II. PROJECT RATIONALE


As an agricultural province, Negros Occidental is basically dependent on its
agriculture industry in terms of its economic growth. For years, various
programs and initiatives have been introduced that contributed to the
progressive evolution and transformation of the agricultural sector as a
whole.
Tapping the potentials of agriculture for higher growth and empowering
ourselves to meet the challenges, the Provincial Government through its
“Negros First “ Priority Agenda had identified the gaps and concerns in the
agricultural landscape of the local communities throughout the province.
In consonance with the Food Security Program and in giving emphasis to
the attainment of 100% Rice Sufficiency level, the Province propose to
provide on-farm mechanization program. The aim of this program is to
enable small farmers to improve their productivity through appropriate
and efficient mechanization technologies.
With these postharvest equipment and facilities provided the small farmers
could process their rice produce in the most efficient and practical way
without incurring more losses due to lack of needed appropriate
equipment and technology thus, improving their postharvest efficiency and
farm productivity.
Hence, this proposal.

III. PROJECT OBJECTIVES

This On-Farm Mechanization Program aims to enable our small farmers,


through their associations, to improve their productivity by introducing
appropriate and efficient farm mechanization equipment and postharvest
facility.

IV. PROJECT DESCRIPTION


The Provincial Government of Negros Occidental shall provide funds for
the procurement of the following machineries/postharvest facility and shall
be distributed to the identified farmer-organization for use of their
members in their agricultural endeavor.

This Postharvest support program will pave the way for a more productive
endeavor for the beneficiary-communities. Upon implementation, the
economic impact will be evident for them in terms of improved farming
facilities, augmentation of their source of livelihood, and a stable source of
needed resources for the sustainability of the projects.

V. PROJECT MANAGEMENT
The Provincial Government of Negros Occidental through the Office of the
Provincial Agriculturist will implement this project including the
identification of the beneficiary Farmer-Associations. Upon complete
turnover of these facilities, the Farmer Associations beneficiaries shall be
responsible for the management, care and proper maintenance of the said
facilities under their jurisdiction. The province, through the OPA will
likewise conduct regular monitoring of program implementation and
evaluation to see to it that program objectives are fully implemented.

VI. BUDGETARY REQUIREMENT

The implementation of this project will need an amount of FIFTEEN


MILLION PESOS (Php 15,000,000.00), broken down as follows:
