OF THE FY 2022 SEAL OF GOOD LOCAL GOVERNANCE
INCENTIVE FUND

4. Background
The Seal of Good Local Governance (SGLG) Incentive Fund, a Performance
Challenge Fund, was institutionalized by virtue of RA 11292 otherwise known as
the Seal of Good Local Governance Act of 2019, and is a Local Government
Development Program managed by the Council of Good Local Governance
(hereinafter as the Council), composed of various National Government Agencies
(NGAs).
The SGLG Incentive Fund evolved from one of the long-standing flagship
programs of the Department which is the Performance Challenge Fund (PCF)
Originally established in 2010, the program serves as a performance-based reform
program of the DILG that seeks to rationalize intergovernmental transfers of the
national government to local government units (LGUs) and encourage the
convergence of local development initiatives with national development agenda
and priorities.
The SGLG Incentive Fund shall be provided to LGUs which passed the Seal of
Good Local Governance (SGLG) assessment criteria for the current year.

This Memorandum Circular is issued to prescribe the general policies and
procedures in the implementation of the SGLG Incentive Fund/PCF. It will serve
as a guide to the 1.) SGLG Incentive Fund LGU beneficiaries to be able to
effectively and efficiently implement their respective program-funded projects; 2.)
DILG on the management of SGLG Incentive Fund which includes release of
financial subsidy, monitoring and reporting; and 3.) other concemed stakeholders.
3. Scope/Coverage
All DILG Regional/Provincial/City Directors, Cluster Leaders, City and Municipal
Local Government Operations Officers (C/MLGOOs), Bangsamoro Autonomous
Region in Muslim Mindanao (BARMM) Chief Minister, Governors and Mayors of
SGLG Incentive Fund Recipient LGUs, and others concemed.

5. Guiding Principles
‘© Support the current Philippine Development Plan (PDP) as the governing
medium-term plan, anchored on the Ambisyon Natin 2040 that articulates the

© Support the government's advocacy of improving overall LGU performance in
governance and delivery of basic services;
© Expand opportunities for performing LGUs to accelerate local inclusive
development, giving constituencies better access to education, health care,
and tourism development among others;
* Sustain the provision of incentives to LGUs commensurate to their
performance level;
* Foster and sustain cooperation among government stakeholders,
development partners, NGOs, and CSOs to influence greater LGU
performance;
© Enhance the LGU's program/project conceptualization, implementation,
monitoring and evaluation;
© Ensure that project processes are inclusive of and are responsive to concerns
such as, but not limited to: gender-sensitivty, disability and social inclusivity,
diversity, human development index, and other thematic concems that
promote the welfare of the most vulnerable sectors in the community.
6. Policy Content and Guidelines
6.1. Eligibility Requirements
61.1. Eligible LGUs
LGUs that passed the Seal of Good Local Governance (SGLG),
according to the assessment of DILG, for the current year with no
pending (on-going and not-yet-started) PCF/SGLGIF project/s during
the previous years and their proposed project are included in their
LDIP/PDIP, shall be eligible to avail the SGLG Incentive Fund.
61.2. Eligible Projects
The SGLG Incentive Fund subsidy shall be used to finance high-impact
local development projects supportive of the following:
* Good Fiscal or Financial Administration or Fiscal
Sustainability (e.g. Real Property Tax Computerization,
and Administration Technology, Procurement of equipment,
Procurement of IT Infrastructure and Servers, etc.)
© Disaster Preparedness (e.g. Flood control, Storm
Drainage, Dikes, Seawall, Flood Gates and other Flood
Protection Infrastructure, Slope Protection, Evacuation
Centers, Rainwater Collection Facility, Early Waring
System/Devices, Rescue Equipment, and Rescue Vehicle,
etc.)
* Social Protection and Sensitivity Program (e.g.
Rehabilitation Center, Bahay Pag-asa/Child Development
Center, Halfway Houses, Livelihood Training Center, All
Page 3 of 16Gender Public Comfort Room, Water Projects/Systems,
Pathways, Hanging Bridges, etc.)
Health Compliance and Responsiveness (e.g. Rural
Health Units/Health Centers, Birthing or Lying-in Facilities,
COVID-19 Infrastructure/Equipment, TB - DOTS Facilities,
X-RAY Machines, Emergency Ambulance, etc)
Program and Sustainable Education (e.g. School
Buildings, ICT Equipment,and Daycare Centers, etc.)
Business Friendliness and Competitiveness (e.g
Business One-stop Shop (under EODB program), Hardware
and Software Infrastructure for modernization of business
processes, Farm-to-market Roads, Core Local Roads and
Bridges, Access Roads, Irrigation Systems, Post-harvest
Facilities, Cold Storage Facilities, Public Markets, Ports and
Wharves and other economic structures and growth
enhancement projects, etc.)
Safety, Peace and Order (e.g. Closed-Circuit Television
(CCTV) compliant with NPC advisory 2020-04), Street lights,
Traffic Signages, Patrol Vehicle, Early Warning Device,
etc.)
Environmental Management (e.g. Garbage truck, Material
Recovery Facility, Retaining Wall, Sanitary Landifil,
Pumping station, Sewerage Treatment Plant, Green
infrastructure, etc.)
Tourism, Heritage Development, Culture and Arts (e.g.
Pasalubong Center, Museum, Parks, Tourist Information
Center, etc.)
Youth Development (e.g. Youth Center, Multi-purpose
Building, Gymnasium, Library, Foundling Safe Haven
Facility, etc.)
The abovementioned eligible projects shall likewise be compliant to
the existing Philippine Laws governing and regulating the said project.
6.2. Prohibitions on the Use of SGLG Incentive Fund
The SGLG Incentive Fund shall not be utilized for the following:
Projects exclusively on training or capacity development;
Financing of micro credits and loans;
Administrative expenses such as cash gifts, bonuses, food
allowance, medical assistance, uniforms, supplies,
meetings, communication, water and light, petroleum
products and the like;
Salaries, wages or overtime pay;
Travelling expenses, whether domestic or foreign;
Registration or participation fees on training, seminars,
conferences or convention;
Construction, repair or refurbishing of administrative offices;
Page 4 of 16‘* Renovation, maintenance, repair, or refurbishing of
currentlexisting projects;
* Purchase of administrative office furniture, fixtures,
‘equipment or appliances;
* Purchase of Lot;
* Purchase, maintenance or repair of any motor vehicle or
motorcycles not directly used for the SGLG undertaking,
pursuant to Section 12 (d) of Republic Act No. 11292; and
* Loan Guarantee.
Note: The proposed project to be funded by the SGLG Incentive Fund must
be new, whole, and single project and not a component of other projects.
Also, no inter-agency or LGU/NGO/Private counterpart for SGLG Incentive
Fund Projects is allowed,
6.3. Validity of SGLG Incentive Fund
The SGLG Incentive Fund will be valid for utilization by recipient LGUs for
the whole fiscal year. Any unutilized funds must be reverted to the National
Treasury per the following

a) No Notice to Implement Secured - If in case before
December 31, 2023, an LGU recipient determines that the
funds can no longer be utilized (i.e. when the project cannot
be implemented for any reason or when the same has been
funded from other sources or when the LGU failed to secure
their Notice to Implement [6.4.4.]), the whole amount
received by the said LGU shall be immediately reverted to
the National Treasury.
b) Notice to Implement has been Secured with no
Implementation - If in case within nine (9) months after
receipt of Notice to Implement, an LGU fails to begin the
implementation of the project, the whole amount received by
the said LGU shall be immediately reverted to the National
Treasury
© For Unexpended Funds - Any unutilized funds for completed
projects upon payment of the final billing, including liquidated
damages, shall be reverted to the National Treasury.
6.4. Implementation Procedures
6.4.1. Issuance of Notice of Eligibility
The Ad Referendum Resolution No. 4 issued on December 20, 2022,
with the attached list of recipient LGUs, Recommending the CY 2022
Seal of Good Local Governance-Incentive Fund (SGLG-IF) Financial
Page 5 of 16Subsidy Package shall be deemed to temporarily replace the Notice of
Eligibility for CY 2022. However, the DILG Regional Director may still
issue the Notice of Eligibility (Annex A) to qualified LGUs based on the
final list of awardees of the Seal of Good Local Governance (SGLG)
from the DILG Central Office
6.4.1.1. Release of SGLG Incentive Fund Subsidy to Recipient
Lous
The DILG Central Office shall immediately sub-allot SGLG Incentive
Fund subsidy to DILG Regional Office upon receipt of Special
Allotment Release Order (SARO) and Notice of Cash Allocation (NCA)
from DBM; on the other hand, the DILG Regional Office will obligate
and prepare payment to recipient LGU by issuing the SGLG Incentive
Fund check or the List of Due and Demandable Accounts Payable —
Advice to Debit Account (LDDAP-ADA) upon receipt of the following
documentary requirements
© Menu/Checklist of Projects (Annex B) duly certified by the
Local Chief Executive; and
© Certified True Copy of the existing approved Local
Development Investment Program — (LDIP)/Provincial
Development Investment Program (PDIP) covering the
period of implementation (page indicating the project
proposal) by the Secretary to the Sanggunian.
* A Government Bank Certificate stating that the LGU has an
existing Trust Account for 1* time SGLG Incentive Fund
recipients as certified by the local treasurer. This
requirement is not applicable for non-first time LGU
Awardees.
LGU should issue an Official Receipt (OR) to the Regional Office for
subsidy received via SGLG Incentive Fund Check or LDDAP-ADA
corresponding to the amount received.
The SGLG Incentive Fund Subsidy amount received should not be
utilized by the recipient LGU prior to the receipt of Notice to
Implement (NTI) from the DILG Regional Office.
The date of issuance of NTI to recipient LGUs shall be considered the
starting date of the project implementation.
6.4.2. Conduct of Regional Orientation
 
Afier the issuance of the notices of eligibility to the recipient LGUs, the
DILG-CO shall download funds to the Regional Offices for the conduct
of the Regional SGLG Incentive Fund Orientation on this
Memorandum Circular. The orientation can be conducted via face-to-
face or via any online platform whichever is preferred by the regional
office
Page 6 of 16The following officials shall attend the Regional Orientation, or his/her
representative who should provide a coaching or re-echoing of the
orientation on the SGLG Incentive Fund Guidelines whenever
necessary:
* Concerned LCEs, Engineers or Budget Officer, Planning
Officers or Accountants
* Concerned DILG Provincial/City Directors;
© Concerned DILG Cluster Leaders;
© Concerned City/Municipal Local Government Operations
Officers (CIMLGOOs); and
* Concerned Provincial Focal Persons
6.4.3. Submission of Complete Administrative Documents
by the LGU for the issuance of NTI.
The LGUs shall submit for review all of the following documentary
requirements to the DILG Regional Office thru channels upon receipt
of the SGLG Incentive Fund check/LDDAP-ADA not exceeding 90
calendar days.
The Project Proposal (Annex C) and all its pertinent administrative
requirements based on their submitted LDIP/PDIP.
The physical and digitized copy of the Project Proposal, Certified true
copy of LDIP/PDIP (page indicating the project) and high-resolution
picture of the proposed project site or the site of the proposed
deployment/exact location in case of motor vehicle/equipment must be
submitted by the LGU for uploading to the SGLG Incentive Fund Web
Application.
LGU's Project Proposal shall include the following documents:

Take-off; and
© One (1) Picture of the proposed site (in high-resolution
geotagged photos taken).

comply with existing laws on Accessibility, Gender
Responsiveness, etc. LGUs shall have the sole responsibility

For Procurement of Brand-New Motor Vehicles
The project proposal of the LGU must include the following
requirements for the approval of the Authority to Purchase
Brand New Motor Vehicles (APMV) and other requirements
pursuant to Administrative Order No. 233 s. 2008 as amended
by AO No. 15 s. 2011, DBM-Budget Circular Nos. 2022-1,
2019-02, 2019-03, 2017-01, 2016-05, 2010-02, National
Budget Circular (NBC) No. 446 s. 1995, as amended by NBC
No. 446-A s, 1998, and BC No. 2017-1 amending BC 2016-5,
DILG MC 2021-004 as amended by DILG 2021-102 and DILG
MC 2022-105,
‘* Technical Specifications of the Vehicle:
© Unit Cost of the proposed Motor Vehicle; and
* Report of the physical count of vehicle and heavy
equipment
The process owner of the APMV shall review the technical
specifications and documentary requirements of the motor
Page 8 of 16vehicle and submit recommendations to the SGLG Incentive
Fund Regional Office.
Unless otherwise in cases of extreme necessity and
emergencies, and/or in exigency of public service amid
disasters, calamities, and pandemics, the procured motor
vehicles shall strictly be used only for its intended purpose,
pursuant to Administrative Order No. 239, s. 2008. Use of said
motor vehicles for the above-cited special purposes shall only
be permitted when supported by a document signed by the
Local Chief Executive, or if used amid an extremely urgent
concern, supported by a justification from the LCE issued
immediately after the emergency has been addressed.
Further, the markers for the vehicles must be compliant with
the provisions of the governing General Appropriations Act
(GAA) related to the Prohibition on the Attachment of the
Name, Image, and Likeness of Public Officials on Government
Projects.
Note:Regional Offices shall ensure the transfer of registration
of acquired motor vehicles in the name of the LGU as Asset
Account to protect the interest of the government.
The Appraisal Review and Approval Form (ARAF) (Annex D) shall
serve as checklist in the review of the LGU’s compliance to the SGLG
Incentive Fund administrative requirements.
Whenever practicable, the DILG Provincial Office/HUC Office shall be
responsible for the appraisal of the projects and the completeness of
documents, while the DILG Regional Office shall be responsible for the
Approval of the Project Proposal.
The DILG Regional Office shall issue regular advisories or updates on
the status of submission of documentary requirements to the
concerned LGU beneficiaries.
6.4.4. Notice to Implement
Within five (5) working days upon approval of the project proposal,
the Regional Office shalll issue a Notice to Implement (NTI) (Annex
E) authorizing the LGU’s start of the fund utilization given that the
following have been conformed with:
LGUs with previous PCF/SGLG Incentive Fund project(s) of the LGU
have complied with all of the following requirements:
© Those that have completed the project and submitted all
administrative documentary requirements and pertinent
Annexes to DILG Regional Office;
Page 9 of 16© Certification, with pictures of corrected or built items that
were recommended during the final inspection or
monitoring by the joint DILG and LGU team of the previous
PCF/SGLG Incentive Fund projects;
* Those that have submitted to DILG Regional Office the
following:
‘* Project Completion Report;
Certificate of Completion;
Physical Accomplishment Report with high
resolution pictures; and
© Copy of the Final Report of Disbursement duly-
received by COA assigned in the LGU at the time of
application if the “verified correct” Report of
Disbursement is not yet available
In case the proposed project is Purchase of Motor Vehicle, LGU
recipient should secure first the NTI issued by the DILG Regional
Office before requesting the Authority to Purchase Motor Vehicle
(APMY).
Concerned Regional Office shall secure a receiving copy of the said
NTI and upload it in the SGLG Incentive Fund Web Application.
6.4.5. Project Timeline
All projects must be completed and liquidated within 12 months upon
receipt of the Notice to Implement from the DILG Regional Office. The
date of receipt of Notice to Implement (NTI) from the DILG regional
office shall be considered the project's start-up date. All LGU recipients
are expected to implement the project based on the approved Project
Proposal and Program of Works.
In case of change location of their project/s, recipient LGUs _ shall
secure DILG Regional Office approval. In case of change order or
deviation order, recipient LGU shall submit the revised Project
Proposal for approval of the DILG Regional Office and furnish copies
of the change order. Variation order is not allowed in the last quarter
of the implementation period or at its 85% nearby completion.
The LGU may request for an extension on the implementation of the
SGLG Incentive Fund project, to be approved by the DILG Regional
Office, as long as the following documents have been complied:
a. Justification for the delayed implementation of the project
(eg attachment document for Force Majeure, changes in
project scope, delayed delivery of equipment, etc.); and
b. Proposed/programmed Catch-up Plan/Schedule within the
allowable leeway period (3 months) to complete the
project

“Total change of the approved project proposal is not allowed once the
Notice to Implement was received.
Fund Management
6.5.1. _ Entry to Regional Books of Account
SGLG Incentive Fund Subsidy shall be taken up as an outright
expense in the Book of Accounts of the Regional Offices. Upon release
of the subsidy to LGUs, the entry should be Financial Assistance to
Local Government Units.
6.5.2. Entry to LGU Books of Account
Upon receipt of the subsidy, the entry in the LGU Books of Account
shall be “Due to other Government Agencies” or its equivalent
account used by the LGUs. Completed projects and procured motor
vehicles/equipment shall be recognized in the LGU Books of Account
as “Asset Account” which is debited and the Income Account
(Subsidy from Other Gov't Agencies) is credited.
6.5.3. Refund of Unexpended Balance After Project Completion
Unexpended balances shall be returned directly to the National
Treasury within the implementation period (one full year from the date
of receipt of NTI from the DILG Regional Office), following existing
guidelines on the transfer of funds. Proof of such remittance/refund
shall be submitted to the concerned DILG regional office (LGU to
secure a copy), the same should be retained by the Regional Office
copy furnished the Bureau of Local Government Development (BLGD)
*Once returned to the national treasury or claimed as ‘reverted’,
request for the use of said funds will no longer be allowed.
Failure to revert unutiized funds for projects that cannot be
implemented (ie. overlapping of funds, peace and order situations,
legal concems, and among others) within the recommended period
shall be considered non-compliance to these Guidelines
Monitoring and Reporting
6.6.1. Progress Monitoring
The LGU shall submit a Monthly Progress Accomplishment Report not
later than the 5" day of the ensuing month using the Statement of Work
Accomplished (SWA) (Annex F) to the Regional Office thru
appropriate channels. Whereas, the Statement of Receipts and
Disbursement (SORD) (Annex G) shall be submitted by the LGU as
deemed necessary, whenever a progress billing is issued by the
Page 11 of 16Contractor/Administration. LGUs shall use the prescribed SWA and
SORD template to ensure uniformity and  uploading/encoding
purposes.
6.6.2. Conduct of Monitoring Visits
The DILG Regional Team shall conduct regular quarterly monitoring
visits to SGLGIF-subsidized projects or as often as necessary. Upon
Notification of the DILG monitoring team of its findings, the concerned
LGUs shall make the necessary corrections during the project
implementation.
The National SGLGIF Management Team shall also conduct
monitoring and evaluation (M&E) through field validation and spot-
checking on ongoing and/or completed projects, as deemed
appropriate.
6.6.3. Data Uploading on the SGLG Incentive Fund Web
Application
To fast track submission of SGLG Incentive Fund Project
Accomplishment Reports, recipient LGUs shall submit electronic
copies of pertinent documentary requirements to the concerned
Cluster Leaders, SGLG Incentive Fund Provincial Focal Persons, and
Regional Offices through channels. The concemed DILG
Office/Personnel shall upload the said documents directly in the SGLG
Incentive Fund Web Application on a monthly basis (not later than the
5th day of the ensuing month) in order to regularly update the status of
LGU project implementation.
Cluster Leaders shall encode the accomplishment reports of recipient
component Cities/Municipalties under their coverage. Provincial Focal
person shall encode the accomplishment report of recipients Provinces
as well as oversee the reports encoded by their Cluster Leaders.
Regional Office shall encode data for Highly-Urbanized Cities or LGUs
that are not under the coverage of Cluster leader or Provincial Focal
Person. It shall also oversee all the encoded data/reports within their
respective regions.
For ready reference of the concerned LGUs, below is a list of
documentary requirements for submission to the concerned DILG
Office/Personnel per project implementation phase:

The Regional Focal Person shall conduct regular monitoring of SGLG
Incentive Fund Web Application, updating by the Cluster Leader/
SGLG Incentive Fund Provincial Focal Persons and provide technical
assistance as necessary.
Regional Focal Persons/Cluster Leaders/Provincial Focal Persons are
the only authorized personnel to upload and encode data in the
SGLG Incentive Fund Web Application. LGU recipients shall not be
given access to the said Web Application as it may create conflict of
interest and affect the integrity of data.
6.6.4. Reporting of Completed Projects
Within 10 calendar days of project completion, the LGUs shall submit
the copy of their Project Completion Reports (PCRs) (Annex H) to the
DILG Regional Office thru channels. The PCRs to be submitted by
LGUs shall include the following attachments:

(SORD); and
© One (1) High-resolution geo-tagged jpeg photos of the
completed project;
For projects involving acquisition of motor vehicles, the LGU shall
accomplish and submit the Motor Vehicle Report Form (Annex I) within
15 calendar days upon delivery or completion of the procurement
process,
6.6.5. Inauguration of Completed Projects
In continuance of the Department in the implementation of LGU SGLG-
IFIPCF supported projects, regional office shall submit letter of
invitation hereto referred as “Annex L" thru the Office of the
Undersecretary for Local Government copy furnished the BLGD a
schedule of inauguration ceremonies of completed projects and shall
ensure that the DILG is represented in these activities. Also, a picture
of the said event shall be submitted by the recipient Local Government
Unit to the DILG Regional Office.
6.6.6. Permanent Markers
A Permanent Marker shall be installed in a noticeable, exposed place
within the area for completed projects. Markers can be funded through
the SGLG Incentive Fund by indicating said marker as part of the items
in the Program of Works.
* For horizontal projects, permanent markers shall be
placed or displayed at the beginning of the completed
infrastructure on either a concrete stand or a post signage
(single or double mounted), depending on the preference
of the implementing office. Whereas for vertical projects,
markers shall be installed on the wall near the entrance or
main door, preferably within eye level. Material used for
the marker of both horizontal and vertical projects should
be weather-resistant, may be non-corrosive metal (brass,
aluminum, etc.) or plastic (acrylic, fiberglass, corrugated,
etc.). Please refer to Annex J for Sample Marker with
corresponding specifications.
* For vehicles, goods and IT equipmentisystems,
permanent markers to be used are stickers. For vehicles,
stickers shall be installed at the driver's side (left front
door) of the vehicle whereas for Goods/IT Equipment,
stickers shall be installed to the visible area where the
equipment is placed and/or on the CPU of the main
computer used. Scaling of the sticker may be considered
Page 14 of 16depending on the size and type of equipment/vehicles (e.g.
for vehicles — 8.5"x11", for system/equipment/computers —
4"x4", for birthing facilities — 3°x3"). Please refer to Annex
K for Sample Marker with corresponding specifications.
Further, LGUs are reminded to adhere and comply with the provisions
of the governing GAA particularly under Prohibition on the
Attachment of the Name, Image, and Likeness of Public Officials
on Government Projects. Generally, subject to the guidelines issued
by the Department of Budget and Management, it is prohibited to affix,
or cause to affix, the name, visage, appearance, logo, signature, or
other analogous image of any public official, whether elected or
appointed, on all Programs, Activities, Projects (PAPs) or its
corresponding signage.
6.6.7. Reportorial Requirements under the General
Appropriations Act (GAA)
Based on the GAA, the DILG shall update the following: Department
of Budget and Management (DBM) through the unified reporting
system, House of Representatives, Senate of the Philippines, and the
Commission on Audit (COA) with quarterly and annual reports that
note financial and physical accomplishments of the SGLG Incentive
Fund. The same report shalll also be posted on the DILG website in
compliance to such reportorial requirements; hence, submission of
reports by the recipient LGUs through channels and up-to-date
encoding of DILG Field Officers in the SGLG Incentive Fund Web
Application is necessary.
6.6.8. CSO Participation
The DILG Regional Office, through channels, must ensure the regular
monitoring of the implementation of SGLG Incentive Fund projects with
the local CSOs such as faith-based organizations and other sectoral
groups on a voluntary basis. CSO participation in field monitoring and
evaluation is highly encouraged.
6.7. Transparency in the Implementation of Projects
All recipient LGUs shall strictly follow the provisions of COA Circular No.
2013-004 dated January 30, 2013 entitled “Information and Publicity on
Programs/Projects/Activities of Government Agencies", as amended by
COA Circular No. 2016-003 dated August 16, 2016.
7. Penal Provisions
Non-compliance to the provisions of this Memorandum Circular shall be dealt with
in accordance with pertinent laws, rules and regulations.

All DILG Regional Directors and the BARMM Minister of the Interior and Local
Government are hereby directed to cause the immediate and widest dissemination
of this Memorandum Circular within their respective areas of jurisdiction.
9. Effectivity
This Memorandum Ciroular shall take effect immediately and shall remain in force
unless otherwise superseded or modified by subsequent policies and other
issuances.
10. Separability Clause
If any clause, part or provision of this MC is declared unconstitutional or invalid,
the remaining parts or provisions not affected shall remain in full force and effect.

IMPLEMENTING RULES AND REGULATIONS OF RA. NO. 11292
(THE SEAL OF GOOD LOCAL GOVERNANCE ACT)
AN ORDER CREATING THE SEAL OF GOOD LOCAL GOVERNANCE INCENTIVE FUND
(SGLGIF) PROJECT IMPLEMENTATION TEAM AND ITS TECHNICAL WORKING GROUP
(TWG) OF THE Name of LGU) __
WHEREAS, The Seal of Good Local Governance Incentive Fund (SGLG Incentive Fund), a
Performance Challenge Fund, was institutionalized by virtue of Republic Act No. 11292
otherwise known as the Seal of Good Local Govemance Act of 2019, and is a Local
Goverment Development Program managed by the Seal of Good Local Governance Council
(hereinafter as the Council), composed of various National Government Agencies (NGAs).
WHEREAS, the SGLG Incentive Fund is a progressive incentive system given to an eligible
LGU iin the form of a counterpart fund to finance high-impact local development projects
prioritized by the LGU, and to further influence and encourage the LGU to deliver public service
more effectively;
WHEREAS, through the SGLG Incentive Fund, the LGU is encouraged to promote effective and
honest governance through an intensive campaign on full disclosure policy, as the Seal of Good
Local Governance is one of the criteria in order for the LGU to be eligible for the SGLG
Incentive Fund;
WHEREAS, the __(Name of LGU) _ received a Notice of Eligibility dated from the
Name of Regional Director) _, DILG Region __, informing that this office passed the
Seal of Good Local Govemance (SGLG) FY and eligible to avail the SGLG Incentive

WHEREAS, one of the requirements in availing of the SGLG Incentive Fund is the creation of a
Project Implementation Team to facilitate and monitor the implementation of the projects
prioritized by the LGU.

Section 1. CREATION. There shall be created a SGLG Incentive Fund Project Implementing

Section 2. COMPOSITION. The SGLG Incentive Fund Project Implementing Team of the

Section 3. FUNCTION, DUTIES AND RESPONSIBILITIES. The SGLG Incentive Fund Project
Implementation Team (SGLGIF-PIT) shall have the following function, duties and
responsibilities:
1. Ensure that the project implementation abides the provisions on the DILG MC 2022-
dated
2. Facilitate the preparation and submission of all documentary requirements for the
release of the SGLG Incentive Fund Subsidy;
3. Assist in the preparation of the project proposal to be submitted to the Chairman of the
SGLGIF-PIT for review and approval;
4, Assist in the preparation of the Program of Works, Detailed Cost Estimate and Detailed
Engineering Design in case of Infrastructure project;
Prepare the project action plan and budget, subject to the approval of the LCE;
Determine and approve propose project to be funded by the SGLG Incentive Fund;
Monitor the progress and oversee the implementation of the SGLG Incentive fund
project,
  
soe8. Facilitate the preparation and submission to the DILG Regional Office progress reports
of the following:
‘a. Monthly Submission of the Statement of Work Accomplished (SWA) every Sth
day of the ensuing month
b. Submission of Statement of Report and Disbursement (SORD, as deemed
necessary, when the contractor/administrator issues a progress billing
c. Reports on projects involving procurement of goods and services.
9. Submit Project Completion Report once project is completed supported with pictorials,
accompanied by the following:
‘a. Certification of Completion
b. Certificate of Tumover and Acceptance (if project is by contract)
c. 12 months warranty certificate signed by the Contractor
d. Final Report of Disbursements duly received and verified by the Local COA;
10. Performs such other functions related to the SGLG Incentive Fund Implementation and
management as may be prescribed by competent authorities.
Section 4. MEETINGS. The SGLGIF-PIT shall have its meeting as it may deemed necessary, to
discuss, assess, review, and evaluate any matters relative to its function as mentioned hereof.
Section 5. REPEALING CLAUSE. Previous issuance or any portion thereof, which are
inconsistent with the provision of this Act are hereby amended, modified, suspended or
repealed accordingly.
Section. 6. SEPARABILITY CLAUSE. If any section or provision of this Implementing Rules and
Regulation is declared void, ineffective or invalid by a court of competent jurisdiction, the holding
of such section or provision to be void or invalid for any cause whatsoever shall in no way affect
the validity of the remaining sections and provisions, which shall remain in full force and effect.
Section 7. EFFECTIVITY CLAUSE. This Implementing Rules and Regulation shall take effect
immediately upon the date hereof and shall remain in effect until rescinded, repealed or
amended.
