presented at the third national conference on local safety and security in Slovenia in November 2017. A lead topic of the conference summarizes results of research on safety perceptions, which was done in 24 local communities in the spring in 2017. The main aim of the papers is proposing solutions for more efficient assurance of safety/security in local communities (smaller, middle and larger municipalities) in Slovenia. The papers in the proceedings discuss various aspects of safety and security in local communities, such as perception of safety/security and risks in local communities (perception of crime, sources of threats, safety in urban areas, police presence, and social cohesion); expectations and effectiveness of
ensuring safety and security (perception and effectiveness of community policing, perception of the tasks of armed forces, migration, and perception of threats in cyber space); and practices of ensuring safety and security in
local communities (legal regulation of municipalities, good practices of solving safety issues in the area of Police directorate Novo mesto and Murska Sobota, and perception of ensuring local safety and security
through the perspective of different stakeholders).

the Faculty of Criminal Justice and Security is celebrating the 20th anniversary of the Conference (1996-2016), which proves not only the persistence and commitment of its organisers but also how

Lomonosov - Moscow State University, and the Ministry of the Interior, Republic of Slovenia. The primary aim of the Conference is to engage in the exchange of views, concepts, and research findings among scientists, researchers, and practitioners covering a broad range of local
and universal safety-and-security and criminal justice topics. Such a diverse scholarly coverage of numerous topics and themes in criminology, criminal justice, security and related disciplines
by the experts from all around the world created an opportunity for those from Central and Eastern Europe to present their views and research. Hence, the Conference highlighted new ideas, methods, and findings spanning numerous research topics and applied areas relating to
local safety and security (e.g. , a review of research on local safety, security and crime prevention, local safety and security councils, community policing, analysis of local crime and incivilities, etc.). A total of 75 papers was presented. The concept of safety and security and its evolving nature make it a challenging topic of research. And while the concept is not unfamiliar to Central and Eastern European scholars incriminal justice and related disciplines, it is a lack of research into rapidly changing security threats that is more challenging, perhaps. Different views are reflected in a number of papers included in this publication, but if viewed collectively, they will hopefully provide the reader with a rich and diverse overview (and insight) into the type of issues and research emerging in the region. They will show, quite evidently, that regional scholars are becoming increasingly
interested in and receptive to exploring and examining the importance of organisation of local safety and security, evidence-based responses to crime and other threats - not to mention the ever-changing nature of safety and security challenges in the region - which are not based on perceptions only but require firm legal regulations to protect the values of the people.
It is important to mention that the majority of the Conference participants and contributors to this volume are not native English-speaking researchers. Therefore, we would like to thank the authors for all their efforts in preparing their papers in English. All the papers were peer
reviewed. In the editorial process, however, a number of them had to be excluded for various reasons.
This publication comprises 47 papers, with the majority of contributions coming from the Central and Eastern European regions. We hope that in addition to inspiring a continued interest in and an expansion of both richness of the topics and the areas studied, they will attract interest
from other regions of the world to perhaps engage in comparative projects that could benefit the wider global criminology, criminal justice, and security research communities. We would like to acknowledge the support of all peer reviewers for their helpful comments on

The book explores police legitimacy and crime control, with a focus on the European region. Using comparative case studies, the contributions to this timely volume examine the effects of a transition to democracy on policing, public attitudes towards police legitimacy, and the ways in which perceptions of police legitimacy relate to compliance with the law.
Following these case studies, the authors provide recommendations for improving police legitimacy and controlling crime, in these particular sociopolitical environments, where the police are often associated with previous military or paramilitary roles. The techniques used by these researchers may be applied to studies for policing in other regions, with potential applications within Europe and beyond. Chapters present topical issues of crime, crime control and human emotions regarding crime, criminals, law enforcement and punishment in contemporary societies.
This book will be of interest to researchers in criminology and criminal justice, as well as political science and public policy. 
This book is highly recommended for anyone interested in procedural justice and legitimacy, encounters between citizens and the state, the effectiveness of governmental institutions, and democratic development. Glavna tema konference povzema sklepne ugotovitve raziskovanja v okviru raziskovalnega projekta Varnost v lokalnih skupnostih, ki se je izvajal na Fakulteti za varnostne vede Univerze v Mariboru. Slovenia is a Central European democracy, independent since 1991. With a population of approximately two million and above 17,000 € gross domestic product (GDP) per capita, it is considered to be quite a successful transitional country from a former socialist republic to a functional democracy. The Slovenian police service employs 8808 personnel, one police officer for every 267 inhabitants. The survey, conducted in spring 2011 on a representative sample of 550 Slovenian police officers, provides an in-depth exploration of police integrity among Slovenian police officers after two decades of Slovene independence and 13 years after the first survey on police integrity with the same methodology was performed. The survey analyzes police integrity from the organizational/occupational culture theory of corrupt behavior perspective. The questionnaire, developed by Klockars and colleagues, consists of 14 hypothetical case scenarios. One of the main findings is that the officers’ own perception of the seriousness of corruption was the most significant determinate of their willingness to report corruption. Expected discipline had no influence on willingness to report corruption. We believe that these results demonstrate a high level of police integrity among police officers in Slovenia. Nevertheless, our results also contain some evidence of the code of silence among the Slovenian police officers.

Offering contextually rich descriptions of prisoner life, the text features four case study prisons—H Blocks, Northern Ireland; Eastham Unit, Texas; Isir Bet, Ethiopia; and ADX Florence, Colorado, in pivotal time periods and through an individual's custodial career in each institution. The symposium discussants focus on O’Donnell's conceptual framework—the degree of prison integration, system and staff regulation, and legitimacy—and how these reflect the key interactions between punishment and society across time and culture.

At a time when the world is faced with exceptional conditions and governments are taking various precautions to prevent the spread of the COVID-19, in addition to social life, trends in crime are also changing. According to world experts, reported crime fluctuates, but most forms of crime are in decline. After reviewing police statistics for the period from 1. January to 31. August 2020, in Ljubljana and comparing them with the same period in 2019, we found that reported crime had decreased. A total number of offences and misdemeanours have declined, as have robberies, thefts, burglaries, and domestic violence. The Institute of Criminology, online media, and newspapers in Slovenia have reported an increase in domestic violence, while some also reported a rise in thefts and burglaries in the country. V poglavju predstavljamo raziskavo o zaznavah družbenih procesov, varnostnih težav in policije v urbanih soseskah Ljubljane. Leta 2016 je bila izvedena pregledna študija na vzorcu 1.000 polnoletnih prebivalcev Ljubljane, ki so živeli v manj in bolj obremenjenih soseskah s prekrški zoper javni red in mir ter kriminaliteto. Analiza podatkov je pokazala, da so prebivalci manj problematičnih sosesk izrazili večjo stopnjo socialne kohezije, boljše mnenje o migrantih in manj zaznane odklonskosti mladih kot prebivalci bolj problematičnih sosesk. Prav tako so prebivalci manj problematičnih sosesk zaznali več postopkovne pravičnosti in večjo učinkovitost policije ter hkrati izrazili večjo pripravljenost na sodelovanje s policijo. V drugem delu analiz se ugotovitve nanašajo na različen vpliv dejavnikov, ki vplivajo na napovedovanje zaznavanja nereda v soseski in postopkovne pravičnosti policije glede na manj in bolj problematične soseske. Poglavje zajema temeljit pregled prispevkov in študij raziskovalcev ter različnih strokovnjakov na področju mladoletniškega prestopništva v Sloveniji po letu 1991. Tako teoretični kot statistični pregled v prispevku se opirata izključno le na izsledke slovenskih avtorjev v navedenem času. Sprva bomo predstavili obdobje adolescence, ki je kritično za razvoj prestopništva in predstavili dejavnike, ki najbolj (so)vplivajo na prestopništvo. Nato bomo predstavili glavne ugotovitve slovenskih raziskovalcev, ki so preučevali mladoletniško prestopništvo po različnih tematikah, predstavili glavne izsledke raziskav, ki so jih izvedli slovenski strokovnjaki in vključujejo vsaj določene elemente mladoletniškega prestopništva. Prispevek predstavlja avtorjevo razmišljanje o več kot dvajsetletnem preučevanju policijskega dela v skupnosti in njenem uvajanju in razvoju v slovenskem okolju. Razpravlja o dilemah izvajanja policijskega dela v skupnosti v Sloveniji ter izpostavi ovire na poti k idealnemu modelu policijskega dela v skupnosti. Skozi besedilo povezuje svoje raziskovalne izkušnje in izkušnje pri delu s praktiki. Razvoj policijskega dela v skupnosti umešča v polje profesionalizacije policijskega poklica in specializacije vodij policijskega okoliša. Čeprav obstaja še veliko izzivov glede izvajanja policijskega dela v skupnosti, obstajajo primeri dobre prakse. Celostno gledano je proklamirano policijsko delo v skupnosti v praksi daleč od tega, kar naj bi bilo. Policijsko delo v skupnosti je treba razumeti v kontekstu politike izvajanja policijske dejavnosti in družbenoekonomskih dejavnikov.

Prispevek predstavlja pravne vidike policijskega dela v skupnosti v Sloveniji. Analiza je pokazala podobne probleme kot v drugih evropskih državah, kjer se je začelo izvajati policijsko delo v skupnosti, ki je izhajalo iz anglosaške pravne ureditve, ki omogoča policiji večjo diskrecijo pri opravljanju policijskega dela. Prispevek predstavlja tudi pravno-normativne vidike odgovornosti za zagotavljanje varnosti, odgovornost policistov in delovnopravne vidike, povezane z vodji policijskih okolišev. Policijsko delo v skupnosti in delo vodij policijskih okolišev ni eksplicitno določeno v zakonodaji, ampak to področje delno urejajo notranji akti policije ter strategije s področja preprečevanja in zatiranja kriminalitete ter razvoja policijske dejavnosti.

Policijsko delo v skupnosti je razmeroma nova strategija preventivnega dela, v kateri policija s pomočjo lokalne skupnosti in drugih institucij, ki se ukvarjajo z varnostno problematiko, identificira in rešuje težave ter konflikte. Glavni nosilec takšnega preventivnega dela je vodja policijskega okoliša. Vodja policijskega okoliša med drugim tudi vzpostavlja stik z mladostniki v lokalnem okolju, prepoznava rizične skupine mladostnikov in vodi preventivne dejavnosti in programe. Pomembno je, da stik z mladostniki vzpostavi kar se da zgodaj in poskuša z njimi zgraditi pozitiven odnos. Poleg izvajanja izobraževalnih predavanj, usposabljanj in predstavitev na izobraževalnih institucijah, na katerih policisti podajajo ključne informacije o delu policije, varnostnih problematikah in samozaščiti, policija sama ali v sodelovanju z drugimi institucijami izvaja tudi število preventivnih programov in kampanj. Water is a source of life. Due to its limited quantities, growing world population and its unique role for humanity, demands for water are increasing. In addition to sufficient amounts of water, its quality is also essential. The quantity and quality of water vary from country to country; the accessibility depends on the area and from the privatisation of water resources. Due to the geographical position, Slovenia has a wealth of natural resources. It is one of the smallest countries in Europe, but concerning water resources, it is one of the richest. Unfortunately, they are not spatially uniformly distributed. The regulation in the Republic of Slovenia is quite extensive. Water resource management in Slovenia is introduced by the Water Framework Directive, and as the first country adopted a human right to drinking water into a constitution. The water crimes phenomenon was analysed by the descriptive method, literature review, statistical data analysis and information received from the police. The study of statistics, reports, and documentation have shown that water crimes in Slovenia are not very frequently dealt by the formal social control agencies and the offences of water pollution prevail by 85%.

PurposeThe purpose of this paper is to explore the consequences that followed the introduction of a performance measurement regime that is introduced into a subdivision of an English police force. The police force under consideration is located in a county that covers over 1,500 square miles and envelops areas as diverse as large urban conurbations, small villages and considerable rural expanses.Design/methodology/approachPart of this research utilised semi‐structured interviews to gauge officers' reactions to the new system and the impact on their occupational behaviour.FindingsThe research found widespread resistance to the new system, due to a perception that the performance indicators did not fully reflect the breadth of the officer role. Ima resne in unicujoce posledice, tako za žrtev kot tudi za ostale sodelavce, celotno organizacijo in družbo nasploh. Cilj prispevka je opisati fenomenologijo psihicnega nasilja na delovnem mestu in poudariti resnost posledic mobbinga na vseh ravneh.

Oggi, nell'era dell'elettronica, di Internet e dei robot, ci troviamo di fronte a un lato diverso dello sviluppo umano: degrado ambientale, inquinamento, distruzione e danno. Le questioni ambientali e i disastri naturali noti come crimini ambientali sono saliti alle stelle nella scala dei problemi di sicurezza e dei problemi di sopravvivenza della societa moderna. Nonostante il rapido sviluppo mondiale della criminologia verde e degli studi sulla criminalita ambientale negli ultimi decenni, il loro sviluppo nella regione dell'Europa sudorientale e appena iniziato. Pertanto, questo libro fornisce un primo sguardo ai crimini ambientali nelle indagini di criminologia comparativa e di giustizia criminale, dando al lettore un'idea dello sviluppo cronologico della criminologia verde. La criminalita ambientale in Slovenia viene analizzata sotto diversi aspetti utilizzando la triangolazione di metodi di ricerca qualitativi e quantitativi.

Research papers present the development in efforts of evidence based crime prevention, policing and cooperation between local and state stakeholders in Slovenia. The papers in the proceedings discuss community policing in relation to geographic areas (the Pomurje region, Slovenia, Croatia, Hungary), specific safety problems (traffic safety, domestic violence), intermediate sanctions (mediation), and specific cultures (Roma communities) as well as police cooperation in Hungarian regions, local agencies and implementation of national strategies, corporate management of private and public institutions, local residents, evidence based social control (crime analysis and community victimization surveys), cyberspace, and crime analysis and crime prevention.

Safety and Security in Local Communites – results of research on safety perceptions in Slovenia : 3rd National Conference on Local Safety and Security, November 28th, 2017, Novo mesto, Slovenia. The conference proceedings present peer reviewed papers presented at the third national conference on local safety and security in Slovenia in November 2017. A lead topic of the conference summarizes results of research on safety perceptions, which was done in 24 local communities in the spring in 2017. The stay-at-home restrictions to control the spread of COVID-19 led to unparalleled sudden change in daily life, but it is unclear how they affected urban crime globally. We collected data on daily counts of crime in 27 cities across 23 countries in the Americas, Europe, the Middle East and Asia. We conducted interrupted time series analyses to assess the impact of stay-at-home restrictions on different types of crime in each city. Our findings show that the stay-at-home policies were associated with a considerable drop in urban crime, but with substantial variation across cities and types of crime. Meta-regression results showed that more stringent restrictions over movement in public space were predictive of larger declines in crime.
