He joined QF in February 2020 ... moreFrancisco Marmolejo is President of the Higher Education Division at Qatar Foundation. He joined QF in February 2020 as Education Advisor. At QF, his office coordinates and provides support to the eight prestigious universities housed at “Education City” in Doha, Qatar. Previously, he was based in New Delhi, India while serving as World Bank’s Lead Higher Education Specialist for India and South Asia from July 2016 to February 2020. During his career at the World Bank, he also worked as Global Coordinator of Higher Education from 2012 to 2018, serving as the institutional focal point on the topic of higher education, and providing technical support to WB projects in more than 60 countries. From 1995 to 2002, he served as founding Executive Director of the Consortium for North American Higher Education Collaboration, a network of more than 160 tertiary education institutions primarily from Canada, the U.S. and Mexico, based at the University of Arizona (UA), where he also worked as Assistant Vice President, Affiliated Researcher at the Center for the Study of Higher Education, and Affiliate Faculty at the Center for Latin American Studies. Previously, he was an American Council on Education (ACE) Fellow at the University of Massachusetts, and also he has been Vice President for Administration and Academic Vice President at the University of the Americas in Mexico. He has worked as International Consultant at the headquarters of the Organization for Economic Cooperation and Development (OECD) in Paris, France, and has been part of OECD and World Bank peer review higher education teams in Europe, Latin America, the Middle East, Africa and Asia. He serves or has served on advisory boards and committees at a variety of universities and organizations, including the International Association of Universities, the American Council on Education’s Commission on International Initiatives, NAFSA, World Education Services, the Lumina Foundation for Education, and the Centre for Internationalisation of Higher Education at UNICATT-Milan. He has received honorary doctorate degrees from his Alma Mater, the University of San Luis Potosi (UASLP) and the University of Guadalajara in Mexico.edit

The main objective of this paper is to outline what policies matter most for an effective tertiary education (TE) system. It is crucial to ask not simply whether a system is working, but whether it is working to cope with current and expected demand in nations across the world. The paper presents the conceptual background and operational tools of the Systems Approach for Better Education Results-Tertiary Education (SABER-TE) methodology used by the World Bank to support government education policy makers to assess policy areas of relevance to a country’s tertiary education system by benchmarking national policies against international best practices. The paper first provides a historical perspective on the World Bank’s involvement in tertiary education. Next, it discusses the importance that tertiary education has in today’s society and presents a brief review of the most significant issues and trends in tertiary education worldwide. In the second part of the document, the SABER-TE guiding principles are discussed, as well as the policy areas that the framework assesses. The document then describes instruments for data collection; a rubric for scoring, benchmarking, and analyzing the data; and methodological approaches for collecting and disseminating the findings of a SABER-TE assessment.

Following a trend common in other countries, in its recent history Mexico has aspired to develop some of its higher education institutions to the level of research-oriented peer universities of excellence. A unique case of a private institution, the Monterrey Institute of Technology (ITESM) is being analized, considering that its flagship campus has officially embarked on a path to achieve the status of world-class research university but has yet to reach that goal.

A transição para o século XXI é marcada por profundas mudanças nas relações da sociedade. A educação é parte desse processo e, neste sentido, a relação indissociável entre a unificação da Europa e a de sua educação superior denota tal percepção. Este trabalho objetiva trazer elementos para a compreensão do Processo de Bolonha, analisando aspectos de sua implementação; estabelecendo vínculos entre suas características e objetivos e a racionalidade à qual o Processo parece estar afiliado; e indicando possíveis impactos para a educação superior brasileira. A análise indica que, na medida em que a Europa deseja estabelecer parcerias internacionais que ampliem seu leque de opções para a educação superior, pode-se presumir que a pauta tende a apontar para interesses da própria Europa. Isso exige uma postura de discussão e negociação que tenha como base as noções de alteridade e diversidade, com a universidade como locus privilegiado de análise crítica, propositiva e, sobretudo, prospectiva.

The rapid disruptions caused by the Covid-19 pandemic in multiple sectors and areas of daily life provide a unique opportunity to study the university’s capacity to respond to changes in the external environment, to be a learning organization, in service of addressing significant social challenges. In this book we study universities’ responses to one such challenge: the disruption to educational opportunities caused by the interruption of schooling brought about by the pandemic.In response to the Covid-19 pandemic, universities innovated on several fronts. Based on a cross-case analysis of the studies presented in this book, this study concludes that during the COVID-19 pandemic, universities engaged with school systems and school networks to sustain educational opportunity. They did so through entrepreneurial educational innovation in ways which helped integrate their research, teaching, and outreach functions. Since 1995, the Qatar Foundation (QF) has played a key role in the development of Qatar through education, science, and community development. QF is an “umbrella” array of more than 50 entities covering the entire educational system from PreK-12 schools to doctoral higher education, in addition to a variety of related organizations supporting innovation, health, culture, and community development. This case study examines how the QF Multiverse-city (MultiverCity) model has created synergies between Higher Education and Pre-University Education, which have contributed to support educational continuity during the pandemic across the Foundation and beyond. We assess and compare computer science skills among final-year computer science undergraduates (seniors) in four major economic and political powers that produce approximately half of the science, technology, engineering, and mathematics graduates in the world. We find that seniors in the United States substantially outperform seniors in China, India, and Russia by 0.76–0.88 SDs and score comparably with seniors in elite institutions in these countries. Seniors in elite institutions in the United States further outperform seniors in elite institutions in China, India, and Russia by ∼0.85 SDs. The skills advantage of the United States is not because it has a large proportion of high-scoring international students. Finally, males score consistently but only moderately higher (0.16–0.41 SDs) than females within all four countries.

Instituições de ensino superior (IES) podem e fazem uma contribuiçãosignifi cativa para o desenvolvimento econômico regional, social e cultural. Numa economia globalizada, a relevância de várias atividades conduzidas naquelasinstituições é crescente em importância e está sujeita a um aumento de uma avaliaçãominuciosa e cuidadosa. Entretanto, falhas de comunicação entre os agentesregionais e as IES reduzem a efetividade dos seus esforços no ensino, na pesquisa eno serviço público e limitam a compreensão do nível local de seus impactos. Estasfalhas de comunicação estão frequentemente associadas aos sinais políticos fracosou confusos, e agendas confl itantes. Com o propósito de responder este dilema, a OCDE implementou um projeto de pesquisa que envolveu 14 regiões através de12 países. En este artículo pretendemos narrar de manera sucinta el impacto inicial de la pandemia en la educación superior de México. Una buena cantidad de consecuencias, tanto esperadas como inesperadas, por la emergencia sanitaria aún están por identificarse y evaluarse, toda vez que el escenario es inédito. Sin embargo, la respuesta inicial de las universidades mexicanas ha sido relativamente consistente, con énfasis en las urgencias de corto plazo aunque con poca atención aun a las implicaciones de largo plazo.

We live in an increasingly turbulent, complicated, complex and contradictory, but also fascinating and interesting world, in which many of our preconceived notions are being contested or are no longer valid. And this is the world in which we need to question if what we are and have been doing with intercultural learning, with internationalization, and, in general, with education, is really responding to emerging challenges
and opportunities. It is time to rethink the role of education and intercultural learning and the international dimension in a world which is still having persistent social inequality and ideological polarization. The uncertainties of today’s world should serve as a wake-up call to seriously reflect about the impact of international and intercultural education.

En este artículo analizo los resultados de la Encuesta Global sobre Internacionalización de la Educación Superior efectuada por la Asociación Internacional de Universidades (IUAU) y discuto las implicaciones para América Latina.
