He has taught in several universities in Europe and the US and has been visiting fellow at Warwick University (UK), University of California (Berkeley), Yale, Harvard, Georgetown, and Université de Montpellier 1. He is the Seventh Prince of Asturias Chair, Georgetown University (2005-07), Professor of Sociology at the Universidad Pablo de Olavide (Seville, Spain), director of the research group Democracy and Autonomies: Society and Politics (http://www.upo.es/democraciayautonomias/) and has been director of the School of High Public Administration of Andalusia (2010-2011). He has authored over hundred works on social theories, research methods, collective identities, political elites, and complex organizations. His areas of expertise are organizations (multinationals) and political sociology (political elites, nationalism). He is the winner of several international awards, among them the 2003 Sussman Dissertation Award (Yale University), and an honourable mention in the 2003 Seymour Martin Lipset Award (Society for Comparative Research, Princeton University). This chapter examines descriptive and substantive representation in the Iberian Legislatures from two perspectives: historic and territorial. We ground our comparative analysis in two historical periods-before and after the Great Recession. Focusing on two of Pitkin's four dimensions of representation we explore whether the level of ideological congruence or social resemblance between parliamentarians and citizens has increased. Using mass and elite surveys, census data, and parliamentarians' biographies, we find that the level of congruence and resemblance has increased. This may be the result of the Great Recession or the intensification of a historical trend that other studies have previously identified.

This chapter provides an account of the positions of the Spanish authorities towards the major debates related to the recent European crisis and, furthermore, how these positions were developed through interactions with the leading actors. The chapter focuses on the Greek bailout, the creation of the European Stability Mechanism (ESM), and the incorporation of the Golden Rule into the Constitution. Attention is paid to the how, the why and the 'major influences', against the backdrop of the Great Recession. Liberal Intergovernmentalism is combined with New (and Historic) Institutionalism and Garbage Can Theory to interpret and explain decisions taken. Support for the narrative developed here comes from the triangulation of primary sources (interviews to key insiders present in the decision making process) and secondary sources (newspaper clippings, official reports, memoirs of the main actors, academic literature, and political debates in Congress). This is a book about the effects of candidate selection when considering Intra-Party Democracy (IPD) practices. The book initiates with a discussion of primaries and its extension to semi-presidential democracies, and it soon deals with four usually uncovered and relevant topics on the effects of implementing inclusive methods on candidate selection—the use of internet and its potential to foster oligarchic tensions in parties; the study of MPs discourses about how they were selected and how it should be changed; the effects of different methods of candidate selection on the social profile of MPs; and the impact of candidate selection on discipline in parliamentary behavior. Taken together, all these chapters touch upon several corners of Michels’ Iron Law of Oligarchy qualifying or reinforcing it.

This chapter analyzes empirically how candidate selection has evolved in recent times in the case of Spain. As other Southern European countries, Spain has witnessed a sharp decline in institutional confidence and growing political disaffection in the wake of the Great Recession. The sharp decline in vote share of the two major parties (PP and PSOE) has eroded an imperfect bipartisanship, given rise to a more complex scenario in which two recently created parties (Ciudadanos on the center and Podemos on the left) compete to be pivotal players in the political process. This has had a major impact on the process of candidate selection. First, as the new parties were built on an anti-establishment discourse targeting the power of traditional political apparatus, both Podemos and Ciudadanos have put in place more inclusive ways of selecting candidates although with some mechanisms of control of the party elites. Secondly, in an attempt to reconnect with their traditional electorates, the established parties (PP and PSOE) have moved in the direction of opening new ways of participation. Although these changes are still in the making, the process of candidate selection in Spain is expected to change even more substantially in the years to come.

One of the most important phenomena in Spain's recent history is the expansion and transformation of collective identities. After several decades of centralised government, the democratisation in Spain ran parallel to the country's decentralisation as it became a semi-federal state (Lijphart, 1999, p. 189) or one of imperfect federalism (Moreno, 1994). The progressive construction of a state made up of different autonomous communities (Comunidades Autónomas) paralleled the recognition and promotion of regional identities, to such an extent that different studies have highlighted (albeit with territorial variations and differing intensities) the consolidation of regional and dual identities (combining Spanish and regional identity) to the detriment of an exclusively This phenomenon is to be expected in a context of federalisation that, for some authors, is not necessarily detrimental to the unity of the country (Linz, 1989). However, no previous studies have analysed the collective identity of Spanish members of parliament (MPs). Previous literature has argued that MPs selected by party elites in a central and exclusive way are more disciplined than those belonging to parties with more inclusive and participative mechanisms of candidate selection. This hypothesis has been usually tested measuring the existence of voting blocs in parliamentary groups (taking for granted that voting blocs are the result of party discipline) and party rules on candidate selection (ignoring how selection process takes place). By using data from a survey of a representative sample of Spanish members of parliaments, we study the impact of candidate selection on how cohesion in parliamentary groups is built. Results show that where nomination for the electoral list rests on party elites, decisions are imposed through discipline. By contrast, parliamentary group cohesion is achieved through deliberative processes of decision-making in more decentralised and inclusive groups.

The late 2000s economic crisis has transformed Europe. Scholars and politicians concur with the longstanding economic, political, and social consequences of this crisis.
The financial meltdown shrunk traditionally large economies and left a few of them at the verge of bankruptcy. The South of Europe, in particular, is one of the regions in the world where the consequences of the crisis have become most salient. Governmental efforts to face the crisis have generated deep institutional changes and historical turning points for the welfare state, democratic representation, labor relations, and social protests. The economic crisis has shifted the structure of the political field, allowing the rise of new political actors and novel alignments on both new and old political issues. In the midst of these transformations, we have attempted to compile a collection of scholarly analyses that seek to examine the most important institutional and social shifts taking place today in Southern Europe.

This paper explores the factors determining collective identities in the Basque Country and Catalonia, paying special attention to language and birth as key domains of ethnolinguistic divide. We will also make a comparison to the case of Valencia, a region with a native language that nevertheless has not developed a nationalist movement. We have performed a cluster analysis to compare the differences between collective identities in these regions using data from the survey on National Identity in Spain, and discriminant analysis is used to test the validity of our model. Results show that an ethnolinguistic division, based on parental origin and linguistic skills, defines peripheral identities in the Basque Country and Catalonia, but this singularity cannot be found for Valencia. Finally, our model corroborates the relevance of ethnolinguistic factors in defining collective identities in the Basque and Catalan regions, while the civic factor may be more relevant in Valencia.
