Technology enactment, an analytical framework that focuses on the processes by which new information and communication technologies come to be used by organizational actors, is distinctly institutional in orientation. An institutional perspective provides a challenge to researchers to integrate attention to structure, politics and policy into studies of e-government. It also invites attention to the roles and relationships of formal and informal institutions. Formal institutions – laws, regulations, budget processes, and other governmental procedures – are central to legitimation and shaping incentives for the use of ICT as an integral and inseparable set of elements in the administrative state. Informal institutions – networks, norms and trust – are equally influential. The BoF leaders, Sharon Gillett and Bill Lehr of MIT, gave a brief overview of four types of local and state government interventions aimed at fostering broadband Internet infrastructure development and adoption: demand stimulation and adoption, policy rule changes, funding programs, and infrastructure development typically undertaken in partnership with the private sector.

Digital government is typically defined as the production and delivery of information and services inside government and between government and the public using a range of information and communication technologies. Two types of government relationships with other entities are government-to-citizen and government-to-government relationships. Both offer opportunities and challenges. Assessment of a public health agency's readiness for digital government includes examination of technical, managerial, and political capabilities. Public health agencies are especially challenged by a lack of funding for technical infrastructure and expertise, by privacy and security issues, and by lack of Internet access for low-income and marginalized populations. Public health agencies understand the difficulties of working across agencies and levels of government, but the development of new, integrated e-programs will require more than technical change - it will require a profound change in paradigm.

In this age of globalization, technological innovation, and financial austerity, revolutionizing service design and delivery through citizen engagement has become a question of how, not if. Innovative approaches in public administration such as open government, big data, Public Private Partnerships, and networked government have been transforming public services in various parts of the world. In this compendium of carefully selected forward-looking articles, we try to highlight emerging trends in public service delivery, and aim to present to government leaders at all levels a collection of innovative global experiences and some of the latest thinking in this domain.
