III. RATIONALE
The Basic Literacy Program (BLP) and Accreditation and Equivalency (A&E) Program are programs under ALS
(Alternative Learning System) Program for out-of-school children, youth and adults. The Basic Literacy Program (BLP)
is a program aimed at eradicating illiteracy among out-of-schools youth and adults (in extreme cases school-aged
children) by developing basic literacy skills of reading, writing and numeracy while Accreditation and Equivalency
(A&E) Program is a program aimed at providing an alternative pathway of learning to those who are basically literate
but who have not completed the 10 years of basic education mandated by the Philippine Constitution which in this
program, school dropouts are able to complete elementary and high school education outside the formal school
system.
These are just some of the programs of the Department of Education and the Bureau of Alternative
Education (BAE) for out-of-school children, youth and adults which ensures their educational continuity, develop
their basic and functional literacy, life skills, and pursue an equivalent pathway to complete basic education. In line
with this, schools should also take an initiative to establish programs which caters to the needs of out-of-school
children, youth and adults.
The project focuses on helping out-of-school children especially those pupils from San Lorenzo Ruiz
Elementary School who stopped studying because of different reasons such as financial problems, lack of guidance
from parents and other school-related problems. It aims to help these children to slowly go back to school by
gathering them in the learning hub where they will be assessed on what their needs so they can be helped and
taught accordingly. This will be like a bridging program where they will be taught basic literacy skills of reading,
writing and numeracy while counselling them on the importance of education so they will be encouraged to go back
to school. Parents and guardians will be interviewed as well so that they will be given assistance depending on their
needs to help them overcome whatever reasons that hinders them to send their children to school.
V. PROJECT OBJECTIVES
The project generally aims to help out-of-school-children to slowly go back to school by teaching them on
the learning hub and giving them counselling sessions based on their situation. Specifically, it aims to:

VIII. EVALUATION
1. 100% of the identified out-of-school-childen was interviewed and informed about Project HOLD.
3. 85% of out-of-school-children who joined Project HOLD were able to finish all the learning and counselling
sessions.
4. 80% of out-of-school-children who joined Project HOLD will enrol on the upcoming school year.
