Tο βιβλίο αυτό καλύπτει την ελληνική πολιτική στο χώρο της Μεσογείου από το 1950 ως το 2004. Το1ο κεφάλαιο εστιάζει στην ελληνική διπλωματία τη δεκαετία του 1940, η οποία περιλαμβάνει το Β Παγκόσμιο Πόλεμο, τον ελληνικό εμφύλιο και την έναρξη του Ψυχρού Πολέμου. Τα κεφάλαια 2 και 3 αναλύουν τις ελληνοαραβικές σχέσεις και τη στάση της Ελλάδας στο παλαιστιανιακό ζήτημα, ενώ τα κεφ. 4 και 5 επικεντρώνονται στο κυπριακό ζήτημα, την τουρκική εισβολή στην Κύπρο και τις ελληνοτουρκικές σχέσεις και το κυπριακό ως το 2004 (σχέδιο Ανάν και ένταξη Κύπρου στην ΕΕ).

Η μελέτη απευθύνεται στο γενικό αναγνωστικό κοινό, που επιθυμεί να γνωρίσει την πολιτική της Ελλάδας στο περιφερειακό της περιβάλλον τον περασμένο αιώνα, αλλά και στους ειδικούς των επιστημών της ιστορίας, της πολιτικής επιστήμης και των διεθνών σχέσεων, για να εμβαθύνουν ακόμα περισσότερο σε ζητήματα ελληνικής εξωτερικής πολιτικής. AN EVALUATION OF GREECE'S MILITARY SPENDING DURING ECONOMIC CRISIS PERIOD

ABSTRACT
The Peace Operation to Cyprus conducted by Turkey in 1974 signed the return of Greece to democratic regime from the military governance known as "Colonels Junta". Since then Greece spent her energy instead of USA to Europe (EC) and moreover, despite the Cold War reality, to the development of relations with her northern neighbors "ruled by communist regimes" and shaped her foreign, military and even internal policies according to the "threat from the East, Turkey". Therefore, the defense and military spending of Greece developed to counterbalance Turkey. However, the ongoing economic crisis that broke out in 2008, brought the reassessment of the implemented policies by Greek and foreign academics. On the other hand, since 1999 the "normalization" of relations with Turkey instead of crisis spiral, caused to question whether is Turkey still perceived as a threat or not by Greece.
Thus, in this paper beginning from the paradox that Greece's threat perception was shaped against Turkey, a co-member of NATO Alliance an analysis of Greek foreign policy and military spending from 1974 and onwards and the effects of recent developments such as the "rapprochement" with Turkey and the economic crisis on Greece's foreign policy and military spending will be discussed.

Although it is assumed that the improved atmosphere in Greek Turkish relations since 1999 is composed of the initiatives undertaken by both sides the paper self-consciously restricts its case-study to the contribution to this evolution on behalf of the Greek side. Europeanization of Greek Foreign Policy and Greece’s Engagement Strategy towards Turkey during the last decade constitute topics in the name of which a lot of literature has been developed. Aim of this thesis is to find out and establish a link between them. How is Europeanization able to influence and shape the formulation of an EU member state strategy? How can it contribute to the adoption of a strategy especially in cases where the targeted state does not belong to the EU family and is perceived to hold revisionist aspirations? Why does the currently employed strategy seem according to the today’s Greek Foreign Policy Makers the proper solution to deal with their security concerns? Assuming that the adoption of this policy is of strategic importance the author is interested to highlight the indicator behind this decision and to illustrate the way this strategy was interpreted and pursued.

Η παρούσα εργασία πραγματεύεται την ελληνική εξωτερική πολιτική τα τελευταία πενήντα περίπου έτη, με στόχο την ερμηνευτική της προσέγγιση με τα εκάστοτε επίκαιρα θεωρητικά εργαλεία και παράλληλα με την ανάπτυξη της ευρωπαϊκής ολοκλήρωσης, από την περίοδο απουσίας συγκροτημένης ενωσιακής εξωτερικής πολιτικής, μέχρι την περίοδο της θεσμικής ανάπτυξής της και κλείνοντας με την
περίοδο της οικονομικής κρίσης.
Η ΕΕΠ ξεκινώντας με ρεαλιστικά κίνητρα αποτροπής και εξισορρόπησης απέναντι στην Τουρκία, πέρασε εν συνεχεία σε μια περίοδο εξευρωπαϊσμού και εντέλει κατέληξε πλήρως υποκείμενη στις επιδράσεις της κανονιστικής ισχύος της κοινότητας την περίοδο της οικονομικής κρίσης, όταν και έχασε την οικονομική και πολιτική της αυτοτέλεια. Το νέο αιώνα των εύθραστων ισορροπιών και των αδυσώπητων ανταγωνισμών σε ένα ρευστό διεθνές σύστημα, η ΕΕΠ
πρέπει να αναζητήσει με σοφία, νηφαλιότητα και ωριμότητα τα βήματα εκείνα που θα εξασφαλίσουν την επιβίωση του ελληνικού έθνους-κράτους, το οποίο θα βρεθεί αντιμέτωπο με νέες π ροκλήσεις εξ' ανατολάς.

Κατά τη μεταψυχροπολεμική περίοδο η Ελλάδα βρέθηκε σε πλεονεκτική θέση σε σχέση με τα υπόλοιπα κράτη των Βαλκανίων. Η συμμετοχή στους δυτικούς θεσμούς, οι ισχυροί δημοκρατικοί της θεσμοί καθώς και η σχετικά δυναμική οικονομία της αγοράς της έδιναν τον τίτλο της πιο σταθερής χώρας στην περιοχή. Η οικονομική δραστηριότητα και οι πολιτικές πρωτοβουλίες της Ελλάδας στα Βαλκάνια, με αποκορύφωμα την ελληνική προεδρία της ΕΕ του 2003 και την Ατζέντα της Θεσσαλονίκης, αποτέλεσαν το επιστέγασμα αυτής της κεντρικής θέσης της χώρας στην περιοχή. Η εικόνα πάντως που διατηρεί η Ελλάδα για το ρόλο και την επιρροή της στην περιοχή φαίνεται να είναι διογκωμένη σε σχέση με την αντίληψη που έχουν για αυτά οι ίδιοι οι Βαλκάνιοι γείτονες. Το παρόν κείμενο εργασίας παρουσιάζει τα συμπεράσματα μιας διαδικτυακής έρευνας με απόψεις διαμορφωτών κοινής γνώμης των χωρών των Βαλκανίων σχετικά με το ρόλο της Ελλάδας στην περιοχή πριν και κατά τη διάρκεια της κρίσης. Παρουσιάζονται ενδιαφέροντα συμπεράσματα που θέτουν, εν μέρει, υπό αμφισβήτηση κεντρικές παραδοχές της Ελλάδας για τα μεταψυχροπολεμικά Βαλκάνια. Το παρόν κείμενο εργασίας συμβάλλει στην - αναγκαία λόγω της κρίσης - αυστηρή αξιολόγηση της ελληνικής εξωτερικής πολιτικής, των μέσων και των αποτελεσμάτων της.

Ο όρος «εναέριος χώρος» χρησιμοποιείται σε αντιδιαστολή και συμπληρωματικά προς τα καθεστώτα κυριαρχίας που έχει ένα κράτος επί των χερσαίων εκτάσεών του, καθώς και της κυριαρχίας ή των κυριαρχικών δικαιωμάτων που έχει σε θαλάσσιους χώρους όπως αυτοί εθιμικά ή τυπικά ορίζονται από το ίδιο ή διεθνείς συμβάσεις, όπως αυτή για το Δίκαιο της Θάλασσας (1982). Στον εναέριο χώρο ισχύουν επάλληλα ή μεμονωμένα τρία διαφορετικά καθεστώτα: α) το καθεστώς του εθνικού εναερίου χώρου, μέσα στον οποίο το κράτος ασκεί κυριαρχία, όπως στο έδαφος του και στην αιγιαλίτιδα, β) το καθεστώς της Περιοχής Πληροφόρησης Πτήσεων (Flight Information Region, FIR), όπου η Ελλάδα και η εκάστοτε χώρα ασκεί συγκεκριμένες διεθνείς αρμοδιότητες εποπτείας και ελέγχου, και γ) το καθεστώς επιχειρησιακού ελέγχου στο Αιγαίο, με βάση το οποίο η Ελλάδα ασκεί ρυθμιστικές αρμοδιότητες στα πλαίσια του ΝΑΤΟ, οι οποίες αμφισβητήθηκαν από την Τουρκία μετά την αποχώρηση της Ελλάδας από το στρατιωτικό σκέλος της Συμμαχίας το 1974. Στο παρόν άρθρο θα εξετάσουμε ποια από αυτά τα καθεστώτα αμφισβητεί τυπικά ή έμπρακτα η Τουρκία και με ποιο τρόπο επιχειρεί να τα μεταβάλλει ή αντικαταστήσει.

The evolutions regarding the energy cooperation among Greece, Cy-prus and Israel have given a new boost towards the implementation of the EU principle of diversifi cation in the fi eld of hydrocarbons supply. The current paper aims to analyze the dynamic of the 'East Med pipeline supply choice' and evaluate it in terms of EU energy security. Beyond North Sea, Russia and North Africa, Eastern Mediterranean may represent the 'fourth energy artery' of Europe and this the main fact underlining the importance of the evolutions on the occasion of the agreement among the three partners in Tel Aviv in the 20 th of March 2019. In addition, it is examined analytically why Turkey cannot become a rational option to be included in the overall planning referring to energy production in the region.

This chapter explores the development of relations between Greece and the People’s Republic of China, as well as Greek perceptions of the latter, from late 1971, when the Greek junta initiated the process of re-establishing diplomatic relations with Beijing, to 1989. This chapter aims to provide a first brief, yet comprehensive, account of Sino-Greek political, diplomatic and economic/trade relations during this period.
The two states established relations in June 1972. After the fall of the Greek junta in July 1974, both the conservative government of Konstantinos Karamanlis and the socialist one under Andreas Papandreou pursued a ‘multidimensional’ foreign policy. The two states reached a mutual understanding on a series of political issues around the globe, but opportunities of further political and/or economic cooperation did not actually arise. Athens would not go so far as to let its contacts with the PRC disturb a recent improvement in Greek-Soviet relations, while Chinese officials maintained a policy of ‘equal distance’ regarding Greece and Turkey. Even so, contacts between the Greek and the Chinese leadership continued and, overall, relations between Greece and the PRC remained friendly. The Tiananmen Square Massacre dealt a severe blow to the image of China in Greece, though.

Το ΠΑΣΟΚ, υπό την ηγεσία του Ανδρέα Παπανδρέου, ανεδείχθη αξιωματική αντιπολίτευση έπειτα από τις εκλογές του Νοεμβρίου 1977. Ήδη έκτοτε ο Παπαν­δρέου δρομολόγησε μια στροφή προς το ρεαλισμό, μετριά­ζοντας τη ρητορεία του σχετικά με τον μελλοντικό διεθνή προσανατολισμό της χώρας σε περίπτωση εκλογικής νίκης του. Οι μέχρι τότε βασικές θέσεις του αποτελούσαν μείγμα σοσιαλιστικών και πατριωτικών διακηρύξεων. Μέχρι τις νικηφόρες εκλογές του Οκτωβρίου του 1981, ο Ανδρέας Παπανδρέου στον δημόσιο λόγο του συνέχιζε να τάσσεται υπέρ της εξόδου της χώρας από το ΝΑΤΟ και να δεσμεύεται για την άμεση απομάκρυνση των ευρισκό­ μενων στην Ελλάδα αμερικανικών τακτικών πυρηνικών όπλων, καθώς και για το κλείσιμο των αμερικανικών βά­σεων. Ως προς τη συμμετοχή της χώρας στην τότε ΕΟΚ, είχε διακηρύξει την ανάγκη διενέργειας δημοψηφίσματος. Ο ίδιος τασσόταν υπέρ της εξόδου και της διατήρησης μιας «ειδικής σχέσης» της Ελλάδας με την ΕΟΚ.

Изследването има за цел да разкрие развитието на българо-гръцките отношения през 70-те години на XX век като модел на интеграционни политики по време на Студената война. Интеграционните политики тук се разбират в широкия смисъл на установяване форми на сътрудничество в политическата, икономическата и културната област. Подобен подход съдържа потенциала да разкрие спецификите на взаимоотношенията между държави, формално интегрирани в структурите на два противостоящи политически и икономически блока. Сближаването между България и Гърция съвпада с общоевропейския процес на разведряване, с подготовката и провеждането на Съвещанието за сигурност и сътрудничество в Европа, с гръцкото „източно отваряне” и поемането на инициативата за многостранно сътрудничество на Балканите. Затова и статията прави опит да анализира българо-гръцките отношения в контекста на по-широките интеграционни процеси на европейско и регионално ниво.

Βασισμένη σε πληθώρα πρωτογενών πηγών, η μελέτη ιχνηλατεί την πορεία ενός ρεύματος πραγματισμού που διατρέχει τη διαχείριση του κυπριακού ζητήματος από τις παραμονές της ανακίνησής του στον ΟΗΕ έως την παράνομη τουρκική εισβολή. Ακολουθώντας ένα διαχρονικό μοτίβο στη νεοελληνική ιστορία, το ρεύμα αυτό εγκολπώθηκε το πνεύμα των «στοχαστικών προσαρμογών», μιας ενεργητικής μετριοπαθούς προσέγγισης της ελληνικής εξωτερικής πολιτικής με οραματικά όμως ελατήρια. Στον αντίποδα του ριζοσπαστικού παροντισμού των υποστηρικτών της άμεσης Ένωσης –μέρος του «αιώνιου δηληγιαννισμού» που στηλίτευσε ο Γιώργος Θεοτοκάς το 1955–, οι θιασώτες των στοχαστικών προσαρμογών εκκινούσαν από τη διαπίστωση ότι η δεινή μεταπολεμική συγκυρία υπαγόρευε στην Αθήνα να αφοσιωθεί, σε πρώτη φάση, στην επίτευξη της ανεξαρτησίας της Κύπρου.
Οι φωνές αυτές προειδοποίησαν εγκαίρως ότι η τάση υποβάθμισης του αγγλικού παράγοντα και του εντεινόμενου τουρκικού αναθεωρητισμού θα είχε άμεσο αντίκτυπο στα ζωτικά συμφέροντα της Ελλάδας και της Κύπρου‧ ότι τα Σεπτεμβριανά του 1955 ήταν η απόδειξη πως η Άγκυρα δεν αντιμετώπιζε το κυπριακό αυτοτελώς αλλά ως μέρος ενός ενιαίου διακυβεύματος με αλληλένδετες εστίες διεκδικήσεων στο Ανατολικό Αιγαίο ‧ ότι η παράβλεψη αυτής της βασικής αρχής στην τουρκική εξωτερική πολιτική θα είχε δυσμενείς επιπτώσεις για τους Ρωμιούς της Κωνσταντινούπολης, τον ελληνισμό της Ίμβρου και της Τενέδου και το Οικουμενικό Πατριαρχείο. Έχοντας εξοβελισθεί σε κρίσιμες στιγμές της εξέλιξης του κυπριακού, οι «στοχαστικές» φωνές ανασύρονται τώρα από το περιθώριο της Ιστορίας και αναδεικνύονται, μεταξύ άλλων, σε τελευταία γραμμή άμυνας της διπλωματίας απέναντι στην κυπριακή πολιτική της δικτατορίας.
Μέσα από τις σελίδες του βιβλίου εξετάζονται κι άλλες σημαντικές εκφάνσεις του κυπριακού ζητήματος: οι κατηγορίες για την τήρηση «διπλής γραμμής» από την Αθήνα και η διχογνωμία γύρω από τη ριζοσπαστικοποίηση του ενωσιακού αγώνα‧ οι πολλαπλές χρήσεις του αφηγήματος περί «αφελληνισμού» των Κυπρίων‧ οι περιπτώσεις του Α. Σ. Βλάχου, του Γιώργου Σεφέρη και του Αλέξη Κύρου‧ η πολιτική επίδραση που άσκησε η ατμόσφαιρα της «γραμμής των πρόσω»‧ οι μετεμφυλιακές πιέσεις ενάντια στη συγκρότηση ενός αυθεντικά παγκύπριου αντιαποικιακού μετώπου, από φόβο μήπως ενισχυθεί η κυπριακή αριστερά‧ τέλος, η αγωνία των πραγματιστών να περιφρουρήσουν τη θεσμική ακεραιότητα της εξωτερικής πολιτικής και οι σκέψεις τους για μια συνολική «εκκαθάριση» των ελληνοτουρκικών σχέσεων.

It is an integral part of the EU's comprehensive approach towards crisis management, drawing on civilian and military assets.

Το άρθρο πραγματεύεται τις περιστάσεις κάτω από τις οποίες εξελίχθηκε το Δωδεκανησιακό ζήτημα, σε συνάρτηση με την πολιτική της Τουρκίας επί αυτού, από την επαύριον της έναρξης του Β’ Παγκοσμίου Πολέμου (1939) έως τη Συνδιάσκεψη Ειρήνης των Παρισίων (1946-1947) που αποτέλεσε το διπλωματικό επιστέγασμά του. Σε αυτό το πλαίσιο αναλύονται το περιεχόμενο και οι επιπτώσεις της Συνθήκης Αμοιβαίας Βοήθειας, την οποία υπέγραψαν στις 19 Οκτωβρίου 1939 η Μεγάλη Βρετανία, η Γαλλία και η Τουρκία. Ακολούθως, επισημαίνεται η αναθέρμανση του τουρκικού ενδιαφέροντος για τα  Δωδεκάνησα ως αποτέλεσμα της έναρξης και της εξέλιξης του ελληνοϊταλικού πολέμου. Ακολούθως, περιγράφονται τα διαμειφθέντα ως προς τα Δωδεκάνησα στο πλαίσιο αφενός της συνάντησης Ήντεν-Στάλιν στη Μόσχα τον Δεκέμβριο του 1941, και αφετέρου στη Διάσκεψη των Αδάνων τον Ιανουάριο του 1943. Τέλος, επισκοπούνται οι εξελίξεις –πάντα με άξονα την τουρκική πολιτική στο Δωδεκανησιακό– προς το τέλος του Πολέμου αλλά και αμέσως μετά τη λήξη του, οι οποίες, παρά τα εμπόδια και τις παλινωδίες, οδήγησαν τον Φεβρουάριο στην υπογραφή της Συνθήκης Ειρήνης των Παρισίων με την Ιταλία, βάσει της οποίας τα Δωδεκάνησα αποδόθηκαν στην Ελλάδα.

Το κείμενο αποδίδει μέρος της εισήγησης που παρουσιάστηκε στην Εσπερίδα του Ναυπλίου, στο πλαίσιο του Σεμιναρίου Διεθνούς Δικαίου το 2011 με την προσθήκη υποσημειώσεων, βιβλιογραφίας και τεκμηρίωσης. Αποτελεί τμήμα μιας ευρύτερης ανάλυσης της θεματικής όπως επιβάλλει η εξέταση μιας τριαντακονταπενταετίας στην ελληνική εξωτερική πολιτική και το ρόλο του διεθνούς δικαίου

Παρά το κλίμα σύνεσης που είχε καλλιεργηθεί τα τελευταία χρόνια, οι διμερείς σχέσεις της χώρας μας με την Τουρκία δοκιμάζονται επανειλημμένα το τελευταίο διάστημα, μετά τις αναφορές του προέδρου Ερντογάν σε «σύνορα της καρδιάς του», την έμμεση αμφισβήτηση της Συνθήκης της Λωζάνης, αλλά και την επερχόμενη σύγκρουση των δύο πλευρών αναφορικά με τη διατήρηση ή μη του καθεσώτος των εγγυήσεων στην Κύπρο, οι οποίες είχαν υπάρξει μέρος της τριμερούς διευθέτησης του 1959-60 (Συνθήκες Ζυρίχης-Λονδίνου). Παρότι τα εκκρεμή θέματα δεν φαίνεται να διευθετούνται άμεσα, ή έστω να περιορίζονται, η τουρκική αντιπολίτευση επιχείρησε πρόσφατα να ασκήσει κριτική στον πρόεδρο Ερντογάν και το κόμμα του επαναφέροντας μια ακόμη «εκκρεμότητα», αυτή των λεγόμενων «Γκρίζων Ζωνών» (Gri Bölgeler) στο Αιγαίο.

Greece and the Cold War examines examines the 1954 crisis within NATO from the novel perspective of critical international theory and exposes the unexplored connections between dependence and nationalism in Greek foreign policy. Drawing on a wide range of American, British and Greek archival sources, it argues that nationalism and compliance with the collective interests of NATO were two irreconcilable objectives in Greek foreign policy after 1952. At the same time, the book tells the story of how the post-Civil War governments of Greece, for a variety of political, cultural and ideological reasons, treated these two objectives as essentially compatible, resulting in the adoption of a dualist policy. This self-contradictory diplomatic doctrine, which the author refers to as “dependent nationalism”, lies at the heart of Greece's post-War failures both to emancipate its politics from US intervention and to peacefully end its regional dispute with Turkey over Cyprus.

The book deploys an interdisciplinary approach which brings together the diverse perspectives of diplomatic history, foreign policy analysis and political sociology.

This essay gives a documented account and analysis of Greek plans for the launch of a combined assault on the Dardanelles during the First Balkan War, and then again in 1914, especially during the months preceding the outbreak of the First World War. Although scholars are quite familiar with the military plans devised within the context of the Greek-Turkish crisis of 1914 (and presented in detail by Ioannis Metaxas in His Personal Diary), it should be noted that those plans did not come out of the blue. Very little is known about similar thoughts and ideas of the Greek political and military leaders to mount an amphibious assault against the Dardanelles during the first months of the First Balkan War. In both cases, although under completely different circumstances, a combined Greek campaign against the Dardanelles (specifically, Gallipoli) was considered as the decisive blow which would finally bring the Ottoman Empire to the negotiating table in terms favorable to Greece.

Το έτος 2021 συμπληρώθηκαν 200 χρόνια από την έναρξη της Ελληνι­κής Επανάστασης. Η σημαντι­κή αυτή επέτειος είναι σημαντικό να μεί­νει στη μνήμη όχι μόνο ως αφορμή αναδρομής στο παρελ­θόν, αλλά και ως έναυσμα οραματικού στοχασμού για το μέλ­λον του ελληνι­σμού. Ένας τέτοιος στοχασμός είναι σημαντικό να διακρίνεται από μια διεπι­στημονική, ουσιαστικά πλουραλιστική, αλλά και μη αμιγώς ελλαδοκε­ντρική οπτι­κή. Λειτουρ­γώντας ως ένα συναρπαστικό διεπιστη­μονικό καλειδο­σκόπιο, ο παρών συλλο­γικός τόμος φιλοξενεί συμ­βολές επι­στημόνων της νεώτερης γενιάς από την Ελ­λάδα και την Κύ­προ, οι οποίοι ιχνηλα­τούν ζητήματα ταυτότητας, επιστήμης και πολιτι­κής στις δύο χώρες από τη σκοπιά διαφορετικών πεδίων των ανθρωπι­στικών κυρίως επι­στημών. Πρόσληψη του ελ­ληνικού παρελθόντος), οι συγγρα­φείς απο­τιμούν πολλά από τα στοι­χεία, που ση­μάδεψαν τη διαδρο­μή του ελλα­δικού και κυ­πριακού ελληνι­σμού κατά τους τελευ­ταίους δύο αιώνες, διατυ­πώνοντας πα­ράλληλα το όραμά τους για το μέλλον.

Firstly, that, if we are to understand the ideas and traditions that Capodistrias helped shape, personifies and represents in the political history of modern Greece, we need to study and consider his entire, uniquely manifold public life and work -- as a leading political personality of the Ionian republic (1800-1807), the  first short-lived modern Greek State, as an outstanding diplomatist who rose to the post of Foreign Minister of the Russian Empire (1809-1826) and as independent Greece's  first Governor, elected to this position by the revolutionary Greek National Assembly in 1827.  This essay points, in particular, to the significance of  Capodistrias' profound and formative experience  on the  island of Lefkada, when, serving as head of the Ionian National Guard, first met and fought together with what he immediately acknowledged as “the true leaders of Greece” –the legendary guerrilla leaders who would eventually win Greece's 1821- 1830 War of Independence and who actively participated and eventually led the political movement that made John Capodistrias the first President of the Greek state.  With these people,  Capodistrias would maintain close and continuous relations of mutual respect, unbroken confidence and cooperation, until his tragic assassination in September 1831. 

The second point of this essay, is that  both Capodistrias’ writings and his active political  engagement in the Greek uprising, suggest that his was a case, neither of a pragmatist, “liberal” or “conservative” career politician,  nor of a doctrinaire ideologue, but rather of a man of praxis, a revolutionary patriot  and an assertive national statesman of the early 19th century.  Lastly, this essay is a reminder, that, quite a few years before the outbreak of the 1821 Greek revolution, Capodistrias drew the clear political conclusion and became the chief political exponent of the thesis that Greek independence could only be achieved, and was absolutely feasible, not by foreign intervention of the Great Powers of Europe, whose "abandonment"  the Greeks should not "fear but actually desire",  but by the struggle and self-organisation of the nation alone. As he pointed out, “the renaissance and the true independence of any people, can only be the people’s own achievement. Foreign support, may help consolidate, but never create it”.  This last key conviction, an idea reflecting the manifest determination and potential of Greek self-assertion and informed by Capodistrias’ mastery of the international affairs of the times and, in particular, by his understanding of the real and concrete stakes of the Anglo-Russian antagonism in the Eastern Question,  would form the basis for the development  of a broader Greek perspective, whereby the country’s interests and potential lie , not in the intensification and utilization of international antagonisms, but in promoting international understanding and cooperation, primarily amongst the Great Powers of the times.

Παρά τη σημαντικότητα των παγκόσμιων και περιφερειακών εξελίξεων και τη σοβαρότητα της τουρκικής πρόκλησης, η αντίληψη και η ανάλυση της Τουρκίας στον ελληνικό χώρο πάσχει συχνά από λανθασμένες ερμηνείες, αφηγήματα, προκαταλήψεις, και γενικά μύθους που είτε υπερβάλλουν είτε υποτιμούν τις δυνατότητες και τον ρόλο της χώρας.

Το βιβλίο 8 + 2 Μύθοι για την Τουρκική Εξωτερική Πολιτική του Ζήνωνα Τζιάρρα έχει σκοπό να εξετάσει συνοπτικά δέκα βασικούς μύθους προκειμένου να συνεισφέρει στη δημόσια συζήτηση γύρω από αυτό το μείζον ζήτημα. Τους περισσότερους μπορούμε να τους βρούμε στον δημόσιο διάλογο στην Ελλάδα και την Κύπρο. Ένας μικρός αριθμός εξ αυτών σχετίζεται περισσότερο με το τουρκικό αφήγημα για την τουρκική εξωτερική πολιτική. Η επιλογή των ενοτήτων βασίζεται σε παραδοσιακά ή σύγχρονα ζητήματα που προκύπτουν στην ελληνική ή διεθνή βιβλιογραφία και στη δημόσια συζήτηση. Η ανάγκη που προκύπτει είναι η απόκτηση μιας προοπτικής που δεν θα περιορίζεται από τον ελληνικό ή κυπριακό φακό, αλλά θα λαμβάνει υπόψη τις ευρύτερες εσωτερικές και εξωτερικές πραγματικότητες της Τουρκίας.

Advisory Opinion/Legal Report commissioned by the Panhellenic Lawyers' Association (Π.Ε.Δ., Πανελλήνια Ένωση Δικηγόρων)
In the present advisory opinion/legal report the status of the Elgin marbles under the norms and principles of Public International Law is revisited upon the following grounds: (a) The existence and legality of the authorizing unilateral acts of the ottoman officials; (b) The international legal regime regarding the protection of cultural property during the time of removal; (c) The legal deficits of the original title (if any) and their opposability vis-à-vis the British government and her instrumentalities, including the British Museum; (d) Whether the current dispute is properly classified as a dispute of Public International Law, regulated by the provisions, both conventional and customary, of the latter; (e) Whether under the current Public International Law regime, there exist norms or legal concepts, some of them even of peremptory status, which may be deemed applicable; (f) Finally, whether the modern practice of international dispute resolution offers diplomatic and/or judicial fora, suitable for the attainment of a final and mutually beneficial settlement.

From the mid-1940s to the fall of the Colonels’ Dictatorship in 1974, Greek society was defined by an official anti-communist discourse that divided it into ‘nationally-minded’ Ethnikofron citizens and left-wing ‘enemies of the nation’. The article shows how this power discourse deployed visual media to construct an emotional regime of fear around communism during and after the Greek Civil War. It uncovers a large volume of propaganda imagery, including posters, illustrations, book covers, photographs, newsreels and feature films, which was used alongside texts and corporeal practices to vilify the Greek left. The article argues that the visual language of Ethnikofrosyni patterned itself on older scripts of negative othering embedded in Greek popular culture, such as lycanthropy, teratology, witchcraft, Islamophobia and Orientalism to discredit communism without engaging with its twentieth-century ideas and policies. Communists were therefore portrayed as monsters, beasts, barbarians, Muslims, Turks, Jews and unfeminine women to arouse primordial fears that threatened the deepest symbols of Greek national identity. The article stresses the centrality and relative autonomy of images in the discourse of Ethnikofrosyni and uses comparisons to unveil the processes of circulation and domestication operating across different national strands of anti-communism in the Cold War.

By adopting a neorealist approach to alliance formation this paper examines the trilateral partnership of Israel, Cyprus and Greece. It argues that since its inception in 2011 it has developed into a (‘comfortable’) quasi-alliance – a less formal and more flexible form of alliance than the traditional ones – driven by profit and threat-related individual and collective motivations. The primary motivations behind the formation of the quasi-alliance have been the common perceptions of Turkey as a security threat and energy-related interests. Moreover, it is suggested that the ‘comfortable’ and quasi nature of the alliance could allow the three states to manoeuvre politically so as not to exclude future and parallel relations with Turkey. This means that the transformation of the quasi-alliance into a more formal alliance is a rather unlikely scenario and that it could fade out should Turkish‒Israeli relations improve.

The article investigates the role of Israel in Eastern Mediterranean affairs, and particularly the dynamics of its participation in the new partnership with Cyprus and Greece, through the prism of its past and future relations with Turkey. It identifies the background context that led to current regional relations in the Eastern Mediterranean, evaluates the character
and objectives of the Israeli-Cypriot-Greek (and Egyptian) partnership, and examines the prospects of this multiparty cooperation and mutual exclusiveness, under the light of
future Turkish-Israeli relations.

Hubris, Ate, and Nemesis are three minor Greek deities, mostly remembered today for their function in ancient Greek drama. Hubris symbolizes arrogance and deviation from virtue. Ate refers to an act of folly, a direct consequence of hubris, which provokes the wrath of gods and precipitates their intervention. Nemesis is the retribution of divine justice—painful but necessary to restore world balance and order. The ongoing, multifaceted crisis that has torn apart Greece’s economy and society since October 2009 can also be approached through the lens of this tragic classical trio.

Turkey’s rising foreign policy ambitions have been best reflected in its pivot to Africa. Its policy has hinged upon challenging the primacy of European states and intervening in their sphere of influence, primarily with the economic and diplomatic support of local pro-Ankara elements (Kardaş, 2021). This modus operandi has resulted in new areas of competition with European powers. The ongoing strategic competition between France and Turkey in the Sahel represents an excellent example of this.
Since its rise to power in 2002, the Justice and Development Party (Adalet ve Kalkınma Partisi-AKP) government has improved Turkey’s relations with countries including Niger, Libya, Chad, Mali, Burkina Faso and Mauritania by paying increased attention to regional problems like terrorism, poverty, famine, and ethnic and tribal conflicts (Jones, 2021). One of the tropes the AKP administration has used to advance its cause has been through acute references to the colonial heritage of the EU and its member states. Anti-colonial discourse has played an increasingly significant role in Turkey’s foreign policy, as Turkey has projected itself as an emancipating actor (Capan and Zarakol, 2017; Alaranta, 2020).

This paper focuses on the AKP administration’s use of anti-colonial discourse to challenge the French influence in Mali since the 2020 coup d’état. This discourse has aimed to exploit postcolonial sentiments to challenge the political and economic power of Western actors, to portray Turkey as a legitimate and “anti-colonial” ally and partner and, eventually, to establish a robust Turkish presence in the Sahel and beyond.

The article explores the Greek policies with regards to the " Ukraine crisis " through security provider approach. As NATO and EU proved unable to address the entire range of Greece's security concerns, Athens regularly sought for an alternative security provider, considering that Russia could assume this position after the dissolution of the USSR and provide support to Greek positions on Cyprus, relations with Turkey, Balkan politics, and energy security. This strategy required that Greece support stronger EU-Russia relations, which had direct influence the Greek vision of Ukraine's place in regional integration processes. To illustrate how this security provider optics influenced Greece's political choices with regards to the " Ukraine crisis " , policies of the pro-European coalition government of Antonis Samaras and then the " geopolitical turn " by a populist SYRIZA-ANEL coalition of Alexis Tsipras are analyzed.
