Military Reserve and National Guard

United States Code (USC) Title 10 (Armed Forces), Title 32 (National Guard), and Title 50 (War and National Defense) are segregated to protect Citizens from government officials wrongfully blending authorities. A 2010 executive summary to the U.S. Secretary of Defense (SECDEF) and others highlighted some issues with the manner in which the segregation is carried out (Advisory Panel on Department of Defense Capabilities for Support of Civil Authorities after Certain Incidents).

Title 10, Title 32, and Title 50 each hold authorities and experience that is critical to their respective mission-sets. However, the titles stated above lack integration of allocated resources. This research was conducted to identify how the laws or processes governing Title 10, Title 32, and Title 50 can be attuned to allow for more effective integration for homeland defense.

The proposal to better integrate U.S. Government organizations is not a newly established one. The American Government has made known the understanding the need to integrate better the capabilities that exist. In line with these efforts, elements postured for homeland-defense response have been created in recent years. U.S. Northern Command and its subordinate Joint Task Force-Civil Support (JTF-CS), were a distinct step forward on the road to healthier homeland-defense readiness.
Each USC title’s secluded structure disallows for efficient posturing. This research project sought to propose an enhanced solution for homeland-defense response. The conclusions reached from my research and analysis depicted multiple critical factors in Title 10, Title 32, and Title 50 coordination as postured towards homeland-defense. Organizational partnering and sharing can build partnerships and strengthen the American homeland-defense package. This enhanced organizational package is one solution, but one solution better than the current design.

This article reexamines and develops the analytical metaphor of "Reserve Soldiers as Transmigrants" in three directions. First, we advance the notion of transmigration by linking it to the explicit and implicit "contracts" or agreements struck between the military and individuals and groups within and outside of it. Second, we show that the "management" model of reserve forces is not just an administrative matter but that "negotiating" with reservists involves wider issues that include managing identity, commitment, and the meaning attached to military service. Third, we examine the institutional and political meaning of the reserves at the macro sociological level. The juxtaposition and interplay of two models-transmigration and multiple contracts-allows us to introduce structural elements into the movement of soldiers between the military and civilian society, and add a dynamic dimension to the contents of the implicit contracts that organize reservists' relations with the state and military.

The creation of the Russian National Guard was a surprise decision and it was a reason of broad discussions about the background behind it. There were many internal security concerns considered along suspicions about creating more powerful capabilities to use them for external reasons. The paper is analysing the status, manning, equipping of the National Guard to recognize its capabilities in the context of tasks and options for future utilization as important part of the national security system. Private security and military companies are considered as of their manpower and capabilities that could be used for internal security purposes.

After the Vietnam War, increased defense funds assigned to the Army National Guard stimulated and supported small communities in Louisiana. Recruits from economically depressed regions lined up to join the Guard because of the competitive pay and the generous education benefits it offered. In the mid-1980s, when a state budgetary shortfall threatened to limit the stream of federal funds and close local armories, communities in Louisiana rallied to keep the doors of their armories open. This paper examines how the readiness efforts of the Louisiana Army National Guard affected the economies of small communities as defense dollars increased following the shift from a draft army to an all-volunteer force and the implementation of Total Force Policy.

LA DIMENSIÓN POPULAR DE LA POLÍTICA: LA GUERRA (siglo XIX)

La Revolución francesa provocó en las monarquías europeas una fragmentación de los bloques fundamentales de consenso preexistentes. La consecuencia inmediata fue la irrupción de la guerra en el panorama de la política y la inmediata incorporación de las clases populares a los combates. Las armas y la política marcharían de la mano a partir de este momento, iniciándose el más intenso y eficaz de los aprendizajes posibles, el de la experiencia. A partir de la Revolución la política se extendió por amplias capas de la sociedad a través del uso de las armas. Tanto es así, que difícilmente se comprenderían estas nuevas competencias si no hubieran estado vinculadas a la necesidad de participación popular armada. No es de extrañar, entonces, que se abra un complejo entramado de formas de participación política a través de las armas.

En este coloquio se trata, de abordar la incorporación de las clases populares a la guerra, pero también, la formación de milicias que operaron tanto en tiempos de guerra como de paz, lo que hizo que sus integrantes percibieran su nueva relevancia política en relación a la posesión de armas. Al mismo tiempo, la experiencia de componer unidades armadas, se articulará en amplias dinámicas de enfrentamiento que elimina los espacios neutrales y que arrastra a la población a la primera línea de combate.

Guerras nacionales, guerras de independencia europeas y americanas y, sobre todo, guerras civiles que extienden su influencia a lo largo de amplios períodos de tiempo poniendo de manifiesto la debilidad de los actores institucionales. Todo ello compone un amplio panorama de politización por medio de las armas que hacen del período estudiado una indisoluble combinación de política y violencia.

En los últimos años la Alianza ha apostado claramente por una orientación de sus estrategias hacia la población civil que sufre los conflictos, del mismo modo que está sufriendo una importante presión de la sociedad civil en el sentido de tener una menor presencia militar activa en los escenarios que, en consecuencia, lleve a un menor coste humano y a una reducción del gasto en defensa. Tampoco se puede desdeñar la importancia que está cobrando la ciberdefensa como una capacidad más del momento presente.

Resulta interesante contemplar el papel que la reserva militar está jugando en todo esto dependiendo del país que se trate. Unos han decidido potenciarla para conservar mínimamente sus capacidades cuando han reducido unidades activas. Otros, por el contrario, ni siquiera emprenden medidas para conservar el número de reservistas que tienen, y mucho menos su desarrollo para compensar a través de este recurso sedentario la minoración de los efectivos regulares.

Las Damas Auxiliares de Sanidad Militar constituyeron un Servicio que fue, durante sesenta y dos años, el único colectivo femenino vinculado a la defensa española. Esa circunstancia es, con toda probabilidad, la razón por la que se han idealizado con frecuencia los motivos que llevaron a sus integrantes a formar parte de él, ignorando que muchas de ellas añadían, al patriotismo, al altruismo y a la vocación de servicio que sentían, la búsqueda de un empleo.
No tomadas en cuenta inicialmente, el desarrollo de la sanidad española y, consecuentemente, del auge de las profesiones sanitarias favoreció el crecimiento de este colectivo, que vivió su época dorada entre la caída del régimen franquista y el primer gobierno socialista. Notablemente afectadas por la falta de actualización de su currículo educativo y decidida ya una nueva forma de integrar la mujer en las Fuerzas Armadas, la ley de régimen de personal de 1999 mostró el comienzo de su extinción, que tuvo lugar finalmente en 2003.
El trabajo enmarca este recorrido en los hechos más significativos de la historia española de la segunda mitad del siglo XX que son de aplicación a las Damas, determinando tanto su carácter civil o militar como su aptitud para ser consideradas una reserva y ofreciendo, como absoluta primicia, el tamaño real que llegó a tener este colectivo de voluntarias.

This article suggests a new perspective for examining the particular social and organizational characteristics of military reserves forces and the special experiences of serving in the reserves. To illustrate the unique social position of reservists, the authors develop a theoretical model that likens them to transmigrants. Accordingly, the authors suggest that society may benefit from looking at reserves both as sorts of social and organizational hybrids or amalgams—they are soldiers and civilians, they are outside yet inside the military system, and are invested in both spheres—and as continual migrants journeying between military and civilian spheres. The authors end by suggesting that it may be fruitful to study three segments of the military, each of which has its own dynamics: regulars, conscripts, and reserves. Sport in the 18th Daugavpils Aizsargi Regiment (1922-1940).

The Latvian Aizsargi organization (National Guards) was a paramilitary outfit with auxiliary functions founded on the 20th of March 1919, and liquidated on the 5th of August 1940. The formation of the Aizsargi divisions in the Daugavpils region began in May 1919, and continued until the end of 1920. The structure of the regiment was formed on the 23th April, 1923, but its name - the 18th Daugavpils Aizsargi regiment - it received on the 28th of August, 1924. The development of sport as a endorsed activity of the 18th Daugavpils Aizsargi regiment can be divided into two periods. The first period was between 1923 and 1933, when sporting events were initiated in the Krustpils region. The Aizsargi of Krustpils, beginning with the year 1923, practiced track and field and heavy athletics. They organized sports competitions and feats. Starting with the year 1925, the Aizsargi initiated shooting matches. In 1928, the Aizsargi acquirred new types of guns, which considerably improved their shooting results. In the broad-spectrum, the shooting sport was the favorite of the regiment, until the liquidation of the Aizsargi organization in 1940.
After the year 1934, it became popular to engage in sporting event also in the countryside. Many sport groups were developed within the parishes where the Aizsargi were formed, but they were unable to expand their activity widely till the year 1940, with the exception of the northeast parishes in the region Daugavpils, including the parishes of the area surrounding Krustpils.
The Aizsargi of the 18th Daugavpils regiment participated in a variety of sports, but the most popular were shooting, athletics, sport games - especially football, and to a lesser extent basketball and skiing. There was even the intention of establishing water sports in the places around Daugavpils near lakes and rivers. The development of sports skills programs and other sport activities of the 18th Daugavpils Aizsargi regiment were discontinued by the end of Latvian independence and the liquidation of Latvian Aizsargi organization in 1940.

This Armed Forces & Society forum is dedicated to exploring recent trends in the characteristics of military reserves and of the changing character of reserve forces within the armed forces within the military, the civilian sphere, and in between them. To bring new and critical perspectives to the study of reserve forces and civil-military relations, this introduction and the five articles that follow draw on two organizing conceptual models: The first portrays reservists as transmigrants and focuses on the plural membership of reservists in the military and in civilian society and the "travel" between them. The second model focuses on the multiple formal and informal compacts (contracts, agreements, or pacts) between reservists and the military.

Система підготовки молодших офіцерів (запасу) в Україні, недостатньо відповідає векторам розвитку національного сектора безпеки і оборони (а перш за все його кадрового сегменту). Вона вимагає принципово серйозного реформування, в т.ч. із урахуванням чинників соціально-економічного та морально-психологічного характеру. Пропонується оптимізувати розподіл підготовки за військово-облійськової спеціальності з урахуванням специфіки регіональних вищих навчальних закладів (технічних, економічних і т.п.). Акцентуалізується проблема розробки, забезпечення та впровадження напрямків та програм підготовки офіцерів резерву для новостворюваної системи ТрО. : This thesis examines the evolution of the civil-military relations gap that has been exacerbated by the recent attacks against America. It then discusses this new and troubling gap in civil-military relations and the negative implications to the Global War on Terrorism. The thesis then offers the National Guard as a means of narrowing the gap, by linking the people of the community through the state to the federal government, and recognizing that first responders are the key to Homeland Security. This thesis reviews the long and successful history of the National Guard in both warfighting and domestic support to civil authorities from the perspective of an underlying tension that has existed between the citizen-soldier and the professional standing army for more than 350 years. En marzo de 2016, cuando la nación francesa todavía no se había recobrado de los atentados sufridos en el noviembre anterior, el ministro de Defensa anunciaba medidas decididas para incrementar la capacidad de la reserva militar. Al mismo tiempo, suspendía temporalmente los recortes de plantilla de las unidades permanentes. Fue un viraje radical y valiente que está poniendo en manos de los reservistas una parte de la seguridad interior francesa, alineando a los ciudadanos frente al terrorismo yihadista. Dada la influencia que el país vecino tuvo en la organización de las distintas reservas de la Europa continental, cabe pensar si las decisiones tomadas serían aplicables en otros países como, por ejemplo, España.

This study examined risk and resilience factors associated with posttraumatic stress symptomatology (PTSS) in an ethno-racially diverse sample of Hawai’i National Guard members comprised of Native Hawaiians, Filipino Americans, Japanese Americans, and European Americans. In the full sample, identifying as Japanese American and higher scores on measures of perceived social support and psychological resilience were negatively associated with PTSS, while Army Guard (vs. Air Guard) status and stronger family norms against disclosing mental health problems were positively associated with PTSS. Exploratory analyses of ethno-racial subgroups identified different patterns of within and between-group correlates of PTSS. For example, when controlling for other factors, higher psychological resilience scores were negatively associated with PTSS only among Native Hawaiian and European. Overall, results of this study suggest that some risk and resilience factors associated with posttraumatic stress disorder (PTSD) may extend to military populations with high numbers of Filipino American, Japanese American, and Native Hawaiian Veterans. Results further suggest differences in risk and resilience factors unique to specific ethno-racial subgroups.
