China conducts hybrid warfare in the South China Sea using three lines of defense: People Liberation’s Army Navy (PLAM), Coast Guard vessels, and People’s Armed Forces Maritime Militia (PAFMM). The last one (PAFMM) is a weaponized fishing fleet focus on hybrid warfare for low intensity maritime operations.

The Spanish Military Emergencies Unit (called UME) has supported Nepal in 2015 after an earthquake. The UME is responsible for providing disaster relief during emergencies throughout Spain mainly and abroad if required. The UME’s mission includes Disaster Risk Management on Cultural Heritage.

This new situation will give us a new world order; this period we call "Tens Calm". Something similar happened after Bismarck Era, the period called "Armed Peace" (1890-1914), when the global balance was broken. This pre-war environment in the media could have been avoided. Russia today tries to recover its old deployment in the Mediterranean to become a global power.

Urban conflicts will be frequent in 21st century as consequence of World Urbanization.
States' governments, regional and local administrations have to face to new challenges. European Union Member States has to design what will be the Armed Forces’ Role in present and future cities.
Some examples of strategic challenges beyond 2018 are “Plan Sentinelle in France” or “Operazione Strade Sicure” in Italy. Armed Forces must support internal security for the protection of the population, the territory and the critical infrastructures. Departments of Defense must be re-structured in order to accomplish these missions. Strategic challenges for the security of cities beyond 2018 set up the debate about DoD restructuring speed and how develop more fit military urban training.

China's Global Strategy is a geostrategic plan to control maritime and land communication routes. But China's Global Strategy or One Belt, One Road Strategy is showed as a commercial expansion plan that is presented as a bilateral project between countries, with mutual and reciprocal benefit. Armed Forces Modernization Plan is linked to this geostrategic plan. In 2040 China will have six fully operational aircraft carriers and others two carriers could be about to enter service. The Chinese Navy needs a network of naval bases spread throughout the world to reach its full expeditionary capacity .

We are in an accelerated and sustained process of change that is completely different from last century. New issues and great unknowns are frequent today. El siglo XXI ha traído un proceso de cambio acelerado y sostenido en el tiempo, que plantea novedades y grandes incógnitas en el escenario mundial. Las relaciones internacionales ahora son más inestables y están sacudidas por crisis que con frecuencia son imprevistas. Spanish-Chinese diplomatic relations began in 1973, but until year 2000 Spain did not include Asia among Spanish Foreign Action priorities. Several bilateral treaties were signed before Spain joined the European Economic Community in 1986. From that date Spain benefited from the Agreement on Trade and Economic Cooperation signed by the EEC in 1985. This document analyzes the evolution of bilateral relations in order to know the real interests of each country and understand nowadays bilateral relations status. Finally, some guidelines are suggested to develop bilateral relations.

This paper analyzes these aspects and concludes that European Union will be success into integration process if it will be successful in its External Action. RESUMEN. La Crisis Migratoria en el Mediterráneo ha exigido desde el año 2014 un enorme esfuerzo a la Unión Europea. Algunas de las consecuencias indirectas de esta crisis han sido el avance de los populismos en Europa o el Brexit. La Unión Europea en este periodo ha salido fortalecida, gracias al acierto con el que está gestionando la crisis y gracias a los esfuerzos realizados en prepararse para los retos del futuro. And China is the third spatial power that is giving very cheap satellite launch services to other countries. Forty years after the beginning of diplomatic relations between the European Union and China, the two partners are linked by a strong relationship resulting from a continuing diplomatic and commercial effort. In this paper we try to approach to these relations from the perspective of the European Union. European Union top institutions leaders lead the bilateral relationship. The strengthening of the EU's External Action Service and the launch of A Global Strategy for the European Union, both issues seems to promote that European diplomacy is more firm than ever defending its principles and interests.

Ignacio Echeverría gathers many virtues of a nowadays hero, for example: altruism, integrity, willingness to serve, courage, self-denial or surrender to others. Some of these virtues are traditionally considered military attributes, but they are not exclusive characteristics of a soldier. These virtues also belong to those people who are governed themselves at every time by their own personal commitment, like Ignacio did. Among these virtues discipline and integrity are cornerstones. The integrity to know what correspond do and the discipline to do it. Ignacio could not help doing what he had to do on June 4.He was coherent with the values that always inspired him: honesty and rectitude. His professional commitment as an analyst for the prevention of money laundering or his private life next to his family and friends is certainly an example of service to others. Ignacio could not choose t o continue being an anonymous hero; he only acted according to his principles.

The nature of social sciences and the future of International Relationships as independent discipline is need to be revised. We identify three generations of social sciences; the last one of them is characterized by interdisciplinary sciences. We also discussed about the importance of General Systems Theory as a tool for International Relations understanding. We propose an integrated vision of the social sciences to reach better understanding and driving of International Relations. We analyzed the process that we call Post-Conflict in El Salvador. We have chosen this example to show the importance of holistic point of view. If you are not able to understand post conflict process, you won’t be able to drive the society towards development, governance and the eradication of poverty and transnational crime.

The European Union has established the "Integrated Approach" to manage migration. This approach is focus on preventing irregular migrants from dying at the sea. For this reason the EU funds support projects that develop the economy and promote the employment of women and young people in countries of transit and origin of migrants. The EU also fights against mafias that trafficking in human beings and supports the return of those who cannot achieve refugee status.

Lo spazio Schengen, attivo dagli anni 1990, viene analizzato con lo scopo di filtrare le prospettive chiave della natura territoriale con cui l’Unione si confronta spesso in questi ultimi anni, non solo per gli aspetti critici che caratterizzano la sua complessità transfrontaliera, ma anche e soprattutto per i meccanismi decisionali che interagiscono con i cittadini. When two parties sign a peace agreement it is understood that the conflict between them has ended. At this moment begins a complex process aiming to achieve the stabilization of the area in conflict: This process is what we call Post-Conflict. In this paper we analyze the recent experience of the Spanish Armed Forces in several post conflict experiences: Balkans, Afghanistan and Lebanon. This paper complements other study focused on El Salvador's Armed Forces experiences in post conflict. Each one of the experiences that we have analyzed has their own specifications and different processes started after the peace agreement. There are common factors in all cases, such as the weakness of the basic structures of the state: administrative organization, community services, security, etc. The correct development and consolidation of these structures is essential for final country stabilization and society protection.

The implications of social, economic, information and political development in a globalized world make interactions between actors in any conflict that do not follow a linear sequence in interests, actions and consequences. These interactions create undesired end states that recommend consider that the purely descriptive method is not an option for understanding the conflicts that arise or remain in certain areas of the world. Unable to synthesize a unique method of study and analysis valid for all types of conflicts the working group shows as example, a study where phases of the study and different types of components to be analyzed and studied provide various possible methodologies for them.

A lo largo de las 325 páginas que componen este libro, nos encontraremos con varios registros de lectura. El formato general, que engloba el cuerpo de texto y abundantes notas a pie de página, responde a una finalidad académica, que es la prioritaria. No obstante, el primer capítulo destaca por su carácter más histórico-narrativo, en el que se va contando la formación de lo que un día fue el Virreinato de la Nueva Castilla desde la herencia dejaba por el Imperio de los Incas o Tahuantinsuyo. El segundo, posee una naturaleza netamente filosófica, ya que en él se nos exponen las ideas principales sobre la justicia social del filósofo norteamericano John Rawls. En el tercero y último, el tono es más bien argumentativo-descriptivo; adherida a las razones que justifican el razonamiento que se va desarrollando aparece una relación de hechos y datos históricos que funcionan como refuerzo de los discursos planteados. En cuanto al contenido, el texto nos sitúa provocadoramente ante una visión políticamente incorrecta de la obra de los europeos en el Nuevo Mundo. Lo hace sencillamente, sin prejuicios nacionalistas ni complejos ideológicos, diríamos más bien de una manera suficientemente documentada.

De hecho el departamento de Defensa de Estados Unidos está realizando una recomendación sobre la posible creación de un nuevo ejército dedicado al espacio. De lo que no cabe duda es que hoy en día se depende de los sistemas espaciales en cualquier despliegue. Fermín Caballero (Barajas de Melo, Cuenca, 1800 – Madrid, 1876), intelectual liberal que participó activamente en la reconstrucción de España tras la caída del régimen absolutista. Apoyó activamente la política de Mendizábal y ocupó la cartera de Gobernación con Joaquín María López en 1844. Su labor en el campo de los estudios geográficos y agrarios (Director de la Sociedad Geográfica), con numerosas publicaciones (Nomenclatura geográfica de España, 1834; Manual geográfico administrativo de la monarquía española, 1844; y, especialmente, Fomento de la población rural, 1863), le sitúa claramente como un antecesor de los estudios de Geografía Humana y Sociología Rural. Su doble condición de pionero de las ciencias sociales y de intelectual comprometido convierte el rescate de su memoria en una obligación moral que la Asociación Castellano-Manchega de Sociología asume sinceramente.
Podrán presentarse a este premio todas las personas de nacionalidad española o residentes en España.
