Every person has the right to live and work in a safety and equitable environment. This is one of the principal priorities of the United Nations since 1948, and it is protected by the International Labour Organization through a significant number of documents, regulating the health and safety matters in the work environment. Of particular interest, however, is the consideration of this topic in relation to tourism. The fact is that another human right is that of travel. Therefore, it is important to discuss the possibilities for assuring the health and safety of tourist providers and tourists. Putting that on focus, this chapter is pointed over the clarification of the tourism industry specifics, using a multidisciplinary approach for formalization of uncertainty at the tourism destination level related to the special case of Bulgaria, assuring safety, health, and security of all the people involved.

This chapter reviews the broader challenges of defining sustainability issues for a particular destination, in this case that of an emerging tourism country in Europe, Bulgaria. The search for an increasing level of revenues and development in an emerging destination is confronted in this chapter, along with the necessary sustainability issues that should be guiding the tourism life cycle of the destination. The review of previous experiences and the current situation underlines the need for the conscious and purposeful cooperation of all stakeholders, notably through the development of sustainable tourism strategic initiatives.

The environmental, economic and social problems that are encountered in tourism today are largely due to the neglect of purposeful management. The reflection of these negatives affects the environment, leads to a loss of identity, and provokes a decrease in interest in tourist destinations. Therefore, the research purpose is to explore the possibilities for tourism in the new realities of sustainability, within the potential of certification to promote management and competitiveness. A holistic approach is used, combining observation, synthesis, analysis on secondary data. As a result, recommendations for competitiveness in the context of sustainability, applicable in tourism practice, are derived.

Focusing on the cultural issues, cultural identity and their local manifestations is associated with a particularly sensitive issue for modern civilization and society. Namely, identity loss eventuate in global village conditions where relationships with relatives, traditions, values and moral values are more vulnerable and more difficult to be preserve. Many scholars wrote about the topic,but the problem still attracts attention with the idea to find a solution in time. Bulgaria’s recent experience as tourism country raised the question about the importance of its tourism regions, and the effectiveness of marketing and advertising strategies. Very weak results were achieved about the “new” tourism region planning. The priority based in 2007 NTA (National Tourism Agency) – the regulator which is controlling the tourism policies in Bulgaria, defined the plan for contemporary needs about tourism planning of regions and the usage of that regions for observation, planning and tourism development. It is also about the marketing and advertising activities of the internal and external markets, moreover creating the suitable organizing structures and coordinating of advertising and its tourism policies which is separated in regions is needed. Despite the vulnerability of the tourism industry to external and internal crises, threats and disasters, their effects could be managed and controlled both before their occurrence and on subsequent stages. Tourism is among the industries that record globally, the most rapid rate of development. Being a highly dynamic sector, modern tourism forms the third largest volume in international trade operations, after the oil and automobile industries. It is distinguished by its vulnerability to external economic, political and nature factors, but also by its great flexibility in relation to the ongoing transformation processes. In this dynamic and changing environment, the tourism industry and tourist destinations are exposed to the global competition pressure. Regarding to that, this paper explores the role of possible approaches to the destination management for improving the whole process of competitiveness increase, with accent on the cluster concept. The results show that in the frame of common approach in the management of tourist destination, when developing a model for approving its success and competitiveness, a modification on clusters' approach is purposeful to adapt.

When Bulgaria received its independence in 1989, the tourism sector was one of the few economic activities bringing foreign currency flows into the economy, respectively, to the state budget and the vaults of the Bulgarian National Bank Data. Beginning with an overview of tourism development history starting in the 1920s, this chapter highlights the changes in visitor numbers and tourism infrastructure development through analytical and empirical analysis constructed on all available and archived data. The data are divided into two groups, 1980–1989 as the communist era and 1990–2017 as the contemporary era. The results show that the gross domestic product (GDP) growth rates decreased during the communist period and increased in the post-communism period.

The tendencies of the international tourist market through the last few years shows some changes in the behaviour of the real and potencial tourists. These changes are significant and reflect on all participants of the process of forming and realizing the tourist product – the suppliers of the tourist package, its manufacturers and distributors. In this new situation, new, higher requirements are brought up to the indicators for steadiness, diversity and quality, ensured from the tourism industry. For Bulgaria as tourism destination it is important to identify those changes. The country is believed to be a little known, secure and stable tourist place situated near West Europe. At the same time its setting as a destination for alternative tourism – in general – eco, cultural, rural – in separate and complex tourist product, is a condition for steady economic and social development in caring for the environment decisions.

Global tourism is based on the movement of people from their usual environment, which makes interaction between people possible. It creates a mutual impact on tourists and the host community by bringing together people of different races, languages, and beliefs. Global tourism leads to a beneficial economic impact on the host country and it also increases the socio-cultural exchange between the host and tourist countries. In this respect, the current paper presents the analysis of tourism as a socio-cultural phenomenon. It presents a critical analysis of earlier findings on the evolution of tourism as a concept and sheds light on cultural and social factors leading to tourism in its present state as well as its social and cultural impacts, positive and negative. Furthermore identifies some sociological and cultural factors that shape the characteristics of tourists and highlights the role of socio-cultural motivations of tourists.

Accurate prediction of structural development, quality and quantity of labor demand can cause some significant positive changes in employment. Designing curricular areas in close correlation with the evolution of current and future economic and social environment must take place both in the initial processes in the formal and adult education on lifelong learning, and not just active life, taking into account phenomena such as life extension, aging, etc. Nor can we ignore the implications of educational attainment on the quality of jobs, economic competitiveness, individual and organizational performance, with beneficial effects on the labor market and employment specific phenomena, including the creation of conditions for promoting equality, reducing combating poverty and exclusion. Therefore, this paper aims to briefly address the direct relationship is established between education and employment, and some aspects of developments at European level in this field.

Nowadays tourism is one of the few branches which creates jobs in the big Bulgarian cities and big tourist centers as in the rural and mountain areas, providing variety of opportunities for over fifty kinds of specialists from different ages. In those frames, the aim of this paper is to unveil, analyze and evaluate the possibilities for enhancing its competitiveness at destination level trough a sustainable planning model. The object of study is the competitiveness of tourism destination Bulgaria according to The Travel & Tourism Competitiveness Index. We have combined the expert method and the method of observation, applicable for the analysis of competitiveness, as well as the adopted Index methodology. Moreover, together with its comprehension, the paper suggests a model for sustainable planning and development for the surveyed tourism destination.

Accurate prediction of structural development, quality and quantity of labor demand can cause some significant positive changes in employment. Designing curricular areas in close correlation with the evolution of current and future economic and social environment must take place both in the initial processes in the formal and adult education on lifelong learning, and not just active life, taking into account phenomena such as life extension, aging, etc. Nor can we ignore the implications of educational attainment on the quality of jobs, economic competitiveness, individual and organizational performance, with beneficial effects on the labor market and employment specific phenomena, including the creation of conditions for promoting equality, reducing combating poverty and exclusion. Therefore, this paper aims to briefly address the direct relationship is established between education and employment, and some aspects of developments at European level in this field.

The concept of tourism destination attractiveness does not constitute a new topic in the scientific literature in the field of tourism. On the contrary, attention has been brought towards it since last century's 60 years. For a relatively long period, however, the existing studies show out that they not only did not lead to the creation of a single platform for evaluation, but rather have resulted in a fragmentation of the researchers' opinions. At present, numerous authors have been trying to identify the destination's attractiveness and factors influencing tourists' decision-making process to assess a given area as a desirable vacation spot. The attractiveness of the area does not only depend on the characteristics of its corresponding site and the local population, but also from tourist cognitive image perception of the destination. The present paper comprises the results from two separate studies conducted in parallel from 2011 to 2014 and it aims to outline the various factors that could influence the process of increasing of attractiveness and image recognition of Bulgaria as a tourism destination. For this purpose, a multifactorial analysis of the whole tourism destination of Bulgaria was applied alongside with a cultural profiling of an almost iconic and landmark micro destination for cultural tourism such as the town of Plovdiv (or the ancient Phillipopolis found by the king Phillip the Second, the father of Alexander the Great). Resumo O conceito de atratividade do destino turístico não constitui um novo tópico na literatura científica no campo do turismo. Pelo contrário, a atenção foi focada nesse tema desde os últimos 60 anos do século passado. Por um período relativamente longo, no entanto, os estudos existentes mostram que eles não só não levaram à criação de uma única plataforma de avaliação, mas que resultaram numa fragmentação das opiniões dos investigadores. Atualmente, numerosos autores têm tentado identificar a atratividade do destino e os fatores que influenciam o processo de tomada de decisão dos turistas para avaliar uma determinada área como um local de férias desejável. A atratividade da região não depende apenas das suas características físicas e da população local, mas também da perceção da imagem cognitiva turística do destino. O presente trabalho compreende os resultados de dois estudos separados realizados em paralelo de 2011 a 2014 e pretende esboçar os vários fatores que podem influenciar o processo do aumento da atratividade e reconhecimento da imagem da Bulgária como destino turístico. Para tal, foi feita uma análise multifatorial do destino turístico Bulgária como um todo e foi aplicada ao lado de um perfil cultural de um micro-destino quase icónico e histórico para o turismo cultural, como a cidade de Plovdiv (ou a antiga Phillipopolis, fundada pelo rei Filipe II, O pai de Alexandre, o Grande). Bulgaria’s recent experience as tourism country raised the question about the importance of its tourism regions, and the effectiveness of marketing and advertising strategies. Very weak results were achieved about the “new” tourism region planning. The priority based in 2007 NTA (National Tourism Agency) – the regulator which is controlling the tourism policies in Bulgaria, defined the plan for contemporary needs about tourism planning of regions and the usage of that regions for observation, planning and tourism development. It is also about the marketing and advertising activities of the internal and external markets, moreover creating the suitable organizing structures and coordinating of advertising and its tourism policies which is separated in regions is needed. Those policies in tourism must be in regulation and stimulation.
