POPÜLİZM-MİLLİYETÇİLİK EKSENİNDE 'DEĞER'SİZ KİMLİK SİYASETİ: ERDOĞAN’IN SEÇİM KONUŞMALARINDA ÖTEKİ
Gerek parlamento üyelerini gerekse cumhurbaşkanını belirleyecek olan 14 Mayıs seçimleri, adeta cumhurbaşkanlığı hükümet sisteminin oylandığı referanduma evirilmişti. Gündemi meşgul eden ve Erdoğan iktidarı aleyhine sonuç yaratabilecek pek çok sorun ise Millet İttifakı’nı kesin bir zafer beklentisine sevketmişti. Fakat 14 Mayıs akşamı Kılıçdaroğlu’nun oylarının Erdoğan’ın yaklaşık 5 puan gerisinde olduğu ve 28 Mayıs’taki ikinci tur oylama sonuçlarında ise Erdoğan’ın %52,18’lik oyuna karşın Kılıçdaroğlu’nun oy oranının %47,82’de kaldığı öğrenildiğinde, muhalefet bloğunda derin bir hayal kırıklığı, üzüntü ve Erdoğan’a/AKP’ye oy veren seçmenlere yönelik suçlamalar yaygın biçimde dolaşıma girmişti.
Bu makalede Erdoğan’ı zafere götüren %52’lik oyun nedenlerini izah etmek adına 11 Nisan 2023 tarihinde ‘Seçim Beyannamesi ve Milletvekili Aday Tanıtım Toplantısı’ ile başlayan ve 27 Mayıs 2023 Beykoz mitingi ile sona eren seçim kampanyası boyunca Erdoğan’ın katıldığı mitingler, toplantı ve açılışlar, TV programları vb. etkinliklerdeki 83 ayrı konuşması, içerik ve söylemsel boyutuyla analiz edilmiştir. Diğer bir deyişle, Erdoğan’ın seçmeni ikna eden değer ve kimlik temelli siyasetinin nasıl şekillendiği irdelenmiştir.

IDENTITY POLITICS WITHOUT 'VALUE' ON THE AXIS OF POPULISM-NATIONALISM: THE OTHER IN ERDOĞAN'S ELECTION SPEECHES
The May 14 elections, which would determine both the members of the parliament and the president turned into a referendum so to say, in which the presidential system of government was voted for. Many problems occupying the agenda and having consequences against the Erdoğan government led the Nation Alliance to expect a definitive victory. However, when it was learned that Kılıçdaroğlu’s votes were approximately 5 points behind Erdoğan's on the evening of May 14 and that former’s vote rate remained at 47.82% despite latter’s 52.18% vote in the second round of voting on May 28., deep disappointment, sadness and accusations against the voters who voted for Erdoğan/AKP were widely circulated in the opposition bloc.
In this article, in order to explain the reasons of the 52% vote that led Erdoğan to victory, 83 different speeches of Erdoğan both in the election rallies and meetings throughout the election campaign, starting with the ‘Election Declaration and Deputy Candidate Promotion Meeting’ on April 11, 2023 and ending with the Beykoz meeting on May 27, 2023; and in the events such as opening ceremonies and TV shows were analyzed in terms of content and discourse. In other words, it has been examined how Erdoğan's value and identity-based politics that persuaded the voters were shaped.

Popülizm, son on yıllarda gerek ekonomik gerekse politik analizlerde en fazla referans verilen, fakat anlamsal olarak neyi karşıladığı bir o kadar tartışmalı olan kavramlardan biridir. Genel olarak siyasetin ve özel olarak liberal demok-rasinin içine düştüğü temsil krizi ve ekonomik krizler ile bu krizlerin berabe-rinde getirdiği yapısal dönüşümler, popülizme olan yönelimi güçlendirmiştir. Demokrasinin bir tür gölgesine dönüşen popülizm, önemli ölçüde demokrasi ve liberalizm arasındaki gerilimlerden beslenmektedir.
Bu çalışmada popülizm, iktidarı elde etmek veya mevcut iktidarını korumak isteyen siyasi aktörlerin kitleleri etkilemek adına kullandıkları bir söylem şekli olarak ele alınmış ve Türkiye siyasetine nasıl yansıdığı incelenmiştir. Her siyasi hareketin doğasında var olduğu iddiasından hareketle popülizm, hem ikti-dar/muhalefet temelinde, hem de sağ/sol eksende değerlendirilmiştir. THE RELATIONSHIP BETWEEN POPULISM – DEMOCRACY in TURKEY: AN EVALUATION ON 24th JUNE PRESIDENTIAL ELECTIONS
Abstract
Populism is one of the most referenced concepts in both economic and polit-ical analysis in the past decades but what is semantically controversial. The representation crisis and economic crises, in which politics in general and lib-eral democracy in particular, and the structural transformations brought along with these crises strengthened the tendency towards populism. Popu-lism, which has turned into a kind of shadow of democracy, is fed by the ten-sions between democracy and liberalism to a great extent.
In this study, Populism was tackled as a form of discourse which enables to political actors to want to obtain power or protect the existing power by mo-bilising masses and the influence on Turkish politics was analysed. Based on the claim that every political movement is inherent, populism has been eval-uated both on the basis of power / opposition and on the right / left axis. For this purpose, speeches during 24th June presidential election that made by Recep Tayyip Erdoğan who was the candidate of the ruling party AKP (Justice and Development Party) that is representing the Turkey’s right-wing political axis and Muharrem İnce who was the candidate of the opposition party CHP (Republican People’s Party) that is representing the Turkey’s left-wing politi-cal axis, was examined by using Essex School Discourse Analysis method.

Abstract
As an ideology of modern age, militarism is the dominance of values, norms and mentalities pertaining to the army and military to all areas of social life by being canonized. Manifesting itself by the fact that violent-based sensation and way of understanding takes whole civilian field of life under control, militarism brings an understanding of interventionist ruling where the tools of enforcement of the state is brought forward instead of a deliberative democratic politics for the resolution of any kind of problems. The fact that any kind of public opposition is criminalized with the mentality of warfare state under the guidance of reason of economics as of the 1980s globally has also caused that the modern state has transformed into a paramilitary police state at the end of the 20th century. Militarist mentality was mobilized again and civilian field is encircled with this mentality to ensure that field of democratic politics is occupied by the warfare state. Holding the militarist mentality as articulated to the reason of the state from the day of its establishment in its reserve, Turkish Republic has responded to the Kurdish Problem, which emerged in early 1980s, with the reflexes of a warfare state. Especially, for about ten years from the early 1990s, reason of state based on militarist post-politics has played a significant role in Turkey. While the Process of Resolution, started to be executed from mid-2009 by JDP (AKP) governments, seemed to downgrade the militarist essence in the social texture, militarist essence was enlivened again after the elections in 07 June 2015. We have discussed militarism as a practice of power, problematized it based on the atmosphere of conflict that occurred after the elections in 07 June 2015 and tried to assess how and to what extent it does criminalize/terrorize the field of democratic politics by examining the militarist discourse in the first pages of newspapers.

Modern çağın bir ideolojisi olarak militarizm, ordu ve askerliğe dair değer, norm ve zihniyetin yüceltilerek toplumsal yaşamın her alanına egemen olmasıdır. Şiddet temelli duygu halinin ve olayları kavrayış biçiminin sivil yaşam alanını bütünüyle kontrol altına almasıyla kendini gösteren militarizm, her türlü sorunun çözümünde müzakereci demokratik siyasetin yerine devletin zor aygıtlarının ön plana çıktığı müdahaleci bir yönetim anlayışını getirmektedir. Küresel anlamda 80’lerden itibaren her türlü toplumsal muhalefetin ekonomik aklın güdümünde güvenlikçi devlet zihniyeti ile kriminalize edilmesi, 20. yüzyılın sonunda modern devletin paramiliter bir polis devletine doğru dönüşmesinin de yolunu açmıştır. Demokratik siyaset alanının güvenlikçi devlet tarafından işgal edilebilmesi adına militarist zihniyet yeniden tedavüle sokulmuş ve sivil alan bu zihniyetle kuşatılmıştır. Kuruluş anından itibaren devlet aklına eklemlenmiş olan militarist zihniyeti sürekli yedeğinde tutan Türkiye Cumhuriyeti de, 80’lerin başında ortaya çıkan Kürt sorununa, güvenlikçi devlet refleksi ile karşılık vermiştir. Özelikle 90’ların başından itibaren yaklaşık on yıl boyunca militarist post-politikaya dayalı devlet aklı Türkiye’de etkin bir rol oynamıştır. AKP iktidarlarının 2009 yılı ortalarından itibaren yürütmeye başladığı Çözüm Süreci, toplumsal dokudaki militarist özü kısmen geriletmiş gözükse de 7 Haziran 2015 seçimleri sonrasında militarist öz yeniden canlanmıştır. Bu çalışmada bir iktidar pratiği olarak ele alınan militarizm, 7 Haziran 2015 seçimleri sonrasında yaşanan çatışma ortamı üzerinden sorunsallaştırılmış ve demokratik siyaset alanını nasıl ve ne derece krimanilize/terörize ettiği gazete ana sayfalarındaki militarist söylem analitik olarak incelenerek değerlendirilmeye çalışılmıştır.

AKP’nin ikinci iktidar döneminde, 2009 yılı Ağustos ayından itibaren önce “Kürt Açılımı”,
sonrasında “Demokratik Açılım” ve nihayetinde “Milli Birlik ve Kardeşlik Projesi” adı altında
kamuoyuna sunulan, 28 Şubat 2015’te Dolmabahçe’de açıklanan mutabakat metni ile birlikte
devam eden açılım tartışmaları üzerinden gerçekleştirilecek politik söylem analizi, bu çalışmanın
ana konusunu oluşturmaktadır. Makalede öncelikle çalışmanın arka planını anlamlı hale getiren
metodolojik ayrıntılara yer verilmiştir. Bu bağlamda söylem, politik söylem, anlam üretme biçimleri

Analizlerde, lise öğrencilerinin kendi kanlarıyla çizip eski Genel kurmay başkanı Büyükanıt'a gönderdikleri 'bayrak' konulu haberler, Türk ulusal basınında gerçekliğin nasıl temsil edildiği ve anlamlandırıldığına ilişkin örnek olay olarak seçilmiştir. Böylece örnek olay üzerinden, yeniden üretilen milliyetçi söylemin toplumsal ve siyasal düzenin temel söylemine nasıl yerleştiği irdelenmiştir. Diğer bir deyişle, Türk siyasal kültüründe önemli bir yer tutan "vatanseverlik" ve "fedakarlık" kavramlarının nasıl tanımlandığı ile ötekileştirme sürecinin nasıl yaşandığı araştırılmıştır. INTRODUCTION
As is known, in early 2006, the results of research on the projection of two political trends were declared. One of these research studies was on nationalism (Tempo April 2006), while the other was on conservatism (Yılmaz, 2006). In both research studies, the attitude and opinion of the Turkish public about both nationalism and conservatism are explained in detail within the framework of qualitative data. What is more important is that both studies reveal a common finding: if this finding is mentioned by reference to the evaluation of Kadıoglu on nationalism research (2006), it is the finding of the process, ‘westernisation in the face of the west in Turkey’, which is one of the fundamental disputed areas in the Ottoman-Turkish modernisation period. The two studies also clearly reveal those proud people who, it would seem, do not much like themselves and who are convinced that they need to change (Kadıoglu, 2006). Answers to questions which focus on an assessment of EU membership and the west support such an opinion to a large extent: according to the results of the nationalism research study (Tempo, 2006: 26-27), 30.6% of those interviewed said that ‘they would vote against EU membership of Turkey in a referendum’, while 33.5% believe that ‘the demanded reforms from Turkey are no different to the conditions of Sèvres’, 50.3% state that ‘the aim of the EU is to disintegrate Turkey’ and 45.3% think that ‘the EU will damage the traditions and customs of Turkey’. By stating such opinions, they put forward their opinion which includes sceptical and negative judgements about the west within the framework of the EU. However, at the same time, it is understood from the research data that more than one-half of those interviewed reacted positively to the EU membership of Turkey. It may be learned from the findings of the research that 58% believe that ‘EU membership of Turkey is a good thing’ while 63.1% state that ‘they would vote for the EU membership of Turkey in a referendum’. The findings of the conservatism research study reveal similar results, indicating that the state of mind of the Turkish public swings between ‘sceptical and doubtful feelings towards the EU’ and ‘economic pragmatism’. 55.2% of those interviewed state that EU membership is ‘a good thing’, whereas 23.3% consider it ‘a bad thing’. At the same time, 56.5% argue that EU membership would be ‘beneficial for them’; however, 35.7% state that it ‘would not provide anything’. 67.1% think that membership ‘would benefit the country’ while 25.1% think that it ‘would not provide anything’. Those who think that ‘the EU reforms resemble Sèvres’ amount to 48.4%, while those who think that these reforms are no different to the capitulation reach 52.2%; and those who believe that, behind the attitudes of Europeans there is a ‘Crusade spirit’, total 52.9%. Moreover, it is understood that those who think that EU membership for Turkey1 would mainly ‘harm religious values, break down the morality of young people and family structure, etc.’ are (separately) over 50% (Yılmaz, 2006: 51-55). Unlike these two studies, the results of research aimed at understanding the opinion of young people in high school on the EU membership process of Turkey (Sen et al, 2005: 129), are much more striking. It was expected that the opinion of high school students would show more flexibility than that of older generations, but 19% think that EU membership would have negative effects on Turkey while 9.2% (i.e. about 30% in total) think that membership would not make any difference to the country. 21.8% of young people state that they would vote against membership in a possible referendum whereas 8% (again, about 30% in total) show hesitation. At the same time, those who think that membership would not be beneficial for Turkey are about 22% and those who have no opinion account for a further 9% (i.e. 31% in total). From this last study, it can be argued that about one-third of young people have negative attitudes and judgements about the EU. Moreover, 45.2% of young people think that the EU wants Turkey’s membership ‘in order to benefit from Turkey’s strategic geography’; for 12.3%, the reason is ‘in order to benefit from the Turkish army’; while for 10.9%, it is ‘in order to benefit from Turkey’s natural resources’ (Sen et al, 2005: 139). For this reason, rather than the positive gains of membership both for Turkey (‘Self’) and the west (‘the Other’), the selfish interests of the west against ‘us’ are emphasised. Consequently, this leads to the idea that ‘economic pragmatism’, which was put forward by both nationalism and conservatism research studies, does exist in young people’s opinions. Moreover, in parallel with the results of these two studies, the transformations brought by membership and regarded as ‘decay’ in the moral and cultural sphere (such as use of drugs, family structure, neighbour relations, relations between men and women) are referred to negatively by more than 60% of young people (Sen et al, 2005: 158, 171). The similar numbers obtained from these research studies leads to a result which can be interpreted as ‘westernisation in the face of the west’ or ‘aspiration of EU membership in the face of the EU’. According to Yılmaz (2006), the west: Plays a dual role: on the one hand, being excluded in both the public-political and the personal identity context; on the other, being included as ‘the other’. Furthermore, as long as the west: …is perceived as a power threatening the state, Euro-scepticism and Sèvres syndrome as a radical demonstration of this phenomenon [emerges] as an object of conservative reactionism which feeds both nationalism and Islamism.

The attitude of distrusting to the West which takes its root from anti-West idea characterizes the cultural memory of Turkish right-wing as much as it characterizes Turkish political culture. In this article which examined the course of comprehension of Islamic-conservative right-wing politics about anti-West thought, the comprehension and othering form of United States in particular and the West in general by the Islamic-conservative right-wing newspapers in Turkey within the frame of US President Donald Trump's visa ban enactment against Muslim citizens of 7 countries. It is seen as a result of the analysis that the columns in the aforementioned newspapers are predominantly focused to reconstruct the West through anti-Islamism and extensively in a conspiratorial comprehension; to confine the West within a malicious nature; to reproduce the expectation about the collapse of the West; and to remind an Islamic unity utopia which is leading by Turkey.

McLuhan’ın “küresel köyünde” bugün yaşanan hızlı teknolojik gelişmelerden, iletişim
teknolojileri de kendine düşen payı almıştır. İletişim teknolojileri bu süreçte hem gelişmiş
hem de çeşitlenmiştir. Günümüzde bu gelişmelere paralel olarak sosyal bilimler alanında bir
çok sosyal bilimci kitle iletişim araçları veya yabancı dilde karşılığı olan ve ülkemizde de son
yıllarda kullanımı yaygınlaşan medya olgusunu çeşitli yönleri ile ele alıp incelemiş ve farklı
bakış açıları sunmuşlardır. Çünkü kitle iletişim araçları toplumsal ve siyasal yaşamın her
alanına derin etkiler bırakacak biçimde dahil olmuştur. Öyle ki, bireylerin ve toplumların
yaşam biçiminden düşün biçimlerine kadar pek çok alanı etkilemekte, daha da önemlisi
‘gerçekliği’ yeniden tanımlayarak kurmakta ve yeniden üretmektedirler.
Buradan hareketle bu çalışmada, 1980’ler sonrasında bir taraftan emperyal güçlerin
dünyayı yeniden kurma ve dönüştürme sürecinde, özellikle de Ortadoğu’da emperyal bir
hegemonik düzenin yaratılmasını ve yeniden üretimini sağlayacak düzenin devamlılığında
önemli bir manevra aracı olarak kitle iletişim araçlarının nasıl kullanıldığı; diğer taraftan ise
emperyal/küresel savaş gerçekliğinin nasıl “demokrasi ve insan hakları adına savaş”a
dönüştürülerek meşrulaştırıldığı, ‘biz’ ve ‘öteki’ tanımlamalarının ‘demokrat, insan haklarına
saygılı ve mağdur’ Hıristiyan dünyası ile ‘terörist, anti-demokrat, şeytani’ İslam dünyası
temelinde nasıl konumlandırılıp yeniden üretildiği ele alınıp incelenmeye çalışılmıştır. Bu
amaçla çalışmanın başında, çalışmanın sınırlarını çizebilmek adına, kitle iletişimden ne
anlaşıldığı üzerinde kısaca durulmuştur. Daha sonra ise, kitle iletişim araçlarına ayrıcalıklı bir
yer veren ve ona önemli işlevler atfeden, güçlü etkileri olduğunu varsayan düşünürlerden
Althusser, Baudrillard ve McLuhan’ın bu konudaki düşünceleri özetlenmiştir.
