Turkey is a prime example of the growing importance of diaspora related policies in countries with emerging power status. Based on reports, observations, and interviews with Turkish and Kosovar citizens in Pristina in February 2019, this article examines how Turkey since 2002
has created societal influence in Kosovo—a new and insecure country with which Turkey established relations since its inception—by using, among other things, the Presidency for Religious Affairs (Diyanet) for its diaspora policies. Looking at how the inclusive and repressive tactics of Turkish diaspora-building feed into each other, I argue that Ankara has expanded the boundaries of the Turkish state’s reach by harnessing religion (Islam) in addition to existing ethnic bonds (Turkishness), thereby allowing Turkey to create a diaspora out of a much larger group of people including non-Turkish Muslims. As a result, certain segments among the Sunni-Muslim Albanians in Kosovo have developed close relations with Turkey that may be employed when needed to police elements of the diaspora that are seen as oppositional. While
Turkey’s “domestic abroad” has expanded considerably due to the initial inclusive outreach, it has also become more fragmented, more contested, and more unruly, delivering continuously diminishing returns in terms of regime security at home. Although the repression of disloyal diaspora members by the ruling Justice and Development Party (AKP) is aimed at stabilizing rule at home, it creates divisions in the diaspora and risks Turkey’s relations with the countries in which it asserts its authority.

Die vorliegende Studie soll einen Beitrag zum Schließen vorhandener Wissenslücken leisten. Sie versteht sich als Folgestudie der 2017 von Lorenzo Vidino vorgelegten Studie „The Muslim Brotherhood in Austria“.
Diese liefert einen ersten Einblick in die Strukturen der Muslimbruderschaf, der weltweit ältesten und größten Bewegung des
politischen Islam, und in ihr Wirken in Österreich.
Die vorliegende Studie besteht aus zwei Teilen. Der erste Teil mit dem Titel „Organisationen des politischen Islam und ihr Einfluss in Österreich“ von Heiko Heinisch entwickelt zunächst eine Definition des Begriffs „politischer Islam“ und analysiert im Anschluss die drei einflussreichsten politisch-islamischen Organisationen und ihre Netzwerke in Österreich:
die Muslimbruderschaft, den österreichischen Ableger der Millî-Görüş-Bewegung, die in Österreich unter dem Namen Islamische Föderation aufritt und den österreichischen Ableger der staatlichen türkischen Religionsbehörde Diyanet (vollständiger Name: Diyanet İşleri Başkanlığı, zu Deutsch: Präsidium für Religionsangelegenheiten), die den Namen ATIB Union trägt.

This article discusses legal regulations and political issues regarding religion in Turkey, and focuses on the role, historical foundations and legal structure of the Presidency of Religious Affairs (Diyanet İşleri Başkanlığı – hereinafter ‘Diyanet’), an administrative unit founded in 1924 “to organize the religious affairs” in a secular state apparatus. In order to contextualise the issue, concepts of ‘laicité’, ‘secular’, ‘secularizations’, ‘secularisms’, and ‘post-secular’ are explored. Thus the triangle between state, society and religion, with a special focus on a decade of successive AK Party (Development and Justice Party) governments, is scrutinised in the light of the right to freedom of religion and/or belief in Turkey.

The risk of homegrown radicalization inspired by extremist Muslim figures and groups, as well as the question of repatriating European foreign fighters and their families have created an urgent need to tackle the root causes of religiously-framed radicalization and to develop feasible solutions. Since the conventional “war on terrorism” has proved to be insufficient to fight the spread of radical ideas, it was complemented by a “soft war” or “battle of ideas”.This paper assess the potential role of institutionalized Turkish-Islam in preventing/countering violent extremism efforts abroad, by considering the case of DITIB (Turkish-Islamic Union for Religious Affairs) in Germany. I have been investigating DITIB’s understanding of religiously-motivated radicalization, determining the potential risks, limits and opportunities of religious (counter-)narratives and exploring possible new directions for Turkish-German cooperation is the field of security.

Öz: Cuma hutbeleri genelde akademik ilgiden mahrum kalmış ve fakat incelenmeyi hak eden bir konudur. Bir kitle iletişim vasıtası olarak Cuma hutbeleri hem sosyolojik hem de politik bir öneme sahiptir. Bu makalede, Cuma hutbeleri Althusser'in " ideoloji " kavramı üzerinden ele alınmıştır. Cuma hutbeleri ideolojik devlet aygıtlarından biri olarak kabul edilebileceği öne sürülmüştür. Araştırmanın konusu Cuma hutbelerinde çevre sorununun sunumudur. İdeolojinin operasyonu, en açık olduğu milliyetçilik, Kemalizm gibi alanlardan ziyade, kendini gizlediği tali bir alanda, yani çevre sorunu bağlamında ele alındı. 2001-2011 tarihleri arasında İstanbul Müftülüğü tarafından yayınlanan hutbelerin söylemi analiz edildiğinde, hutbelerin söyleminin belirli bir tarihten sonra keskin bir şekilde değiştiği gözlenmiştir. Önceleri insan merkezci, sığ bir çevrecilik anlayışı sergileyen hutbeler, daha sonra daha doğa-merkezci bir söyleme doğru evrilmiştir. Bu değişim süreci üzerinden din-devlet-ekoloji ilişkisi incelenmiştir. Görülüyor ki, Diyanet İşleri Başkanlığı (DİB), radikal İslam, cumhuriyet idealleri ve geleneksel İslami anlayışlar arasında tekin-siz bir konumda varlığını sürdürmeye çalışmakta ve çevre konusu üzerinden kendine bir yaşam alanı açmakta, din ve devlet arasında ılımlı bir zeminde faaliyet göstermeye gayret etmektedir. Abstract: Friday sermons (khutbah)are generally deprived of academic concerns and this situation deserves due investigation since, as a mass medium, they have a sociological and political importance. In this article, sermons are handled through Althusser's notion of " ideology. " It is asserted that Friday sermons may be considered as one of the state's ideological apparatuses. The subject of research is an issue of the presentation and use of environment in sermons. The aim for chosing this subject, rather than other major topics such as nationalism, Kemalism et cetera, is to look at a secondary area because ideology displays itself in such kinds of hidden domains. If the sermons published by the Istanbul Müftülüğü in between 2001 and 2011 are analyzed , it will be seen that the discourse used in sermons dramatically changed after a certain date. Whereas earlier sermons represented a swallow, anthropocentric view, later a gradual evolution toward a more eco-centric view is observed. There is a visible tension between religion, the state and ecology which is observed through this process of change. It can be seen that Diyanet (The Presidency of Religious Affairs) seeks to maintain its existence in an uncanny situation between radical Islam, the Turkish Republic's ideals and traditional Islamic understandings; all while at the same time opening and securing itself a living space through the discussion of ecological issues.

The PRA (Diyanet) is a laic administrative unit in the Republic of Turkey established in 1924 to execute services regarding Islamic faith and practices, to enlighten society about religion, and to carry out the management of places of worship. In order to understand religion, politics and the politics of religion in Turkey, the PRA should be examined. This article is primarily concerned with this agency, which was initially established to regulate Islamic services, but which has actually been used as a means of ‘securing’ the secular nature of the state in Turkey for
over 80 years.

The inclusion of Islam and Muslim communities within European religious and societal landscapeshas been an ongoing and multifaceted concern for most Western European societies following the increase of their Muslim populations since the 1960s. In this context, the role of Muslim religious leaders (imams and chaplains, in particular) in facilitating the adjustment of their co-religionists in matters of norms, values, ethics and behaviours has become a core issue. Indeed, several imams, due to their training in non-European contexts, have lacked the understanding or discernment to formulate relevant guidance, which has stirred public conversationson the importance of training imams in Europe. The series of terrorist operations over the last six years has further catalysed this debate. For example, the report of the Belgian parliamentary inquiry into the bombing on 22 March 2016 and that of the European Parliament’s Special Committee on Terrorism have also called for due attention to be focused on the importance of training imams in Europe.
Interestingly, far from navigating uncharted territories, a number of academic reports have explored this issue in various national contexts,3 while there is also a breadth of practical experience available at the European level.

The paper shows how a state controlled religious institution used religion, fear, trauma, insecurity, grievances, and conspiracy theories to dehumanise a religious community, and presented it as an existential threat to the nation, the global community of believers and religion, by investigating the case of Turkey’s Directorate of Religious Affairs’ (the Diyanet) securitizing role under the authoritarian Islamist Erdoğanist rule. The article provides an empirically rich analysis of the Diyanet’s construction of the Gülen Movement (GM) as a source of sedition (fitne), corruption (fesat), mischief, a social disease, and finally, as a traitor and puppet of the West that constantly conspires against Turkey, Islam, and the Muslim World. By securitising the movement, the Diyanet legitimised the authoritarian and violent actions of the Erdoğanist regime against the alleged movement members.

Din, tarih boyunca gelmiş geçmiş bütün toplumların yaşamlarında az ya da çok etkili olmuştur. Toplumların hayatında belli bir yeri olan dinin, örgütlenmesi ve din hizmetlerinin yürütülmesinin, toplumdan topluma farklılaşması olası iken; değişim süreci içinde bulunan toplumlarda bu hizmetlerin değişmesi de olağandır. Dini hizmetlerin sunumunda izlenen yolların, günün değişen koşullarına paralel olarak değişmesi, dinin mesajının daha geniş alanları etkilemesi olarak ele alınabilir. Din hizmetlerinin yürütücüleri konumundaki din adamlarının / görevlilerinin; bireysel, eğitsel, mesleki, kültürel durumları bu değişimde büyük bir öneme sahiptir.

Bu çalışma; din olgusunun toplumbilimsel analizini yapan, Türkiye’de din bürokrasisinin oluşum evrelerini ele alan ve değişkenler arasındaki ilişkiden yola çıkarak birtakım değerlendirmelerde bulunan; Diyanet İşleri Başkanlığı’na bağlı olarak görev yapan din görevlilerinin bireysel, toplumsal ve mesleki durumlarını, problemlerini ve beklentilerini ortaya koymaya çalışan, bu amaçla birtakım değişkenler arasında ilişki kurmayı hedefleyen ve bunlardan genellemelere ulaşmaya gayret eden bir alan araştırmasıdır.

Konunun detaylı bir biçimde araştırılabilmesi için din görevlilerinin; yaş, medeni–ailevi, mesken, coğrafi köken, öğrenim, baba mesleği ve çocuk sayısı gibi durumları; kıdem ve ünvan durumları; mesleki süreç içinde mesleğin getirdiği yükümlülükler ve din görevlileriyle ilgili yapılan eleştirilerin yoğunluğu, bu eleştirilerin sebebi ve bu konuda değinilmesi gerekli birtakım görüşler; meslek bilincinin oluşumu ile ilgili olarak, meslek etiği ve dini duyarlığın ön planda bulundurulma şartları ve sıklığı; mesleğin ele alınış şekli ve ele alışı etkileyen birtakım faktörler; siyasi yönelimlerin oluşumu ve bunu etkileyen unsurlar; kültürel yönden din görevlilerinin genel bir görünümü; bilgi seviyesi ve bunun yanında toplumun bakış açısını belirleyen unsurların neler olduğu; din görevlilerinin, vazifeli oldukları teşkilat hakkındaki kanaat ve bilgi durumları; aylık maaş ve maaş dışındaki gelirin miktarı, özelliği ve bu özelliklerin kişisel ve toplumsal hayata yansıma biçimi ve sınıfsal açıdan bulunulan konum; meslek dışında dini aktivitelere karşı tutumları ve bunlara katılma oranları; meslektaşlarla ilişkilerin niteliği gibi yönleri incelenmiş ve bazı genellemelere gidilmeye çalışılmıştır.

Araştırma, iki bölümden oluşmaktadır. I.Bölüm’de, araştırmanın kuramsal çerçevesi çizilmiş ve araştırmanın metodu hakkında bilgi verilmiştir. II. Bölüm’de ise, alan araştırmasından elde edilen veriler üzerinde durulmuştur. Sonuç bölümünde, elde edilen bilgilerle ilgili bazı genellemelere gidilmiş ve bir değerlendirme yapılmaya gayret edilmiştir. Bibliyografyada, araştırmada yararlanılan kaynaklar, sistematik bir şekilde verilmiştir.

Bu çalışmanın konusu, Diyanet hutbelerindeki söylem değişimidir. Çalışmada Diyanet hutbelerindeki değişime odaklanmak ve Diyanet’in hutbelerindeki söylem değişiminin boyutlarını kavramsallaştırmak şeklinde iki amaç vardır. Bu çalışmada Diyanet’in 1994 ve 2007 yıllarında basımını gerçekleştirdiği hutbe kitapları karşılaştırılmaktadır. Diyanet hutbeleri örneğinde 1994’ten 2007 yılına söylem değişiminin hutbelere yansıdığı tespit edilmiş ve söylem değişiminin yansımaları beş boyutta kavramsallaştırılmıştır. Kavramsallaştırılan boyutlar, toplumsal hayatın dinsel temellendirilmesinden kişilerarası ilişkilerle düzenlenmesine, dini değerlerden dini-milli değerlere, hiyerarşiden eşitlikçi bir çizgiye, dışlayıcı bir söylemden kuşatıcı bir söyleme, tek sebepli açıklamadan çoklu açıklama biçimine şeklinde sıralanmıştır. İlk bölüm, din olgusu, bir dini teşkilat olarak Diyanet kurumunu incelemekte, ikinci bölüm, bir dini pratik ve söylem olarak hutbeleri ele almakta, üçüncü bölümde, Diyanet hutbeleri örneğinde söylem değişimine odaklanılmakta ve hutbelerde 1994’ten 2007’ye söylem değişiminin boyutları kavramsallaştırılmaktadır.

Subject of this study is change of discourse in the sermons/khutbahs of Presidency of Religious Affairs(PRA). There are two aims of this study: to focus on change in the sermons of PRA and to conceptualize the dimensions of change of discourse in the sermons of PRA. It is compared books of sermons that publish of PRA in years of 1994 and 2007 in this study. This study is identified that reflects to sermons of change of discourse in the the case of the sermons of PRA and conceptualized in the five dimensions reflections of the change of discourse from year of 1994 to year of 2007. Conceptualized dimensions are listed in the way: from regulation with faith and practice of social life to regulation with interpersonal relationships of social life; from religious values to religious and national values; from hierarchy to an egalitarian line; from exclusionary discourse to an encompassing discourse; from a single-causal explanation to multi-causal explanations. The first section focuses on the institution of PRA as a religious organization and the phenomenon of religion; second section focuses on sermons as a religious practice and discourse, in the third section focuses on change of discourse in the the case of the sermons of PRA and is conceptualized dimensions of change of discourse in the sermons from 1994 to 2007.

The article addresses Turkey's soft power, with an emphasis on its institutional dimension. The discussion focuses on the European continent and aims to show the resources of Turkish soft power and institutions' activities for its implementation in the European context. The first part of the paper is devoted to the methodological assumptions and the notion of soft power. Then, the evolution of the Republic's interest in the use of soft power, the resources of Turkish soft power, indicating to what extent they can be effective to European countries, and the activities of selected institutions that are the tools of soft power in Europe are described.

This paper analyzes the political incentives of Kulturkampf and the implementation of secularization in imperial Prussia and republican Turkey. A game-theoretic model defining Kulturkampf as a static game between priests and the executive is proposed. The willingness of priests to accept the government’s offer and be transformed into bureaucratic experts varies. Individualist priests are easier to recruit as they care more about their personal welfare than social distribution by the church, whereas the reverse holds for collectivist priests. Nevertheless, the long-run success of the Kulturkampf depends on the effective recruitment of collectivist priests and their entry into formal politics in favor of the executive.

Diyanet (Turkey's Directorate of Religious Affairs) under the chairmanship of Dr. Mehmet Görmez, published a report on Fethullah Gülen titled "Feton in His Own Words: Organized Abuse of Religion" in 2017. Then, on 8 December 2020 Dr. Görmez in an interview with him, emphasized very seriously that it is wrong to break a person's words from the integrity, to change and dedicate him. In this study, Görmez's discourse was compared with the method he followed in his report on Gülen.

Din önemli bir kurumdur. Bu kurumun varlığı insanlık tarihi kadar eskidir. Dinin varlığı konusunda öteden beri ciddi tartışmalar vardır. Tartışmanın bir yanında dinin sadece bir inanç sistemi gibi algılanamayacağı iddiaları vardır. Onlara din toplumları kontrol etmenin veya belli bir amaç dahilinde harekete sevk etmenin en önemli argümanlarından birisidir. Coğrafi Keşifler, Reform, Rönesans, 30 Yıl Savaşları, Aydınlanma Çağı ve Fransız İhtilali gibi gelişmelerle pek çok yerde laik bir yapıya doğru geçiş yaşanır. Ancak din konusunda çerçeveli ilk ciddi analiz ve eleştirileri yapan Marxist düşünürler olur. Bu düşünürlere göre din üst sınıfların alt sınıfları hükmetmek için kullandıkları ikna silahlarından birisidir. Karl Marx ve Engels’ten sonra da yaşanan birtakım olaylar onların düşüncelerini doğrular şekilde gelişir. I. Dünya Savaşı ve II. Dünya Savaşı yıllarında din kimi devletlerce propaganda aracı olarak kullanılır. Ancak Frankfurt Okulu’nun etkisi ve Gramsci gibi İtalyan Neo-Marxist düşünürlerin çalışmaları nedeniyle Marxizm bambaşka boyuta taşınır. Türkiye’de dünyadaki bu gelişmelerden etkilenir. 1961 Anayasası’nın getirmiş olduğu özgürlük ortamında Türkiye Marxist, sosyalist ve sol düşünce yükselişe geçer. Sosyal gerçekçi Türk sineması bu yükselişin bir sonucu olarak ortaya çıktığı gibi bu yükselişe de katkı sağlar. Bu dönemde yapılan sosyal gerçekçi filmlere bakıldığında film yapımcılarının halkın gerçek sorunlarına yöneldikleri görülür. Din eleştirisi konusunda dikkatli davrandıkları hissedilir. Bütün bu çalışmaların siyasi ve sosyal sonuçları olur. Bunların ne olduğu çalışmamızda ortaya çıkarılmaya çalışılmıştır.

Türkiye Cumhuriyeti Diyanet İşleri Başkanlığının yurtdışında 52 ülkede müşavirliği, 38 bölgede ataşeliği ve 12 noktada koordinatörlüğü bulunmaktadır.1 Üstlenmiş olduğu bu son derece önemli ve kritik görevin ağırlığının bilincinde olarak Başkanlığımız, her yıl çeşitli sayılarda ihtiyaç oranına göre yurtdışına görevli hizmeti sunmakta, vakıf aracılığı ile maddi yardım götürmekte, gittiği ülkelerin yerel halkı veya orada azınlık durumunda bulunan soydaşlarımızla anavatan arasında güçlü ve sağlam bağlar kurmaya çalışmaktadır. Her iki ülkenin devlet ve millet katında kültür, din, eğitim ve diğer yardım noktalarında beraber çalışma ve karşılıklı tecrübe paylaşımı açısından yılları bulan bu müktesebat birikimi devletimiz ve özelde kurumumuz için çok yararlı ve stratejik noktalara ulaşmıştır. Diyanet İşlerinin yurtdışı yapılanması kural olarak her ülkeye diyaneti temsilen bir müşavir, gerekli noktalara hizmeti yaymak ve ulaştırmak için ataşelik ve bazı ülke ve bölgeler için de koordinatörlük oluşturmak üzerine kuruludur. Bu birimler altında ve bu birimlere bağlı olarak çalışan din hizmetleri kadrosundaki görevlilerimiz görev alanındaki bölge halkı ve soydaşlarımıza diyani, kültürel ve manevi hizmetler vermektedir. Diyanetin yurtdışı yapılanması ihtiyaç odaklı yürütüldüğü için pek tabi şuan ki yapılanma ihtiyaçlara cevap verebilmektedir. Ama hızla artan nüfus ve çağın getirdiği bazı sorunlar pek tabi yeni taktik anlayışı ve yeni tedbirler almayı gerektiriyor. Zaman, bilim ve fende ülkelerin birbiriyle yarıştığı, halkların bilim ve entelektüel anlamda kendilerini geliştirmek istediği, artık bir üniversite bitirmenin yeterli görülmeyip birkaç üniversite ve birkaç dil bilmenin gerekli olduğuna inanılan bir dönemi yaşamaktayız. Bu yüzden zaman, hizmet götürdüğümüz kitleyle sağlıklı ve sağlam bir iletişim kurabilmemiz için onların seviyesine yaklaşmamızı ve bizim de vasıflarımızı arttırmamızı ve muhatap kitlenin donanımına yakın bir standardı yakalamamızı gerekli kılıyor. Din görevlisi dünyadan, siyasetten, bilimden, sinemadan ve popüler kültürden haberi olmayan, bulunduğu ortamda edilgen ve kendisiyle hal hatır muhabbetinden ileri gidilemeyen bir profili temsil eder hale gelmemelidir.-Din hizmetleri görevlisi kişi gideceği ülkeyi ve milleti öncelikle iyi tanımalıdır.-Kültürlerini, dillerini ve siyasi iklimini araştırmalı ve ona göre bir bakış açısı ve yaklaşım geliştirmelidir.-Gideceği ülke, hizmet edeceği halk ve özellikle etkileşim içine gireceği yerli halkın iklimine vakıf olamayan bir görev yaklaşımı hizmet içerisinde ciddi sorunları yanında getirecektir.-Onun için en yükseğinden en altına kadar yurtdışı temsilciliklere gönderilen vazifedar kişiler bu süreçten önce ciddi bir hizmet içi eğitim ve seminerden geçirilmelidir.

Diyanet İşleri Başkanlığı (Diyanet) nedir? Bu soruya uzun süre tek bir yanıt verildi: Diyanet, devletin dini ve din üzerinden de halkı idare etmek için geliştirdiği bir araçtır. Diyanet‘in bu edilgen ve siyasi otoritenin ve hatta genel olarak devletin ortak iradesinin taşıyıcısı olduğu imajı Türkiye‘de din ve Diyanet araştırmalarında yön verici bir anlatı olmuştur[i]. Secularism in Turkey has been an area of fierce discussions driven primarily by the existence of a state institution regulating religious affairs, the Directorate of Religious Affairs (The Diyanet). Having emerged as a product of ideas and developments of the 21st century, the new post-secular society
in Turkey is spearheading a multi-vocal religious sphere that is providing areas of influence to religious communities (cemaats). The significant question with regard to this changing structure in Turkey is whether this increasing influence of the cemaats will lead to an Islamicized Turkey. To answer
this question, the article argues that the emerging multi-vocal religious sphere is a result of the democratic climate that has been created out of the possibilities offered by globalization and European Union accession. Thus, multi-vocality should be interpreted as a normalization process that will redress
the problems created by the hyper-secularist practices of the early republican era, rather than an attack against the democratic pillars of the Republic.

The purpose of this study is to analyze the discourse and the policies of the official religion, Islam, in Turkey about the pandemic. Understanding the attempt to explain and interpret the virus in the eyes of the Muslims, and the process followed by that discourse throughout the pandemic are the focus points of this study. There has been intense cooperation between religion and politics in Turkey in terms of the policies regarding the recent pandemic in the country; the official Turkish Islam has a great function in legalizing the decisions of the government by refering to religious sources and provide continuance of the indivuduals’ belonging with DİYANET. It is observed that “Islamic plague culture” and the previous experiences about similar disasters have been taken as references throughout the pandemic. In this respect, this study aims to define the pandemic through the eyes of the official Islam in Turkey, to locate the individual and define his/her elbow room, and to analyze the reorganized daily life and new dimensions of the reconstructed conscious based on new fatwa with a “qualitative descriptive” method.






Bu çalışma, Türkiye'de resmi dini söylemin pandemiye yönelik politikalarını ve virüsü Müslümanların gözünde anlamlandırma sürecini ve çabasını analiz etmektedir. Türkiye'de dinin ve siyasetin yoğun bir iş birliği içinde olduğu pandemi dönemi politikalarında resmi Türk İslamı, bireylerin DİYANET ile irtibatın devamını sağlamak cemaatin dağılmasını önlemek ve devlet bünyesinde alınan kararları dini referanslarla desteklemek ve zeminde meşrulaştırmak noktasında önemli bir işlev görmüştür. Bu süreçte ise önemli oranda "İslam salgın kültürü"nün ve deneyimlerinin referans alındığı görülmektedir. Bu yönüyle çalışma, pandeminin Türkiye'de resmi İslam penceresinden tanımlanması, bireyin konumlandırılması ve hareket alanının belirlenmesi, fetvaların yayınlanması ile yeniden düzenlenen gündelik hayat ve inşa edilen bilincin yeni boyutlarını betimsel bir yöntem ile ele almayı amaçlamaktadır.

Rather than being an exceptional institution of the laik system, the Diyanet has been a vital component of the secular state in Turkey, a centralized and powerful institution that to a great extent manages and governs the religious field. The talk will focus on the transformation of the role of the Diyanet, which has expanded from providing religious services and framing ‘a moral perspective for the Turkish society’ to participating in the process of Islamizing everyday life. By 'moving out of the mosque' during the last decade, the Diyanet started engaging in characteristically ‘non-religious activities,’ such as the care services for women, families and elderly, in a way to integrate those fields into the ‘religious’. Furthermore, focusing on the latest cases, such as the closure of Furkan Vakfi and the arrest of Adnan Oktar, the talk will discuss how the governing mentality of the secular state still works under the JDP administration, in homogenizing the field of religion and managing Islamic groups in Turkey. The talk will end with a discussion of whether a new 'hegemonic Islam,' which differs from the moderate Islam of the Kemalist regime, has been produced and established as the state's Islam in Turkey.
