the implementation of urban transition policies. To respond e!ectively to the need for urban
contexts to adapt to climate impacts and to promote development and management models capable
of increasing territorial resilience, the Call has brought to the definition of four CTS: two carried out by
single municipalities (Brescia and Bergamo), two by aggregations of municipalities (West Brianza and
Mantua). The example of partnerships is particularly significant in demonstrating the e!ectiveness of
this strategic tool since they can provide a broader context for action, increase the e!ectiveness of
actions and optimize resources. The common methodology implemented for both processes led to the
adoption of: - organic and well-defined coordination structure; - updated and cross-cutting knowledge
framework; - shared vision and strategic objectives; - synergic framework of actions; - mainstreaming of
planning instruments. Through the technical framework and the methodology implemented, the CTSs
can activate inter-municipal transformative actions through the mainstreaming of planning tools, the
construction of a medium-long-term vision, and the identification of concrete and widespread actions to
be implemented in the territory. These documents, coordinated and shared by the administrations with
the stakeholders, can also give stability, coherence, and continuity to adaptation processes involving
di!erent stakeholders and sectors of the PA. Finally, they favour the implementation and multidisciplinarity
of policies for territorial resilience on a large scale that would otherwise be di"cult to achieve.
This research proposes a methodology to support land management aimed at: (i) promoting an integrated approach to landscape; (ii) raising awareness of environmental and landscape quality; (iii) enhancing collaborative tools.
The described approach, which involves the use of participatory tools related to Citizen Science, potentially fits the dynamics of transformation and regeneration addressed to the “territories of illegalism”, which strongly depends on the interaction between citizens and territorial authorities. The identification of priority areas defined by local communities will provide the necessary indications for the achievement of urban and citizens' well-being.
The aim of this study is therefore to conceive the landscape and its values as relevant elements in the processes of territorial management, and to improve landscape awareness and collaborative governance through innovative learning interventions.
