Local Ordinances

SECTION O3. SCOPE AND COVERAGE. This Ordinance applies to all officials and personnel employed by or contracted by the LGU Boac, its agencies or offices, regardless of their appointment or employment status and including its trainees.
This Ordinance covers the proper usage, maintenance, management and security of the ICT facilities and resources of the LGU, which include, among others, all ICT equipment, software, data in all formats, accessories, networking facilities or services whether central or remote.

SECTION O2. Policies and Objectives. The municipal government hereby reiterates the policy of the State “that every graduate of basic education shall be an empowered individual who has learned, through a program that is rooted on sound educational principles and geared towards excellence, the foundations for learning throughout life, the competence to engage in work and be productive, the ability to coexist in fruitful harmony with local and global communities, the capability to engage in autonomous, creative, and critical thinking, and the capacity and willingness to transform others and one’s self,” pursuant to Section 2 of RA 10533 also known as the “Enhanced Basic Education Act of 2013.”
The municipal government, cognizant of its vested authority under Section 16 of RA 7160 or the Local Government Code of 1991, also hereby exercises “the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare,” through the establishment of mechanisms and support programs for the implementation of the senior high school curriculum and other educational initiatives within it territorial jurisdiction as provided for in the succeeding sections hereof.

. Modern business organizations are driven by market forces and the customers. To survive and get advantages in this complex business environment they need to be competitive and to deliver services with efficiency and swiftness. That’s why every business downtime due to unexpected or unplanned events means possible loss for the organization which directly affects the revenues and cash flow. Calculating the financial impact from a possible business disruption, which leads to downtime, could help the organization in finding alternative ways to react and recover its services as fast as possible. The aim of this paper is to provide an overview of the possible tangible and intangible costs which are part of the total costs of downtime. Dealing with downtime could be depicted in the business continuity/disaster recovery plan of the organization, if there is one in place. Setting an acceptable time span for customer services to be up and running again after downtime is important part of the plan.

Section O3. Declaration of Farmers’ and Fisherfolk’s Month. The month of May of each year is hereby declared as “Farmers’ and Fisherfolk’s Month” in the municipality of Boac in order to perpetuate and instil into the hearts and minds of the people the most significant and invaluable contribution of farmers and fisherfolks especially in the social and economic development of the municipality.
The celebration of the “Farmers’ and Fisherfolks’ Month” shall conform to the national theme designated by the Department of Agriculture each year. The Municipal Agriculture Office shall coordinate with the Department of Agriculture, Bureau of Fisheries and Aquatic Resources, and other government agencies, the private sector and nongovernment organizations to ensure the success of the annual celebration.

SECTION O2. SCOPE AND LEGAL BASES. This Ordinance shall govern the local convergence in the implementation and localization of national laws including but not limited to public employment, technical skills development, employment of youths and students, employment through livelihoods and entrepreneurship.

Section O3. Purpose and Coverage. The purpose and coverage of this measure is to establish a program on volunteerism in the municipal government of Boac, prescribe guidelines for its operation, grant incentives system for volunteers and to determine the institutional mechanism for the implementation of the program, among others. Due to the importance of the measure to help the municipal government expedite the implementation of its programs, projects and activities that are currently burdened because of the lack of staff and further hampered by the municipal government’s excess in its personal services limitations, the enactment of the proposed measure is in order. Further, it will also provide venue for local government officials and employees to also render volunteer work in the far-flung areas of the municipality to help in the development of rural communities.

The Municipal Ordinance No. 2 Series of 2014 or the “No to Plastic and Styrofoam” Ordinance is all about about banning the use of non-biodegradable and single use carry out plastic bags and disposable Styrofoam take-out containers at point of sale by retail establishments in the municipality.

The researcher uses interview to gather information using key-informants with five respondents.
The ordinance was implemented in the year 2014, but it is not being followed by the people of Macabebe. There are problems why it was not being followed and these are: (1) Popularity of Plastic, (2) Difficulty of Obeying, (3) Lack of Knowledge, and (4) The Ordinance is not strictly implemented.
It is recommended, among others, that the concerned authorities should make the ordinance known by all the citizen of Macabebe to have a better life.

Section O2. Declaration of Policy and Legal Bases. This Code hereby declares as the policy of the municipal government of Boac the expressed principles, frameworks and strategies and articulations stipulated in, and hereby adopts, all relevant and enforceable international conventions and national laws and promulgations governing the protection and development of children.

Section O4. DECLARATION OF “TUBONG” AS AN INTANGIBLE CULTURAL HERITAGE (ICH). It is hereby declared that “Tubong” is an intangible cultural heritage of the municipality of Boac and as such, the municipal government shall ensure for the safeguarding thereof. Specifically, the municipal government shall ensure the viability of the intangible cultural heritage (ICH), including the identification, documentation, research, preservation, protection, promotion, enhancement, transmission, particularly through formal and non-formal education, as well as the revitalization of the various aspects of this intangible cultural heritage (ICH) to pass it on from generation to generation.

Section O2. In order to honor, memorialize and perpetuate the altruistic ideals, legacies and sterling public service of former Commissioner of the Bureau of Immigration and Deportation, Edmundo M. Reyes, Sr, the recreational center and sports complex located in the Boac Municipal Reservation is hereby named as ““EDMUNDO M. REYES, SR. RECREATIONAL CENTER AND SPORTS COMPLEX.”

Section 2. Purpose and Coverage. This Ordinance provides for the systems, mechanisms and guidelines in the granting of separation, disability or death cash incentives covering the qualified barangay frontline workers rendering basic services in the sixty-one (61) barangays of the Municipality of Boac.

SECTION O5. Coverage. This Code shall apply to all Public-Private Partnership Projects undertaken by the Municipal Government Unit of Boac with the private sector as provided herein.
The provisions of R.A. No. 7718 and its Revised Implementing Rules and Regulations (IRRs) shall be observed in undertaking PPP projects under the contractual arrangements covered by such Act. The same and the Revised NEDA Guidelines on JV shall also apply as suppletory to projects undertaken through Joint Venture Agreements (JVA), Management Contracts (MC), and Lease/Affermage Contracts and other PPP contractual arrangements as may be deemed applicable.

Section 02. Declaration of Policy and Purpose. It is hereby declared the policy of the LGU to improve the socio-economic condition of the municipality and its constituents, to secure property rights, and to integrate land information, management and administration in the priority services of local governance, in accordance with the principles of developing resiliency, providing for social protection and pursuing sustainable development.
The municipal government of Boac also recognizes its role in the land administration and management which has been expanding and evolving with the enactment of laws such as the Urban Development and Housing Act (RA 7279), the Solid Waste Management Act (RA 9003), Climate Change Act (RA 9729) and Residential Free Patent Act (RA 10023), among others, as it is also aware of Section 3(g) of the Local Government Code of 1991 which provides local government units (LGUs) with opportunities to participate actively in the implementation of national programs and projects.

As AI and architecture mediate and control their mutual interactions metaphoric axioms will have cognitive impact on both the future of architecture and AI because there is common metaphor between natural (NI) and artificial intelligence (AI). The inference warrants that for both architectures’ (AI and building) , master builder is an interdisciplinary, multi-crafted and multi-venue team, They are also both arts since they wed intentional ideas to craft and they both make metaphors, the commonality to all the arts.  While “architect” actually means master builder and “architecture” the product of the master builder, this is historically identified with habitable buildings. The warrant to the inference of the resolution is that the computer industries (and virtual designers) have made a metaphor referring to the word “architecture” with its conceptual design and fundamental operational structures of computer systems. Already, IT and AI industry metaphorically compare their sciences and art of selecting and interconnecting hardware components to create computers that meet functional, performance and cost goals with the ways and means traditional architects design buildings. There is an interconectivity between the metaphor of computer’s instruction set architecture, or ISA, machine language (or assembly language), Microarchitecture and system design.

Theoretically, I warrant that the as the body and mind of AI has identified itself with “architecture” there is an opportunity to use those links to apply and manage risks of AI to building architecture. However, benign, risks include operating system downtime, programming errors, inaccuracy in labeling and dimensions, misreading building codes, local ordinances, misinterpreting FEMA regulations and potential tampering with building security systems. . Further risks include erroneous selection of material and building systems that may expose architects to errors and omissions suits, so many of the general and specific axioms guidelines can be uploaded into the AI architectural system.  So with AI potential risk [ff] what can be the impact of artificial intelligence on the future of building architecture?

Over the last years, security has become a key issue in Italy. Within the framework of security, the identification of individuals plays a strategic and ambiguous role. Identifying the people who live in the national territory means, on the one hand, knowing who they are and recognising their presence and their rights, and on the other hand, selecting those who are considered undeserving and dangerous, in order to exclude them from benefits and deny their right to stay. The current Minister of the Interior, Matteo Salvini, is strongly focused on identification, specifically of Roma people. He avoids speaking explicitly of keeping a file on the individuals who belong to this social group, instead of declaring his desire to socially and culturally integrate them. To this end, Salvini resorts to the apparently aseptic language of demography. However, by invoking technical devices such as census and civil registry, he aims to control specific categories of people and, within the whole population, identify the «good» people and the «bad» ones.

The present paper aims to study slave labour in the Crown of Castile in late Middle Ages and early Modern period. It is structured in three parts: 1. slave labour: concept, method and sources; 2. slave labour in urban context; 3. slave labour in rural economy. It has taken into account more than 150 municipal ordinances from all throughout the territory, helping to define the geography of slavery in Castile and the extent of its economic role in the overall Castilian economy. The result strongly discusses generally accepted assertions and establishes new points of view that aim to help rethinking and reshaping late medieval and early modern European slavery.

Moreover, the municipal government adheres to the mandate that “local government units at the city and municipal levels shall be responsible for the fire protection and various emergency services such as rescue and evacuation of injured people at fire-related incidents and, in general, all fire prevention and suppression measures to secure the safety of life and property of the citizenry” in furtherance of Section 55(para.5) of Republic Act No. 6975 or the DILG Act of 1990.
Furthermore, the municipal government is cognizant of the mandate of the Sangguniang Bayan in Section 447(a)(1)(iv) of Republic Act No. 7160 or the Local Government Code of 1991 to: “Adopt measures to protect the inhabitants of the municipality from the harmful effects of man-made or natural disasters and calamities and to provide relief services and assistance for victims during and in the aftermath of said disasters or calamities and their return to productive livelihood following said events.”

In order to memorialize and perpetuate the ideals of environmental activism, collective actions towards community resilience, and unity of struggle for the protection of nature and its ecosystems in the midst of the changing climate that are demonstrated or manifested by communities and people of Boac as they also continuously face the threats of mining and ensure the protection of their collective and individual environmental rights and those of the future generations of Boakeños, it is hereby declared that the municipal government recognizes the MARCH 24, 1996 BOAC RIVER MINING DISASTER as a historical infamy which forms a significant and vital part of the municipality’s collective history.

So many years after independence, more importation of foreign brand of alcohol has remained a strategy of economic imperialism. Attempts to modernize African brands of alcohol such as bottled palm wine and burukutu have not received the kind of scientific endorsement it deserve. In all drinking spaces in Nigeria, the foreign brand of drinks in Nigeria dominates the market. These brands no doubt serve as a yardstick of measuring class distinction. This trend began as part of deliberate effort to dominate the local economy by re-inventing sense of class, modernity and sense of new belonging expressed through the kind bottles of drinks consumed by the people. As a result, the African brands of drinks were downgraded in a kind of economic war that she plays a subservient role even though by drinking, Africans contributes greatly to the Europeans economy at their own peril.

Section O2. BOAC RIVER MINING DISASTER AS SIGNIFI-CANT HISTORICAL INFAMY. In order to memorialize and perpetuate the ideals of environmental activism, collective actions towards community resilience, and unity of struggle for the protection of nature and its ecosystems in the midst of the changing climate that are demonstrated or manifested by communities and people of Boac as they also continuously face the threats of mining and ensure the protection of their collective and individual environmental rights and those of the future generations of Boakeños, it is hereby declared that the municipal government recognizes the MARCH 24, 1996 BOAC RIVER MINING DISASTER as a historical infamy which forms a significant and vital part of the municipality’s collective history.

The objectives of our study were to learn whether malt liquor is a problem for cities, how many cities have passed policies to restrict sales, what factors distinguish cities with policies from cities without policies, and whether policies are perceived to be effective.  One alcohol policy official and one enforcement officer from each  of the 115 largest American cities were solicited to participate in a telephone survey. Most respondents (65%) said malt liquor was a serious problem. Thirty cities adopted policies to restrict malt liquor sales. The odds of having a policy were higher if city leaders placed greater priority on addressing malt liquor-related problems
(OR = 2.6) or had greater local authority over alcohol control
(OR = 3.5). Respondents (54%) said the policies were effective in
reducing malt liquor sales. Policies to restrict malt liquor sales
offer a promising strategy to reduce problems associated with
street drinking.
