Intermarium

"Інтермаріум", що перекладається як "Міжмор'я"-це ідея міжвоєнного часу, яка виникла в Польщі у відповідь на те, що східноєвропейським країнам погрожували дві великі імперії: німецька і знову виникла російська чи радянська імперія. Це була концепція, в якій східно-європейські країни мали об'єднатися в якусь конфедерацію і навіть федерацію, для того щоб бути сильнішими і протистояти цим двом великим імперіям. Як я розумію, цю ідею висловив свого часу Юзеф Пілсудський, який був главою польської держави.

4-го грудня 2017 року в приміщенні Українського вільного університету відбулася доповідь «Die künftige internationale Einbettung der Ukraine: sechs sicherheitspolitische Szenarien für einen europäischen Schlüsselstaat» («Майбутня міжнародна інтеграція України: шість політичних сценаріїв безпеки для ключової європейської держави») д-ра Андреаса Умлянда (Dr. Andreas Umland), політолога, наукового співробітника Інституту євроатлантичного співпраці у Києві, редактора книжкової серії «Радянська та пострадянська політика та суспільство» („Soviet and Post-Soviet Politics and Society“), співредактора «Форуму східноєвропейської ідеї та сучасної історії» („Forums für osteuropäische Ideen- und Zeitgeschichte“).

Ни один из этих шести сценариев не обнадеживает. Первый, сохранение «серой зоны», сегодня кажется наиболее вероятным. Но он, возможно, с учетом известного прошлого опыта, в конечном счете – тупиковый. Остается неясным, может ли даже более сильная чем сегодня ассоциация с Западом, адаптация к новым вызовам после 2014-го года и консолидация постмайдановского украинского государства в рамках этого сценария заменить или компенсировать официальную и устойчивую институциональную интеграцию Украины, Грузии и Молдовы в более или менее значимую международную коалицию до такой степени, что безопасность этих трех стран существенно усилится. Остальные пять сценариев, напротив, дают некоторые международно-правовые механизмы серьезного обеспечения безопасности в сегодняшней «серой зоне». Они бы принципиально поменяли всю геополитику Восточной Европы путем подписания разного рода новых больших договоров. Но эти сценарии, которые в тех или иных аспектах выгодны Украине, Грузии и, частично, Молдове, сегодня мало реалистичны, если не фантастичны. Тем не менее, эти пять сценариев в той или иной мере могут стать возможными в будущем, если произойдут существенные изменения во внутренней или внешней политике тех или иных вовлеченных в восточноевропейский регион стран и организаций.

Правые - не враги европейского единства. Они наоборот хотят видеть Европу объединенной и сильной. Но такая Европа не имеет ничего общего с бюрократическими структурами, которые уничтожают коренные европейские народы.

On one hand, what is the place of the “renitent” Hungary regarding the Europe-oriented alliances, such as the Intermarium and the V-4 countries? On the other hand, what is the place of Ukraine, regarding to these alliances? For both problems: which kind of perspectives can be maintained as reality? First, we deal with the Intermarium alliance, which is a wide cooperation of the countries from the Baltic Sea to the Black Sea. Its main benefit is, or is to be expected, that the Intermarium a good way to form a strong block against the Russian imperialism. Then, a special attention is to be paid on the cooperation of the Vishegrad-4 countries: Poland, Slovakia, Czech and Hungary, from the point of view of the Intermarium. The great Poland, large Ukraine, and the small but active countries as Slovakia, then counting with Lithuania, too, as a possible ally for an East Block within the EU – they may form a strong and determined block. As for Poland, it is the only country can resist the Russian imperialism, with its measure and military forces; however, the Polish right-wing policy is a weakening factor. But we must distinguish between the Polish and Hungarian right-wings. This leads us to the second great problem: the question of Hungary. While the Polish policy never will lead its country to the friendship of Russia, the Hungarian right-wing policy is a Russophile, Putin-friend diplomacy – thus the Hungarian right-wing is more dangerous than the Polish. To provide our views, a brief characteristic is to be given about Russia, from the point of view of the history. Russia cannot exist without aggressive expansion. The Russian imperialism is the essential phenomenon of the Russian regime. Russia must realize on a strict way, “this is the border and you, Russia, must not step over this line because it is the border of your power”.

Концепцію Інтермаріума слід винести поза межі проектів регіональної співпраці як занадто широку. Неоднозначність коннотацій терміну Інтермаріум та різноманітність його інтерпретацій роблять цю концепцію малопридатною для окреслення та стимулювання сучасних міждержавних відносин у східноєвропейському регіоні. Після “Холодної війни” Інтермаріум став всеохоплюючим словом-жаргоном, яке емоційно надихає, але є мало практичним для розвитку регіональної співпраці.

A new defense pact of non-nuclear states located between NATO’s founding countries and Russia, based on the Community of Democratic Choice and modeled on the Turkish-Azeri mutual support agreement, would not principally change European geopolitics. Yet, it could help to deter Kremlin adventurism, and thus make these states more secure. It would also assist in decreasing tensions in the West’s relations with Moscow by refocusing Russia’s attention away from the US and EU. Europe’s current security structures have shown to be insufficient while effective frameworks other than an Intermarium are not on offer. A reconfiguration of East European inter-state relations is overdue. The emergence of an Intermarium coalition would demonstrate not only to the Kremlin, but also to Russia’s population, that Moscow’s growing foreign adventurism is detrimental to Russian national interests.

Beaucoup de politiciens, diplomates et analystes d'Europe centrale et orientale s'imaginent que leur région est divisée en deux planètes distinctes. Sur l'une d'entre elles se trouveraient les pays membres de l'Union européenne (UE) et de l'OTAN, l'autre planète n'hébergeant que le « reste ». Ces réflexions les ont conduit à un déni généralisé de certaines données géographiques et des défis sécuritaires qui en découlent. Cette perception « galactique », étonnamment commune à la géopolitique européenne, est l'une des raisons majeures de la persistance de zones grises intellectuelles dans l'espace post-soviétique. Il ne fait aucun doute que la crise qui qui a émergée en Europe orientale et centrale procède, en premier lieu, de l'inexistence d'une structure institutionnelle est-européenne. Il nous est aisé d'expliquer et de décrire les tensions actuelles qui minent les relations entre Moscou et ses voisins occidentaux sans néanmoins posséder de connaissances particulières sur la région. Il nous suffit simplement de pointer du doigt la relative anarchie qui caractérise les relations internationales du monde post-soviétique. Certes, les affaires internes russes, les histoires nationales des pays situés entre Baltique, Adriatique et Mer Noire, ainsi que l'obsession pathologique de nombreux décideurs moscovites pour la politique intérieure de l'Ukraine sont des ressorts importants de la crise ukrainienne. Mais l'Europe de l'Est porte aussi en son sein une certaine insécurité, principalement du fait d'une inexistante assistance mutuelle, d'un manque de défense commune et de prévisibilité sur les potentiels conflits. En cela, il n'est guère surprenant que la zone grise géopolitique européenne, située d'une part entre l'OTAN et l'UE, d'autre part entre l'Organisation du Traité de sécurité collective (OTSC) et l'Union économique eurasiatique (UEE) dominées par Moscou, soit partiellement constituée d'Etats faillis (Moldavie, Ukraine, Géorgie et Azerbaïdjan). L'instabilité et l'insécurité persistantes de ces États leur posent des problèmes, ainsi qu'à leurs voisins membres de l'OTAN et de l'UE – comme la Pologne, la Slovaquie, la Hongrie et la Roumanie, qui ont des frontières communes avec l'Ukraine. Pourtant, malgré l'escalade des tensions alimentée par le Kremlin dans la région, la plupart des élites d'Europe centrale et orientale ont fait preuve d'une certaine insouciance quand il s'agissait de rechercher une solution au dilemme de la sécurité des pays de cette zone grise. L'une des raisons majeure de ce manque d'attention prêté au renforcement des institutions régionales est cette vision précisément « galactique » de la sécurité européenne, entendue comme allant de soi par de nombreux politiciens, diplomates et analystes post-soviétiques. Selon eux, le monde post-communiste serait divisé en deux planètes : la bonne planète UE-OTAN d'un côté, le vieux monde décati du post-socialisme de l'autre. Les habitants de cette seconde planète seraient les citoyens malheureux de ces pays d'Europe de l'Est et du Sud-Caucase exclus de facto des instances européennes et otaniennes.

(East-Central Europe’s “Galactic” Imagining of Post-Soviet Security)

Many politicians, diplomats, and analysts in East-Central Europe imagine their region as being divided into two planets, one with EU and NATO member countries, the second with all the rest. This reflexive view leads to widespread denial of some plain geographic facts about, and the resulting security challenges for, NATO's eastern member states. The surprisingly common " galactic " misperception of European geopolitics is a major reason for the continuing persistence of the post-Soviet institutional gray zone between Russia and the West. It is no secret that the current international crisis in East-Central Europe has arisen, first and foremost, because of the Eastern European institutional structure—or lack thereof. One can easily explain and assess the current tensions between Moscow and its western neighbors without much knowledge of the region by simply pointing to the organizational underdevelopment of post-Soviet international relations. To be sure, contemporary Russian domestic affairs, the national histories of the countries between the Baltic, Adriatic, and Black Seas, and the pathological obsession of many Moscow decision makers with Ukrainian internal matters are important corollaries of the so-called Ukraine crisis. Yet at its heart, Europe's East is insecure because there is no comprehensive Central and Eastern European mutual aid, common defense, and conflict prevention structure. It is thus no surprise that the resulting geopolitical gray zone between the West's NATO and EU, on the one side, and the Moscow-dominated Collective Security Treaty Organization (CSTO) and Eurasian Economic Union (EEU), on the other, consists of partially failed states —Moldova, Ukraine, Georgia, and Azerbaijan. The continuing instability and insecurity of these states, in turn, pose problems not only for them but also for their neighbors within NATO and the EU—above all Poland, Slovakia, Hungary, and Romania, which have common borders with Ukraine. Yet despite the escalation of Kremlin-fueled tensions in their region, most of the elites of East-Central Europe have remained more or less inactive with regard to searching for and providing at least a partial solution to the security dilemma of the gray zone countries. A major reason for this lack of concern for regional institution building in Eastern Europe is the widespread and unexamined " galactic " view of European security affairs among many post-Soviet politicians, diplomats, and analysts. According to this imagining, the postcommunist realm is divided into two planets, the good EU-NATO planet, on the one side, and the bad old postsocialist world on the other. The inhabitants of the latter unhappy planet are citizens of those unfortunate Eastern European and South Caucasian nations that did not make into the EU or NATO.

The paper presents the concept of Intermarium (The Land Between the Seas) as a socio-political phenomenon still influencing the international relations in Central and Eastern Europe. The author presents its most important characteristics identified by scholars specializing in the matter.  He also claims that the concept of Intermarium is the key to understand the current events in Ukraine.

While organizing a recent conference about the Intermarium, we were making a sketch for the banner with a map of the region, where I had to draw its borders. There, I stumbled upon the main setback of the Intermarium concept-its ambiguity and abundance of interpretations. Due to this, the concept is oftentimes overgeneralized not only by the Western academia and overromanticized by the researchers from the states belonging to the region.

Since 2015 the Eastern half of the EU has witnessed an increasing regional preoccupation for new cooperation initiatives. In general, these regional initiatives have broad goals and duplicate each other, ‘older’ regional initiatives (e.g. the V4) or EU’s own policies such as Trans-European Transport Network (TEN-T) or Energy Security Strategy. In addition, some of them have raised concerns among the ‘older’ EU members that they may undermine the unity of the union.

Продолжающееся неучастие ряда государств восточноевропейской и южнокавказской «серой зоны» в структурах без-опасности до сих пор создает в России впечатление, что издержки и риски, которые влечет за собой агрессивная политика в отношении Грузии, Молдовы и Украины, малы. Для этих стран вопрос о создании коалиции государств Восточной Европы стал особенно острым после драматических событий 2014 г. Три государства Восточной Европы, подписавшие большие соглашения об ассоциации с ЕС, теперь, правда, получают бóльшую политическую, экономическую и военную помощь от НАТО и Европейского союза, чем ранее. Вместе с тем, они, как и раньше, оставлены один на один в своих конфликтах с Москвой. Урок, который можно извлечь из истории межвоенного периода и начального этапа после распада Советского Союза, говорит о том, что подобное положение вещей в Восточной Европе чревато большой геополитической нестабильностью.

Некоторые западные и украинские наблюдатели после российско-грузинской войны 2008 года неоднократно предупреждали о возможности — в случае реализации наихудшего сценария — возникновения конфликта по поводу Крыма и перерастания его в российско-украинскую войну. Однако для большинства наблюдателей подобное развитие событий до 2014 года казалось невероятным, несмотря на многочисленные политически и риторические сигналы из Москвы.

Eastern and Central European politicians, diplomats, and analysts have to get real about the security implications of their states’ geographic location. They need to coordinate far more intensely on their policies toward and with their eastern neighbors (perhaps, with support from other interested EU countries). Doing everything to make the current post-Soviet “grey zone” less grey is in the core national interest of NATO’s new eastern member states.

Помимо продолжения сегодняшнего состояния невключенности в значимые международные структуры безопасности, у Украины есть пять альтернативных сценариев: «финляндизация», вступление в ЕС, присоединение к НАТО, отдельный договор с США, создание коалиции «Междуморья».

De huidige Europese veiligheidsstructuren zijn ontoereikend gebleken, terwijl andere doeltreffendere kaders dan een Intermarium niet voorhanden zijn. Het is de hoogste tijd voor een herschikking van de betrekkingen tussen de landen in Oost-Europa. De vorming van een Intermarium-coalitie zou niet alleen het Kremlin, maar ook de Russische bevolking laten zien dat het toenemende buitenlandse avonturisme van Moskou schadelijk is voor de Russische nationale belangen.

The only feasible solution for Ukraine and Georgia’s mounting security problem today is to revive an old Polish idea from the inter-war period called “Intermarium”. This would mean forming an alliance of Central and South East European states located between Scandinavia in the North and Asia minor in the South, and between Germany in the West and Russia in the East. The countries of that geographical area would ally themselves in an “Intermarium” (mezhdumore) bloc – “an association of the lands between the seas”.

Among various geopolitical repercussions of the COVID-19 pandemic are redefinitions of the short-term priorities of many international organizations. Among others, the European Union (EU) and North Atlantic Treaty Organization (NATO) are becoming absorbed by new internal challenges, and are thus even less interested in further enlargement than before. Against this background, Kyiv, Tbilisi, and Chisinau, as well as their Western friends, need to seek new paths to increase the three countries’ security, resilience, and growth before their accession to the West’s major organizations. Above all, an alternative way to decrease Ukraine’s current institutional isolation is to develop more intense bilateral relations with friendly states across the globe, including Germany and the United States. In Eastern Europe, moreover, Ukraine, Georgia, and Moldova should attempt to create new multilateral networks with post-communist member countries of NATO as well as the EU, and try to become part of such structures as the Three Seas Initiative or Bucharest Nine group.

The acquisition in 2015 of power in Poland by national-conservative
party Law and Justice led to a change in priorities of Polish foreign policy. The Intermarium initiative understood as a closer cooperation of
the eastern European Union states between the Baltic Sea, the Adriatic
Sea and the Black Sea became a new instrument of Polish foreign policy. For historical reasons, the initiative of the Intermarium is associated
with a similar concept, pushed through Poland in the 1920s, which was
focused to create an alliance of Central European countries aimed at more
effective protection against Russian expansion and German hegemony. In
this context, the article aims to fi nd the answer, how the Polish Intermarium initiative is a subject of public debate in Germany and how it affects
foreign policy pursued by Germany.

DW: Podczas debaty na niedawnym Forum Ekonomicznym w Krynicy, ostrzegał Pan przed wielką wojną między Rosją a Ukrainą. Skąd ten pesymizm?

Andreas Umland: Mówiłem o egzystencjalnych kwestiach bezpieczeństwa dla Ukrainy do czasu jej wstąpienia do Unii Europejskiej i NATO. W takich rozważaniach trzeba zawsze wychodzić od " worst case scenario", od apokaliptycznej perspektywy. Wstawiając zamek w drzwi swojego domu, przygotowuję się na najgorsze, choć prawdopodobnie nikt się nigdy nie włamie. Tak samo jest w stosunkach międzynarodowych. Trzeba być gotowym na kryzys, do którego może nigdy nie dojdzie. Zarysowałem scenariusz rosyjskiej wojny przeciw Ukrainie. Mogłoby do niej dojść, gdyby na przykład zawalił się budowany właśnie most przez cieśninę Kercz na Krym. Wtedy Moskwa mogłaby zażądać połączenia lądowego. Gdyby Kijów nie ustąpił, Rosja mogłaby spróbować wywalczyć sobie drogę wzdłuż brzegu Morza Azowskiego.

DW: To przypomina rok 1939, kiedy Hitler zażądał od Polski korytarza do Gdańska.

Takie analogie często się pojawiają. Aneksja Krymu była porównywana z zajęciem Sudetenlandu przez Hitlera. Niemniej jest jednak pewna zasadnicza różnica. Dzisiejszy system paternalistyczny w Rosji jest kleptokracją, podczas gdy niemiecki reżim faszystowski był ideokracją. Hitler dążył do światowej rewolucji, natomiast Putin nie ma żadnej wielkiej wizji nawet dla swojego kraju. Chodzi mu tylko o utrzymanie się przy władzy. Dlatego nie podkreślałbym zbytnio porównań między Rosją a Trzecią Rzeszą.....

Продолжающиеся реформы и, как следствие, медленно возвращающийся экономический рост в Украине, демонстрируют первые эффекты от той помощи, что Запад оказывает Киеву. Тем не менее, пока проблема украинской безопасности остается нерешенной, частичные успехи в стабилизации Украины и возможные будущие социальные достижения в результате реформ могут оказаться пустыми. Скорее всего, Кремль будет делать все для того, чтобы предотвратить украинскую историю экономического и политического успеха.

Die EU, NATO und ihre Mitgliedstaaten sind immer stärker mit internen Herausforderungen befasst. Vor diesem Hintergrund muss die Ukraine nach neuen Wegen suchen, um die Stabilität, Resilienz und Entwicklung ihrer Wirtschaft und Staatlichkeit zu sichern, bevor sie den beiden wichtigsten Organisationen des Westens beitreten kann. Kyiv kann seine heutige relative Isolation durch Intensivierung bilateraler Beziehungen zu befreundeten Staaten auf der ganzen Welt, einschließlich der Vereinigten Staaten, verringern. In Osteuropa sollten die Ukraine, Georgien und Moldau darüber hinaus versuchen, wirksamere multilaterale Strukturen und Netzwerke mit postkommunistischen Mitgliedsländern der NATO und der EU zu bilden.

Canada can use its influence within NATO to help Ukraine enter into a security agreement with other East European countries, says a Kyiv-based expert on Ukrainian affairs. “If you would only look at the political map of Europe you would know there is a problem because you have countries like Ukraine, Moldova and Georgia that are not in a security structure,” said Andreas Umland during the 52nd Annual Shevchenko lecture in Edmonton. A security structure that could resolve this issue would be one which consisted of the “Bucharest 9” members of NATO plus non-NATO members like Ukraine, Moldova and Georgia, all of whom feel threatened by Russia, he said during the question and answer period of the lecture which was co-sponsored by the Canadian Institute of Ukrainian Studies at the University of Alberta, the Ukrainian Professional and Business Association of Edmonton and the Alberta Foundation for Ukrainian Education Studies Society. The Bucharest 9 are the nine post-Communist East-Central European states who have joined NATO after the collapse of the USSR, namely Estonia, Latvia, Lithuania, Poland, Hungary, the Czech Republic, Slovakia, Romania and Bulgaria.
