Module 2 – Lesson 1

Activity 1

1. The closure of schools around the world due to the global pandemic posed serious
challenges on the delivery of quality basic education. As a teacher, what do you think are
the fundamental concerns in terms of curriculum standards that need to be addressed in
order to ensure learning continuity? Cite a specific example. Do you think these concerns
could be solved by teachers alone? Why or why not?

Though global pandemic posed serious challenges on the delivery of quality basic
education, children’s education still continues and will not be at stake. Education is life so
the Department has to find ways and means to cope and address these challenges.

As a teacher, the fundamental concerns in terms of curriculum standards that need to


be addressed In order to ensure learning continuity is to find the most essential learning
skills to be taught to the pupils so as to employ varied schemes to deliver instruction.
Number of days in a school year is not the same as the usual years we experienced in
teaching. This may somewhat be different from what is usual. We are facing the “new
normal” scenarios so there is in dire need to trim down the skills in the curriculum.
Defining the most essential learning competencies will be a lot helpful in delivering quality
instruction despite the pandemic. Trimming down the curriculum and defining only the
skills which are most essentials might be of great help to address the problem. And not
only that, it will also lead to the answer to the teachers’ clamor about the congested
curriculum. This might be the process to regain the strength and value we lost from
achieving low performance result or outcome.

These concerns could not be solved by the teachers or schools alone. Policies and
decisions for implementation must come from DepEd policy makers to ensure that K to 12
learning standards and competencies are streamlined; affirming its commitment to

sustaining the delivery of quality, accessible, relevant education anchored on the so-long
Edukalidad framework.

This pandemic will not be a hindrance to stop children to education. Trimming down
the curriculum is the response to the call of having learning continuity as to whatever
emergencies may happen or took place. Lets work together to fight our unseen enemy.
Education must continue and bestow the children their right to education.

2. Even prior to the spread of Covid-19 that eventually led to the closure of schools
nationwide, the congested curriculum has been a perennial problem of teachers (Andaya,
2018). This is perceived to be one of the hindering factors on the poor performance of
Filipino learners . Do you agree with this observation? Why or why not?

Children are the hopes of the nation. They should be molded holistically to become
productive human capital of the country. One of the factors to attain this realistically is to
give these children the quality of basic education which is essential and desirable.

According to Andaya, the congested curriculum has been a perennial problem of


teachers. This is perceived to be one of the hindering factors on the poor performance of
Filipino learners. As an elementary teacher, also named for the so-called frontliner in the
field of education, wh ose experiences are quite long, this observation by Andaya is
definitely agreeable. Teaching primary pupils in the field is not that idealistic as others
might say. One must undergo varied challenges and adversities if aiming to give the pupils
the best education they need. Teaching is enjoyable and exciting, it is full of surprises.
Teachers did their best so to attain the standard and content of the curriculum. They
become more resourceful to sustain the daily needs of the pupils in the name of
education. But sad to note that though the lesson of the day was not mastered by the
pupils, the teachers had no choice but to proceed to the next lesson since there were a lot
of skills to be tackled in the curriculum. If the teacher wished to have mastery of the
subject matter before proceeding to the next skill, there is a great chance of not
accomplishing all the required skills to teach in the curriculum for every quarter of the
school year. If this happens, this may result to poor performance since others skills were
mastered by the pupils and others were not. Otherwise, if teachers would follow the
desired number of days for that specific skill to be taught, the tendency was the skills
required in the curriculum were taught but the mastery were not reach due to the
congested curriculum. The pupils were bombarded with a number of skills but they
attained less learning for not mastering them all.

Children grow successfully in one area or another if they master the skills. Curriculum
must be reviewed to define the most essential skills the children will be needing to
become productive in the near future. A lot of opportunities await the children so they
should be given the best quality basic education.

Activity 2

1. What are the general and specific purposes of the development of MELCs?

As the DedEd affirmed its commitment to sustain the deliveryof quality,


accessible, relevant and deliberating basic Education services anchored on the
Sulong Educalidad framework, the department came up with the Most Essential
Learning Competencies (MELCs).

MELCs, as to its general purpose, is not just a response to addressing the


challenges of the current pandemic but is also part of the Department’s long-term
response to the call of SDG4 to develop resilient education systems, most especially
during emergencies. The MeLC is to be used nationwide by field implementers for
SY 2020-2021.

As to its specific purpose, MELCs can be used under similar circumstances as a


mechanism to ensure education continuity(curriculum dimension). The releasing of
MELC does not downplay the standards set by the K to 12 curriculum guides but
they rather serve as one of the guides for teachers as they address the instructional
needs of learners while ensuring that curriculum standards are maintained and
achieved. MELCs also intend to assist schools in navigating the limited number of
school days as they employ multiple delivery schemes by providing hem ample
instructional space.

2. How does curriculum review aid in the identification of essential learning


competencies?

To attain quality delivery of instruction to acquiring the best positive


outcomes from the learners, curriculum review must be given ample time and
Importance.

for it focused on articulation within and across learning areas and grade levels,
which led to the identification of gaps, issues and concerns. Moreover, areas for
improvement that would enhance the learning engagement, experience and
outcomes were identified and consequent solutions were recommended. Results of

articulation of learning competencies in each learning area. Curriculum review aids
on the mapping of the essential and desirable learning competencies within the
Curriculum. It identifies prerequisite knowledge and skills needed to prepare
students for essential competencies. It also analyzes the interconnectedness of
Prerequisite knowledge and skills among the learning competencies for each
subject area.

Curriculum review is the key to come up to an attainable goals toward


quality instructions delivery and to sustain quality human capital of the country in
general.

3. What is the difference between essential learning competencies and desirable


learning competencies?

Essential learning competencies were defined as what the students need,


considered indispensable, in the teaching-learning process to build skills to equip
learners for subsequent grade levels and consequently, for lifelong learning. On the
other hand, desirable learning competencies were defined as what may enhance
education but may not be necessary in building foundational skills.

4. How were the most essential learning competencies identified? What were the
decisions made in order to trim down the number of the essential learning
competencies further?

The Department, through the Bureau of Curriculum Development-Curriculum


Standards Development Division, in collaboration with the Assessment Curriculum
and Technology Research Centre (ACTRC), started working on the identification of
essential learning competencies in the middle of 2019 as part of its review of the
intended curriculum. Bureau specialists, academic experts and field implementers
worked together to reach a consensus regarding the criteria to be used and
mechanisms to adopt in determining these competencies.

Most essential learning competencies were identified through a series of


reviews of the curriculum initiated by Secretary Leonor Magtolis-Briones. The
Department identified the MELCs across all learning areas through the applications
of the understandings whose descriptor - ENDURANCE - was considered the primary
determining factor. The understanding that a learning competency is considered
enduring if it remains with learners long after a test or unit of study is completed or
if it is useful beyond a single test or unit of study. Examples of such learning
Competencies include research skills, reading comprehension, writing, map reading,

and hypothesis testing, which are essential in many professions and everyday life
(Reeves, 2002; Many & Horrell, 2014).

Covid-19 pandemic posed a lot of challenges to the entire education system


which affects not only the physical aspects of individuals, but affecting the mental
health as well. Despite the situation, education continues and thus one of the
decisions to make to trim down the number of essential learning competencies
further. The Department already anticipated the challenges so they decided to trim
down the essential learning competencies to employ various schemes in the delivery
of the learning standards due to Covid-19.

5. What is the importance of the MELCs in ensuring the delivery of quality instruction?

Ensuring the delivery of quality instructions to Filipino learners must be of


utmost importance since their future depends on how they will be brought and lift
up by the schools they enrolled in. Their basic education has so much to do with
their success in every field they will be tackling in the coming days or years.

It is evident that this pandemic brought a lot of challenges to education where


the Department took a series of reviews on how to cope with the existing situation.
One of the solutions to address the issues and problems, gaps and a like is to
employ various schemes in the delivery of learning standards and so MELC is
formulated and to be implemented especially these times of emergency. MELC is
important in ensuring the delivery of quality instruction for it aids and cater the
most essential learning that the students need in order to continue their education
inspite of the circumstances.
