The paper examines the extent to which Pan-Africanism and Pan-African vision of promoting African unity, cooperation and integration has been achieved under the African Union (AU) in the 21st century. It also assesses the challenges of cooperation and integration under the AU. The paper adopted a qualitative approach, while data was gathered from secondary sources and analysed thematically. It notes that the quest for African cooperation and integration is not new, but dates back to philosophy and vision of Pan-Africanism and Pan-African movement from the 1950s and 1960s. This movement later took roots in the continent and championed the struggle of Africans and peoples of African descent for emancipation and the restoration of their dignity, against slavery, colonialism and all forms of racism and racial exploitation, and to overcome developmental challenges. Established in 1961, the Nigerian Institute of International Affairs (NIIA) is a government-affiliated think tank that has witnessed the evolution of the country since its independence. The chapter investigates the role played by NIIA in both Nigeria and African scenarios. More specifically, the author focuses on how NIIA has used its research tools to understand and eventually affect the development of Nigeria and its foreign policy. By describing the importance of Nigeria’s action in the liberation of South Africa from apartheid, the study underlines that NIIA’s activity was parallel to the increasing posture of the country with regard to development. As documented by several publications, workshops, and conferences, NIIA has been an attentive observer of Nigeria’s foreign policy. However, some issues such as the dependence on government funds or the close relationship with the Ministry of Foreign Affairs risk weakening its autonomy. Despite these challenges, NIIA has been able to pursue its original mission by providing direction to Nigeria’s international affairs agenda.

This paper seeks to answer these questions: to what extent can African plan of economic development premised on a philosophical basis that is not African yield the desire economic development in Africa? What are the alternative philosophical approaches proposed by African thinkers for African Development? What lessons can we draw from Igwebuike as an African Philosophy? The paper is, therefore, divided into five sections. Following the introduction, section two examines the concepts of philosophy and development. While section three discusses western dominated philosophical approaches to African development, section four focuses on the alternative philosophical approaches to African development. Section five discusses the lessons from Igwebuike as an African philosophy and concludes.

This chapter examines the complicated dynamics between Charles Taylor, the ambitious Liberian warlord and the RUF, the rebel group in Sierra Leone. According to the authors, a combination of political fragmentation due to multiple military coups, political alienation and especially the abundant supply of diamonds led to the nine-year civil war. This violent period was characterized by a lack of local political movement or ambition and high levels of foreign interference, especially from surrounding countries; support for the Sierra Leone government was principally evidenced in the supply of weapons and training, whereas insurgents sold diamonds freely, thereby perpetuating the conflict.

The idea behind the New Partnership for Africa’s Development (NEPAD) was initiated by the leaders of Nigeria, South Africa, Senegal, Egypt and Algeria in 2001. This African Union (AU) initiative was conceived as a framework for promoting Africa’s development by addressing key social, economic and political problems. It was rooted in the ideals of Pan-Africanism and set against the backdrop of globalization and commitment to the Millennium Development Goals (MDGs), now superseded by the Sustainable Development Goals (SDGs). The NEPAD initiative integrates the African Peer Review Mechanism (APRM) as the mechanism through which the governance component of the initiative could be measured and reviewed. Among other leading member states, Nigeria has played a leading role in midwifing the process for the formulation and implementation of the initiative. It was perhaps in recognition of the country’s role that President Obasanjo was appointed as the first Chairman of the Heads of State Implementation Committee (HSIC) of NEPAD. In concrete terms, Nigeria has led other African countries in the process of giving practical form to key NEPAD programs, including the APRM. In addition to being among the first five countries to accede to the APRM, Nigeria has undertaken and completed the peer review process of the APRM. Overall, the country has provided the human and material resources that have been critical to leading the conception, establishment, promotion and ongoing implementation of the NEPAD and APRM initiatives. This paper explores the many fronts on which Nigeria has led and collaborated with other African countries to shape the vision of NEPAD. It opines that Nigeria’s role vis-à-vis NEPAD is in alignment with the country’s long-standing Afro-centric foreign policy and a continuation of belief in Pan-Africanism and collective development of Africa.

While engagement with the Nigerian diaspora has focused on attractinginvestment and remittances, recently, attention has also shifted to its contributionto the development of higher education. The descriptive andqualitative study on which this article is based drew on secondary datathat was analysed through content analysis. The findings revealed that acombination of factors motivated Nigerians, including intellectuals, toemigrate, particularly in the 1980s and 1990s. This compounded existingproblems in Nigeria’s higher education sector. Since 1999, successive governmentshave engaged the diaspora in national development, includinghigher education. The chapter focuses on entrepreneurial training (ET) in the Nigerian armed forces and its significance for post-retirement era and discussed the opportunities and challenges for self-reliance. The chapter is qualitative and analytical in approach. It sourced data largely from secondary sources including reputable journals, books, book chapters, monographs, and records, and analysed through content analysis. Though it remains a much underemphasised area in most organisations, ET of the armed forces is the main fulcrum for their retirement preparation, if they are to achieve self-reliance as veterans. The chapter revealed that the retirement training provided for the armed forces differs from one country to the other.
