II. BACKGROUND/RATIONALE

Reading is defined as a cognitive process that involves decoding symbols to arrive at

meaning. Reading is an active process of constructing meanings of words. Reading has at all

times and in all ages been a great source of knowledge. Today the ability to read is highly

valued and very important for social and economic advancement. In today’s world with so

much more to know and to learn and also the need for a conscious effort to conquer the

divisive

forces, the importance of reading has increased.

Reading skills are essential to succeed in society. Those who are good readers tend to

exhibit progressive social skills. A person who is widely read is able to mix with others. He is

a better conversationalist then those who do not read. He can stand his ground. Reading

broadens the vision. It is in a way a substitute for travel. It is not possible to travel as much

one would like to and reading can fill in the gap created by the lack of travel. Having

confidence in reading only comes from the daily practice of reading. A good reader can

interact with others in a far better way because reading has widened his vision and point of

view. Thus, a widely-read man is a better conversationalist and is able to see the other side

point of view.

Reading also plays a vital role in students’ success in school. Hence, it should be one

of the necessary skills that must be mastered by an individual learner. It is a basic skill for all

learning areas. It provides an opportunity for every student to learn the different subjects

because when a learner has a difficulty in reading, he/she may encounter difficulties in all

subject areas.

Reading difficulties are a perennial problem in the Philippines. As a matter of fact, the

PISA (Programme for International Student Assessment) results in 2018 revealed that reading

is among the areas that fifteen-year-old students in the Philippines scored lower than those in

majority of the countries and economies that participated in PISA 2018. The country’s

average reading score was 340 score points, on a par with that of the Dominican Republic.

No country scored lower than the Philippines and the Dominican Republic. In mathematics

and science, students in the Philippines scored 353 and 357 points, respectively, on a par with

performance in Panama. The Philippines outperformed the Dominican Republic in

mathematics and science. The Philippines shared a significant rate of low performers among

all PISA-participating countries and economies. That is, 80% of the Filipino students did not

reach the minimum level of proficiency in reading. Their poor scores in English,

Mathematics, and Science are attributed to the students’ lack of ability in basic reading and

comprehension.

Based on the initial reading assessment during enrollment, majority of the students

have poor reading skills. As stipulated in the DepEd Order No. 39, s. 2012, interventions

have to be made in order to address learning gaps. Moreover, in accordance with the national

program ECARP (Every Child a Reader Program), teachers should come up with strategies

which aim to make every Filipino child a reader.

As stipulated in Philippine Standards for Professional Teachers (PPST) Module 11, it

is the prime mandate of teachers to monitor and evaluate learners’ reading and achievement.

Thus, a reading program that will cater to the different reading needs of learners is expected

among teachers and the school.

Project 4Ps: (Pag-unawa’y Palalimin Pagbabasa’y Paunlarin) is designed to provide

assistance to learners who encountered difficulty in understanding their lessons during this

new normal set up of education. Furthermore, it aims to provide technical assistance to

parents and guardians as to how they can help their children and wards in a home-based

learning scheme.

As per school’s Annual Implementation Plan (AIP) and Work and Financial Plan

(SIP), the school has targeted facility development, infra-projects, beautification plans and

environmental sustainability which will redound to the school’s realizations of its goals and

achieving favorable Key Performance Indicators (KPIs) as per Key Result Areas (KRAs) (see

attached AIP).

III. OBJECTIVES

The objectives of this reading program are the following:

1. improve the reading skills of learners across all subject areas;

2. systematize the reading process and ensure a systematic approach to bridge gaps

in learning of students at risk;

3. improve the level of performance of students across all subjects by improving

their reading skills; and

4. help students acquire the skills and knowledge they need to read grade-level text

fluently and with good comprehension.

b. Specific Objectives

Specifically, the program aims to provide awareness for learners to:

1. improve performance of students in terms of word identification and reading

comprehension;

2. revive learners’ love for reading.

3. promote reading as a cooperative learning activity; and

4. provide a fun and easy way of learning reading.

IV. PROJECT DESCRIPTION, INTERVENTION, METHOD AND STRATEGIES

The 4P’s reading program shall be managed and administered by the Filipino teachers

of Santa Fe National High School through the leadership of the school’s Reading Program

Coordinator,

Assessment on the reading comprehension among junior and senior high school

students was conducted in the months of August and September of this school year. Phil-IRI

was utilized in assessing the reading comprehension for the grade 7 and 8 students while for

the higher grades, Filipino Teachers will be in charged in selecting reading materials to be

utilized in this reading program. The Reading Program Coordinator will provide technical

assistance on the interpretation of the data gathered from the assessment (screening test)

being conducted by the teachers. All students who failed the reading assessment will be

considered as beneficiaries of the reading program 4P’s: (Pag-unawa’y Palalimin

Pagbabasa’y Paunlarin)

The school’s Reading Program Coordinator and the two department heads involved

in this program are responsible in crafting the guidelines of the proposed reading program

which includes writing and selecting of reading materials and activities to be utilized in

carrying out the said reading program. The school’s Reading Program Coordinator shall

prepare a schedule for the reading sessions to be conducted among beneficiaries per grade

level. These sessions will be done during their ICL or even during the vacant time of the

teachers. This will be strictly monitored by the department heads.

An extension of the schools’ reading program shall be conducted within the

community in which the school will collaborate with stakeholders, various local agencies

and volunteer individuals who have the same mission of enhancing the reading

comprehension of the individuals.

Furthermore, the school will coordinate with the punong barangays in putting up a

reading center in which a schedule for reading sessions will be held. The school will likewise

put a mini library per barangay which will be of great help to those students in learning.

Administration of post-test will be conducted at the end of the school year.

V. BUDGETARY REQUIREMENTS

This school’s reading program will be carried out using the donations from the Local

Government Unit of Santa Fe and other stakeholders who are willing to extend their help in

this program.

VII. SUSTAINABILITY PLAN

School Research and Development Projects Committee spearheaded by the school

principal shall carefully scrutinize, monitor, evaluate and review the proposal before it will be

submitted to SDO, Bayombong for the approval of the implementation of the project. After

receiving the permit from the Schools Division Research and Development Projects

Committee, collaboration with the Local Government Unit of Santa Fe and other stakeholders

shall be considered and given importance.

The implementation of the project shall be monitored and evaluated by School

Research and Development Projects Committee using the Project Monitoring Report Form as

prescribed in checking and assessing the progress of the AIP/ SIP (Dep Ed Order No.44,

s.2015).

The success of the project shall be determined on the positive response of both the School

Research and Development Projects Committee, the summary of the evaluation conducted to

the teachers and students at the end of the implementation of the project and the recipients of

the project. Further, the sustainability of the project will be carefully considered before the

implementation.

IX. STRATEGIES FOR PROJECT SUSTAINABILITY OR REPLICATION

This school’s reading program aims to improve the reading and comprehension skills

of learners across all subject areas. Its sustainability will be strictly monitored and supervised

using the format for Strategies for Project Sustainability or Replication. (Dep.Ed. No.43,s

2018).
