Purpose-Given the importance and role of the ocean for food security, economic growth, as well as the maintenance of life and climate balance. This research deals with the role of innovation in the blue economy and its challenges in Morocco. Research and innovation are strong levers for growing this economic segment. Indeed, innovative solutions are able to enable better knowledge and development of Moroccan coastal and marine ecosystems. Design/methodology/approach-we based ourselves on primary sources of information specialized in the field of innovation in the maritime environment. Günter Pauli's thoughts on "The Blue Economy 3.0" constituted the essential vulgate of the framework of our research. Findings-The research has brought out clusters of innovations that we consider priority and promising to the blue economy in Morocco.

The circular economy is a serious way to overcome the shortcomings of the linear economy. The credo of the circular economy is to transform waste into resources and extend the life of products and materials. Its objective is to overcome the problem of the depletion of resources, by creating innovative products, services, and business models, taking into account all flows throughout the life of a product or service. This research aims to make an overall assessment of the ecosystem of the circular economy in Morocco, which has taken off since the 2000s. The ecosystem encompasses all the international conventions that Morocco has ratified and which constitute a solid foundation for the development of the circular economy in this country. The ecosystem also integrates the institutional and regulatory frameworks that frame the sustainability and circulation of the economy in Morocco. We also conducted qualitative research with 22 industrial moroccans companies to understand their experience of transitioning from a linear to a circular economy.

The Matthew effect is a theory created by sociologist Robert K. Merton (1968) to denote that initial benefits of various kinds accumulate over time. He describes the economic and social phenomenon whereby the riches tend to get richer and the powerful more powerful. The Matthew effect, as a concept, is used today to describe the general model of self-reinforcing inequalities linked to economic wealth, power, prestige, knowledge or any other rare or valued resource. In this research, we will use Merton's theory to analyze the transient inequalities generated following the COVID-19 pandemic which materialized the Matthew effect in all its glory by focusing more specifically on Morocco. We based our analysis on a review of the literature that dealt with indicators of fluctuating wealth. The indices raised during the pandemic showed that inequalities have been reinforced. The inequality gap is now deeper and deeper.

The global crisis caused by the sudden onset of COVID 19 has put emphasis on the VUCA (Volatility, Uncertainty, Complexity and Ambiguity) phenomenon. The COVID 19 pandemic has highlighted the extremely unstable environment in which our world is evolving. Overnight, organizations around the world found themselves switching to teleworking mode, several people suddenly found themselves unemployed and several companies have gone bankrupt. The VUCA phenomenon, linked to rapid and unpredictable changes, makes us wonder how organizations deal with the issue of human capital management. Indeed, questions are emerging regarding a new paradigm for the management of human capital in the era of industrial revolution 4.0 that must take into consideration the question of technological singularity and its consequences on man-machine balance, skills instability, job design, career management, generational and cultural gaps and reconfiguration of work (reengineering, telework, crowdsourcing, etc.). In this article, we aim to highlight the challenges and stakes of human capital management in the era of disruptions and "black swans" caused by the VUCA phenomenon. Our article aims to present the VUCA model, specify its components and expose the state of knowledge concerning its effects on the ethos of human capital management. The results of our research demonstrate that VUCA factors have deleterious effects on human capital unless serious accompanying measures are established.

Les entrepreneurs sont confrontés plus que jamais à la question éthique eu égard aux discours alarmiste de la collapsologie. Les collapsologues annonce nt la chute imminente de la société thermo-industrielle fondée sur l'économie libérale et l'énergie fossile. L'anamnèse collaposologiste se base sur l'analyse d'une crise enchevêtrée, polymorphe et globalisée due à la conjonction de plusieurs phénomènes d'ordre énergétiques, démographo-économiques, financiers, climatiques, géopolitiques, technologiques, socio-culturels et même identitaires. A cet effet, nous estimons que l'entrepreneur doit reconsidérer une réflexion sur l'éthique et notamment celle de la phronésis. En tant que sagesse pratique, la phronésis est susceptible d'apporter de nouvelles perspectives à la moralisation de la sphère des affaires et de présenter un modèle de délibération éclairée sur ce qui est bon et avantageux pour l'existence humaine. Notre réflexion dans cet article, examine les intersections entre entrepreneuriat, éthique et collaposollogie. Notre postulat de base affirme que l'entrepreneur phronimos ne saurait être un aventurier sans scrupules préoccupé par la fin sans considérer les moyens.

The purpose of this article is to construct and validate a measurement scale of judgment and to test it in the context of public service. The challenge of this research lies in the fact that it is about a princeps work. To our knowledge, there isn’t up today a measurement scale of the
“judgment” construct in marketing. Regarding its latent nature, the "judgment" construct can not be directly observed and can be apprehended only through indicators to represent it. In
addition to its construction, the psychometric properties of the scale have been verified so that it can be used in future studies and predict the judgment of the public service user. From exploratory and confirmatory analysis through structural equations, we arrive at a measure
that presents a reliable and stable structure. The results of the exploratory research highlight seven facets of the user's judgment following a public servuction: rationality, jugeability,mood, affectivity, familiarity, hedonism and warmth. Confirmatory factor analysis has endorsed a measurement model that demonstrates that the user's judgment following a public service is composed of five (5) main dimensions: rationality, judgment, affectivity, familiarity and hedonism.

The Covid 19 pandemic, as a black swan, has highlighted the reality of unforeseen turbulence and disruptive events that can arise and threaten the business ecosystem. Without being an isolated event, the black swans have a high probability of becoming "The new normal" in consideration with the ruptures and the singularities carrying uncertainty and ambiguities thus representing major challenges for the sustainability of the companies. Indeed, by analyzing the forward-looking discourse, it is clear that companies are forced into the era of Industry 4.0 to find new managerial paradigms to improve or obtain advantages in disruptive or even chaotic environmental scenarios. In this article we take a look at anti-fragility, an emerging approach that transcends robustness and resilience. According to its designer, it would be an interesting one to study to overcome the various shocks Taleb (2012). The basic idea would be that disturbances are necessary for the sustainability of a system (social, natural, economic, entrepreneurial, etc.) in order to remain adaptive, efficient and even to strengthen. When companies want at all costs to break away from chance and volatility, they run the risk of becoming fragile. Antifragile companies, on the contrary, are getting stronger.

La question migratoire n’a pas cessé de faire couler beaucoup d’encre, au Maroc comme ailleurs. S’il est vrai que ce phénomène a pris des allures dramatiques avec ce que nous révèle les médias, avec son lot quotidien de migrants fuyant les guerres ou les migrants climatiques, ou encore et toujours les migrants économiques qui cherchent refuge en Europe, et risquent leurs vies dans la Méditerranée ou en traversant les Balkans.
A ce titre on se pose la problématique suivante :
Le Maroc en tant que carrefour migratoire et pays d’accueil pour les subsahariens, Quelle gouvernance de migration doit-il adopté ? Et quels défis devra-t-il relever pour le futur ?
La migration demeure une question transversale qui implique plusieurs acteurs ayant des positionnements, intérêts et appréciations divers du phénomène. Il serait presque un truisme d’affirmer qu’une approche globale intégrée est nécessaire pour une meilleure prise en charge des questions migratoires. Il s’agit d’un projet de société dans lequel l’ensemble des structures sociétales ont un rôle à jouer pour gager le défi.
En fin, il faut concilier entre les besoins sécuritaires de l’État et les exigences humanitaires des migrants africains au niveau régional et universel.

The analysis focuses on the maritime economy as the backbone of this initiative and a serious avenue for implementation. The research takes stock of all areas of the blue economy in Africa with a focus on the immense potential it offers and the various obstacles that are hindering its growth. The contribution of the research consists of the outline of avenues of intervention for the takeoff and sustainability of the initiative.
