Desde a implementação da política de preços de derivados da Petrobras – centrada na Política de Paridade de Importação (PPI)2 –, em outubro de 2016, durante o Governo Temer, a população brasileira está sofrendo com a carestia no preço dos derivados de petróleo (gasolina, do diesel, gás de cozinha/GLP, nafta, querosene de aviação, etc.), que tem afetado negativamente o poder de compra da população e aumentado os custos de produção das mercadorias.
Nesse artigo argumentaremos que existem sim possibilidades, no curto prazo, de mudanças na política de preços dos derivados da Petrobras – considerando os custos de importações e produção nacional de derivados – que permitem, ao mesmo tempo, reduzir preços, criar valor econômico e aumentar os investimentos.

With the discovery of the pre-salt, the Brazilian oil and gas sector gained increasing
importance for the Brazilian economy, making the country a potentially relevant actor both in the position of producer and
exporter worldwide. This discovery, linked to the governmental policies of the Workers’ Party governments, boosted the
resumption of Brazilian energy nationalism, which increased the appropriation, by the Brazilian State, of the economic
surplus of oil, and adopted industrial policies aimed at the national expansion of goods and services for the process of
exploration, development, and production of oil. The crisis of the oil industry in 2014/2015 interrupted this nationalism,
with the political and ideological changes of the government after 2016, and with the pressure of the big international oil
companies for the opening of the Brazilian market. That said, this article aims to analyze the interruption of Brazilian energy
nationalism, after the impeachment of Dilma Rousseff in 2016, and the new trajectory adopted in the Brazilian oil and gas
sector, highlighting the sectorial regulatory changes, the new strategy adopted by Petrobras and the possible impacts of
these measures for important segments of the sector (large international oil companies, national equipment suppliers,
consumers of oil products)

A trajetória econômica ao longo do Governo Sarney foi fortemente influenciada pela crise da dívida externa (transferências de recursos para o exterior) que impulsionou, por um lado, a luta pela apropriação da renda gerada no Brasil que estava se ampliando desde o início da década de 1980 com as greves operárias no ABC paulista, aumentando do poder dos trabalhadores organizados; e, por outro, provocou a deterioração das contas do setor público que arcou com boa parte do ônus desse luta (estatização da dívida externa, tarifas e preços dos bens e serviços das empresas estatais reajustados abaixo da inflação, etc.) para manter a lucratividade empresarial.
Diante disso, esse artigo tem como objetivo analisar os principais elementos (econômicos e políticos) do governo Sarney, destacando o problema da crise da dívida e seus efeitos sobre a luta (entre capitais estrangeiros e nacionais, entre capitalistas e entre capitalistas e trabalhadores) pela apropriação da renda gerada no Brasil que vão impulsionar a inflação (e seu componente inercial) e provocar a deterioração das contas públicas, eliminado a capacidades estatal de continuar manejando políticas desenvolvimentistas.

This article contributes the distributional debate in developing countries by shedding light
into one key locus for distributional determination: the state and the struggles within. We
do so by comparing the nexus between private capitalists understood as a class in itself,
the state, and the accumulation pattern that predominates in the first decade of the 21st
century in Brazil and China. Through a comparative political economy perspective, we
aim at identifying and comparing the political class struggle dynamics and their effect
into shaping the accumulation pattern and the distributional outcome in the first decade
of the millennium in the two largest developing countries – in a so-called “socialist market
economy” and in a peripheral capitalism governed by the Worker’s Party. We argue that
the understanding of inequalities, their causes and the set of policies implemented to
mitigate them must include a strong characterization of the political economy around the
state. Which leading social forces have been hegemonic in forging the accumulation
pattern and its distributional outcomes in Brazil and China over the period? What is the
institutionalized relationship between state and capitalists in these two countries? And to
which extend do their role in shaping state’s decisions and policy making differ or
resemble each other? These are the questions we aim at shedding light on.

The main structural features of the present model of Brazilian development (Peripheric
Liberal Model - MLP) are: de-industrialization; import de-substitution; re-primarization
of production and exports; technological dependence; de-nationalization; loss of
international competitiveness; capital concentration; financial domination; and external
structural vulnerability. These features imply instability and weak macroeconomic
performance. The empirical analysis of the Brazilian macroeconomic performance
covers the republican period (1890-2014). The evidence is that the MLP has a weak
performance in comparison with the Brazilian historical patterns.

Tentando contribuir com o debate, este texto de discussão reúne três intepretações/artigos de opinião (Dilma: de “coração valente” à “presidenta acuada”; Notas para a análise de conjuntura; Por que a esquerda tem mais razões do que a direita para ser a favor do impedimento de Dilma e da punição de lula?) que analisam a conjuntura de crise do governo Dilma e seus possíveis desdobramentos.

Next, it analyses the role of the power bloc in mediating the abstract and concrete levels of the state, observing that public policies are elaborated as a result of the clashes within the power bloc. Rousseff). This analysis relies on the political economy approach, applying the concepts of financial
domination, dependence and power blocs. By virute of this method, we assume that the adoption of
certain economic policy is the result of: i) the external constraints (which, in Brazil, are coupled with
the country’s status as a peripheral and dependent economy) and ii) the constraints associated with the
internal interaction and conflicts of economic and political interests of class fractions in the power bloc
and its influence on the State. The paper concludes that recent changes to the power bloc between the
end of the Lula administration and the beginning of the Rousseff administration gave the government
greater autonomy, particularly in relation to the banking and financial sector, which was the hegemonic
fraction in the power bloc. This context favors the resumption of development policies.

contributions of the main formulators of the neoclassical synthesis (Hicks and
its model IS-LM; Modigliani and the Keynes effect; the Patinkin and Pigou
“effects”), identifying their shortcomings in interpreting both Keynes’s theory
and the functioning of the economic system itself

The main objective of this doctoral thesis is to analyze the evolution of the economic performance of the “core” (power bloc) of Brazilian capitalism from 1995-2007. The central hypothesis is that such performance is an expression of external (US-China axis) and internal (economic policies) determinants. The focus of our empirical analysis is the economic group, nowadays the main locus of class economic struggle. We also analyze two other important matters: (i) the impact of the new international trade dynamics, based on the US-China axis, on Brazilian external insertion and, mainly, on the performance of the power bloc; and (ii) the effects of economic policies (main locus of class political struggle) of Lula’s government over economic dynamics and, specially, over the evolution of the power bloc economic performance. This research was guided by two hypothesis: (i) the domination of the financial/banking fraction in Brazil was kept during Lula’s government due to the maintenance of the macroeconomic policy (inflation targets, floating exchange rate and primary surplus); and (ii) the increase of power among the exporting agribusiness bourgeoisie and among the natural resource intensive industries was achieved, during Lula’s government, with no interruption in the hegemonic position of the financial/banking fraction because of the effects of the US-China axis over Brazilian economy. The analysis of the empirical data of the economic group and of the internal and external constrains, under Lula’s government, led us to the following conclusions: (i) the big industrial bourgeoisie of commodities export expanded significantly its wealth stock (net assets) due to its high levels of net profits (wealth flow), leading to the power rise of this fraction. Such rise was a consequence, almost

The positive external effects for the sector were almost totally annulated by the negative effects produced by the exchange rate; and (iii) the big financial/banking national and international bourgeoisie expanded its relative share on wealth stock (net assets) due to the maintenance of high profits (net) and to the extraordinary levels of profitability, making evident that there was no change over its economic power. These results were a consequence of high levels of interest rates and of the elevate primary surplus, both made possible due to the Central Bank’s operational independence and to its monetary management, an expression of the political power of this fraction. The combination of economic and political power produced such result, which is an evidence of the hegemonic
position of the fraction over the power bloc. Moreover, the idea that the dominated class is represented in Lula’s government and in its Bolsa Família Program provides the actual legitimating exploitation, once the dominated class accepts the government policies that ensure the domination by the fractions of the power bloc. Therefore, we experience nowadays, under Lula’s government, a “hegemony in reverse”, in which the accumulation and domination done by the power bloc are kept untouched.

OBJETIVOS E PEQUENA DIGRESSÃO: O curso tem como objetivo analisar a economia brasileira ao longo da Nova República, desde o seu nascimento, durante o governo Sarney, até a sua crise profunda no governo Bolsonaro. Crise esta que suscita diversos questionamentos no que diz respeito à trajetória do crescimento econômico e à reconfiguração do padrão de acumulação brasileiro-entendido aqui como o processo de acumular capital e suas formas institucionais (das relações entre as frações capitalistas, entre capital e Estado, entre capital e trabalho e entre Estado e trabalho). Ou seja, o caminho analítico pela Nova República não ficará restrito a discussão sobre acertos e erros da política econômica e/ou da questão dos empecilhos estruturais (produtivo e inserção externa), mas também incorporará a discussão sobre os setores dominantes brasileiros e como estes estruturam sua relação com a identidade nacional, como o Estado e como os dominados. É evidente a importância da política econômica e das estruturas para os economistas, mas quando estes ficam restritos a isso partem da ideia que bastaria adotar a "política econômica correta" e/ou reduzir as vulnerabilidades estruturais para alcançar o "nirvana do desenvolvimento". Ao escolherem esse atalho, assumem que o Estado é autônomo e pleno, diante das classes dominantes, como se fosse possível excluir da análise a política ou torná-la exógena. Nem sempre o caminho mais curto leva ao melhor ângulo de visão para compreender uma formação social, ainda mais como a brasileira. Quem se aventurar por aqui, pela mata fechada da atual realidade brasileira, caminhará pela picada aberta por Oliveira (2012) que identificou o traço característico do "jeitão" dos setores dominantes brasileiros (incluindo aí as classes médias de alta renda) que burlam "[...] maneira permanente e recorrente as leis vigentes, sacadas a fórceps de outros quadros históricos". No discurso de posse no parlatório, o presidente Jair Bolsonaro afirmou que o “[...] povo começou a se libertar do socialismo, da inversão de valores, do gigantismo estatal e do politicamente correto”. Mas como assim libertar o Brasil do socialismo? De onde o presidente Jair Bolsonaro retirou esse argumento?
Este texto tem como objetivos (i) apresentar a visão do Bolsonaro (e seu clã) e, sobretudo, do núcleo militar de seu governo a respeito do que eles entendem por socialismo (“marxismo cultural” e “politicamente correto”); e (ii) identificar as origens dessa interpretação que se vincula as ideias desenvolvidas pelos neoconservadores americanos da década de 1980 (os paleoconsertives hoje mais conhecidos como alt-right) em sua vertente paranoica do “marxismo cultural” e do “politicamente correto”.
Essa interpretação (hoje conhecida como alt-right) que pode ser encarada como loucura (paranoia) é a fonte utilizada pelo presidente Jair Bolsonaro para afirmar que irá salvar o povo brasileiro do socialismo; porém, como diria o velho bardo: apesar de ser loucura, ainda assim revela método.
