II. PROGRAM DESCRIPTION

The RECONNECT 2025 INSET Program is a 5-day professional

development initiative designed to empower teachers of San Antonio
Elementary School with updated pedagogical competencies aligned with
the MATATAG K–10 Curriculum and the ARAL Program. This year’s INSET
integrates focused sessions on reading remediation, gender-fair
education, and multigrade classroom management, all contextualized to
the real instructional challenges of small schools. Teachers will be trained
to craft differentiated reading activities, analyze learner profiles, and
create inclusive class improvement plans, ensuring no learner is left
behind.

III. PROGRAM RATIONALE

In response to the evolving educational landscape under the

MATATAG Agenda, DepEd’s curriculum reforms (DO 10, s. 2025) and
learning recovery efforts (DO 12, s. 2025 – ARAL Program) underscore the
critical need for continuous teacher capacity building. While curriculum
guides are available, many classroom realities—particularly in multigrade
and small schools—demand contextualized strategies to support
struggling readers, promote inclusive education, and ensure effective
implementation of policy mandates.

Learner assessment data such as Phil-IRI and CRLA results
consistently point to gaps in foundational literacy. These must be
addressed not only through classroom instruction but through structured,

teachers with research-based strategies, locally appropriate instructional
materials, and reflective tools, this INSET seeks to improve reading
