Global Taxation

The article focuses on the justification of taxation, in other words the principled rather than the technical aspect of taxation. We first show how democracy is on the one hand required for legitimate taxation, and how on the other hand democratic communities are dependent on taxation, and argue there is no vicious cirle. We then present a typology of ways of justifying taxation, according to which taxation can base its legitimacy on (1) meeting basic needs, (2) financing public goods, (3) redistribution, or (4) (dis-)incentivising certain types of conduct. We then discuss the applicability of each of these types of justification on the global level, arguing that all of them do apply to the global level. The article further concludes that different normative justifications guide us towards different designs of taxation in practice, so the background justification has to be made clear, especially when designing new taxation systems.

Dünyanın içerisinden geçtiği dijital çağ ve onun getirdikleri/gerektirdikleri hali hazırda bir paradigma dönüşümünün önünü açarken Covid-19 pandemisinin ortaya çıkmasıyla beraber söz konusu dönüşüm daha da derin bir hal almıştır. Bu anlamda dünyada teknolojiye uyum gayretiyle geçirilen değişimler Covid-19’un sosyal izolasyon tedbirleriyle birleştiğinde “uzaktan” birçok sürecin yönetilmesini adeta zorunlu kılmıştır. Elbette gerek dijitalleşme gerek Covid-19 pek çok alana sirayet etmiştir fakat bu çalışmanın odak noktasında e-ticaret ve e-ticaretin vergilendirilmesi bulunmaktadır. Çalışmada e-ticaretin dünyadaki gelişim süreci çeşitli istatistikler yardımıyla incelenmiş ve Covid-19 sürecinde e-ticaretin vergilendirmesinin kavuşacağı ya da kavuşması arzu edilen yeni “dijital” formata uyumu yorumlanmıştır. Bu noktadan hareketle pandeminin e-ticaret üzerinde olumlu etkilerinden söz edilebilir. Bilhassa tam kapanma dönemlerinde ihtiyaçların karşılanma şeklinin değişmesi e-ticaretin ivme kazanmasına sebep olduğu gibi aynı zamanda tüketim davranışlarının sonrasında da dönüşüme uğramaması söz konusu e-ticaretin önümüzdeki günlerde daha da ivme kazanacağının işareti olarak yorumlanmaktadır.
Çalışma bulgularına göre 2019 sonrasından (Covid-19 sonrası dönem) 2020 senesine değin tüm sektörlerde elektronik alışverişe olan talep artış kaydetmiştir. Bu artış sektörler bazında bakıldığında gıda sektöründe en fazladır. Bu durum temel ihtiyaçların dahi e-ticaret vesilesiyle karşılandığının göstergesidir. Pandemi öncesi seyahat ve barınma gibi e-ticaret hacmi yüksek sektörler ise düşüş kaydetmiştir. 2019 senesinde 68457 olan işletme sayısı pandemiyle beraber %275 artışla 256861 işletmeye ulaşmış dolayısıyla e ticaret daha da yaygınlık kazanmıştır. Söz konusu ticaret hacmi dikkate alındığında devletlerin en temel kamu geliri olan vergiler ise ayrıca ele alınması gerekli bir husus haline gelmektedir. Dijitalleşmeyle beraber vergi konusunda da değişiklik ve güncellemeler dünyanın küreselleşen yapısı da dikkate alındığında küresel bir sorun olarak karşımıza çıkmaktadır.  Özellikle e-ticaretin denetiminin sağlanamaması devletlerin vergi kaybına uğraması anlamını taşıyacağından bu gelişen sektör mercek altına alınarak vergiler küresel dijital çağa uyumlu bir hale getirilmelidir. Burada dikkate alınması gereken husus pandemi sonrası daha da gelişim arz eden e-ticaretin vergilendirmesinin küresel bir boyutunun olduğudur. Dolayısıyla basit ve anlaşılır bir mevzuatın hazırlanması, adil ve verimli ilkeleme esaslarının geliştirilmesi etkin bir vergi sistemine kavuşabilmek adına dikkate alınması gerekli hususlardır.

La pandemia del COVID-19 irrumpió en un ya complejo escenario local, regional e internacional, profundizando los desafíos y acelerando los procesos de cambio. Promediando el 2021, las consecuencias del coronavirus se perciben con un alcance y profundidad nunca vistas.

A pesar de los matices para cada región y para las diversas áreas que se analice, esta crisis es global: afecta a todos los habitantes de este planeta. Por eso editamos PANDEMOS (πάνδημος): un dossier que reúne análisis y reflexiones sobre el mundo del COVID-19, desde un punto de vista latinoamericano y nacional.

En esta oportunidad, hacemos entrega de un número que analiza las principales tendencias locales e internacionales signadas por la pandemia, pero también más allá de ella. A medida que la vacunación renueva esperanzas para miles de millones de personas y la economía global se reactiva, se vislumbran los desafíos de una pospandemia equitativa, inclusiva y sostenible.

Como hemos trabajado desde la primera edición, la crisis múltiple que atravesamos desnudó y profundizó las desigualdades preexistentes. En este sentido, las estrategias de recuperación no sólo deben proponer una reconstrucción sino pensar cómo lograr que tras ella nuestras sociedades sean más justas e igualitarias. Por ello, algunas de esas ideas y propuestas están también contenidas en esta entrega.

credit method.

La crisis por el COVID-19 podría ser la oportunidad para realizar una reforma fiscal mundial que beneficie a todos los países. La propuesta de un impuesto mínimo global a las empresas multinacionales planteado por el G7 fue anunciado como un hecho histórico para el sistema fiscal mundial. Esta propuesta busca fortalecer las bases tributarias de los países de los mayores ingresos ante la planificación fiscal de grandes contribuyentes. Ésta sería una respuesta coordinada con el accionar de las multinacionales que, aprovechándose de los avances tecnológico de la economía digital y la profundización de la globalización financiera, buscan los “grises” de una normativa fiscal que queda desactualizada y les posibilita trasladar sus beneficios desde los países donde ocurre la actividad económica a países de baja o nula tributación.

The main claim of this chapter is that planetary defense against asteroids cannot be implemented under a decentralized model of democratic global governance, as espoused elsewhere in this book. All relevant indices point to the necessity of establishing a centralized global political authority with legitimate coercive powers. It remains to be seen, however, whether such a political system can be in any recognizable sense democratic. It seems unconvincing that planetary-wide physical-threat, all-comprehensive macrosecuritization, coupled with deep transformations of international law, global centralization of core decision-making powers, de-stigmatization of nuclear weapons and the like can proceed, succeed, and be implemented in a non-hierarchical international system where planetary defense constitutes only one regime among many, and where states basically remain the decisive actors. Although rationally and scientifically robust, the project suffers from oversimplification, as well as naivety with respect to how both international and domestic politics works. Among other topics, this chapter discusses problems associated with the rule of law and constituent powers, political representation and sources of legitimacy, conditions of multilevel collective action, or limits of theoretical idealization. The general message is that the planetary defense community needs to be more aware of the social and political context of its own enterprise
