The purpose of this text is to examine the actions taken by the Brazilian Government in the G-20 coalition, within the context of the Doha Round of the WTO, the main focus being to understand the domestic decision-making process that led to the formulation of Brazil's positions within the coalition. We seek to understand to what extent Brazilian foreign policy has been influenced by domestic pressures with regard to Brazil's positions within the G-20, as well as to assess the influence exerted by domestic governmental and non-governmental actors on the process of formulation and implementation of the Brazilian strategy in the G-20 coalition during the 2003-2008 period. We maintain that the way Brazil acted in the G-20 is related both to the internal process by which the country's negotiating position was built and to the limits established by the very logic of the negotiations. The decision-making process that built the Brazilian position has been an important variable in the maintenance of the coalition

The present text attempts to analyze how the Brazilian Alca Light proposal, officially formulated in the 8th Ministerial Meeting held in November 2003, inserts itself into the whole of the external policy of the Luiz Inácio Lula da Silva administration.

O objetivo deste trabalho consiste em analisar a construção do que chamamos de " modelo de Mercosul " presente na política externa brasileira, desde o início da década de 1990 até a segunda metade da década de 2000. Partindo do pressuposto de que as posições do Brasil têm um papel relevante na definição do arcabouço do processo de integração, a hipótese é que o padrão de comportamento brasileiro limita a amplitude do bloco, principalmente no que se refere à questão do seu aprofundamento, pois envolve questões como o comprometimento com as decisões tomadas, a legitimidade dos mecanismos institucionais criados, a coordenação das expectativas dos diversos atores domésticos e, principalmente, o alcance das medidas propostas para solucionar ou diminuir as assimetrias existentes entre os estados. As posições brasileiras são fundamentadas na lógica da intergovernamentalidade e são mais adaptadas à expansão do bloco do que propriamente ao seu aprofundamento. O artigo aborda os aspectos formadores do padrão de comportamento externo do Brasil e, em seguida, procura identificar as principais linhas de atuação do país em relação ao bloco no período analisado. Um dos argumentos principais do artigo diz respeito às sucessivas crises institucionais do Mercosul, procurando relacioná-las aos limites estruturais desse modelo, que é compatível com os elementos formadores da política externa brasileira, mas que não tem se mostrado suficiente para sustentar um processo de aprofundamento da integração.

RESUMO: Este artigo busca compreender melhor como a participação do Brasil no sistema GATT/OMC influenciou as linhas gerais política externa brasileira. Para tanto, a análise está centrada na atuação brasileira nas coalizões agrícolas, a partir das experiências vividas no Grupo de Cairns (Rodada Uruguai) e na coalizão G-20 Comercial (Rodada Doha), assim como nos contenciosos agrícolas, com especial atenção ao caso do Algodão (Brasil x EUA) e ao caso do açúcar (Brasil x União Europeia). A participação do país nas coalizões agrícolas e nos contenciosos fornecem elementos empíricos importantes para compreender o comportamento brasileiro com relação às negociações multilaterais. O enfoque teórico utilizado procura explorar melhor o processo de aprendizagem oriundo dessas experiências, contemplando instrumentos analíticos advindos de abordagens racionalistas, como as institucionalistas e as intergovernamentalistas, com preocupações construtivistas a respeito do processo de internalização de normas e procedimentos originados a partir das interações que ocorrem nos espaços de cooperação internacional.

Therefore, the analysis is focused on Brazil's performance in agricultural coalitions, from experiences of the Cairns Group (Uruguay Round) and the G-20 coalition Commercial (Doha Round) as well as in agricultural disputes, with specific attention to Cotton (Brazil x USA) and the case of sugar (Brazil-European Union). The purpose of this article is to demonstrate the existence of historical evidence that allows us to establish relationships between the concepts of free trade and protectionism, which are both used in US foreign trade policy, At the same, it seeks to demonstrate the importance of legislation and of the principles formulated in that country, as well as their role in explaining the motivation behind the structure of international trade after 1945. This explanatory role contributes decisively toward our understanding of the successive rounds of GATT (General Agreement on Tariffs and Trade) negotiations until the creation of the World Trade Organization (WTO) in 1995. Furthermore, it shows why US foreign trade is, beyond a matter of the State, a matter of society.

O objetivo principal de Marcelo Passini Mariano nesta obra é investigar como a política externa do Brasil, o principal integrante do Mercosul, relaciona-se com o bloco regional e de que maneira se re-vela na sua configuração e nos seus impasses. A partir de análises que entendem que a crise vivida pelo bloco não decorre exclusivamente de questões comerciais, o autor afirma que parte dos desafios atuais do bloco regional tem origem na própria concepção da política externa brasileira, que privilegia sua expansão para o restante da América do Sul em detrimento do aprofundamento da integração. Assim, em A política externa brasileira e a integração regional, Mariano discute a hipótese de que, para o Mercosul expandir-se, seria necessária uma mudança em alguns preceitos da política externa brasileira em relação ao escopo dos processos de integração, em especial sobre a questão da autonomia de cada nação.
