Moratorium

The Tasmanian GMO Moratorium has served the interests of the state well. The ‘clean and green’ image of Tasmania continues to grow from strength to strength. This branding is underpinned by consumer, visitor, and investor perceptions. These perceptions continue to be validated by Tasmania’s GMO Moratorium. GMOs are a technology without a social licence and are a cause for social friction. They are not wanted by consumers. They attract a price penalty in the market place, and they contaminate non-GM farms and the food chain. The two GM crops in Australia are GM canola and GM cotton. The former is in decline (5% per year) and the latter is in decline (down 53% from the peak of 2010) and exhibits a highly volatile and erratic pattern of uptake. The relaxation of the WA Moratorium in Western Australia in 2010 (and subsequent relinquishment) has meant that there is now no GM-free canola available in WA. The so-called non GM canola (which is most of the WA canola) is contaminated by GM canola up to 0.9%, and the non GM canola seed sold to WA farmers is contaminated by GM up to 0.5%. It is claimed by GM advocates in WA that successful segregation is “impossible” (and they may be right). GM canola is a crop dependent on the herbicide glyphosate. The application of glyphosate is a required part of the production cycle for GM canola. Glyphosate is a carcinogen that also causes multigenerational disease and adverse health outcomes. Tasmania can produce premium quality food and be rewarded with premium prices. This can achieve the agricultural goals and aspirations of the State. Organic food is the ‘gold standard’ for premium food and attracts price premiums of 100%, and more. The global organic market is undersupplied and this is an opportunity for Tasmania (and others). Australia is the world leader in organics uptake, and Tasmania is well placed to grow its organic sector. GMOs are a threat to organic farming. It is recommended that the GMO Moratorium is retained and continued in perpetuity (i.e. renewed without a sunset and review clause). In this way producers and investors have a degree of certainty that can encourage investment in growth and marketing of Tasmanian produce as ‘clean and green, and as premium and GM-free. Seventeen reasons for maintaining Tasmania’s GMO Moratorium are presented.

Penelitian ini berjudul "Kebijakan Pemerintah Provinsi Bali dalam Mengendalikan Arogansi Local Tour Guide di Pura Besakih“. Dilatarbelakangi oleh pengembangan Kawasan Suci Pura Besakih sebagai Dayat Tarik Wisata. Pengelola Kawasan Suci Pura Besakih pada awalnya dikelola oleh masyarakat setempat, terjadi pergesekan yang cukup kuat antara local tour guide dengan travel agent serta antara local tour guide dengan wisatawan. Keluhan demi keluhan dari wisatawan baik wisatawan mancanegara maupun wisatawan nusantara dan tour guide di Bali terhadap sikap local tour guide (pemandu wisata lokal) di Pura Besakih semakin meningkat. Tindak arogansi ini memberikan pencitraan buruk dan berdampak meluas pada daya tarik wisata serta usaha pariwisata lainnya yang berkembang di Kabupaten Karangasem pada umumnya serta pariwisata yang terletak di seputar wilayah Besakih pada khususnya. Adapun permasalahan yang timbul di dalam penelitian ini adalah bagaimana bentuk kebijakan pemerintah provinsi dalam mengatasi aksi pemboikotan yang dilakukan travel agent atas tindakan arogan local tour guide di kawasan suci Pura Besakih? Penelitian ini menggunakan penelitian empiris dan menganalisis permasalahan yang terjadi di lapangan dengan teori kewenanga, konsep kebijakan, dan asas desentralisasi. Hasil penelitian ini menunjukkan kebijakan pemerintah memberikan dampak yang sangat luas untuk pengembangan pariwisata dan mampu mengendalikan efek negatif yang sudah mengakar kuat di masyarakat untuk kelanggengan sebuah daya tarik wisata.

The debt restructuring agreement is a flexible instrument governed by law as a means of recovery. The company in crisis uses it when it wants to reduce its debt exposure and attempt consolidation. The article, in the light of the new Italian law on the crisis and insolvency of the company, examines the institution as a particular agreement, therefore as an act of contractual autonomy, which however requires the consent of a number of creditors and a necessary relationship of a professional who certifies its viability.

The article explicates plausible scenarios for an arbitration to proceed under the Corporate Insolvency Resolution Process (CIRP) suspension/moratorium effectuated by the recently introduced Insolvency and Bankruptcy (Amendment) Ordinance, 2020. The article draws a connection to the status of an arbitration proceeding during the period of moratorium under the existing provisions of Section 13 & Section 14 of the Insolvency and Bankruptcy Code, 2016. Furthermore, the paper addresses the interface between the arbitration act and the code as well as the Ad-hoc approach employed by the judiciary for pending arbitration proceedings and awards. Finally, the article conclusively addresses the question which seeks the nature of insolvency disputes that can lend itself to arbitration.

In this sense, it tries to address the lifting of the moratorium on the entry of new APEC economies like Colombia. For this, Colombian Foreign Policy toward the Pacific Basin will be essential in the interests of strengthening the diplomatic, trade and cultural ties with this region of the planet.

El Foro de Cooperación Económica Asia-Pacífico (APEC) se reunirá durante el año 2010 en las principales ciudades de Japón, para definir su futuro como Organización Internacional Intergubernamental. En este sentido, tratará de abordar el levantamiento de la moratoria impuesta para el ingreso de nuevas economías como Colombia a APEC. Para ello, la construcción de la Política Exterior Colombiana hacia la Cuenca del Pacífico será fundamental en aras del fortalecimiento de las relaciones diplomáticas, comerciales y culturales con esta región del planeta.

Entre las medidas adoptadas por el gobierno español para hacer frente a la crisis económica ocasionada por el parón derivado del estado de alarma de COVID-19 destaca la moratoria de deuda crediticia. Con esta medida se trata de dar un salto en el tiempo para superar el parón y reiniciar la vida económica. No es un rescate social como en la crisis financiera de 2008, es una medida de reenganche en la actividad. Se trata de dar una pausa a los deudores más perjudicados para superar el impasse. En este artículo se analiza la medida, su alcance y limitaciones realizando algunas consideraciones críticas, Estamos ante una regulación de urgencia realizada de forma precipitada que ha sido necesario modificar a los pocos días para llenar lagunas y completar su alcance. Es una norma de mínimos, que la banca debe aprovechar para superar esta situación de parón temporal de la vida económica y que afecta en particular a la deuda crediticia.

The coronavirus disease 2019, recognizable under the abbreviation
Covid-19, is an infectious disease caused by the severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2). The disease appeared in Wuhan, China in December 2019, and then spread to the entire world. The imposed measures of isolation and social distancing have led to a reduction in the volume and, in many cases, a complete cessation of economic activity in many industries. In order to remedy the effects of the coronavirus, the National Bank of Serbia and the Ministry of Finance, each in their respective jurisdiction, have adopted a set of measures. The National Bank of Serbia lowered the key reference rate to support credit and economic growth, then provided additional dinar and foreign currency liquidity to the banking sector, through EUR/RSD swaps and repo auctions, and made decisions prescribing a moratorium on
debt payments. The Ministry of Finance has adopted a The Program of Economic Measures for Reducing the Negative Effects Caused by the Covid-19 Pandemic and Supporting the Serbian Economy. The Program includes tax policy measures, direct assistance to the private sector, measures to preserve liquidity for the private sector and other measures.
