1.(A) Explain the term citizenship education
Citizenship Education is a type of education which instills desirable values attitudes, skill
and knowledge into individuals to enable them participate in the affairs of their group or
adjust functionally as good citizens (3marks)
(B) State six reasons for effective citizenship education of Nigerian youths
 Sensitize Nigerian youths on their duties and rights as citizens.
 Produce responsible, well informed and self- reliant Nigerian youths.
 Inculcate the right values and attitudes into the youths for the development
of the society
 Help citizens especially youths identify national problems and proffer
solutions.
 Produce enlightened youths who are politically and nationally conscious.
 Instill in the youths high moral standards which are required for the
development of the country.
 Encourage national integration and nation building.
 Prepares the youths for future leadership roles.
 Instill in youths a sense of national consciousness and patriotism towards
their society and the country at large.

(a) People Living With HIV/AIDS (PLWHA) (1mark)

3a. List and explain 4 traffic signs 4marks


1.Traffic Lights : This is usually located at cross-roads junctions. Traffic lights have three
colours, which are green, amber and red. Each colour gives specific instruction to road
users, e.g. Amber (Yellow light) indicates get ready to go, Green means go while red means
stop.
2.Zebra Crossing : This is used to indicate where pedestrians (people walking) can safely
cross the road. Once a pedestrian steps on the zebra line, motorists, motorcyclists and
bicycle riders are expected to stop. Zebra crossing are usually constructed in front of
schools, hospital, markets and busy spots.
3. Road Diversion : It is a road sign that prepares road users for a change in the direction of
the road.
4. Hill Sign : the hill sign means to inform road users about the hill nature of the road
ahead.
5. Road Block : are stops on the road usually for security checks e.g. the police check point,
customs, immigration and Federal Road Safely Commission (FRSC)
(Any four point explained at 1mark each=4marks, mere listing ½ mark each).

3b. state five (5) functions of FRSC 5marks


- Making the highways safe for motorists and other road users.
- Recommending works and infrastructures to eliminate or minimize accidents on the
highways.
- Educating motorists and members of the public on the importance of road discipline
on the highways.
- Prevention and reduction of road accidents on all public roads across the country
- Regulate, enforce and co-ordinate all road traffic and safety management activities.
- The government is responsible to strengthen traffic laws by making new laws and
amending ineffective laws.
- Punishment of offenders that disregard or disobey traffic rules.
- Construction of road traffic signs on the major highways to enhance safety.
- There should be pubic enlightenment for example : public lectures, symposia,
workshops, newspaper articles among others. So that the consequences of
disobeying the law.
- NGOs also obey and assist traffic officials such as boys and girls brigade, Boys Scout.
They visit function where there are traffic jam to regulate traffic. They also provide
First Aid to accident victims)

3c. Define Traffic Regulation
 Traffic rules and regulations refer to a set of laws prepared for road users on how to
behave on the road.
 Traffic regulations are those laws, rules and regulations which all road users must
follow. The road users include pedestrians, motorcyclists, and drivers of all kinds of
vehicles. It is called a high way code in UK, traffic code in USA and highway codes in
Nigeria. (Any correct definition at 1mark)

4a. What is the meaning of inter-communal relationship ? (2 marks)


 Inter-communal relationships mean political, economical, social and cultural
relationship between two or more communities. Communities involved in such
relationships receive some benefits in response to their needs and concern for their
welfare and interest.
 In addition, Inter-communal relationship result in the exchange of goods and
services from neighbouring community, marriage between members of different
communities, migration and settlement in different community.
(A good definition at 2 marks)
4b. Importance/benefits of inter-communal relationship include : (4 marks)
1. Peace and stability : inter-communal relationship promotes peace and stability
among communities.
2. Social–economic development : relationship between two or more communities
could lead to socio-economic development as they engage in buying of goods and
services and embrace the culture of other communities.
3. Political ties : when communities enter into relationship with another, political ties
are established and this promotes peace and stability among them.
4. Inter-marriages : relationship between communities results in inter-marriages, and
this will promote peace and unity and reduce conflict between them.
5. Migration : when relationships are established between communities, people move
freely from one area to another to settle and do their business. This will also
promote peaceful co-existence between such communities.
6. Reduction in inter-communal conflicts : where there are inter-relationships between
communities, conflicts are probably to be reduced to a great extent.
7. Relationship between communities encourages mutual trust and confidence
between members of such communities.
8. Ability to speak other people’s language : relationship between communities makes
it possible for members to learn how to speak the language and understand the way
of life of the host community.
9. It guarantees security in a Nation : relationships among communities guarantee
peace and security in a nation.
10. Transformation and development : relationship between communities will result in
the development of the communities.

4c. Consequences of inter-communal conflicts :


1. Loss of lives and properties : communal conflicts always result in loss of lives and
properties which has series effects on the people.
2. Decline in economic activities : when conflicts occur between communities, it
disrupts economic and commercial activities.
3. Refugees : conflicts between communities lead to the displacement of people from
their home. These people end up as refugees in camps or other areas.
4. Breakdown of law and order : conflicts between communities lead to breakdown of
law and order and some people take laws into their hands to attack innocent citizens
and loot property worth millions of naira.
5. Under development : societies develop in a peaceful and stable atmosphere but
conflict makes the society backward and underdeveloped.
6. Diseases : there is the likelihood of outbreak of diseases in areas where conflicts
occur. This is because the clashes leave behind corpses. Which might decay and
cause epidemic such as cholera, small pox, typhoid, meningitis, influenza etc.
7. Starvation and hunger : inter-communal clashes always bring about hunger and
starvation on the victims because there is usually a drop in the production and
supply of food to such.
8. Hatred : conflict breeds hatred between communities which always want to engage
in more clashes in order to avenge for the loses they incurred.
