MONITORING AND EVALUATION ON THE
IMPLEMENTATION
OF MODULAR DISTANCE LEARNING
DELIVERY MODALITY THROUGH
PROJECT KUMUSTAHAN SA PAARALAN

1. Pursuant to the operationalization of the Regional


Learning Continuity Plan which is anchored on the
Department of Education (DepEd) Basic Education
Learning Continuity Plan (BE-LCP), DepEd MIMAROPA
Region adopts Contextualized Modular Distance
Learning Modality (C-MDLM) based on the context of
each Schools Division Office (SDO) as its learning
modality for School Year 2021-2022.

2. Relative to this learning delivery modality implementation,


this Office, through the Curriculum and Learning
Management Division (CLMD), initiates Project
KUMUSTAHAN SA PAAR.ALAN as a Monitoring and
Evaluation mechanism of MDLM implementation which
acknowledges the goal of sustaining the delivery of
quality, accessible, relevant, and liberating basic
education for all school-aged children amidst Covid- 19
emergency.

3. Specifically, Project KUMUSTAHAN SA PAARALAN


aims to gather valuable information on the
implementation of Modular Distance Learning Modality
such as;
• problems/ challenges encountered by the
teachers in implementing the MDLM•,
• difficulties met by the learners and parents in the
implementation of the
MDLM;
• interventions applied by the teachers to help
learners cope with lessons using the Self-
Learning Modules (SLMs);
• innovative practices in the execution of MDLM in
their respective schools and SDOs.

4. Enclosed in this Memorandum are the M & E Tools to be


used by the monitors who are the SDO EPSs, PSDS,
and School Heads.

per Learning Area and Grade Level during the
Quarter

c. Annex 3 - Report on the Interventions Applied to


Learners who Failed in a Quarter

e. Annex 5 - Process Flow (which specifies who will
accomplish and where to submit the required
reports)
5. The Schools Division Superintendent shall designate
any of the Education Program Supervisors to
consolidate the reports submitted by the monitors and
submit them to this Office a week after the end of each
quarter via email address:
