This is an assessment of seasonal factors impacting school attendance in selected schools of the Karnali zone in order to produce recommendations on strategies to reduce student and teacher absenteeism in the region. The study collected qualitative and quantitative data through focus group discussion, interactions, structured questionnaires and school attendance registers from respondents including head-teachers, teachers, students, members of School Management Committees (SMCs) and Parent–Teacher Associations (PTAs), parents, community members, District Education Officers, Resource Persons and School Supervisors associated with 18 primary and secondary schools in the districts of Jumla, Humla and Dolpa. The main finding of the study was that, for schools in the region, approximately 83 school-days are lost each year through absences linked to seasonal events. This is nearly 38 per cent lower than the government standard of 220 school-days per year. This does not include school-days lost for non-seasonal factors.

A public service delivery survey was carried out under the support of Transparency International (TI) in nine districts of Nepal. The specific objectives of this survey were to map out public perception and experience of the current public service delivery, and to examine whether there are any improvements on peoples’ perception and experience on service delivery issues compared to the principal findings of a similar study of the last year.

The research team conducted qualitative study in 3 districts and quantitative in 9 districts. To carry out qualitative study, the research team visited the respective districts and interviewed the public service providers and recipients. As for the quantitative study, a sample of 2205 was identified by considering 2 percent permissible error.

The most visited public offices of the respondents were the ones where they faced the most problems: electricity authority, municipality office, hospital and land revenue office. Among these offices also, services were lately delivered mostly in land revenue office and municipality. Out of all the offices, the highest number of respondents had paid extra charges/tariff than the government rate to finish their work on time in the land revenue office. Some respondents mentioned that they paid extra money to get admission in hospital and to get free textbooks in the community schools.

One of the focuses of this study was to examine the condition of local government and education sector. The local government still has much to do as many local beneficiaries did not take part in open discussion and budget allocation process as they did not receive information about public hearing. The study of school sector explored that some teachers were not regular in community schools. In entirety, non-governmental, political parties and bureaucrats need to build their role more effectively and they must initiate the awareness programs that increase self-confidence.

In the context of cultural diversity and democratization in Nepal, ethical decision making with the central focus on the paradigms of care, justice, and critique is perceived as highly imperative in the life of school principals. However, the way each principal decides to remain ethical differs in practice as his or her own individual and school constructs vary from the other. The difference is much visible in the decision-making process of men and women principals. Considering this, a case study of men and women principals was carried out and the result showed that sociocultural constructs of the principals is primarily responsible to create the differences between them in terms of their ethical decision-making process. Sociocultural context of principals is not in the favor of the women’s decisive role, and thus women principals in their workplace make decisions after having several rounds of consultations. This serves to make their decision constructive as compared to the men principals who hardly consult in the decision-making process.

"Professional ethics is important in perceiving teacher identity, setting teachers' behavior pattern and developing overall institutional culture. However, in institutional as well as professional development approaches, professional ethics does not come as a focal priority mainly because there is a lack of adequate understanding regarding how to incorporate and functionalize ethics in an organization. For example, two policy documents outlined at national level in Nepal highlight uniform ethical codes and fail to address local meaning of ethics. This issue has arisen because there was a lack of efforts to contextualize the ethics and code to the local milieu. This analysis, therefore, should be useful to professionals in the teaching and educational field or anyone who may be considering utilizing or developing code of conducts or ethics in their professional life.

Gender, marital status and age were assessed under personal attributes and type of institution based on ownership, locale of the institutions and instructors’ experience were assessed within professional attributes. Survey questionnaire was sent online to 251 instructors across the country who had participated in instructional skills-based training in the past three to 15 months and were engaged in technical education as instructors during the time of the study. Dilemmas in decision-making are prevalent among school head-teachers. However, studies on how dilemmas are addressed and how their multi-dimensional aspects impact school education quality have not been carried out. With this consideration, a narrative study was conducted to explore how community school head-teachers address ethical dilemmas to ensure quality education. In this study, in-depth interviews were conducted with the head-teachers of seven selected schools. Then, the lived narratives about how head-teachers address their ethical dilemmas were analyzed, and themes were drawn with the lens of multiple ethical paradigms: ethics of care, justice, critique, and professions and other relevant literature. The study shows that the head-teachers address the ethical dilemmas by focusing on their leadership worldviews, responsibility as an ethics, and ethics of organization, and they strive to improve the quality of education in their schools. The findings can be utilized to draw insights into how head-teachers can address ethical dilemmas while remaining in ethical positions to ensure quality education in community schools in Nepal.

This study explores the environmental factors that affect the transfer of training among technical education instructors in Nepal. In the exploration, a scale with 40 items was constructed by utilizing Delphi technique. Then, a survey was carried out on 251 instructors who completed instructional skills-related training. The result of Exploratory Factor Analysis (EFA) retained 26 items and showed six factors affecting the perceived transfer of training accounting for 58.8% of the total variance explained which are: (i) organizational transfer intervention, (ii) external monitoring and evaluation (M&E), (iii) local school governance, (iv) management support, (v) social support and, (vi) curriculum standard. A key issue for teachers working in public secondary schools in Nepal is their confidence in their capability to complete the tasks associated with their professional activities. With this consideration, a study was carried out to explore the factors contributing to Nepali teachers’ self-efficacy. To find out the factors, the study administered the NTSE tool, developed through the e-Delphi technique. A sample of 390 public school teachers was drawn from a population of 3427 teachers in the Kathmandu, Lalitpur, and Bhaktapur districts of Nepal. A cluster sampling technique was used to draw a local government body in each district. The exploratory factor analysis (EFA) was applied using a principal component matrix with varimax rotation. The purpose of this paper is to examine the interdependent relationship between knowledge management and the academic performance of faculty members in higher educational institutions (HEIs) in Nepal. Design/methodology/approach This study applied survey research to identify the interdependencies between knowledge management and academic performance in the context of HEIs. The data were collected from the 445-academic staff of four different universities of Nepal by using the self-constructed questionnaire, using Delphi methods. Factor analysis was applied to identify the dimensions of knowledge management and academic performance and canonical correlation analysis was applied to examine the interdependent relationship between dimensions of knowledge management and academic performance.

This study explored the trend of utilizing mixed methods research (MMR) in the literature and the resultant methodological insights in 34 MMR articles on employability, which were selected from the 744 articles published during 2010–2019 in five major journals. The Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) technique was followed for systematic review, and analysis was conducted. Early marriage is one of the major traditional practices that affects the life of both boys and girls in many different ways. In this context, this research assessed the prevalence of early marriage and derived its underlying causes. Adopting a mixed methods approach, first, the study surveyed a sample of 1350 households of Nepal in which at least a marriage took place within the five years before the survey. Following a survey, secondly, the study explored 30 unique cases of early marriage, and ten among them were studied in more depth through face-to-face interviews. Logistic regression was applied to determine the factors that could influence the prevalence of early marriage. It was then followed by an analysis of the qualitative data. However, the situation is different on some occasions. For instance, political interest plays more important roles than qualifications, training, work experience, etc., in school affairs. In this context, a qualitative study was carried out in the purposefully selected two schools – an urban and a rural – to explore the elements that influence school integrity practices. Data collected from the schools were analyzed and interpreted. The findings show that nepotism, unhealthy party politics, and impunity (integrity triad) influence the school integrity practices in Nepal.

Technical and Vocational Education and Training (TVET) plays a crucial role in promoting high-skilled workers in Malaysia. In order to establish and manage TVET, it is significant to revisit in the existing TVET system to make a greater impact to improve TVET ecosystem including governance and management, teacher training, curriculum and pedagogical, social partners, and innovation in TVET provision in the context of private and public engagement. This paper applied systematic review as a methodology. The results, show that TVET ecosystem and interventions need to be implemented in line with the need of 21st century ‘new economy’ skills and challenges will always appear in hindering the success of preparing future skills demand. Hence, this paper further discusses the issues and challenges faced by Malaysia in reforming TVET for the world of work. Additionally, this paper covers strategic planning and recommendations on TVET development that could be beneficial to Malaysia.

. Rice is a major cereal crop that ensures food security and rural income generation in Nepal. The objectives of this study were to analyse the dynamics of the rice sub-sector from the perspective of production, research investment, and supply chain as expected outcomes are not yet achieved in spite of continuity in priority for research and production investment. Accordingly, this study was done by using secondary data covering 2000 to 2018 combined with a case study. For the case study, Morang, the district with the highest rice production was chosen. A random sample of 144 supply chain actors in which 100 rice producers, 10 collectors, 10 wholesalers, 7 millers, and 17 retailers were chosen from the list of the targeted population in each category. Findings revealed that rice production, productivity, and research investment were increasing at the rate of 1.25, 1.65, and 10.57 percent per annum, respectively. There was a strong positive link between research investment and production. Millers were the main value-adding actor. They have been getting the highest profit margin (31.5%) based on investing more (46.51%) in value-added activities. In contrast, farmers received a relatively low-profit margin (13.9%) with a 1.26 benefit-cost ratio. This was mainly due to the low adoption of improved production technology and weak horizontal coordination of rice producers. The percentage of food surplus households has increased, mainly due to the adoption of rice technologies generated by rice research programs, but this has not well reflected in terms of getting more profit margin by the rice-producing farmers. On the other hand, the research investment in rice was not consistent, and even not adequate for the required technology generation. Therefore, an increased investment could enhance the efficiency of generating technology packages, and implementation of effective extension services targeting the rice-growing farmers through increasing total factor productivity is crucial to increase the profit margin of rice producers. Moreover, with strengthened horizontal coordination among the major actors and with the increased investment in value-added activities in each stage of the supply chain based on consumer demand, increased profit margin for making the rice supply chain sustainable.

In the last few decades, Technical and Vocational Education and Training (TVET) expanded significantly in Nepal. However, the actors of TVET are uncoordinated and are implementing programmes with fragmented governance. The international experience shows TVET fund is one of the approaches to coordinate fragmented TVET stakeholders and enhance the quality of TVET. In absence of such an integrated TVET fund in Nepal, this paper urges for establishing TVET fund and sketches the possible approaches with reformed TVET structure. For this, first, we reviewed the literature particularly perceived the international practices of implementing TVET fund. Further, we arranged an interaction with TVET stakeholders  and collected their views on the establishment of the TVET fund in Nepal. Based on these, the paper provides five possible models for establishing TVET fund in Nepal. All the model has their strength and challenges, so it would be rational to adopt strengthening existing structure rather than making it stand alone. For this, developing strong research and innovation, effective implementing bodies, and independent quality assurance and accreditation system is equally important for its effective implementation. In the dearth of TVET literature, this paper is expected to contribute knowledge and provide a way forward for policymakers for establishing a TVET fund in Nepal.

Education in Community School (TECS) program is considered a viable program in the context of a country like Nepal. Instructors of these schools are the key persons who transform curriculum into practice, however, their profession in their perspectives was hardly studied.
With this consideration, this study was carried out to understand the experience of TECS teachers about their profession. For this, four TECS instructors from two TECS schools of Diploma in Civil Engineering program were purposively selected and interviewed using a narrative inquiry approach. The instructors expressed teaching as a highly interesting profession, however, they were not ready to work in TECS schools of villages. For them, there is a lack of extra earning opportunities and career growth prospects like in urban areas. However, they were motivated as they could apply their prior knowledge in teaching, and they learned instructional skills. At the same time, academic knowledge had been helpful for their

Ethics of care, a paradigm for mutual respect, compassion and attention to others in an organization, is considered as the most indispensable and unavoidable for a workplace. Particularly, it is essential in TVET schools as the students are mostly from diverse cultural, family and learning backgrounds and many of them require emotional and psychological support. However, TVET schools are often blamed as care within the schools is yet to be reflected in practice. In this context, a case study was carried out using humanistic paradigm to examine the nature and gravity of ethics of care in TVET schools in Nepal. Data were collected/generated from five TVET schools through prolonged interview by using interview protocol. The data were then analyzed and interpreted with relevant literature and personal reflection. Rice is a major cereal crop that ensures food security and rural income generation in Nepal. The objectives of this study were to analyse the dynamics of the rice sub-sector from the perspective of production, research investment, and supply chain as expected outcomes are not yet achieved in spite of continuity in priority for research and production investment. Accordingly, this study was done by using secondary data covering 2000 to 2018 combined with a case study. For the case study, Morang, the district with the highest rice production was chosen. A random sample of 144 supply chain actors in which 100 rice producers, 10 collectors, 10 wholesalers, 7 millers, and 17 retailers were chosen from the list of the targeted population in each category. Findings revealed that rice production, productivity, and research investment were increasing at the rate of 1.25, 1.65, and 10.57 percent per annum, respectively. There was a strong positive link between research investment and production. Millers were the main value-adding actor. They have been getting the highest profit margin (31.5%) based on investing more (46.51%) in value-added activities. In contrast, farmers received a relatively low-profit margin (13.9%) with a 1.26 benefit-cost ratio. This was mainly due to the low adoption of improved production technology and weak horizontal coordination of rice producers. The percentage of food surplus households has increased, mainly due to the adoption of rice technologies generated by rice research programs, but this has not well reflected in terms of getting more profit margin by the rice-producing farmers. On the other hand, the research investment in rice was not consistent, and even not adequate for the required technology generation. Therefore, an increased investment could enhance the efficiency of generating technology packages, and implementation of effective extension services targeting the rice-growing farmers through increasing total factor productivity is crucial to increase the profit margin of rice producers. Moreover, with strengthened horizontal coordination among the major actors and with the increased investment in value-added activities in each stage of the supply chain based on consumer demand, increased profit margin for making the rice supply chain sustainable.

Ethics is an important part of administrative behavior for a head schoolteacher. A school often proceeds in the path of success if it is led by an ethically sound leader. However, professional ethics are largely thought to emerge from the conscience of the administrator. This article is based on a study undertaken with the purpose of identifying how the ethics of educational administrators are practiced in public secondary schools in Nepal. The study was carried out using a humanistic paradigm with a series of in-depth interviews and focus group discussion through a phenomenological approach. The study found that professional codes of conduct for school administrators need to be well defined, well internalized, and focused on the culture and context in question. One way to do this is to require representatives of all of the school's stakeholders to discuss and develop the professional codes of school administrators. This sensitive and participatory approach in the development and adoption of the ethical rules generates a "feeling of ownership," responsibility, and commitment among all school stakeholders. However, at present, there are no such provisions to understand social interaction in particular social settings to ensure participation of all the stakeholders in the formation of ethical codes of educational administrators.

Government often claims that public service delivery in Nepal is under reform, but the recipients of it hardly observe the desirable changes. Considering this, a study was carried out by Transparency Nepal (TI) to map out public perception and experience of the current public service delivery, and to examine whether there are any improvements on public service delivery. The study comprises of qualitative study in three and quantitative survey in nine out of seventy five districts of Nepal. The findings of the study showed that electricity authority, municipality office, hospital, and land revenue were the offices where services were not delivered in due time. However, citizens' awareness against corruption among the service receivers was slightly increased which helped for the little improvement in satisfaction among service recipients. Nevertheless, as the agendum of reform has been characterized by supply-driven, there is not much remarkable changes in satisfaction among them. Therefore, in an honest effort of building integrity in the public service delivery, demand-driven reform has to be institutionalized in addition to the present supply-driven organizational context.

Ethics, in the part of educational administrators, help present a healthy atmosphere in schools.
However, ethics of administrators in school settings are hardly prioritized, due to the uniqueness
of the leadership position, which contains various contexts and situations. A qualitative study on
ethics in school leadership identified that ethical codes that are imposed by the State are hardly
compatible with the local context. The ethics of school administrators, therefore, need to be welldefined
and well-versed within the school setting, incorporating local culture and contexts. A
sensitive and participatory approach generates a feeling of ownership, responsibility, and
commitment among all stakeholders.
