For many people media representations are the central source of information on global climate change. Mass media illustrate the relevance of the topic, break down global climate change to regional contexts and show short-term consequences of long-term change. Therefore, scientists, politicians, NGOs and companies seek gaining voice in mass media. Consequently, an increasing number of studies focuses on media constructions of climate change, its drivers and impacts. This volume examines the existing literature, presents the current knowledge and identifies research perspectives.

ABSTRACT
This study titled ‘National Youth Service Corps Members’ Reaction to the Media Debate on the Scrapping of the NYSC Scheme following the Violence of the 2011 General Election’ was aimed at ascertaining the position of serving 2010 Batch C and 2011 Batch A corps members who took part as INEC adhoc staff in the 2011 elections, on the NYSC scrapping debate, and to elicit from them too, the key areas government’s attention can focus whenever a review or reformation of the scheme is deemed necessary. To this end, a questionnaire was designed and distributed to all the states of the Federation including the FCT. Ten (10) responses were expected from each state which made the total to be 370. However, 338 were returned, with 213 (63%) males and 125 (37%) females corresponding to 165 (49%) Batch C and 173 (51%) Batch A. All of them claimed to be aware of the killing of corps members during the election with 9 claiming to be eye witnesses. Various questions were asked to ascertain the opinions of corps members. On the core issue of scrapping, 248 (73%) want NYSC retained, 44 (13%) supported scrapping, while 46 (14%) were undecided. Again, on the critical areas government can focus attention in view of a review or reformation of the scheme, 303 entries came up as categorized under the following themes; Security 87, Regionalize posting 67, Welfare issues 32, NYSC Management and scheme related issues 31, Corps Members’ issues 28, Employment/empowerment 27, PPAs 14, Nationwide posting 12, and Educate volatile zones 5. It concluded that the greater majority of the corps members were against the calls for scrapping of the scheme. And based on the findings, the study recommends that government should not scrap but look into the scheme with respect to the key areas of concerns and depend on those insightful ideas and directions given by different people and corps members as contained in this study to strengthen the NYSC scheme.

The paper presents a method for calculation of Inverter power clipping loss due to PV array oversizing or high DC to AC ratio. For calculation, a PV plant installed in southern region of India having DC to AC ratio 1.4 was selected. Since a PV plant runs at full load in peak hours only (i.e. 11 am to 2 pm) when the irradiance level is ≥ 1000 W/m2 , which results in inverter power clipping (InPC) whereas at lower irradiance the produced PV power is also low which will not lead inverter power clipping. The high DC to AC ratio, increases the generation at lower irradiation but when the irradiance is high i.e. ≥ 1000 W/m2 , the inverter limits the input DC power and hence the inverter power also limited as per rated capacity of inverter. Hence the power generated by oversized PV array is lost at high irradiance and termed as Inverter power clipping loss. The significance of calculation of clipping loss is to optimize the inverter DC to AC ratio & also to estimate the guaranteed PV plant PR (performance ratio) as due to clipping loss the PV plant PR drops & it leads misinterpretation to observer as low performance of PV plant. If clipping loss is added to the observed PR, then the actual PR will rise to meet the expected PR. Hence the paper presents the method to calculate the simulated power as per expected PV plant PR & irradiance to provide the inverter power clipping loss

Building of emotion recognition system is designed by using the specification and implementation of a physiological signal. And such types of systems are very useful in the application in medicine, computing, education, and in security purpose. In proposed system should operate as a user-independent system, based on physiological signal databases attained from several peoples. Various physiological signals were obtained and measured such as electrocardiogram (ECG), Electromyography (EMG), heart rate (HR), respiration rate (RR), saturation of oxygen in the blood (SPO2), Systolic blood pressure(SBP), and diastolic blood pressure(DBP). photoplethysmography (PPG).In the proposed system, to recognize the Emotional Affect Recognition through Hybrid Approach along with the physiological signal. The combination of some of the methods such as HOG, LBP and Gabor filters provides feature descriptor all are is hybrid in nature but at the same time quite high in dimension. Using the statically data the proposed system is more accurate to recognize emotion.

With the advancement of CMOS technology, an outsized variety of transistors used thanks to that scaling happens. The Designed SRAM cells are compared to Existing SRAM cells in term of power, escape power, SNM, RSNM, PULL UP ratio (PR), CELL quantitative relation (CR), Temperature and Voltage. The simulation meted out in Tanner EDA tool with 32nm technology at 1V and CADENCE VIRTUOSO tool with 45nm technology at 1.1V power offer severally.

 Global mean sea surface heights (SSHs) and gravity anomalies on a 2′×2′ grid were determined from Seasat, Geosat (Exact Repeat Mission and Geodetic Mission), ERS-1 (1.5-year mean of 35-day, and GM), TOPEX/POSEIDON (T/P) (5.6-year mean) and ERS-2 (2-year mean) altimeter data over the region 0∘–360∘ longitude and –80∘–80∘ latitude. To reduce ocean variabilities and data noises, SSHs from non-repeat missions were filtered by Gaussian filters of various wavelengths. A Levitus oceanic dynamic topography was subtracted from the altimeter-derived SSHs, and the resulting heights were used to compute along-track deflection of the vertical (DOV). Geoidal heights and gravity anomalies were then computed from DOV using the deflection-geoid and inverse Vening Meinesz formulae. The Levitus oceanic dynamic topography was added back to the geoidal heights to obtain a preliminary sea surface grid. The difference between the T/P mean sea surface and the preliminary sea surface was computed on a grid by a minimum curvature method and then was added to the preliminary grid. The comparison of the NCTU01 mean sea surface height (MSSH) with the T/P and the ERS-1 MSSH result in overall root-mean-square (RMS) differences of 5.0 and 3.1 cm in SSH, respectively, and 7.1 and 3.2 μrad in SSH gradient, respectively. The RMS differences between the predicted and shipborne gravity anomalies range from 3.0 to 13.4 mGal in 12 areas of the world's oceans.

Аннотация. Автор в качестве цели своей работы избрал изучение творчества Никколо Макиавелли с точки зрения его значимости для современных приемов связей с общественностью. Тогда как связи с общественностью рассмотрены как составные элементы достижения и упрочнения легитимности политического режима. Под легитимностью автор понимает согласие общества и власти по поводу оптимальности и справедливости практики технологий и коммуникаций существующих политических институтов. В качестве методологической основы выступают принципы сравнительного анализа, Case Study и политико-антропологического исследования. Анализ показал, что приемы корпуса легитимации от Макиавелли вполне соответствуют нынешним реалиям политических технологий в области связей с общественностью. Советы Макиавелли работают там, где имеются некие общие политические закономерности и применяются схожие приемы политики. Они не работают в том случае, если наталкиваются на отторжение на уровне национальных политических ценностей, политической культуры, а также специфики политического процесса конкретной страны. В статье делается вывод, что легитимность, легитимация и связанные с ними категории в отечественной политической публицистике имели сильную привязку к сакральной, мессианской природе политического режима. Также обращается внимание на то, что по причине десакрализации власти российского императора в начале XX в. ореол сакрального оправдания власти постепенно переходит на сам институт государства-сначала советского, а затем и постсоветского. Сакральность миссии государства до сих пор понимается и обосновывается россиянами общими и в то же время высшими интересами общества и власти, а не интересами каких-либо небольших клик и олигархических группировок. Если это согласие нарушается, то легитимность политического режима в России испытывает серьезный кризис. Отсюда резкое падение авторитета государственных органов власти, потеря ими доверия среди населения способны вызвать катастрофические риски для легитимности политического режима и в итоге обрушить всю политическую систему России. По этой причине российская власть должна стать политически гибче, оперативней реагировать на существующие социально-экономические, культурные и политические проблемы. Abstract
The author chose the study of the work of Niccolo Machiavelli as the goal of his work in terms of its significance for modern methods of public relations. Whereas public relations are considered as components of the achievement and strengthening of the legitimacy of the political regime. By legitimacy, the author understands the consent of society and the authorities regarding the optimality and fairness of the practice of technology and communications of existing political institutions. The principles of comparative analysis, case study and political-anthropological research are used as a methodological basis. The analysis showed that the methods of the corps of legitimation from Machiavelli are quite consistent with the current realities of political technologies in the field of public relations. Machiavelli councils work where there are some general political patterns and similar political practices are applied. They do not work if they encounter rejection at the level of national political values, political culture, as well as the specifics of the political process of a particular country. The article concludes that legitimacy, legitimation and related categories in domestic political journalism had a strong link to the sacred, messianic nature of the political regime. Attention is also drawn to the fact that, due to the desacralization of the power of the Russian emperor at the beginning of the 20th century, the halo of sacred justification of power is gradually shifting to the very institution of the state - first Soviet and then post-Soviet. The sacredness of the state’s mission is still understood and justified by the Russians as the common and at the same time higher interests of society and power, and not the interests of any small cliques and oligarchic groups. If this consent is violated, then the legitimacy of the political regime in Russia is experiencing a serious crisis. Hence the sharp drop in the authority of state authorities, their loss of confidence among the population can cause catastrophic risks to the legitimacy of the political regime and ultimately bring down the entire political system of Russia. For this reason, the Russian government should become politically more flexible, more responsive to existing socio-economic, cultural and political problems of the population, otherwise they will transform into a radical plane. On the other hand, the task of preserving Russian values and culture lies precisely with the authorities. But it is possible to maintain and strengthen the legitimacy of the Russian political regime in modern conditions only in one case - its representatives must initiate a large-scale progressive and at the same time moral, socially important project aimed at reviving, developing, developing the country, and preventing its economic and moral degradation. It is necessary to take into account the fact that since the era of sacred legitimacy, the Russian government has undergone serious changes, trying to create a political regime according to Western patterns, which also determines the accumulation of contradictions between modernized political institutions and the existing political culture of the country.

Abstract: Penetration resistance (PR) is an important property of soils, and can be expressed as cone index (CI). Because of high variability, there are no accurate and representative PR data in most cases. Variable PR is considerably affected by gravimetric soil water content (GWC) and bulk density (BD). In this study, artificial neural networks (ANNs) were used to simulate relationship between BD, GWC, and CI. A data set of 381 samples was collected from 2 study sites, Hamadan and Maragheh. Pedotransfer functions (PTFs) were developed using ANNs and linear and nonlinear regression models to predict CI for the combined data set and each data set separately. For the combined and Hamadan data sets, ANNs produced a greater correlation coefficient (R = 0.85) and lower root mean square error (RMSE) compared with the linear regression model (R = 0.70). В статье рассматриваются проблемы внедрения технологий связи с общественностью в соцозащитных учреждениях. Определены задачи, субъекты, виды и формы технологий связей с общественностью для социозащитных учрежде-ний, с указанием недостатка соответствующих квалифицированных специалистов в данной области. Приводятся результаты исследования развития технологий связей с общественностью в учреждениях Смоленского региона. На основании изучения отзывов получателей социальных услуг учреждений сферы социального обслуживания и занятости населения, а также оценки эффективности их сайтов, сделаны выводы о степени функциональности, доступности и удобства использования PR-технологий исследуемых учреждений, предлагаются рекомендации по их совершенствованию. Также приводятся данные о внедрении разработанной автором усовершенствованной модели Интернет-технологий предоставления социальных услуг с учётом выявленных особенностей, недостатков и пожеланий.
The article deals with the problems of introducing PR technologies in social protection institutions. The tasks, subjects, types and forms of PR technologies for social protection institutions are identified, indi-cating the lack of appropriate qualified specialists in this field. The results of research on the development of PR technologies in the institutions of the Smolensk region are presented. Based on the study of the reviews of recipients of social services of institutions in the sphere of social services and employment of the population, as well as an assessment of the effectiveness of their sites, conclusions were drawn about the degree of functionality, accessibility and ease of use of PR-technologies of the studied institutions, recommendations for their improvement are offered. It also provides data on the implementation of an improved model of Internet technologies for the provision of social services developed by the author, taking into account the identified features, shortcomings and wishes.

The legend of King Ferrex was employed by Thomas Norton and Thomas Sackville in their succession play, Gorboduc (first performed 1561), and by John Higgins in his Mirror for Magistrates (1574; 1587), to reflect on contemporary politics and offer topical warnings to Elizabeth I and her subjects based on legendary British history. However, as well as including a section specifically focused on environmental exploitation, Higgins imbues the earth with a destructive animism in his poem which stands apart as an anomaly in his collection of verse complaints and amongst wider treatments of the story. The article considers the always-actual issue of charity. The author notes that in Russia the charity has not reached its mature forms, therefore, for the realization of its socially significant goals the charity organizations need to improve the system of their marketing communications. The article con-siders the forms of marketing depending on the marketing context; shows the importance of volunteer activities; summarizes all components of marketing; explains the need to use the whole complex of inte-grated marketing communications by charity organizations; points to the specific economic and social goals of charity organizations and the non-price essence of charity; reveals the close connection of charity with the institutional context of society and the need to develop new formal and informal institutions to regulate charity activities and contribute to the development of a new system of values in the mass con-sciousness. Throughout the article, the author repeatedly emphasizes that the marketing of charity organiza-tions is a set of interrelated measures and methods aimed at both meeting the needs of consumers and receiving external support. All directions and subsystems of marketing of charity organizations are not only closely interrelated but also interdependent. For example, close cooperation with the media contributes to the formation of a positive image of a charity organization, which is necessary not only to improve its social reputation but also to get financial support of the state and commercial organizations including different corporations.

We present a new mechanism for slow-roll inflation based on higher dimen-sional supersymmetric gauge theory compactified to four dimensions with twisted (supersymmetry breaking) boundary conditions. These boundary conditions lead to a potential for directions in field space that would have been flat were super-symmetry preserved. For field values in these directions much larger than the supersymmetry-breaking scale, the flatness of the potential is nearly restored. Starting in this nearly flat region, inflation can occur as the theory relaxes to-wards the origin of field space. Near the origin, the potential becomes steep and the theory quickly descends to a confining gauge theory in which the inflaton does not exist as a particle. This confining gauge theory could be part of the Standard Model (QCD) or a natural dark matter sector; we comment on various scenarios for reheating. This study explores the nature and extent of Spanish language translation of hospital websites. A quantitative content analysis of 121 U.S. hospital websites located in Hispanic communities was conducted. Results indicate that a significant number of U.S. hospitals fail on their websites to offer equal content for Spanish language users. The study also examines several factors potentially associated with the incidence of website translation. First, organizational factors such as hospital size, ownership type and formal statements of diversity commitment are investigated. Second, demographic factors such as county population size and Hispanic population size are also considered. Hispanics' use of the Internet, the digital divide, culture's impact on Internet use, and eHealth provide a background for discussion of the findings.

The purpose of this study was to examine links between organization-public relationships and Millennial students\u27 active social media behavior. The Millennial Generation is a key target audience who many public relations practitioners are certainly trying to reach. Social media tools are emerging as technology medium must-haves for public relations practitioners. This study looked at the collision of the new social media tools and the Millennial audience within the four models of public relations (Grunig and Hunt, 1984) through the relationship management framework lens. Four research questions and hypotheses were posed. Millennial students from two Midwestern universities were randomly selected to complete a survey on their relationship with the top 10 most social companies/brands as named by Ad Age, as well as the engagement with social media tools in general and specifically with those top 10 companies/brands. A total of 1,062 participants completed the survey. The break down of gender for the sample was consistent with the demographic makeup of both campuses as a whole with 43.6% male (n= 463) and 56.4% female (n= 599) completing the survey. Findings highlighted that Millennials engage with e-mail and social networking (e.g., MySpace/Facebook) more than other social media tools. For all companies/brands except CNN and Dell, as participants\u27 general use of social media tools increased, their wanting to continue a relationship with the company/brand also increased. However, when Millennials were exposed to a variety of social media tools by each company/brand, no significant correlations were found for wanting their relationship to continue with that particular company/brand.
