   II.    PROJECT BACKGROUND AND DESCRIPTION
   The Municipality of Lobo is 148 km from Metro Manila and 36 km from Batangas
City, the provincial capital and considered one of the central business districts in the
province. It is situated on the southern part of Batangas and shares common boundary
with Taysan in the north, Verde Island Passage in the south, San Juan in the east and
Batangas City in the west.
    The municipality is subdivided into 26 barangays, the total land area of which is
19,268 hectares. Of the 19, 268 hectares of land 14, 933.4782 hectares are agricultural
areas.
Installation of floating docks
    Currently, there are two Bantay Dagat Outpost established in the marine protected
area site serving as docking for the motor boats transporting visitors and technical staff
of the municipal agriculture office, as well as the boats of the members of the people’s
organization maintaining the area from the Fishport in ten coastal barangays. From that
point, the visitors enter the protected area and the mangrove forest crossing the waters
through the boardwalk. The boardwalk in Barangay Lagadlarin and Olo-Olo, which
were constructed through the assistance of the Department of Environment and Natural
Resources, Conservation International and First Gen Corporation and the Local
Government Unit of Lobo was made of makeshift bamboo boardwalk. Mangrove in
Barangay Fabrica near the site of the proposed dock is for future development.
    Other prefer to move around the site riding a motorized banca, which the
“bangkero” will just moor anywhere using a bamboo pole once they have reached their
target destination, either within the mangrove forest.
    The installation of a modular floating dock will ensure the safety, ease and comfort
in getting in and out of boats for our tourists visiting the place and for the passengers of
the Anyayahan and Marquez Motorized Bancas from Oriental Mindoro back and forth.
    The project will encourage other boat operators to offer transport services since there
is already a safe place to dock their boats and they have less worries in looking out for
the safety of their passengers.
    Modular docks to be constructed in the area will redound to better enjoyment, and
assured safety, ease and comfort for our tourists visiting the place. A modular dock will
be more economical and ecologically sound. The balance will be sustained with lesser
disturbance to the inhabitants in the marine coastal protected area. It will add-up to the
tourism value of the place, as well, restoring once again the beauty of Lobo, all elements
blending well with nature.
   III.   COST-BENEFIT ANALYSIS
    Once the project is completed, the tourism value of the place will be elevated. A
structure that will provide ease, comfort and safety to the tourist to dock the boats that
brought them to the site will boost the number of visitors, and will draw back those
who had already visited the place before.
   Economically, the project will generate income for the stakeholders and community
members who had already organized themselves to manage and provide assistance as
tour guides for all tourists in different tourist sites in Lobo.
   These modular docks will serve as the centralize docks that both motorized
passenger bancas going to Mindoro and all motorized fishing boats within the area.
This is also can be used by tourist for bancas riding and boating along Verde Island
Passage.
    One of the tourist spots is the mangrove forest boardwalk will bring the tourist up-
close to the forest swamp area where they can experience boating and fishing were
when they arrived to their home as they walk through, truly a memorable and
enlightening experience that Lobo can offer.
   IV.    MAINTENANCE AND OPERATION PLANS
   The operation of the site shall be a tripartite responsibility between the people’s
organization, the barangay LGU where the site is located, and the municipal LGU
through the Tourism Office under the Office of the Local Chief Executive.
   Taking into consideration of its exposure to the elements, a monthly inspection shall
be conducted and necessary repairs and maintenance shall be done as it arises. The
maintenance shall be delegated to the community-based people’s organization who had
undertaken to maintain the docks.
   V.     COUNTERPART AND SUSTAINABILITY PLANS
   As the project proponent, the construction, establishment and initial development
will fall under the LGU through its Tourism department in cooperation with the
Engineering Office, Agriculture Office, Municipal Planning and Development Office
and the Environmental Office.
   The LGU will be in charge with the cleaning of the site, earth filling and leveling
works, utility connection and applying for the required permits and clearances from
other concerned agencies.

   To sustain the project, its maintenance and operation expenses shall be funded by
the municipal LGU , under repairs and maintenance ,sourcing out its funds from the
revenue collected from ecological fee and other tourism-related fees as provided for
under the Local Revenue Code of the Municipality.
    Three years after, or earlier, once the site is established as economically productive,
it shall be declared as a municipal enterprise making it self-reliant and self-sustaining.
   VI.    ENVIRONMENTAL IMPACT PREVENTION AND MITIGATION PLANS
    To maintain the pristine water conditions in the area, the municipality will continue
to strictly monitor the regulated use of fyke nets and will continue to hold dialogues
with nearby municipalities regarding the integration of all the adjoining coastal
management plans.
   The tourism thrust of the municipality is to offer wholesome eco-tourism adventure
which shall be enjoyable, refreshing as well as educational. To mitigate the impact of
environmental disaster such as soil erosion, regular mangrove planting activity and
slope protection projects in the nearby area shall be done. Coastal clean-up will be
continuously done by different organizations.
    To lessen the disastrous effect of natural calamities such as flooding, the
municipality will continue to request for the dredging of the river to various national
line agencies.
    The ecological balance of the area will be sustained, with lesser carbon footprints by
lesser use of motorized bancas in touring the place. Continued IEC will also be done to
tourists about the importance of the mangroves for the community.
   To maintain the mangrove forest in the site, continued mangrove propagate planting
shall be done in partnership with different private and public institutions and schools.
The municipality is also planning to add more to the existing 42.25 hectares devoted to
mangrove forest.
   VII.   ECONOMIC CONSIDERATION
   Economically, the project will generate income for the stakeholders and community
members who had already organized themselves to manage the place. These
stakeholders can also be the tour guides imparting mangrove and other tourist spots
protection information to the tourists as well.
    The development of Lobo Marine Protected Area ( Verde Island Passage) is in line
with the National Tourism Development Plan of developing a highly competitive and
environmentally sustainable tourism industry that is focused on creating inclusive
growth which will be done by expanding community participation across the full range
of facilities and services planned in the tourism circuits and development area.

   Currently, the MPA in Lobo is being managed and being maintained and cared for
by a community-based organization and Bantay Dagat. The boat service in the ten
coastal barangay is also being maintained and operated by a people’s organization in
the area.
   The municipality has active people’s organizations, women’s association and PWD
association that can be tapped for the various possible training programs:
        Capacity building for local community development
        Culinary training
        Tourism awareness training
        Front line services training
        Tour guiding training
        Farm tourism training
        Personal finance training
        Basic accounting for non-accountants training
        Homestay training
        Souvenir making trainings (candles, beads crafts, etc.)
        Basic life support training
        WASAR Training
        Safety Training for Adventure Activities
    The revenue to be collected from the tourists will be used to pay the basic utilities,
maintenance and upkeep of the site, salary for the personnel and budget for future
skills training for the personnel and other stakeholders.
    The modular docks will be an upgrade in the area, which will in turn attract more
visitors to come. With this projection, the locals and the community members will be
encouraged to upgrade themselves and the services that they can offer. These
community members shall likewise be trained as local guides.
   More people coming in shall result to development in the peripheral area starting
from the jump-off point to the riverine areas adjacent to the MPA, developing into
home-stays, accommodation to food service and souvenirs.
