White Collar Workers

This essay is adapted from a plenary talk the author gave at the “Growing Apart:
The Implications of Economic Inequality” interdisciplinary conference at Boston College on 9 April 2016, as well as portions of his book Cut Loose: Jobless and Hopeless in an Unfair Economy, a sociological ethnography based on interviews and observations of unemployed autoworkers in Detroit, Michigan, and Windsor, Canada, during and after the Great Recession. The essay discusses four themes from this research. First, it provides a sociological understanding of how long-term unemployment and economic inequality are experienced by today’s less advantaged workers. Second, it illustrates how social policy can improve their circumstances. Third, it examines the limits of policy, and how dealing with inequality also requires changing the broader culture. Fourth, it makes the case for one possible approach to bring about that cultural change: a morality of grace.

Pandemi ortamının en önemli getirilerinden ve sorunlarından biri “eve iş getirmek” ifadesiyle özetlenebilir. Başka bir anlatımla, iş mekanının göçebeleşmesi gibi bir olguyla yüz yüzeyiz. Bu metin söz konusu meseleyi ve değişen iş yaşamını tartışıyor. Şimdilerde kapitalist çalışma düzeninin en çarpıcı kırılma noktalarından birine tanıklık ediyoruz.

Kapitalist üretim biçimi dahilinde, sermayenin yeninde üretim döngüsü içeri-sinde rol üstlenen emeğin analizi, bu analiz zorunlu olarak politik sonuçlara da sahip olacağı için daima sorunlu bir mesele olagelmiştir. Neoliberalizmle birlikte toplam sermaye birikimi içerisinde ticari ve finansal sermayenin; buna paralel olarak işçi sınıfı içerisinde de beyaz yakalı kesimin ağırlığının artması, bir kez daha tartışmayı alevlendirmiş; kafa ve kol emeği ayrımı sermaye birikim sürecin-de zorunlu bir işbölümüne işaret etmekten ziyade işçi sınıfı içerisinde müstakil bölmeler tanımlamak, hatta beyaz yakalı bölmeyi işçi sınıfının dışına çıkartmak için kullanılır olmuştur. Öte yandan, ortada incelenmesi ve teorize edilmesi gereken bir fenomen olduğu açıktır. Bu çalışma, beyaz yakalı işlerde istihdam edilen emek gücünün halen sağlıklı biçimde kategorize edilememiş olduğu de-ğerlendirmesinden yola çıkarak, klasik politik iktisat ekolü tarafından ortaya atı-lan ve en gelişkin haline Marx'ın bu ekole yönelik eleştirisinde ulaşan "üretken emek" ve "üretken olmayan emek" kavramsallaştırmasının bu sorunsal açısından kafa ve kol emeği ayrımından çok daha sağlıklı bir araç olduğunu savunmaktadır ve bu yönde bir uygulama denemesidir.

The analysis of labor taking role in the reproduction process of capital within the capitalist mode of production has always been a problematic issue since this analysis cannot refrain from having political outcomes. This discussion once more became heated as the weight of commercial and financial capital within the total capital accumulation and the weight of white-collared workers in the working class became more pronounced with the rise of neoliberalism. Within this discussion, the distinction between manual and intellectual labor have come to be used frequently to define distinct, self-contained divisions within the working class, and in some cases even separate completely the white-collared section from the working class, instead of pointing to a necessary division of labor in the process of capital accumulation. On the other hand, it is obvious that the phenomenon at hand requires investigation and theorization. This article, departing from the assessment that the labor power employed in white-collared jobs is yet to be adequately categorized, claims that the conceptualization of “productive labor” and “unproductive labor” that was put forth by the classical political economy school and took its most sophisticated form in Marx’s critique of it provides a much sounder tool for this problematic than the distinction between manual and non-manual labor; and is an attempt at facilitating it as such.

This dissertation argues that private employment agencies have contributed to the individualization of employment with norms they have created through their practices. Employability is considered to be a panacea for unemployment, and social skills have become central for employment in the context that private employment agencies have appeared.

The cooperation of private employment agencies with institutions, the tools used, and the judgments made regarding employment by the agencies are examined in this scope.

Private employment agencies participate in a redefinition of the unemployed and the unemployable that holds employees responsible for their unemployment. A measurement of the behavioral characteristics of job seekers provided by private employment agencies determines who to exclude from the labor market affecting the job-seeking strategies of employees. Private employment agencies determine the position of a candidate in the labor market, contribute to the management of employment as an individual matter of workers, and create norms for employee character formation.

The dissertation aims to contribute to critical management studies in Turkey.

Son asırda teknoloji alanında yaşanan gelişmeler, teknolojik değişim ve dönüşümün yanı sıra sosyolojik ve psikolojik alan da pek çok değişim ve dönüşüme sebep olmuştur. İşgücü ve meslekler ise bu alanların başında gelmektedir. Sanayi 4.0 ve Toplum 5.0 gibi kavramlar ile özdeşleştirilen dijital dönüşümün bugün çalışma hayatı ve meslekleri dönüştürdüğü, önümüzdeki yıllarda ise bu dönüşümün etkilerinin daha da artarak devam edeceği öngörülmektedir. Bu çalışmanın amacı dijital dönüşümün işgücü ve meslekler üzerindeki etkilerini Türkiye açısından genel bir perspektif ile ortaya koyabilmektir. Bu maksatla alan yazınında dijital dönüşümün iş gücü ve geleceğin meslekleri üzerindeki etkileri üzerine yapılan çalışmalar betimsel bir yaklaşımla incelenmiştir. Bu inceleme neticesinde Sanayi 4.0 ile ilişkilendirilen ileri teknolojilerin çalışma hayatını hızla dönüştürdüğü görülmektedir. Önümüzdeki 5-10 yıl içerisinde daha da hızlanacağı öngörülen bu dönüşümün birtakım mesleklerin ortadan kalkmasına, pek çok yeni mesleğin de ortaya çıkmasına sebep olacağı ifade edilmektedir. Araştırmanın ilk bölümünde endüstri 4.0 ve toplum 5.0 gibi dijital dönüşümün tetikleyicisi ekosistemleri ele alınmıştır. İkinci bölümde dünya ve Türkiye'de dijitalleşmenin şu anki mevcut durumu değerlendirilmiştir. Sonrasında, iş gücü ve meslekler üzerindeki etkileri tartışılmıştır. Araştırmanın son bölümünde ise dijital dönüşüm sebebi ile ortadan kalkması öngörülen meslekler ile gelecek yıllarda yaygınlaşması beklenen meslekler ve bu meslekleri icra edecek adayların sahip olması gereken yetkinlikler değerlendirilerek önerilerde bulunulmuştur.

“Dirty Work: Labor, Dissatisfaction and Everyday Life in Contemporary French Literature and Culture (1975-present),” is an analysis of the representation of everyday activities – namely, of work, leisure, and consumerism – in contemporary French novels and other cultural productions. This dissertation examines how these contemporary texts use narrative, generic, and stylistic experiments to represent cynicism and dissatisfaction with everyday life as the consequences of
neoliberal capitalist ideology and instrumentalist thinking, which define “work” as labor that produces commodities and profit and “leisure” as consumerism. In this way, these cultural productions critique capitalist instrumentalism for reducing human subjectivity to embodied economic struggle. I demonstrate how these texts portray dissatisfied laborers (and unemployed people) exhausted by unfulfilling work and financial precariousness, who implicate these conditions for thwarting their pursuit of more meaningful activities – artistic creation, meaningful work, love, community-building, political action – and existential freedom. By problematizing the effects of capitalist ideology, economic inequality, and received ideas about work and art, the texts in the corpus portray THE creative work, political consciousness, and social
engagement as essential to contemporary individuals’ sense of subjective fulfillment and of belonging within French society.

The corpus of this dissertation includes a wide range of authors, from best-selling novelists to “cult” underground figures: works by controversial but popular authors Michel Houellebecq and Frédéric Beigbeder; newer literary voices Nathalie Kuperman, Gauz, and Julien Campredon; and punk and underground writers Virginie Despentes, Kriss Vilà, and Jean-Louis Costes. In addition to fiction, the corpus includes songs, zines, and journalism. I read these narratives of everyday life – literary fiction, genre fiction, subcultural fiction, and other texts – through a critical lens informed by continental and Marxist philosophy, literary theory, and the social sciences. Finally, by recuperating the texts of subcultures for scholarly study, this dissertation also sheds timely critical light on texts overlooked by scholars for up to 43 years, illuminating their aesthetic and thematic correspondences with better-known works.

This dissertation analyzes the relationship between the changing working class and the changing repertoire of white-collar mobilizations in Istanbul in the neoliberal era. It seeks to answer the following questions: Is there a relationship between the changing structure of the working class and the new repertoire of collective actions and organizational practices? Can this relationship be traced by studying the socio-economic changes and the emerging new repertoire of collective actions and organizational practices in Istanbul over the past 35 years? This dissertation argues that the expansion of the white-collar employees needs to be regarded as a consequence of changes in the structure of the working class. The inability of existing class organizations to adapt themselves to the changing working class and its needs led to the creation of a new repertoire of white-collar mobilizations between 2008 and 2015 in Istanbul. The required data for demonstrating the changing working class structure was collected mostly from previous research and in-depth interviews were carried out with leading activists of white-collar mobilizations in an attempt to gain insight into their repertoire of collective actions and organizations.

When one thinks about culture, jumping immediately to thoughts of differing countries or nations is often commonplace.  This makes sense as these groups of people divided both geographically or by simple theoretical boundaries and labels creates distinct differences in culture passed from one generation to the next and manifested in its people.  Going beyond this routine or default definition and further considering the broader definition of culture (Culture, n.d.), this paper sets out to examine the cultural implications of intelligences between two social classes: blue-collar and white-collar workers.

La confiscació patrimonial fou una eina de repressió que el franquisme sistematitzà i legitimà des de l’inici de la guerra civil. A partir del març de 1939, el seu aparell judicial l’implementarà amb l’empara de dues lleis: la de Responsabilitats Polítiques i la del 23 de setembre, amb la que es transferien tots els béns sindicals a la Delegación Nacional de Sindicatos de FET y JONS.
L’espoli col·lectiu comportà l’anihilació dels llocs de sociabilitat del moviment obrer. S’eliminaven ateneus, sindicats i centres populars, buidant l’espai públic de referents simbòlics, d’espais on compartir penúries i expectatives d’un canvi social. S’arrodonia la percepció de la magnitud de la derrota i es contribuïa a les lògiques d’exclusió i atemoriment. La present comunicació analitza l’evolució d’aquest procés a la ciutat de Barcelona, efectuat immediatament després de la seua ocupació el 26 de gener de 1939. Quins mecanismes de suplantació del relat de memòria utilitzaren els “vencedors” en aquests llocs? Com foren desvirtuats? Quin és l’estat actual dels immobles apropiats manu militari? Ens centrarem en el cas de l’estatge social del CADCI, adscrit actualment al Ministerio de Empleo y Seguridad Social, per analitzar com, malgrat el seu desfigurament, és possible resseguir la cadena de transmissió del record i aportarem els recursos que permetrien recuperar-lo com a lloc de memòria i d’història.

This article explores the last chapter in the long history of the Jewish port workers in the waterfront of
Thessaloniki—the World War II years. The Jewish blue-collar workers and white-collar workers shared a
common history, and at the same time, each had a different story to tell on the drama of the war. Their
everyday experience in the roles of workers, soldiers, non-combatants, and as Greek civilians reveals the
Jewish role in shaping the space of the wartime port during three periods: Greek neutrality (September 1939
to September 1940), the Greek-Italian War (October 1940 to March 1941), and German occupation from
April 1941 to March 1943, when the port became an ‘Aryan’ space.

Углубление социального неравенства, которое автор связывает с глобальным распространением неолиберализма, усложняет систему властных отношений между мужскими телами и сексуальностями и ведет к дифференциации типов маскулинности. На материале 43 биографических интервью переосмысляются властные отношения внутри двух социально-профессиональных сред — так называемых синих и белых воротничков. Автор приходит к выводу, что через регулирование телесности сфера труда управляет эмоциональными отношениями и, как следствие, сексуальной жизнью мужчин из обеих групп. Наряду с этим режимы производственного и офисного труда генерируют разные логики управления мужской телесностью, которые воспроизводятся в приватной сфере и используются для создания мужской субъективности.
Основным ресурсом конституирования мужественности для рабочих служат физическая сила и умения, тогда как для офисных клерков — телесная репрезентация и перформанс. Следствием дифференциации в структуре труда становится неравенство возможностей создать «успешный» маскулинный субъект. Мужчины-рабочие называют себя «неудачниками», в то время как служащие считают себя «состоятельными», хотя и те и другие в равной степени выступают объектами эксплуатации. Телесный труд рабочего отчуждается в процессе управления телами на производстве, тогда как тело офисного клерка коммодифицируется и превращается в знак в системе символического обмена. Вместе с тем результаты исследования свидетельствуют о размывании средовых границ и ослаблении классового сознания, что позволяет мужчинам — рабочим и офисным служащим — применять сходные сексуальные стратегии, различающиеся лишь по форме и стилю. Маскулинная субъективность синих и белых воротничков включает одни и те же компоненты традиционной, либеральной и новой мужественности, которые отличаются по способам и формам выражения.

Myths about the history of the “common man” have led to inaccurate associations with the Jacksonian Era and with what was then called the “producing classes”—farmers and laborers. In fact, the term’s modern sense originated in the Gilded Age and became a familiar part of civic culture and political rhetoric in the interwar period, culminating during World War II with Henry A. Wallace’s “Century of the Common Man” speech. It served to orient the new middle class of white-collar workers as that class grew rapidly, identifying points of commonality with the working class and old middle class as well as points of distinction. It also acted as the rhetorical vessel of the new middle class’s aspirations for what their role in society might be, and for what society itself could promise them.

Alienation, which is generally defined as “the decrease in one’s adaptation to the social,
cultural and natural environment; one’s loss of control over his/her surroundings and being
gradually marginalized,” is a theme that has been of utmost importance in almost every
human and social sciences, philosophy and literature for about two hundred years. The main
question of this paper is about the validity of aspects of alienation in today’s highly educated
information workers, which we can call white-collar workers and the strength of the factors
on alienation. The research has been carried out in banking sector which constitutes an
appropriate platform for our research with well educated employees who usually perform
some computer based tasks within generally non-flexible organizational structures.

Öz: 1970'li yıllarla birlikte gelişmiş ülkelerde küreselleşmeye paralel olarak endüstriyel faaliyetlerin dünyanın farklı bölgelerine kaymasının sonucunda hizmetlerin ağırlık kazanmasıyla post-endüstriyel yapılar ortaya çıkmaya başlamıştır. Türkiye ise, bu yapılardan farklı olarak, küresel ekonomiye entegrasyonu çerçevesinde hem küresel endüstriyel üretim ağı içerisinde yerini almış hem de bazı post endüstriyel uygulamalara sahne olmaya başlamıştır. Böylece ne tarımın, ne endüstrinin ne de hizmetlerin başlı başına belirleyici olduğu; geleneksel, modern ve post-modern niteliklerin iç içe geçtiği; milli ve küresel, endüstriyel ve post-endüstriyel arasında gidip gelen bir Türkiye ortaya çıkmıştır. Yeni uygulamalara rağmen, özellikle beyaz yakalıların çalışma yaşamında endüstriyel/modern/bürokratik/rasyonel/katı yapılar çalışmanın örgütlenmesinde belirleyiciliğini korumaktadır. Bu çalışmada İstanbul'da beyaz yakalı çalışanlarla yapılan derinlemesine görüşmelerden elde edilen bulgular ışığında bu zeminin tartıĢılması amaçlanmıştır. Araştırma bulguları, bürokrasilerin katı, hiyerarşik, kuralcı yapılarının ve rasyonalitenin verimlilik, hesaplanabilirlik, öngörülebilirlik ve denetim boyutlarının çalışma yaşamına egemen olduğuna işaret etmektedir. Esneklik taşıyıcısı uygulamalar, bu katı temele adapte edilmeye çalışılmakta; bu durum işveren ve yöneticilerin çıkarları doğrultusunda birbiriyle çelişen politikalar uygulanmasına ve çalışanların katı/esnek, dikey/yatay, bireysellik/takım ruhu gibi kavramların arasında sıkışıp kalmalarına neden olmaktadır. Bu karma ve karmaşık yapı, ne esnekliğin vaat ettiği özgürlüğün yaşanmasını, ne de katı sistemlerin belirli yollarını mümkün kılmaktadır. Sonuç olarak birbirine zıt olarak resmedilen iki sistemin çeşitli bileşenlerinin birlikte uygulanmasıyla beyaz yakalılar belirsizliğe ve güvencesizliğe mahkûm edilmekte, katı ile esneğin bir aradalığına dayalı bu sistemde giderek daha dezavantajlı hale gelmektedir.

Son asirda teknoloji sahasinda yasanan gelismeler, teknolojik degisim ve donusumun yani sira sosyolojik ve psikolojik sahada da pek cok degisim ve donusume sebep olmustur. Isgucu ve meslekler ise bu sahalarin basinda gelmektedir. Sanayi 4.0 ve Toplum 5.0 gibi kavramlar ile ozdeslestirilen dijital donusumun bugun calisma hayati ve meslekleri donusturdugu, onumuzdeki yillarda ise bu donusumun etkilerinin daha da artarak devam edecegi ongorulmektedir. Bu calismanin amaci dijital donusumun isgucu ve meslekler uzerindeki etkilerini Turkiye acisindan genel bir perspektif ile ortaya koyabilmektir. This paper explores, using secondary sources, the restructuring of the Japanese labour marketin the past decade that has negatively affected the wages and conditions for women. Thus, itis a paper that uses an empirical, not theoretical, framework. Female participation in theworkforce has been extensive, traditionally in the rural economy, and later in the urbanindustries, even at the time of early industrialisation when females formed the majority of theemployees in some sectors of light manufacturing. The post-war affluence of Japan has not brought about an equal status at work for women in white-collar and managerial positions.As the economy has been in recession for a decade, the percentage of women in managementhas not increased while their employment conditions in white-collar work have deteriorated


ここでは、過去10年間に、女性の賃金と労働条件に悪影響を及ぼした日本における労働市場の再建について論じており、理論的なものというより実証的な論文です。

労働人口における女性の参加は広範囲で、伝統的には地域経済において、後に都市産　　業にも見られます。軽工業の各分野において女性が大部分を占める象徴であった産業化初期段階においてもそうでした。

日本の戦後の豊かさは、ホワイトカラー職や管理職での女性の働く地位を男性と平等にもたらした訳ではありませんでした。

過去10年間、不景気になる中で、ホワイトカラー職の雇用状況が悪化している間にも女性管理職の割合が増える事はありませんでした。

The aim of the paper is to present the results of a survey of railroad employees’ motivation for a healthy lifestyle. For this purpose a specific questionnaire was developed. The study was performed on 245 Slovene railroad workers (168 of them blue-collar ones). The great majority (66.9%) were found to be overweight or obese (BMI 25 or more), with no significant difference between blue- and white-collar workers. The great majority of them were in general aware of having unhealthy nutrition and an unhealthy lifestyle. Most of the employees felt the need to improve (at least in part) their nutrition (74.7%) and lifestyle (78.0%); the majority (67.8%) also declared that they could adopt a healthier lifestyle despite the constraints of everyday life and work conditions; however, 57.6% said that they had been already putting considerable effort into a healthier nutrition and lifestyle. This article aims to re-examine the history of non-manual labour, beginning with an analysis of the evolution of general norms governing the contracts of private sector workers in Italy, from the post-First World War period up until the creation of the fascist corporate system in the 1930s. The starting point is the 1919 law that defined the specific characteristics of white-collar workers, expressed as a bond of trust and delegation on the part of employers, from whom legally established and binding guarantees were issued. These guarantees included the offer of  ermanent employment and the right to compensation should said employment be terminated. This law was reformed during the fascist era, but continued to influence the collective labour agreements stipulated by unions under the regime, contributing to the sustained social status of white-collar workers, particularly in comparison to manual labourers. This article will highlight the difficulties in applying these standards, and the
legal and union disputes they generated, exploring an area rarely discussed by historians, while also, as a case study, scrutinizing the more advanced situation of employees in the banking sector – a sector which, from a regulatory and contractual point of view, represented the white-collar élite, as it would continue to do for a long time after the Second World War.
