T-Mobile led the mobile market across key performance metrics
T-Mobile had the Best Mobile Network overall, and the Best 5G Network, among providers in Puerto Rico during 1H 2025. It recorded a median download speed across all technologies combined of 179.03 Mbps, and a median 5G download speed of 206.35 Mbps, while also offering the best mobile video streaming experience, and 5G gaming experience.
Liberty best for ISP video streaming experience
Liberty offered the best ISP video streaming experience in Puerto Rico during 1H 2025, with a Video Streaming Score of 76.72 out of 100.
Claro the fastest fixed ISP in Puerto Rico
Claro had the best Best Fixed Network in Puerto Rico during 1H 2025, and was the fastest ISP in the market, with a median download speed of 125.13 Mbps, and a median upload speed of 110.13 Mbps. It also offered the best ISP gaming experience in the market.
Cataño and Trujillo Alto were the top performing cities in Puerto Rico
Among the most populous cities in Puerto Rico, Cataño recorded the fastest median mobile download speed of 167.45 Mbps, while Trujillo Alto outpaced the other cities to record the fastest median fixed download speed, with 166.64 Mbps.

T-Mobile had the Best Mobile Network overall, and the Best 5G Network, among providers in Puerto Rico during this period, based on Speedtest Intelligence® data. T-Mobile recorded a Speedtest Connectivity Score of 78.77, and a Speedtest 5G Connectivity Score of 69.72.
Speedtest Connectivity Score combines key metrics to evaluate the overall user experience that mobile providers offer. It includes Speed Score, as well as indicators for web browsing performance, and Video Streaming Score.

Fastest Mobile Network
T-Mobile was the fastest mobile provider in Puerto Rico for all technologies combined and for 5G, based on Speed Score. Across all technologies combined, T-Mobile led on median download speed, recording 179.03 Mbps, ahead of next placed Liberty, which recorded 78.05 Mbps, and Claro with 29.31 Mbps. T-Mobile also led the market on median upload speed, with 12.88 Mbps, and a latency of 75 ms.
T-Mobile led on median 5G download speed, recording 206.35 Mbps, ahead of next placed Liberty, which recorded 82.01 Mbps, and Claro with 36.78 Mbps. T-Mobile also led the market on median 5G upload speed, with 13.67 Mbps, and a latency over 5G of 74 ms.

Most Consistent Network
T-Mobile recorded the best mobile network Consistency in Puerto Rico, for all technologies combined and for 5G. Across all technologies, 88.6% of its samples met or exceeded the threshold of 5 Mbps download and 1 Mbps upload, while 78% of its 5G samples met or exceeded the higher threshold of 25 Mbps download and 3 Mbps upload.
Ookla’s methodology for most consistent network is determined by Consistency Score™, which reflects the percentage of samples that meet minimum thresholds for download and upload speeds, depending on the type of network. Best 5G Availability
T-Mobile recorded the highest 5G Availability in Puerto Rico during this period, based on Speedtest Intelligence® data, with 91.7% of its users accessing its 5G network a majority of the time.

Video Experience
T-Mobile recorded the best mobile video experience in Puerto Rico, with a Video Streaming Score of 77.26. There was no best provider for video experience over 5G.

Gaming Experience
T-Mobile recorded the best mobile gaming experience in Puerto Rico, with a Game Score of 80.67. T-Mobile also provided the best 5G gaming experience in the market, with a 5G Game Score of 81.24.

Cataño had the fastest median mobile download speed among Puerto Rico’s most populous cities, recording 167.45 Mbps. Guaynabo was second, followed by Trujillo Alto in third. At the other end of the scale, Caguas had the slowest median mobile download speed at 74.08 Mbps, followed by Carolina and Ponce. T-Mobile was the fastest provider across ten cities.

Trujillo Alto had the fastest median fixed download speed among Puerto Rico’s most populous cities, recording 166.64 Mbps. Carolina was second, followed by San Juan in third. At the other end of the scale, Guaynabo had the slowest median fixed download speed at 118.55 Mbps, followed by Cataño and Mayagüez. Liberty was the fastest provider across six cities followed by Optico Fiber in two.
