Turkish migrants

This article critically discusses how Turkish migrants as an established migrant group have interpreted and acted on the arrival of Syrian refugees in Berlin from 2015 onwards and whether their responses have resulted in new spaces in which new contestations and/or solidarities emerge. To this end, it focuses on the processes and the ways in which established groups (re-)articulate their urban citizenship and belonging to a particular urban space in relation to newcomers. Building on the analytical framework of relational and agency-centered articulation of urban citizenship and drawing on research data collected in the Kreuzberg and Neukölln neighborhoods of Berlin, the analysis has two main findings. Firstly, Turkish migrants have been involved in solidarity activities and contribute to a more inclusive urban citizenship regarding Syrian refugees. At the same time, they perceive Syrian refugees as a threat to their standing in the city and their right to the usage of urban space. This results in a more defensive urban citizenship against the refugees. Secondly, the unequal power relations and local, national and transitional dynamics act as intervening factors shaping Turkish migrants' responses to Syrian refugees and the process of urban citizenship formation.

Since the presidential elections in 2014, Turkish voters abroad have cast their votes in three parliamentary elections, one presidential election, and one referendum. The relatively higher vote share that the Justice and Devel-opment Party (AKP) and President Recep Tayyip Erdoğan garnered in Ger-many and other European states with large Turkish immigration levels, such as the Netherlands, Belgium, and Austria, has remained a cause for concern to politicians and the public in these countries. Especially in Germany, the dominant premise in the public debate has been that voting in favor of the AKP and Erdoğan is a sign of “loyalty to Turkey” and an absence of a com-mitment to democratic values and norms.
The broad appeal that the AKP and Erdoğan have among migrants from Turkey and their children has both a material and an emotional basis. Socio-economic changes and perceived improvements in the quality of state institutions, both within Turkey and Germany, seem to have created a positive image of the party. In addition, a strong sense of pride arising out of the perception of a “strong Turkey” under the leadership of President Erdoğan seems to drive electoral support. Finally, a fear of losing social and political gains also facilitates electoral support for the AKP.
Given that the interest of the Turkish government in the migrant popula-tion is driven by its foreign- and domestic-policy ambitions, it is likely to continue in the future with a strong identitarian focus. Moreover, Turkey’s deepening economic crisis is also likely to accentuate the need for economic remittances. It is vitally important to differentiate between the Turkish government’s systematic efforts to instrumentalize migrants and their foreign-born children toward its domestic- and foreign-policy ends and the demands of migrants for political representation and equal recognition.

Özet Son yıllarda çocuk çalışmalarındaki artışla beraber çocuk coğrafyalarına da ilgi artmıştır. Çocuk coğrafyaları, çocuk ve çocukluk kavramına bakışı çeşitlendiren disiplinlerarası bir yaklaşıma sahip olmasının yanında beşeri coğrafya içindeki farklı paradigmaların izlerini taşır. Bir diğer altı çizilmesi gereken husus ise, iletişim ve ulaşımdaki gelişmelere bağlı olarak 'hareketlilik'in artması göç çalışmalarına da yansımıştır. Ulusaşırı toplumsal alanlar ya da ulusaşırı mekânlar gibi kavramlar vasıtasıyla bireysel ve toplumsal unsurların sınırları aştığına dair bir vurgu vardır ve özellikle göçmen çocukları bu yeni olgunun en başat unsurudur. Bu bağlamda, bu çalışmanın amacı ulusaşırı mekânlar ile Londra'daki Türkiyeli çocuklar arasındaki ilişkinin altını çizmektir. Bir diğer amaç ise, bir çok yer ile bağı olan bu çocukların o yerlere dair duygusal coğrafyalarını bizzat onların sesinden duyma çabasıdır. Bu bağlamda, çalışmada nitel yöntemlerden derinlemesine görüşme ve katılımcı gözlem yöntem olarak kullanılmıştır ve elde edilen bulgular kısaca şöyle ifade edilebilir: Londra'daki Türk çocuklarının belli yerlere dair duyguları oldukça çeşitlidir ve birçok duygu birbirine girmiştir. Bu duygular kişiden kişiye farklılık gösterdiği gibi zamanla bizatihi aynı çocuğun duyguları da değişebilir.

Der vorliegende Beitrag diskutiert Erziehungsvorstellungen türkischstämmiger Mütter in Deutschland sowie deren Sicht auf die Erziehungsvorstellungen und -praktiken deutscher Familien. Anhand einer Interviewstudie mit türkischen Müttern der 2. Migrantengeneration sowie einer Studie mit Erzieherinnen und deren Erfahrungen mit Kindern mit Migrationshintergrund wird dargelegt, dass Erziehungsvorstellungen sich jeweils aus einem bestimmten kulturellen und historischen Kontext heraus als funktional entwickeln und ein solches Verständnis zentral für das Gelingen von Integration ist.

Öz Avrupa'da son yıllarda göçmenler üzerindeki siyasal, kültürel ve psikolojik baskılar çeşitli terör örgütlerinin saldırılarından sonra giderek artmış, siyaset ve medyada göçmenlerin entegrasyonu ile ilgili sağ popülist, göçmen karşıtı söylemler yoğunlaşmış, gündelik hayatta ırkçılık ve ayrımcılık yaygınlaşmıştır. Bu çalışma 'Entegrasyon hala mümkün mü?' sorusundan hareketle Avusturya'daki Türkiye kökenli göçmenlerin kendilik, ayrımcılık ve entegrasyon algılarını çeşitli değişkenler ile ilişkilendirerek ulusal ve uluslararası politikalar ışığında yorumlamakta ve ideal bir entegrasyon durumunun nasıl mümkün olabileceğini tartışmak amacındandır. As a consequence of these political, cultural and psychological pressures on migrants increased. We have recently witnessed a strong rise of anti-immigrant discourse in politics and media, and racism and discrimination became more visible in daily life. This article aims to investigate an ideal integration situation by questioning if integration is still possible. To address this, the article tries to explore the perception of integration and discrimination, and self-perception of the Turkish immigrants in Austria within the context of different variables and discusses these in relation to political and popular migrants discourse in media and politics. Giriş Birleşmiş Milletler, ülkesi dışında bir yıldan fazla kalan kişiyi uluslararası göçmen olarak tanımlar (Koser, 2007, s. 4). BM'nin yayınladığı son istatistiğe göre mülteciler dâhil, dünyada 244 milyon uluslararası göçmen bulunmaktadır (www.unimmigration.org; erişim tarihi, 20.08. 2017). Eski zamanlardan beri rastlanan bir olgu olmakla birlikte, günümüzdeki göç olgusu küresel bir ölçeğe sahip olması ve ülkelerin iç politikalarını etkileyerek büyük ekonomik ve toplumsal sonuçlar doğurmasıyla farklılaşmaktadır. II. Dünya Savaşı sonrasında Avrupa'da ortaya çıkan işçi açığı ve reel sosyalizmin çökmesiyle ortaya çıkan siyasi, ekonomik, toplumsal gelişmeler, Güney Afrika'daki 'Apartheid' rejiminin bitişi, Asya'daki hızlı ekonomik ve toplumsal gelişmeler, Latin Amerika'da diktatörlüklerden istikrarsız demokrasilere geçişler, Avrupa'daki artan ekonomik ve siyasi entegrasyon, son dönemlerdeki nüfus hareketliliklerinin en önemli sebeplerini oluşturmuştur (Castles ve Miller, 2013, s. 1-3). Ortadoğu'daki istikrarsızlıklar da zorunlu göçü büyük oranda artmıştır. Fakat tüm bu unsurlar arasında ekonominin özel bir yeri vardır. OECD ülkeleri göçten insan kaynağı elde etme, iş piyasasında esneklik yaratma, enflasyonu düşük tutma gibi ekonomik faydalar sağlarlarken, göçmenler de kendileri için yeni ekonomik, sosyal ve kültürel fırsatlar bulabilmektedir. Fakat iki taraf da göçün yarattığı siyasi, ekonomik, kültüre ve toplumsal bir takım sorunlarla da karşılaşmaktadırlar. Özellikle göç alan ülkenin siyasi, hukuki ve toplumsal yapısı bu sorunların niteliğini belirlemektedir (Hollifield, 2012, s. 183-188). 11 Eylül saldırısından ve Avrupa'daki çeşitli terör eylemlerinden sonra ortaya çıkan siyasal atmosfer, neo-liberal ekonomi politikalarının Avrupa'daki çalışan kesimlerde yarattığı ekonomik güvensizlik duygusuyla birleşmiş ve göçmen karşıtı popülist bir söylem Batıda yaygınlaşmıştır. Bu gelişmeler Avrupa'da yaşayan Türkiye kökenli göçmenleri de büyük oranda etkilemektedir. Batıdaki göçmenler, özellikle Müslümanlar ırkçılık, ayrımcılık, entegrasyon, terörizm, şiddet, İslamofobi, gettolaşma gibi çeşitli başlıklar altında, artan terör tehditleri, işsizlik, küreselleşme, ırkçılık gibi olgulardan beslenen hegemonik bir söylemin nesnesi haline gelmektedir. De structurele kloven tussen allochtonen en autochtonen op de moderne arbeidsmarkt zijn persistent. Zelfs in de afgelopen periode van gunstige conjunctuur was er weinig verbetering in de arbeidsmarktpositie van vele niet-westerse allochtonen. In de huidige globale economische crisis worden vooruitzichten voor kwetsbare etnische minderheden somberder.
Gezien het toenemende deficit van beroepsbevolking is een schrijnende onderbenutting van allochtoon arbeidsreserve maatschappelijk onaanvaardbaar. Het laatste decennium slaagde
gelijkekansenbeleid in België en andere landen er niet in om doelstellingen van evenredige arbeidsdeelname van allochtonen te bereiken. De redenen hiervoor zijn onder meer slechte
afbakening en monitoring van ‘etnische minderheden’ en gebrek aan consensus over de juiste aanpak van de allochtone problematiek. Studies over de arbeidspositie van etnische minderheden concentreren zich meestal op menselijk kapitaal, zoals opleidingsniveau van
sollicitanten. Dit meritocratisch perspectief kan maar de kansarmoede van hoger opgeleide allochtonen niet verklaren gezin de grote invloed van niet gemeten variabelen en/of gebrek aan representatieve data. Sociale wetenschappers schenken relatief weinig aandacht aan
structurele, gemeenschappelijke en organisatorische factoren die arbeidskansen van immigranten beïnvloeden, zoals culturele verschillen, etnische stratificatie en discriminatie op de werkvloer, integratiemodellen. In deze literatuurstudie zijn de genoemde factoren
geanalyseerd via geïntegreerde benadering op basis van een etnische differentiatietypologie, vooral met betrekking tot Marokkaanse en Turkse allochtonen. Toekomstige studies over arbeidsmarktkansen van allochtonen zouden etnische gemeenschapscontexten en
uitsluitingsmechanismen dieper onderzoeken om bijvoorbeeld een beter inzicht te krijgen over hun arbeidsethos en loopbanen.

Many of Vienna's labor migrants who entered Austria as so-called "guest workers" together with their spouses long nurtured the dream of returning to their country of origin, at the latest when they retired. By then, however, returning became less than straightforward leading to ambivalence regarding questions of belonging/return and transnational mobility and late-life care. Based on rich qualitative data, in this article, I show that ambivalences are found in the complexity of migrants' narratives, particularly in the way they (1) reassess past choices, (2) negotiate feelings of belonging, and (3) assess future options for late life and care. I argue that the social dimension of ambivalence, which I term "relational ambivalence," is crucial to understanding the labor migrants' experiences, reflections, and choices. The analysis shows that ambivalence must be understood as a product of relationships rather than solely an individual experience. The concept of relational ambivalence captures these social and discursive dimensions of ambivalence. The article ultimately carves out the particularity of ambivalence in the general context of migration and in the specific context of Vienna's labor migrants, while accepting feelings of ambivalence or the simultaneity of different, opposing positions in one and the same person as a core human experience.

Türkiye’den Avrupa’ya işçi göçü II. Dünya Savaşı sonrası süreçte kitlesel anlamda hız kazanmıştır. Yaşanılan göç, hem Avrupa ülkelerinin toplumsal yapısında kalıcı değişimler yaratmış hem de göç eden Türklerin ise göç ettikleri ülkelere uyum ve entegrasyonlarının kuşaklararası farklılık göstermesine neden olmuştur. Çalışmada Türkiye’den Avrupa’ya işçi göçünün tarihsel arka planı, göçmen Türklerin yaşadıkları uyum sorunları kültürel farklılık, dil, ayrımcılık ve gettolaşma kapsamında ele alınmıştır. Göçmen Türklerin Avrupa’ya uyumu birinci, ikinci, üçüncü ve sonraki kuşaklar açısından değerlendirilmiş ve kuşaklararası yaşanan farklara vurgu yapılmıştır.

This article examines the relationship between transnational and integration-related practices of Turkish migrants in Germany on the basis of empirical data from the TRANS-NET project. The authors discuss well-known existing concepts of migrant incorporation (assimilation, multiculturalism, transnationalisation) and their relationships, and use their own research results to argue for a combination of these approaches. The analysis of qualitative interviews reveals a remarkable shift from return-oriented to integration-related transnationalisation among Turkish migrants in Germany, a shift that is apparently connected to different political and institutional opportunity structures.
