1. Important policy decisions taken and major achievements during the month.
A. Important Activities
The National Energy Conservation Awards and National Energy Efficiency
Innovation Awards were presented by the Hon’ble President of India on 14 th
December 2023.
A total of 516 applications across 5 categories and 21 sectors were received
for the National Energy Conservation Awards. As regards to National Energy
Efficiency innovation Award, 188 applications were received across 2
categories and 4 sectors.
In addition, 6 prizes were also given to school children under the National
Painting Competition.
B. Activities for Large Industries (PAT)
R&D project review meeting of Iron & Steel sector with IIT Roorkee was
convened on 11th Dec 2023
To discuss the decarbonization of cement sector, a webinar on opportunities
for Low- Emission Bulk Drying technology was organized on 13th Dec 2023 at
AITDC Badarpur.
An awareness training program on adoption of ISO 50001:2018 standards
was organized at AITDC Badarpur on 15 th Dec 2023 for SDAs and BEE
officials.
A technical session was held on 15th Dec 2023 for technology transformation
in Iron & Steel sector wherein an international expert from GIZ and other
experts made presentations.
3rd CCTS Technical Committee meeting of Paper sector was convened on
18th Dec 2023 and during meeting, emission reduction target was approved
for 11 units.
To discuss the detailed procedures for compliance mechanism of CCTS, 4th
Stakeholder Consultation Workshop was organized on 21st Dec 2023 in
Kolkata.
A Consultation meeting on decarbonisation roadmap study of Aluminium
sector was convened with industries on 21-22 Dec 2023 in Jharsuguda,
Odisha.
C. Activities under Standard & Labelling (S&L)
Draft concept note on Air-Conditioner replacement program has been
submitted to MoP.
Notification has been published in Gazette of India for extension of label
validity period of Distribution Transformer.
A report of life cycle cost benefit for mandatory appliances has been
submitted to MoP.

D. Activities relating to Building Sector
1st and 2nd Stakeholder consultations on Draft “Energy Conservation and
Sustainable Building Code (ECSBC)” - Commercial and Residential were held
in Gurugram on 5th and 6th December 2023 and in Hyderabad on 8th and 9th
December 2023 respectively.
One Training programme each on ECBC and ENS was conducted in
States/UTs in December 2023, during which 21 Professionals were trained.
Till December 2023, 1,780 training programmes have been conducted and
69,211 professionals trained.
E. Activities under SME Sector
National dissemination workshop for Textile sector was organized at Surat,
Gujarat on 23rd December, 2023. During the workshop, the outcome of study
& findings in respective sector was presented and the draft policy
recommendation report had been released for inviting comments from
different stakeholders. Officials from BEE, SDA, Cluster Associations and
representatives from SME units participated in these workshops.
F. Activities for Energy Accounting of DISCOMs
5th report on compliances made by DISCOMs under the Regulation to
Conduct Energy Audit in DISCOMs, was submitted to Ministry of Power
on 21st December, 2023.
A meeting was held on 22nd December, 2023 under the chairmanship of
Additional Secretary, MoP to discuss the revision of notified targets of DCs for
DISCOM and Railway sectors under PAT Cycle-VII.
A hearing was held on 28.12.2023 against DNH and DD POWER
CORPORATION LTD at Joint Electricity Regulatory Commission (JERC),
Gurugram on non-compliance of regulation Conduct Energy Audit in
DISCOMs.
Comments were sent to respective DISCOMs on their Annual Energy Audit
Reports of FY2022-23.
G. Activities under Capacity Building of DISCOMs
A project review meeting was organized with Kashmir Power Distribution
Corporation Limited on 19th December, 2023 to discuss the identified DSM
measures and planning for future activities. Team from KPDCL discussed all
the issues on manpower deployment and technical supports regarding the
project.
A project review meeting was organized with Ajmer Vidyut Vitran Nigam
Limited (AVVNL) on 12th December, 2023 to discuss the DSM regulations or
advisory note from RERC, identified DSM measures and planning for future
activities.
H. Activities of BEE in coordination with States / State Designated Agencies
To promote Clean Cooking, BEE has organized a workshop on “Engaging
States to Scale –up eCooking” on 12th December, 2023 in collaboration with

various stakeholders viz. Indian Oil Corporation Ltd., Energy Efficiency
Service Ltd., Finovista, SDAs, etc. at New Delhi.
During December 2023, two States viz. Karnataka and Manipur have
conducted validation workshop on their State Energy Efficiency Action Plan
(SEEAP) under the chairmanship of Additional Chief Secretary / Principal
Secretary (Power/ Energy) for validating and adopting their SEEAP. The
workshops were also attended by senior officers of State/UT departments
viz. industries, transport, power, agriculture, DISCOMs, urban development,
etc.
A meeting for reviewing the physical and financial progress of energy
efficiency activities being carried out by eight State Designated Agencies
(SDAs) viz. Maharashtra, Bihar, Uttar Pradesh, Karnataka, Jharkhand,
Chhattisgarh, Delhi and Uttar Pradesh was held under the Chairmanship of
Secretary, BEE.
Key Highlights of Activities undertaken by some SDAs
The Union Minister for Power and New & Renewable Energy Shri R. K.
Singh in the presence of Lieutenant Governor of Jammu & Kashmir Shri
Manoj Sinha on December 7, 2023 launched 4E Wave, a student-led
National Movement for Energy Conservation. This initiative has been
undertaken by the Power Development (State Designated Agency)
Department of Jammu and Kashmir in conjunction with Bureau of Energy
Efficiency (BEE), Ministry of Power, Government of India and Government
College of Engineering & Technology (GCET), Jammu.
Power Development Department (PDD), the SDA of Ladakh in gracious
presence of Hon’ble Lt. Governor of Ladakh executed electric cooking
project under the action plan of “Carbon Neutral Ladakh” on 30th December,
2023. Under this initiatives, 2000 nos. of Induction Cook stoves have been
deployed in Anganwadi of Ladakh. During the launch events, Hon’ble Chief
Executive Councilor of Ladakh Autonomous Hill Development Council, Leh &
Kargil and Hon’ble Member of Parliament of Ladakh were also present.
State Designated Agencies (SDAs) across the country undertook large-scale
celebration of Energy Conservation (EC) Week at respective State/UT level.
Some of the activities undertaken by SDAs included:
- Organizing webinars, seminars, meetings, etc. for capacity building of
various stakeholders viz. Large Industries, MSMEs, ULBs, ESCOs, FIs,
Energy Managers/ Auditors, Government officials, etc.
- Rallies by students for promoting EC.
- Seminars and roadshows for promoting adoption of Electric Vehicles
(EVs) under Go-electric Campaign.
- Conducting various competitions viz. painting, quiz, slogan writing, etc. on
EC for school children.
- Conducting state-level EC Awards to recognize industries and other
establishments within State/UT for their efforts in undertaking energy
efficiency measures.

I. Activities relating to Financing of Energy Efficiency Programme
As of December 2023, BEE’s Facilitation Centre has received 297
willingness forms with project cost more than Rs.4163 crore from various
industries to implement EE projects. 13 projects with project cost of
Rs.1111.56 crores have been financed by FIs.
Investment Bazaars were organised in two states in the month of December,
namely Andhra Pradesh (Vijaywada) and Karnataka (Bangalore).
In Andhra Pradesh, the conference was organised on 1st Dec 2023 in
Vijayawada, identifying an investment potential of ₹23.53 Crores. In
Karnataka it was organised on 16th Dec 2023 in Bangalore with investment
potential of Rs.723 crore for EE financing.
As part of Annual Capacity Building plan (ACBP), BEE has initiated a
mandatory online training on the IGoT platform for all the officers and staff for
capacity building under the Karm yogi Mission.
As part of the National Energy Conservation Week 2023 celebrations, the
division organised a webinar on "Energy Efficiency Technologies for MSMEs
and Green Finance Avenues" on 22nd Dec 2023. It witnessed participation of
more than 170 stakeholders from across the country from industries, ESCOs,
OEMs, financial institutions, academicians, DCs and SDAs.
PR for the USD $500 million on India Decarbonization Financing Facility
(IDFF) project has been submitted to Ministry of Power (MoP) with the aim to
effectively mobilize concessional financing.
Stakeholder consultation meetings with Vapi (Chemicals) and Surat (Textile)
Clusters on 22-23rd December 2023 and Foundry (Coimbatore), Erode
(Paper) and Tirupur (Textile) clusters were held on 28 th December 2023
taking forward discussion on EE Technology awareness and EE Financing
(Supporting to ADEETIE EFC)
J. Activities related to Media and Awareness
Social Media Campaign for National Energy Conservation Day under
#NECA2023 hashtag was executed on BEE’s social media platforms during
1st-14th December 2023. Under the campaign, a total of 380 posts were
shared across Twitter, Facebook, Instagram, YouTube, and LinkedIn. The
campaign resulted in reaching out to the overall audience of over 1,00,000.
Apart from 160 teaser posts on NECA, NEEIA, and NPC 2023, 60 additional
creatives/photos on programmes/activities conducted by BEE during National
Energy Conservation Week (8th-14th December 2023) were posted on BEE’s
social media platforms which gained a viewership of over 10,000.
Live coverage of NEC Day 2023 ceremony on Twitter, Facebook and
YouTube gained the out reach of over 12,000.
Energy Warrior Contests were conducted on BEE’s social media platforms
during 1st-14th December 2023 inviting people to share their ideas advocating
and implementing energy-saving practices.

8 activities/contests were floated on MyGov platform on the theme "Energy
Conservation – A Way of Life” during 08th – 31st December 2023 in which
over 8,000 people participated.
K. Activities for International & Bilateral Cooperation
Department for Promotion of Industry and Internal Trade (DPIIT) conducted a
consultation workshop on Alleviating Heat Stress by Enhancing production of
Affordable Cooling Devices (AHEAD) on 18 th December 2023. DG, BEE
represented Ministry of Power and delivered address on implementation of
efficient cooling through creating demand and boosting indigenous
manufacturing capacity of super-efficient ACs.
The Bureau of Energy Efficiency in association with the International Energy
Agency (IEA) organized the India Energy Efficiency Policy Week in Emerging
Economies in New Delhi from 11th-14th December 2023 at India Habitat
Centre. Training was imparted on topics viz. (1) Buildings; (2) Appliances and
Equipment; (3) Industry; (4) Transport and (5) Indicators and evaluation.
Workshop held on 19th December 2023,” Scaling up Sustainable Solutions-
District Cooling, aimed at encouraging adoption and fostering collaboration
among key stakeholders”.
Virtual Meeting held with stakeholders on 22 December 2023 on Promoting
energy efficiency in Cold Chain sector regarding new opportunities in cold
chain sector with stakeholders.
L. Activities related to e-mobility
As on 7th March, 2024, 16,273 Public EV charging stations are operational in
the country. These are mapped on “EV Yatra” Portal.
Study on Energy Benchmarking of EV/FCEV/EVSE batteries initiated.
First Draft of Inaugural Edition of “India EV Digest” 2023 launched by Hon’ble
Minister of Power (MoP) and New and Renewable Energy (NRE) ON 1st
March, 2024.
Under “GO Electric '' campaign one road show in Mizoram was organized in
the month of January, 2024.
