El catálogo del patrimonio arquitectónico de Barcelona acaba de cumplir cuarenta años. Sus modificaciones, ampliaciones e integraciones le han permitido sobrevivir a las profundas transformaciones que la Ciudad Condal ha vivido desde 1979. Sin embargo, los nuevos escenarios globales de movimiento de personas y capitales, el repentino éxito turístico de la capital catalana y una renovada visión cultural acerca del significado de la dimensión patrimonial, imponen una revisión profunda del catálogo, recientemente emprendida por la municipalidad. La comunicación presenta dicho proceso de revisión, que involucra profesionales dentro y fuera de la administración. Participación, visión de barrio, sostenibilidad ambiental y, sobre todo, la intención de salir de la estéril confrontación entre conservacionismo a ultranza y pulsión destructora en nombre de la innovación, son los ejes vertebradores de la revisión. The research deals with the historic center of Barcelona between 1979 and 2011. The period is marked by a continuity of government unique in democratic systems, which has allowed the development of almost complete administrative, urban and cultural processes. The experience of Barcelona has been extensively studied and celebrated. Now, with the period of social democrat administration came to an end and architectural criticism more open to accommodate more scientific readings of that experience, the paper proposes an approach to the Barcelona Model through the study of the regeneration of Ciutat Vella (the historic center of Barcelona). The reasons for this choice are the crucial role that the historical centers have in European cities and in the peculiarities of the transformation of the old city in Barcelona. Antecedentes históricos El actual catálogo de protección del patrimonio arquitectónico de Barcelona corres-ponde a la evolución legislativa del documento aprobado en 1979, cuando la Corpora-ción Metropolitana de Barcelona incluyó esta herramienta en el conjunto de disposi-ciones del PGM, Plan General Metropolitano, de 1976. El catálogo culminaba un pro-ceso de que puede remontarse a la época de la enseñanza de Elies Rogent en la Escuela Provincial de Arquitectura de Barcelona entre 1871 a 1889, cuando surge aquel pensa-miento conservacionista catalán que finalmente llevaría al primer catálogo de patri-monio arquitectónico de toda España, el compilado en 1962 bajo la dirección del ar-quitecto jefe municipal, Adolfo Florensa. Se trataba de una simple lista de edificios re-levantes, cuyos valores eran interpretados esencialmente en el sentido de su correc-ta adhesión a unos caracteres tipológicos e históricos determinados. El centenar de construcciones protegidas respondía a la necesidad de otorgar un reconocimiento de Más que una lista: unas mesas de discusión para el proceso de acercamiento al nuevo catálogo del patrimonio arquitectónico y urbano de Barcelona Abstract The catalog of Barcelona's architectural heritage has recently turned forty: it has been capable to survive the profound transformations that the city has undergone since 1979. However, the new global scenarios and a renewed cultural vision regarding the meaning of the patrimonial dimension, impose its in-depth revision, which has been recently under-taken by the municipality. The communication presents an important part of this process: the boards of discussion, which involve professionals inside and outside the administration. The themes of participation, of the neighborhood vision, of environmental sustainability and, above all, the intention of avoid a sterile confrontation between extreme conservation-ism and destructive interventionism led in the name of innovation, are the backbone of a work that wants to achieve a tool for environmental protection and improvement in an urban way that goes beyond the usual list of parts with more or less possibility of hosting manumissions. In this process, interdisciplinary working groups dedicate themselves both to understanding the current international scenario and in detecting the current local situation as far as technical and cultural evolution about heritage. The communication explains the criteria behind this process and triggers a discussion about a structural issue in contemporary urban making.

A cavallo tra gli anni Ottanta e Novanta del secolo scorso, Barcellona torna al cen- tro del dibattito urbanistico internazionale dopo decenni di decadenza sotto il peso di un’aggressiva speculazione edilizia. Parallelamente ai lavori inerenti all’orga- nizzazione dei giochi olimpici del 1992, la capitale catalana sottopone il suo intero territorio a un intenso programma di rinnovamento infrastrutturale che ne modifi- cherà drasticamente l’immagine e le dinamiche di vita. Un simile sforzo operativo implica anche un altrettanto intenso ripensamento dell’immagine della città, e di come questa viene prodotta e recepita sia all’esterno che all’interno dei propri li- miti. Il cinema assume così un ruolo determinante nella costruzione di una identità urbana emancipata rispetto a un passato mortificante, orgogliosamente assertiva e disposta a offrirsi all’esterno come la manifestazione esperibile di una scena ur- bana progettata e costruita secondo i canoni della contemporaneità. L’attività fil- mica barcellonese si intensifica grazie a un consapevole programma istituzionale di supporto e facilitazione alle riprese, dando così compimento alla ricorrente pro- sopopea della città apprezzabile in discorsi e dichiarazioni di amministratori e ur- banisti che hanno reso possibile la metamorfosi della Barcellona di fine Novecento.

A coalition of leftist political groups, civic movements, and grassroots organizations led by social activist Ada Colau has won the Barcelona municipal elections of 2015, and is now governing the Catalan capital. The key to this success may well have been its critical positioning in relation to its tourism. Until recently considered a best practice in urban regeneration and a successful global destination, Barcelona has lived in the last two years a radical change in the public perception on tourism: from " manna from heaven " to serious issue which is affecting the quality of life of its citizens. This paper looks into the factors which may have determined this political change. These go from the growth of tourism beyond what could be considered a critical threshold for an urban system, to the development of a critical discourse on tourism by the new coalition – attributed to its peculiar constituency and working methods – and the role of the media in airing this discursive shift. The paper follows the thread of the " growth machine " theorizations and questions whether the increasing dimension of tourism in urban societies could be a driver for regime changes.

In Barcelona, the el Raval neighbourhood has never ceased to change and transform itself. The only constant has been the intense dynamism of its socio-demographic profile and the contradictory relationship with the rest of the city. Throughout its history, the neighborhood has been the main stage for the representation of the urban conflicts and transformations, as well as for the embodiment of the relations of Barcelona with the rest of the world. The transition to the post-Fordist economy, the rise of the consumer society and the boom of international mobility of people, turned el Raval in both a paradigmatic laboratory for urban renewal in the frame of the Barcelona Model of redevelopment and a privileged observatory of global processes. The development of the neighbourhood’s tourist vocation and the changes that this requires and entails are key elements of this scheme.

Starting from the emblematic case of this Barcelonian area, the chapter aims to shed a light on the circular relationship between tourism and the process of urban transformations in a residential neighbourhood. Particularly, the analysis focus on the Southern Raval, where the tourism penetration and the related process of gentrification have been later and slower compared to the Northern sector. Nevertheless, these dynamics have recently experienced here an acceleration that seems better highlight the conflicts featuring the neoliberal city while the growing citizen mobilization against these put the tourism development and the housing issue at the centre of the public debate and the local political agenda.

Rio de Janeiro is rebuilding its appeal as a tourist destination, after decades of urban decay,
also thanks to a program of global events (Fifa Cup, Olympics and the inclusion in World
Heritage list), which triggered urban transformations that could fit sustainable tourism. This
has raised various issues of contestation, among which the risk to further social polarization
as in other areas of the city and the dangers of the adoption of mainstream models of strategic
planning. The paper describes the dynamics between tradition and innovation, gentrification
and marginalization in the downtown, as well as in other neighborhoods that have been left
behind the construction of the modern extension of the city southwards. These areas
showcase a continuum between heritage and new global languages, which the current urban
reforms may either valorize by strengthening their social and economic embedding, or
undermine through standardization and displacement. Such issue can be appreciated in
several Latin-American historic cities, and deserve a further discussion about how to preserve
a urban cultural landscape through tourism, and which concerns should a development
strategy address.

Commentators believe that the key issue that determined this success has been the positioning of this coalition in relation to city tourism. Until only recently considered a best practice in urban regeneration and successful transition from industrial city into a global tourism capital, Barcelona has lived in the last two years a radical change in the public perception on tourism: from 'manna from heaven' to serious issue which is compromising the quality of life of its citizens. This paper looks into the factors which may have determined this shift and the associated success of the Barcelona en Comú candidature. These go from the objective growth of tourism beyond what could be considered a 'social-economic carrying capacity' threshold for an urban system, to the affirmation of a critical discourse on tourism. This new discourse marks a radical turn over previous 'boosterist' policy approaches and situates tourism at the core of the debate on progressive urbanism: the state of health of cities in the age of mobilities, the reclamation of the right to the city and public goods, and the role of redistributive institutions face to the global pressure of capital. It then follows the steps of the 'Barcelona in Common' candidature and identifies its communicative and participatory strategy as the main factors behind this turn.

Después del franquismo, Barcelona inició un camino de renovación urbana que llegó a colocarla en el punto de mira internacional. Este libro se centra en los los acontecimientos que marcaron el ritmo de las transformaciones vividas en Ciutat Vella desde 1979, cuando se celebraron las primeras elecciones demo- cráticas en España, hasta 2011, cuando, después de treinta y dos años en el gobierno municipal, el partido socialista perdió las elecciones. La combinación entre una clase política emprendedora y de una fructuosa generación de arquitectos sin prejuicios permitieron que la ciudad se convirtiera en un referente mundial. Se trata de la historia de un momento irrepetible cons- truida a partir de las operaciones llevadas a cabo en el centro histórico de la ciudad a nivel político, social y arquitectónico en un momento marcado por la inmi- gración, el turismo y la globalización.

Urban regimes rely critically on consensus and the normative power of discourse. Tourism is no exception: the development and transformation of contemporary destinations must be understood in relation to discourses of competitiveness, economic buoyancy, and community pride which became hegemonic in society throughout the 20th century. Yet we are facing a new stage in which pro-tourism discourses face increasing contestation by wider sectors of the society. Critical analysis excavating the nexus between discourse, urban regimes and policy developments in the field of tourism is poorly represented in the literature, and especially so when it comes to analyse shifts in social perception of tourism. The City of Barcelona offers an exceptional context in this respect. Our paper deploys a sociosemiotics approach to reveal how discourses on tourism have been given salience by the media during the last four municipal electoral periods in the Catalan capital. The positioning of different urban actors around them, and the way in which certain political forces have aligned to shifting sensibilities, allow unpacking the furthering and eventually the breakdown of a pro-tourism development regime. In more general terms this may hint at 'overtourism' as bringing forward political change in cities.
