Governementality

"Die Wende hat Konjunktur. Spätestens seit den 1990er-
Jahren haben wir uns als kritische KunstvermittlerInnen
daran gewöhnt, dass in fast jeder Saison ein neuer Trend
zu einem weiteren kulturwissenschaftlichen turn ausgerufen
wird. Der Text »Segeln« lädt dazu ein, der permanenten Wende des aktuellen institutionellen »Change-Imperativs« die Frage nach möglichen Kontinuitäten zur Seite zu stellen, um nach dem vielen Wenden nun endlich den kritischen Wind aufzunehmen und zu
segeln zu beginnen.

Il concetto di sovranità ricorre costantemente e in maniera quasi ossessiva nel dibattito politico occidentale fin dall'età moderna. Esso dimostra di sapersi adattare alle diverse epoche storiche, riducendo le relazioni di potere a una concezione unificante e pacificante. Ancora oggi, in un'epoca segnata da una globalizzazione che minaccia l'autonomia delle istituzioni statuali, la sovranità rimane al centro del dibattito pubblico, come fulcro su cui far ruotare la pretesa del corpo politico di decidere delle proprie sorti, o come posta in gioco di una paradossale reazione di matrice nazionalistica. Non sono tuttavia mancate, negli ultimi decenni, voci critiche in merito alle proprietà analitiche della teoria della sovranità. Essa farebbe parte della strategia mediante cui il potere si assicura una presa costante sulla vita, impedirebbe la penetrazione fra le relazioni che striano lo spazio aperto tra il potere costituente e il potere costituito, e non sarebbe in grado di illuminare le razionalità che circolano fra governanti e governati. Questo libro interroga due di queste voci, quella di Michel Foucault e quella di Giorgio Agamben, per offrire un quadro completo e ragionato non solo del loro pensiero politico, ma anche dei moventi epistemologici e ontologici che promuovono le loro imprese filosofiche

Maturato nell’età dei Lumi, l’esprit de société aveva concentrato ogni attenzione sul popolo, e aveva così sostenuto la nascita del populismo, vocabolo qui utilizzato in un’accezione ben diversa da quella contemporanea, e più vicino al senso della parola russa narodnicestvo. Nella sostanza, come tanti altri illuministi, Tanucci sosteneva un culto del popolo come programma di trasfigurazione delle classi sociali del Regno e fondato sulla necessità di ‘nazionalizzare’ quegli abitanti. L’adesione, necessariamente dissimulata, di Tanucci alle idee del filosofo ginevrino ci mostra chiaramente i segni delle modifiche intercorse nei rapporti tra governi europei e società, fin a partire dalla seconda metà del XVIII secolo.Nelle pagine che seguono cercheremo di raccontare come Tanucci descrivesse il mondo sociale che gli apparteneva e come egli strutturasse la sua azione politica di fronte a soggetti collettivi, gruppi sociali ed istituzioni.  Crediamo che attraverso la sua colta, intelligente e riflessiva testimonianza sia possibile vedere uno scorcio delle forme generali dell’immaginario delle élites del suo tempo, e quale fosse il modo di concettualizzare e di raffigurare i contorni e la qualità dei gruppi sociali, anche attraverso le appartenenze e le traiettorie della vita dei singoli individui.

Im angloamerikanischen Raum, vorwiegend in Großbritannien, den USA, Australien und Kanada, konnte sich innerhalb der letzten zehn Jahre mit den „Governmentality Studies“ eine sozialwissenschaftlich ausgerichtete Forschungsrichtung akademisch etablieren, die das von Michel Foucault entwickelte Konzept der „Gouvernementalität“ (gouvernementalité) für eine neue Kritik der politischen Vernunft liberal-demokratischer Gesellschaften in theoretischer, empirischer und kritisch-politischer Hinsicht weiterführen will. 
Als Geburtsstunde dieser inhaltlich heterogenen Forschungsrichtung können die in den Jahren 1978 und 1979 von Foucault am Collège de France gehaltenen Vorlesungen zur „Geschichte der Gouvernementalität“ (histoire de la gouvernmentalité) gelten.  Der Begriff der „gouvernementalité” ist dabei eine Wortschöpfung Foucaults und verknüpft die Komposita „gouverner”, und „mentalité”, die in der Literatur im allgemeinen mit „Regieren“ und „Denkweise“ (auch: „Denken“ oder „Rationalität“) übersetzt sind. Insofern Foucaults Vorlesungen zur „Gouvernementalität“ unvollständig veröffentlicht und nur Teile von ihm selbst autorisiert wurden, soll hier nicht die pragmatische Weiterführung des Foucaultschen Konzeptes durch die „Governmentality Studies“ beurteilt werden,  vielmehr soll untersucht werden, welche methodischen Probleme und grundlagentheoretische Fragen mit der Anwendung des Konzeptes verbunden sind.

La conservation de sang de cordon ombilical représente un cas d'étude intéressant afin d'analyser les conséquences de la gouvernance néolibérale sur la reproduction sociale, notamment sur les institutions de soins de santé, ainsi que sur la formation des subjectivités politiques contemporaines. Elle illustre de manière éloquente le passage d'une logique distributive des « produits » du corps issue de l'État-providence à une orientation néolibérale fondée sur une privatisation de ceux-ci; cela précisément parce que deux modèles (l'un public, l'autre privé) de bio-banques coexistent dans le contexte canadien actuel où l'accès universel au système de santé peine à se maintenir. Cet article examine la manière dont le discours promotionnel des banques commerciales de sang de cordon installées au Canada articule des conceptions particulières de la santé, de la maternité et de la famille. Après avoir exposé les mécanismes de responsabilisation des mères face à la santé de leur enfant qui sont articulés dans le discours, l'article réexamine finalement la portée du concept de biocitoyenneté à travers les lunettes de l'approche féministe de la reproduction sociale. En relevant la centralité de la famille dans l'économie morale néolibérale, l'article soutient la nécessité de situer les discussions récentes concernant les mutations biopolitiques dans des considérations plus larges de justice distributive et de genre.

Cord blood banking is a relevant case to analyze the consequences of neoliberal governance on social reproduction-particularly on health care institutions-as well as on the formation of contemporary political subjectivities. It eloquently illustrates the shift from a distributive logic of human body "products" stemming from the welfare state to a neo-liberal orientation based on the commodification of these products-this, precisely because two biobanking models (one of them private and the other public) coexist in the current Canadian context where universal access to health care is increasingly challenged. This paper examines how the promotional discourse of Canadian-based commercial cord blood banks articulates culturally situated conceptions of health, motherhood and family in relation to the broader themes of neoliberal accountability and consumer choice. It is argued that employed discursive strategies entailing expecting women to act as responsible mothers by insuring the future health of their children operate within this discourse as techniques of neoliberal governmentality. Building upon these observations, this article reexamines the scope of the concept of biocitizenship through the lens of the feminist perspective of social reproduction. By highlighting the centrality of the family in the neoliberal moral economy, this article stresses the need to situate recent discussions on contemporary biopolitical changes within broader considerations of gender and distributive justice.

Les technologies mobiles de quantification des habitudes et du corps, ou mHealth, sont mises en marché comme étant des solutions efficaces et peu coûteuses permettant la prise en main individuelle, notamment afin de lutter contre le surpoids. Dans cet article, nous proposons de considérer les technologies de quantification des habitudes et du corps comme des technologies politiques du corps participant à la création de savoirs et, donc, de pouvoir sur les corps. Non seulement les technologies de quantification des habitudes et du corps s'inscrivent dans une vision particulière de la santé, mais elles contribueraient également à promouvoir des impératifs néolibéraux. Elles conçoivent l'individu comme sujet biopolitique et favorisent ainsi une interprétation économique du corps et de la santé. Nous concluons cet article en argumentant que les technologies de quantification des habitudes et du corps pourraient ne pas permettre l'empowerment escompté. Abstract: Technologies that quantify habits and body, commonly designated as mHealth, are marketed as efficient and costless solutions for individual empowerment in order to fight against obesity, among other issues. In this article, we propose to consider quantifying technologies as political body, contributing to the creation of knowledge and, therefore, to the power over bodies. We argue that those technologies are imbedded in a particular vision of health and that they contribute to promote neoliberalism imperatives. They conceive the individual as a biopolitical subject and foster an economical interpretation of the body and of health. Furthermore, we argue that technologies that quantify habits and body might not provide the expected empowerment.

The Tripoli Al-Fayha’ a (Lebanon) urban area has a complex and eventful history. For a century its society has been facing transformative changes with a multitude of sources and consequences essentially linked to the reconfiguration of its economic structures born of its incorporation into modern Lebanon. Once an ancient and influential commercial city with regional and international reach, Tripoli has lost much of its economic vitality. It no longer
creates sufficient wealth to provide its population with the continuation of past prosperity. It has become a place of physical, economic and symbolic battles in which its inhabitants
struggle daily to ensure their livelihood. Postulating the establishment of an economy now principally based on a system of land and real-estate rent and of speculation, our thesis is proposing to analyse the reasons and true tenor of this particular process of production of urban space, as well as its mechanisms and effects, as a study, over time, of the spatialities linked to three urban projects: coastal planning, the realization of a real-estate driven land reparcelling of suburban orchards, and the redevelopment and enhancement of the Medina. The analysis of the sets of actions specific to these three situations – taken in their spatial, historical, and sociopolitical dynamics as well as on a local, regional, national, and international scale – invites one to question the meaning of urbanities and of a possible citadinity at play in Tripoli and, beyond this, to question the fundamental nature of the
power exercised there. This analysis leads us then to ponder on the formation and existence of, as P. Bourdieu would designate it, a real-estate illusio, produced from and producing a
powerful pleasurable “common affect”, which has reached – following B. Spinoza’s proposition – a state of imperium with unsustainable human and governmental consequences.

L’auteur offre un texte sous la forme d’un conte pour aborder la question de l’évaluation du travail, mais pas seulement du travail, l’évaluation comme dispositif de gouvernement et technologie de soi. Autrement dit, il se situe à l’ombre des concepts du philosophe Michel Foucault. Ce texte écrit à la deuxième personne, construit en deux parties, le matin en sujet réfléchissant et l’après-midi en chercheur d’emploi, est délibérément redondant et étouffant, comme le sont les situations dans lesquelles peuvent se trouver les personnes sommées de trouver un emploi à soi à l’ombre du néolibéralisme.

Artikkelissa käsitellään yhteiskuntatieteiden tutkimusmetodologiassa esiintyvää, yhteiskunnallishistoriallisten rakenteiden ja yksilön kokemusten välistä rakennetta. Se kiinnittyy hallinnan ja ideologioiden kriittisen tutkimuksen metodologiaan. Ongelmakentän tarkentamiseksi analysoidaan kahden tutkimusperinteen tarjoamia välineitä rakenteen ja kokemuksen yhdistämiseen tutkimusmetodiikassa. Perinteet ovat hallinnan analytiikka ja psykoanalyyttinen, yksilöllisiä kokemuksia painottava tutkimustraditio. Erityisesti tarkastellaan mahdollisuutta tuottaa analyysia, jossa otetaan huomioon sekä yhteiskunnan rakenteet että yksilön kokemus. Empiirisenä esimerkkinä käytetään vuonna 2015 valmistunutta tutkimusta, joka käsittelee erään työyhteisön pohjavirtauksia ja ristiriitojen sisäistymistä. Analyysi tuottaa näkökulmia siihen, kuinka rakenteet ja yksilöiden kokemukset voivat tutkimusmetodologiassa täydentää toisiaan sekä kuinka ja millä ehdoin tällainen komplementaarisuus voi olla mahdollista.

Cet article propose une brève analyse des conclusions formulées par Michel Hébert dans son ouvrage "Parlementer. Assemblées représentatives et échange politique en Europe occidentale à la fin du Moyen Âge" fondée sur le concept foucaldien de « gouvernementalité », et plus précisément sur son opérationnalisation à travers l’approche de l’instrumentation de l’action publique. Cette mise en parallèle des caractéristiques des assemblées représentatives en Europe occidentale à la fin du Moyen Âge et de celles des instruments de l’action publique nous amène à conclure qu’il est possible de considérer les assemblées représentatives comme des instruments de la gouvernementalité, à condition d’admettre que la genèse de l’État moderne en Occident ait pu s’accompagner de la mise en place d’une forme embryonnaire de gouvernementalité.

In this paper i explore the effect numbers and printed documents have on our understanding of social institutions. I use the case of the development of the Norwegian schools system. Further I analyze the effect the PISA-test has had, by deploying Foucaults term "Governmentality", thorugh its statistical measuring  of  abstract and social attributes. I conclude that the effect numbers and "legitimizing"-documents have is that political policy making can be manipulated in directions that are not necessarily progressive or developmental.

Artikkelimme käsittelee keskijohdon asemaa tietotyön, tässä tapauksessa yliopistotyön, organisoinnissa. Tutkimuksen empiria perustuu haastatteluaineistoon, joka on osa laajempaa etnografista aineistoa. Kuvaamme haastatteluaineiston kautta erästä työyhteisöä tapausesimerkkinä käyttäen millaisia positioita, puhe­tapoja ja artikulaatiota keskijohdon kaksoisasema organisaatiossa heille tuottaa sekä oman että alaisten työn johtamisessa. Kysymme erityisesti: 1) Miten keskijohdon edustajat hahmottavat epävarmuuden osana organisaation toimintaa, omaa työtään ja alaisten työn organisointia? 2) Miten epävarmuuteen keskijohdon positiosta suhtaudutaan ja millaisia mahdollisia ristiriitatilanteita tämä tuottaa koko organisaation toimintaan? Analyysissa hyödynnämme erityisesti kaksoisroolin ja kaksoissidoksen käsitteitä. Tuloksena kuvaamme, miten keskijohdon kaksoisasemasta seuraa työn organisointiin epäselvyyttä, joka ilmenee keskijohdon puheessa kaksoissidoksina. Tutkimuksemme on tapausesimerkk...
