This paper aims to open a dialogue between the International Political Economy (IPE) field and th... more This paper aims to open a dialogue between the International Political Economy (IPE) field and the International Relations discipline dominated by foreign policy studies. It does so by discussing the epistemological roots of the IPE tradition. The main claim is that IPE rejects and overcomes the false dichotomies that are reproduced in foreign policy studies between the so called domestic and international levels of analysis, and between the spheres of politics and economics. Instead, IPE comes in to rescue the discipline of International Relations from a dominant view that leaves economic interests on the sidelines of interpretations of international politics and in the care of economists. The topic of legitimacy in global governance is ethically and politically urgent to explore because of serious challenges from within and without the current institutional order. This commentary calls for more attention to two specific issues: geopolitical change and markets. First, in times of geopolitical transition, the sources of legitimacy are themselves points of contestation. Power transitions expose the limits of the liberal order and intimate a return of geopolitics with implications for the perceptions of legitimate global governance. It first builds from Amitav Acharya’s work, in which he envisaged the end of United States hegemony and a world order of multiple leadership and power competitions, a scenario that he calls a “multiplex world.” To a large extent, post-hegemonic regionalism grew at odds with U.S. regional and hemispheric ambitions of market-led governance and in a context of weakened U.S. hegemony in Latin America. Se pone en perspectiva su fracaso como sus implicancias a largo plazo. Asimismo se contrasta la concertación de deudores con las coaliciones en el campo comercial. Si bien ninguna de ellas logra el cambio de reglas que dicen proponerse como meta, los resultados residen en los pagos laterales que sus miembros obtienen al introducir una amenaza en la mesa de negociación. We argue that regionalism in the South is about political pragmatism, and thus integration should... more We argue that regionalism in the South is about political pragmatism, and thus integration should be understood not as an end in itself, but a tool for resolving challenges faced by member states. South America project of integration reflects a constant search for mechanisms to give states enhanced authority and management of economic and political relations with domestic actors and external actors and pressures. The underpinning notion is that regional organisations and subsidiary mechanisms can provide a space above the state for the articulation and promotion of norms and methods of regional policy formation and practices to enhance member states responses to economic and political challenges. Building upon the argument presented in the Introduction to this Handbook, we see the central dilemma in contemporary South American governance as intrinsically linked to the way states engage with and contest market forces, and similarly how markets define state-based governance arrangements. For this reason we claim that regional integration has in effect evolved as one sought mechanism to regulate and extend markets over and above the state boundaries, as much as a mechanism that enhanced states’ capacities to deal with external political and economic influence.
