I. Context and Rationale

Reading is a multifaceted process involving word recognition, comprehension, fluency


and motivation. (Diane Henry Leipzig) January, 2001 Furthermore, reading is the process of
constructing meaning through the dynamic interaction among (1.) the reader’s existing
knowledge; (2) the information suggested by the text being read, and (3) the context of the
reading situation (Wixson, Peter, Weber, & Roeber, 1987, citing the new definition of reading
for Michigan)

“Real comprehension has to do with thinking, learning and expanding a reader’s


knowledge and horizons. It has to do with building on the past knowledge, mastering new
information, connecting with the minds of those you’ve never met. (Zimmerman and Hutchins)

According to Bayut (2017) Reading comprehension is described as pupils’ "acts of


questioning and building meanings in pre-analyzing, while-analyzing and post-analyzing stages"
It is one of the most important language skills, requiring reasoning and understanding details in
written materials, and is expected to be acquired by elementary school pupils.

In the Philippines, the Policy Guidelines on the Kto12 Basic Education Program stipulated
in DepEd Order No. 021, s. 2019 stresses that “the curriculum shall be contextualized and global
taking into account the demands of the national and global community.” Thus, Kto12 aims to
produce holistically developed Filipinos with 21st century lifelong skills.

The Philippine Informal Reading Inventory (Phil-IRI) Assessment Tool is aimed to be


used as a classroom-based assessment tool to measure and describe students’ reading
performance. Information gathered from the assessment can help classroom teachers design
and provide appropriate reading instruction for their students. This diagnostic approach to
describing how children read embraces inclusionary principles that emphasize the need for
education that is learner-oriented, responsive and culturally sensitive. At the school level, the
information from Phil-IRI assessment will help school heads plan for appropriate school
reading programs or activities for improved student learning outcomes.

The Project ReaCom (Read and Comprehend) aims to increase the reading level of
learners under Key Stage 1 (KS1) (Grade 1 to Grade 3). These learners reading level is based on
the Philippine Informal Reading Inventory (Phil-IRI) Assessment Tool result. The Department
of Education (DepEd) supports Every Child a Reader Program, which aims to make every
Filipino child a reader and a writer at his/her grade level. Thus, the DepEd through the Bureau
of Learning Delivery-Teaching and Learning Division (BLD-TLD) shall continue to administer
the Revised Philippine Informal Reading Inventory (Phil-IRI) assessment to learners in public
elementary school.

The Phil-IRI used as a classroom-based assessment tool aims to measure and describe
the learners’ reading performance in both English and Filipino languages in oral reading, silent
reading and listening comprehension. These three types of assessment aim to determine the
learner’s independent, instructional and frustration levels.

The data shall also serve as one of the bases in planning, designing/redesigning the
reading instruction of the teachers and the school’s reading programs or activities to improve
the overall school’s reading performance.

II. Action Research Questions

This study aims to utilize the Project ReaCom (Read & Comprehend) to Improve Reading
Comprehension Skills of Key Stage 1 Students in Agus-os Elementary School during the S.Y
2021-2022.

Specifically, it seeks to find the answer to the following questions:

1. What is the reading level of the participants based on the Phil-IRI Results of the
previous school year?

2. What is the reading level of the participants after the utilization of Project ReaCom?

3. Is there a significant difference on the reading performance of the KS2 students’


before and after the utilization of Project ReaCom?

4. What is the improvement plan for reading and comprehension of KS2 learners after
conducting the study?

III. Proposed Innovation, Intervention and Strategy

Project ReaCom (Read & Comprehend) aims to improve reading comprehension skills and
increase the reading level of KS1 students through collaborative process of the teacher, parents,
and learners.

This project is directed through the school’s results of S.Y 2021-2022 Phil-IRI Assessment
which shows students reading profile. The results indicated the level of the reading performance
of KS1 learners which varies from Frustration, Instructional, and Independent Level.

Below is the approved work plan of Project ReaCom which is one of the projects of the
school under Power It Up:

IV. Action Research Methods

A. Participants and/or other Sources of Data and Information

The participants of this study will include Key Stage 1 students of Agus-os Elementary school
who will attend the Project ReaCom from September 2022 to December 2022. Key stage 1
includes Grade 1-3 students.

B. Data Gathering Methods

The researcher will utilize the data from the Reading Profile from the results of previous
school year Phil-IRI administration to identify the performance of the participants

To establish a significant difference between the participants’ performance, obtained


frequencies from the before and after the utilization of Project ReaCom will be compared.

C. Data Analysis Plan

Descriptive statistics such as frequency count and percentage will be used to determine the
performance of the participants after the utilization of Project ReaCom. T test for unequal
variances will be used to compare the results before and after the utilization of Project
ReaCom.

D. Ethical Issues
The researcher will secure the consent form of respondents after giving a briefing about

the process of the researcher. Moreover, the researcher will explain the Republic Act

10173 also known as the Data Privacy Act of 2012.
