NEO CONTINUING CAPACITY DEVELOPMENT: Training on Gender and
TITLE OF THE ACTIVITY: Development Code and Children’s Code Formulation, Ease of Doing
Business and LGU Cockpit Operations for the Local Officials
BACKGROUND AND RATIONALE
In congruence to the various demands of public office and given the shift in local governance due to the election of the new set of
officers for the various local elagues, this office, in close coordination and partnership with the Vice Mayors League of the Philippines-
Samar Chapter and Philippine Councilors League - Samar Chapter, endeavors the conduct of the NEO CONTINUING CAPACITY
DEVELOPMENT: Training on Gender and Development Code and Children’s Code Formulation, Ease of Doing Business and
LGU Cockpit Operations for the Local Officials on August 15-18, 2023 at the Paradise Hotel, Boracay Island, Malay, Aklan.

This aspect of the Newly Elected Officials (NEO) program is designed to continue the government's thrust in equipping and
capacitating local leaders to become effective and efficient in their chosen office. Moreover, with 2022 as the dawning year for their
term, the local officials need to be trained in the knowledge and skills required to fulfill their role in pursuing good governance..

Thus, this activity.


OBJECTIVES
NEO CONTINUING CAPACITY DEVELOPMENT: Training on Gender and Development Code and Children’s Code
Formulation, Ease of Doing Business and LGU Cockpit Operations for the Local Officials aims to equip the members of the
sanggunian with the knowledge and skills necessary in performing their duties and reponsibilities.

Specifically, at the end of the learning activity, the participants are expected to:
1. Orient the participants on the formulation of Gender and Development Code.
2. Equip the participants on the process of Children's COde formulation.
3. Highlight the role of the Sanggunian on the Implementation of the EODB Law.
4. Explain the guiding laws of LGU Cockpit Operations
TARGET PARTICIPANTS
The following are the participants to the training:
• 26 Mayors
• 26 Vice Mayors
• 212 Sangguniang Bayan/Panlungsod Members
• 26 Liga ng mga Barangay President
• 26 SK Fedaration Presidents
• 26 SB Secretaries
• 6 DILG Facilitators
• 10 PCL/VLMP Secretariat
• 4 Resource Persons
Total Number of Participants: 385
Guaranteed number of attendees is at 75% of the Total number of particiants.

INCLUSIVE DATE/S:
The activity will be conducted on August 15-18, 2023 at Paradise Hotel, Boracay, Malay, Aklan.

MONITORING AND EVALUATION:


A Pre-Evaluation and Post Evaluation will be administered to assess the effectiveness of the activity.

Expected Output:
At least 300 participants oriented on the important topics included in this capacity development. A Re-entry Plan will
be crafted by the VMLP.
