El origen del nombre EBRO, es un extracto del libro HIJOS DE TITANES • EL SECRETO ÍBERO, en el cual Enrique Cabrejas nos relata de modo llano su experiencia personal con un descubrimiento extraordinario. El 21 de Abril de 2012 consiguió lo que parecía imposible: descifrar la escritura ibérica. Un hito sin precedentes en la historia de la escritura, solo al alcance de los grandes y comparable a los realizados por Champollion al descodificar la escritura jeroglífica egipcia o Michael Ventris con la escritura de Creta. Desde este instante la obra de Enrique Cabrejas lo convierte en un referente destacado a nivel mundial en historia y lingüística. Las innumerables pruebas y significados que nos reporta, antes desconocidos, son una referencia obligada para todos aquellos que quieran comprender la historia, la lengua antigua e, incluso, también la moderna de nuestro país, o para quienes en el futuro deseen estudiarla e investigarla en profundidad, más si cabe desde el mundo académico. [ESP] Esta tesis doctoral aborda el estudio de la diplomacia celtibérica entre los siglos III y I a.C. de una manera integral. El objetivo ha sido reconstruir la imagen más completa posible de las formas de interlocución política llevadas a cabo por las comunidades celtibéricas, prestando atención a sus diferentes elementos constituyentes, a saber: los actores políticos que la desarrollan, los agentes y mecanismos a través de los cuales se articula y, por último, qué actitudes y tendencias pueden identificarse en la ejecución de esta praxis. Este trabajo recoge una línea de investigación previamente planteada por otros historiadores según la cual la vía diplomática habría sido usada sistemáticamente para conducir las relaciones entre los diferentes estados que participaron en el panorama político de Hispania durante el proceso de expansión romana. El estudio se centra en el mundo celtibérico, que es analizado prestando especial atención a la perspectiva local. La naturaleza de unas fuentes grecorromanas claramente sesgadas, pero que aportan empero valiosa información, ha hecho necesario el recurso también de la Arqueología, la Epigrafía y la Numismática. El panorama que se presenta es el de un mundo complejo, institucionalmente desarrollado, capaz de perfilar sus propias agendas que son plurales y dinámicas. Celtiberia se muestra así, en las tres últimas centurias antes del cambio de Era, como un mundo multipolar en el que distintos actores políticos actuaron conforme a sus propios intereses, llegando a suponer, en algunas ocasiones, un importante contrapeso a la actuación de poderes externos, tales como Cartago o Roma. El mundo celtibérico no sería, en cualquier caso, un espacio ajeno a trayectorias históricas más o menos compartidas y a fenómenos ampliamente extendidos, formando parte de una gran koiné cultural que posibilitaba el mutuo entendimiento. En cualquier caso, las diferencias existían y los procesos de interlocución diplomática acontecieron en el horizonte de un middle ground en el que gestos y objetos se resignificaban, adquiriendo nuevos matices y surgiendo también malentendidos recíprocos. A pesar de ello, la diplomacia posibilitó que los estados celtibéricos contasen con un amplio abanico de mecanismos y opciones a la hora de interactuar entre sí y con otros actores de su entorno.

[ENG] This PhD dissertation addresses the study of the Celtiberian diplomacy between the third and the first century BC in a holistic way. The aim has been to reconstruct as much as possible a complete picture of the political interlocution forms which were carried out by the Celtiberian communities. It has been done paying attention to its diverse constituting elements, namely: the political actors which develop it, the agents and mechanisms by means of which this diplomacy is executed and, finally, which attitudes and trends can be observed in this praxis. This work follows a current researching trend, previously laid out by other scholars, according to which the diplomatic path would have been systematically used to conduct relations between the different states which partook in the Hispanic political scene during the Roman expansion. This study focuses on the Celtiberian world. This is studied paying special attention to the local standpoint. The character of the clearly biased Greco-Roman sources —which, however, offer valuable information— has made necessary to resort to the Archaeology, Epigraphy and Numismatic disciplines. The picture that emerges is that of a complex, institutionally developed world, capable of shaping its own agendas that were plural and dynamic. Therefore, Celtiberia appears during the last three centuries BC as a multipolar world within which several political actors behaved according to their own interests. Sometimes, these actors achieved to entail a real counterbalance before outer powers such as Carthage and Rome. Celtiberian world, thus, would not have been an isolated space, unaware of fairly shared historical dynamics and largely spread phenomena. Instead, it belonged to a great cultural koine which made possible the mutual understanding. Nevertheless, differences existed and the processes of diplomatic interlocution happened in a setting of middle ground within which gestures and objects acquired new meanings and nuances. So, there were also some mutual misinterpretations. Despite this, diplomacy made it possible for the Celtiberian states to have a wide range of mechanisms and options when interacting with each other and with other actors in their environment.

[CAT] Aquesta tesi doctoral aborda l'estudi de la diplomàcia celtibèrica entre els segles III i I a. C. des d'una manera integral. L'objectiu ha estat reconstruir la imatge més completa possible de les formes d'interlocució política dutes a terme per les comunitats celtibèriques parant esment als seus diferents elements constituents, a saber: els actors polítics que la desenvolupen, els agents i mecanismes a través dels quals s'articula i, finalment, que actituds i tendències poden identificar-se en l'execució d'aquesta praxi. Aquest treball recull una línia de recerca prèviament plantejada per altres historiadors segons la qual la via diplomàtica hauria estat usada sistemàticament per a conduir les relacions entre els diferents estats que van participar en el panorama polític d'Hispània durant el procés d'expansió romana. L'estudi se centra en el món celtibèric, que és analitzat prestant especial atenció a la perspectiva local. La naturalesa d'unes fonts grecoromanes clarament esbiaixades, però que aporten però valuosa informació, ha fet necessari el recurs també de l'Arqueologia, l'Epigrafia i la Numismàtica. El panorama que es presenta és el d'un món complex, institucionalment desenvolupat, capaç de perfilar les seves pròpies agendes que són plurals i dinàmiques. Celtiberia es mostra així, en les tres últimes centúries abans del canvi d'Era, com un món multipolar en el qual diferents actors polítics van actuar conforme als seus propis interessos arribant a suposar, en algunes ocasions, un important contrapès a l'actuació de poders externs, com ara Cartago o Roma. El món celtibèric no seria, en qualsevol cas, un espai aliè a trajectòries històriques més o menys compartides i a fenòmens àmpliament estesos, formant part d'una gran koiné cultural que possibilitava el mutu enteniment. En qualsevol cas, les diferències existien i els processos d'interlocució diplomàtica van esdevenir en l'horitzó d'un middle ground en el qual gestos i objectes es resignificaven, adquirint nous matisos i sorgint també malentesos recíprocs. Malgrat això, la diplomàcia va possibilitar que els estats celtibèrics comptessin amb un ampli ventall de mecanismes i opcions a l'hora d'interactuar entre si i amb altres actors del seu entorn.

Research on diplomacy, both Greek and Roman, has undergone a remarkable revival in recent years, due, no doubt, to new historiographical interest in the contemporary writing of Ancient History.This paper seeks to establish the current state of the subject, with particular attention to Roman diplomatic strategy in the West. Diplomatic activity in the West is traditionally less studied than in the East, where the sources are much more extensive.

II. RIGHTS OF WAR IN THE WEST DURING THE PERIOD OF ROMAN REPUBLICAN EXPANSION. METHODOLOGICAL APPROACHES. Enrique García Riaza
Roman expansion in the West during the Republican period (III-I centuries BC) has bequeathed us a rich dossier of literary and epigraphic references on legal mechanisms for war. In particular, allusions to the use of the formula of deditio and oppugnatio are to be underlined because of their historical value for the study of the conditions of capitulation and the forms of retaliation applied to subject peoples. Assuming the progressive and dynamic codification of war at Rome during the republican period and considering the need to evaluate the diplomatic aspects of the institutions of Western peoples, interlocutors of Rome at this time, we offer a synthesis of recent research on the subject, a reflection on the main obstacles in the principal aspects of the topic, and a series of suggestions for the future.

III.THE INFRINGEMENT OF IUS BELLI DURING THE FIRST HALF OF THE SECOND CENTURY BC. FIVE CASE-STUDIES. José Antonio Martínez Morcillo
During the first half of the second century BC, Roman imperial expansion witnessed a number of infringements of ius belli. The episode involving Ser. Sulpicius Galba, in 150 BC, is one of the most interesting examples, and well illustrates the agency of Roman aristocrats in such matters. In order to elucidate the primary sources of Roman policy in wartime, this paper will consider five case-studies.These episodes offer the further possibility of distinguishing Senatorial decisions and comparing them with the attitudes of the individual commanders.

IV. PROVINCIA SICILIA: BETWEEN ROMAN AND LOCAL IN THE THIRD CENTURY BC

Sicily, the first transmarine ‘provincia’ of the Republican empire offers a number of new perspectives on the developing processes of Roman imperialism, and the relationship between Roman imperialism and local communities.This paper will explore a number of examples of such imperial interaction in Sicily and consider their implications for Republican imperialism in the west. These examples include: the marking out of the first known Roman road outside of Italy, during the First Punic War; the beginnings of taxation and magisterial rule of western Sicily immediately after the First Punic War; the use of kinship diplomacy in Sicily in the third century BC; the development of epigraphic practice in Sicily in this period, and the contemporary development in epigraphic practice across the western Mediterranean (with a particular focus upon the interpretation of the specific phenomena of tesserae hospitales and bronze epigraphy); the use of local military manpower by the imperial power; and the potential formation of a ‘Sicilian’ identity in conjunction with the creation of the province.

V. FROM RESISTANCE TO NEGOTIATION: ON THE ATTITUDES AND CAPACITIES OF HISPANIC COMMUNITIES TO ROMAN IMPERIALISM.

In the light of recent research a reflection is made on some assumptions and categories applied to the interaction established between the peoples of the Iberian Peninsula and the Roman State from the end of the third century and throughout the second century BC. Therefore, instead of a generalized resistance attitude on the indigenous communities facing Rome, a devoted idea in scholarship, it is defended a negotiating horizon that rather suits the political, military, and diplomatic organization of local communities as well as the proper dynamics of Roman imperialism.

VI. ROMAN PROVINCIAL ADMINISTRATION DURING THE REPUBLIC AS SEEN THROUGH THE EPIGRAPHICAL EVIDENCE:THE CASE OF HISPANIA

The development of the Roman provincial system is a direct consequence of the republican expansion in the western Mediterranean. In this matter, the Iberian Peninsula seems particularly interesting due to the short time of its conquest and the early creation of the provinces Hispania Citerior and Hispania Ulterior. The essential source to better understand this process is Roman Republican epigraphy as it sheds some light to certain aspects that still are fragmentary known or ancient authors barely mention.

VII. CURRENT RESEARCH IN FRANCE ON ROMANO-GALLIC INTER-RELATIONS

Romano-Gallic relations are a research field that is currently experiencing a revival in France. The military aspect of these relations, more particularly the War of the Gauls waged by Julius Caesar, a long-lasting source of inspiration for historians, intellectuals and French politicians, is also affected by this phenomenon. National archaeology, even though its results mostly concern material culture, played a major role in this revival.Within the chronological and spatial boundaries of the second and first centuries B.C. and of the Bracata and Comata Gauls, current French research dealing with these relations is split into at least three strands.The first one corresponds to a reading of literary and epigraphic sources that is rid of complexes, historians no longer being afraid of their deformation, their bias or, quite simply their limit. The second strand considers the (re)-conciliation between the contribution of both archaeology and texts. A focus on the site of Tintignac in the Corrèze, where metallic material was found in 2004 and has been studied since, permitting interpretations in relation to the theme, grants a better understanding of the issue at stake with this evolution.This example also illustrates, more generally, a return to favour of war (or of the culture of war) as an object of study for French historians, a rehabilitation that forms the third strand.
