PREAMBLE
RecWe appreciate the government effort and policies towards developing
and empowering Uganda

ARTICLE 1: NAME

The name of the association shall be "Akameze Tikatya Musana"

(ATM )Development Association which is a community-based organization.

ARTICLE 2: LOCATION.

Location and Head quarter of (ATM) shall be located in Jinja City, Alidina
Village at Jinja Sheltered workshop but the offices shall be established
anywhere as proposed by the members.

ARTICLE 3: MISSION & MOTTO.

The mission of ATM is to create togetherness, help one another and

economic development. And the motto shall be "Kyosiga Kyokungula."

ARTICLE 4: OBJECTIVES

The association shall have the following objectives as follow

To promote unity and a sense of togetherness

To promote economically empowered society

To promote a sense of cultural sharing

To enhance entrepreneur skills and development

To network with international bodies and government policies towards

development.

ARTICLE 5: VISION

To experience a financially self-sustainable and fully education society.

ARTICLE 6: ACTIVITIES

The association shall perform the following activities as follow.

It shall perform condolences services

It shall enhance credit and saving culture among the members

Lobbing and net working with other parties through fundraising etc.

ARTICLE 7: ORGANISATION PRONCIPLES VALUE AND BELIEFS

Being responsible and accountable to the association.

Supporting, representing and loving one another.

Determined and committed

Transparency

Trusting elected leaders.

ARTICLE : MEMBERSHIP

A member shall be voluntary

Shall be open to all people regardless of sex, vibe, colour, or physical

appearance.

A new member shall register with a foe of 10,000bet this shall be changing
as per the will of the member.

ARTICLE 9 OBLIGATION OF A MEMBER

Express freedom of space and expression of opinion without interference

Shall pay the association's duals equally

Shall attend all the meetings

Shall participate in the Association's elections

Access the association's property as long as it should be used in proper

manner.

Shall implement the aims and objectives of the Association,

ARTICLE 10: TERMINATION OF A MEMBER

Upon death
Willing to go out of the Association after returning or refunding all the
association's offered

services like sick fee, condolence, food fee, loans etc

Suspension.

Proved to be un sound manner.

Not responding to the Association activities.

➤ A member shall not be expelled from the association unless he/she has
been given an writer warning letter and the opportunity to be given a fear
hearing by the Disciplinary committee.

ARTICLE 11: ORGANS OF ATM

1. The general Assembly which will perform the following duties.

Shall be top policy making body

Elect the executive committee.

Composed of fully paid up members

Shall prove or disapprove or suspend any misbehaving member.

2. The executive committee

Shall report to the general assembly

Have powers to discipline any misbehaving member.

Initiate policy guidelines to the association:

Shall implement the policies of the general Assembly.

ARTICLE 12: COMPOSITION OF THE EXECUTIVE

1. Chairperson

The executive committee will be composed of the following posts.

9. Loan officer

ARTICLE 13: DUTIES OF THE MEMBER

1. EXECUTIVE

Shall over sees all programmes

Shall be the administrative head

2. CHAIRPERSON

Shall be signatory to the bank account.

Preside over all meetings

Shall be signatory to the bank accounts and the principle signatory.

Shall be the executive administration head.

3. VICE CHAIRPERSON

Shall in case of death of the chairperson resume to the duties of the

Association until new

Shall deputize the chairperson

4. GENERAL SECRETARY

elections are held

Shall record minutes of all meetings.

Shall keep the association records

Shall be signatory to the bank account.

Shall be responsible for reading out all documents of the association to the
members

TREASURER
Shall be responsible for handling all the association finances

Signatory to the bank account.

Shall provide financial report to the association

Shall make financial follow ups in the association.

6. PUBLICITY

Shall as a link between the association and the general assembly

Shall be responsible for passing out the information around the association.

7. SPEAKER

Shall act as the organization's spokes penion

Shall have the knowledge and wisdom of speech

Shall have powers to control the members during the meeting

Shall follow the agenda during the meeting

Shall have the powers to dismiss any misbehaving members during the
meeting

8. DEFFENCE

Shall provide security to the association,

9. DISCIPLINARY OFFICER

Shall discipline all misbehaving members

Shall collect fines

Shall have power to settle wrangles and cases with in the association.

10. DEPUTY SPEAKER

Shall deputize the speaker

11. LOAN OFFICER

Shall be responsible to giving out loans & collecting them

12. ADVISOR

Shall be responsible for guiding and advising the association.

ARTICLE 14: MEETINGS

1. Executive meetings.

These shall be called by the chairperson every any date agreed on

These shall be presided even every Friday evening at 4:00pm-5:00pm. And

can be changed according to the will, and need of the member.

3. Annual general meetings

These shall be called once a year every after 12 months.

4. Emergency meetings

These shall be called abruptly at any time.

ARTICLE 19: FINANCES

The association shall raise her funds through the following sources

Membership fee

Subscription fee

Savings

Loan interests

Development funds

Grants & donations

Lobbing

Fundraising

Fines

And through any other income generating activity conducted by the

association

ARTICLE 20: ACCOUNTS

Shall be operated in any financial bank and the signatories shall be
chairperson, Treasurer and secretary.

The chairperson shall be the principal Signatory to the bank accounts.

The accounts shall be audited every annually by the auditors and the
executive members and the report shall be red to the members in the
general meeting

ARTICLE 21: SEAL

There shall be a seal to differentiate the association documents. The mode,

fashion & design shall be determined by the executive committee.

ARTICLE 22: GROUP CONTRIBUTIONS AND RESPONSIBILITIES

All members shall contribute equally

All members shall attend burial ceremony without fail.

Taxes and group needs shall be paid equally

ARTICLE 23: GROUP COMMANDS AND ORDERS

1. Father

The association shall berry the following people

2. Mother

3. One wife/Husband

4. All biological children

5. A member.

Members who lost their parents shall be given enhance announce the death
of other relatives of the same sex like the one who passed away.

The association shall be harring one father of the member. And one mother.

If two members from une lamily announces the death of their parent or
children sach shall be given a condolence package but food shall remain as
usual and transport
Members who are not able to produce/ barren, shall be given a chance to
announce the death of only four children whom they take care of their
choice.

Members from long distance which exceed 20,000/- transport costs, the
association shall send representatives for the burial services.

And these shall use all the transport fee of all members during the journey.

ARTICLE 24: AMENDMENT OF THE CONSTITUTION

This constitution may be modified from time to time by special reasons

passed by the members.

The provision of this constitution may be amended by majority vote of

members at the general meeting

ARTICLE 25: INTERPRETATION

The need to interpret the constitution shall be done by the speaker,

Secretary or the Chairperson in the general assembly.

ARTICLE 26: WORK PLAN

The association shall be conducted according to the work plan designed by

the general assembly.

Members shall be given chance to propose the ideas, plans and targets to be
designed in the work plan every year.

ARTICLE 27: BY LAWS

Every member shall pay a condolence fee of 10,000 when even the
association announces any kind of death of a person.

Every member shall pay food fee of 10,000/- at every burial attended by the
association.

Every member shall pay transport fees for him/herself as per the journey for
the burial but not exceeding 20,000- for transport costs.

Every member who will be found not attending the burial ceremony with in
the Association, shall be penalized 20,000/- and having paid all the duals like
condolence, transport, food, etc.
The transport money removed from those who has not attended the burial
shall remain in the association as association's money

If a member dies the condolence and food fee shall be doubled but transport
will determine the journey and you it wont exceed 20000

All members shall be accountable for sleeping at the burial ceremony when a
member dies

Every member shall buy his/her own uniform as suggested by the general
assembly.

Failure to attend the burial ceremony when a member dies one shall be
panelized 30,000/- after having paid all the dues

Late fee in the meeting shall be 1,000/-

When a member fails to put on the uniform shall be fined 1,000/-

Making unnecessary noise in the meeting one shall be penalized 500/-

Misbehaving during association activities like burial, one shall be fined

10,000/- eg using Volga language, fighting, quarrying, drinking alcohol,
dodging work, smoking, disrespecting others etc.

Only fully paid up members shall be given services.

Every member must save at least 10,000/- every month.

If a member wants to withdraw his/her savings, the compulsory a mount

shall not be withdraw as per the number of the months the group has moved

Every member shall be paying a fee of 2,000 to any member who will be
reported to be sick. And the victim will be give the sick money/ support as
proposed by the executive members.

The elected executive committee shall be running their work for two years of
their term

> Every member shall fill in the associated form with only true information
about the member as guided.

Executive member who fails to do his her work will be penalized 20,000/-

Every member shall join the association willingly and go out of the
association willingly and that member once received a service e.g
condolence, sickness fee must refund before moving out of the association
and that member will be given all his/her savings in the association.

Every loan from the association shall be give out at credit of 10%

When a member fails to pay the loan on time, the guarantees will be
deducted their saving to clear the expired loan

A penalty of 5% will be added on the loan of a member when he/she exceeds

the loan paying time.

ARTICLE 28: DISSOLUTION

The association shall be subjected to dissolution upon the failure to attain

the intended objectives

This motion shall be supported by at least, of the members in the general

assembly

The motion/proposal shall be presented to the secretary of the association in

not more than a period of two weeks before the next meeting.

All the association property shall be either distributed to another group with
the similar objectives or distributed among the members of the association
equally.

ARTICLE 29: FOUNDER MEMBERS

The following members being the founder of the association shall always be
remembered for the good work they did.
