E-government emerged as an important aspect in the delivery of public services. However, some local government e-services only offer interactive content such as application procedures and downloading of forms, and the process takes so long to complete. Hence, the main focus of the study is to develop a system, which will facilitate the application process of business permit and license into a streamlined electronic version using business permit and licensing system named eBPLS. This study adopted a modified Princeton Project Development Methodology (PPMP) as framework to structure the process of software development. Models of public governance are changing profoundly due to global and digital transformations and various context-specific societal pressures. One direction of development is the increased utilisation of ICTs (Information and Communication Technologies) in facilitating governance practices. Such changes are intended to improve the performance of public organisations, the quality of democratic governance, and the cost-effectiveness of service delivery. This article outlines the potentials of technological trends in building governance platforms. The discussion is based on such influential trends as open source movement, Web 2.0, geoinformatics, and ubiquitous technologies. An approach that takes into account such e-enabled platform solutions is called platform orientation in public governance, which offers a framework for supporting policy and governance informatics. It’s supposed to provide new tools to create structured environments for governance and the capacity to increase the flexibility and responsiveness of public organisations as governance actors. Such e-enabled governance platforms are an answer to the needs of a highly complex and technologically meditated society with a special view to providing easy access to governance processes, encouraging creativity, sharing information in a cost-effective way, and integrating services and governance processes so that the processes are comprehensible, easy, and value-adding for citizens and other stakeholders.

In this paper I briefly discuss the preconditions of democratic e-governance, which in this context emphasizes the role of technology in government-citizen interaction designed along the principles of participatory democracy. I will first provide some clarification to the terminology of this research field and outline the connections between the concepts of e-Governance, e-Government and e-Democracy. The next section discusses structures and processes of democratic e-Governance. Lastly, issues of e-participation as a core of democratic e-Governance are outlined followed by a discussion of the development towards ubiquitous network democracy as a possible future direction of e-Democracy. The main message of this presentation is to highlight the need to conceptual clarity of this field as well as a need to focus on transformative power of ICTs in reinventing our conceptions and practices of democratic governance.

The application of information and communication technology for improving governance by enhancing government's role in service delivery, public administration, and promotion of participatory democracy has been gaining momentum in many parts of the world. In Philippine local government, this has been witnessed lately in the significant rise in web presence of many cities. To what extent have local governments in the Philippines implemented e-governance using websites as their medium? This study attempted to answer this question by looking into the resources and services that city governments provide to citizens and other groups in society through their websites. An assessment of the content of their websites indicated, however, the minimal adoption of e-governance as well as the underutilization of websites as e-governance tools.

This paper presents a proposed use of virtual community for farmers in Sri Lanka by reviewing Information and communication technology perspective with reference to past and present political strategies adopted by Sri Lankan government. In this study, it also analyzes Virtual Community portal as a frame work for agri information system, and their role in implementing e-Government in the country. The history of ICT applications in the country and supportive relationship among first movers and rest of the government organizations is summarized. The status on e-governance with special reference to community social networking for farmers is presented thereafter. The issues in providing timely and accurate market information to the farmers have also been identified in the pilot survey. This chapter explores the ways in which e-government and e-governance have been and can be evaluated and how performance measures can be developed in this field . It begins by examining the aims and objectives of e-government and e-governance, as highlighted by a number of different international bodies and governments of OECD member countries. The chapter then explores some key issues in the performance measurement of e-government and e-governance, and the options for performance indicators for e-government and e-governance. It goes on to consider the scope for evaluation of e-government programmes and initiatives, and possible frameworks by which such evaluation might be undertaken. Finally, it sets out some interim conclusions and recommendations for a range of different stakeholders.

The paper attempts to highlight the vulnerabilities of India’s Information and Communication Technology (ICT) infrastructure to both natural and man made disasters and extrapolates its effect on national security. Using the existing organizational structures, a framework is recommended to facilitate cooperation of all stakeholders to address these vulnerabilities. By providing fail- safe and reliable communication links to all regions of the country, it would be possible to mitigate effects of these disasters by effective and timely relief operations, when needed. This acquired immunity of ICT assets to disasters would support long-term sustainable economic growth of India using twin vehicles of e-governance and e-commerce.

In this paper we show that it is possible to design online democratic innovations that can induce good argumentation in large groups of more than 150 participants. These days, Indian Government is coming up with the formula of ‘minimum government and maximum governance’. This means providing a citizen centric and transparent but fast and simple governance which is only possible through the extensive use of information technology and leveraging digital government. In this direction, India has been harnessing the benefits of ICTs through their intensive program of National e-Governance Plan in 2006 with its 27 Mission Mode Projects (MMPs). The present paper is an attempt to evaluate India’s e-readiness through different world class reports and indexes, and compare the status with the world leader to find out the areas of concern as the obstacles and challenges for being e-ready. The study evaluated the availability of the financial transactions and procurement reports in the government portal of all the 11 Local Government Units (LGUs) under the Province of Davao del Norte which specifically determined the extent of its implementation of e-Governance particularly in implementing the Full Disclosure Policy (FDP) as a practice of transparency. In particular, the assessment was done to verify if the following reports were uploaded in the portal: (a) Budget Reports; (b) Procurement Reports; (c) Special Purpose Fund Reports. Fourteen (14) relevant reports were queried at the portal as accessed at http://fdps.blgs.gov.ph/ from year 2012 to 2013. Results were initially obtained through an assessment done by the researchers in checking into the availability of the inquired reports at the portal.
