Background: 215 million gallons of water contaminated by radio-waste of phosphoric fertilizer (called “gypsum stack” or “phosphogypsum”) probably spilled into biggest Florida’s aquifer on August, 27th, but Mosaic society advised Authority only on September, 17th. In the last 20 years, this was the third incident for Mosaic.
Phosphogypsum is a waste by phosphoric fertilizer and it is radioactive due to the presence of naturally occurring uranium and thorium. It could also contain cadmium.
Methods: Scientific publications in the last 30 years and current evidences were collected. In the first part of review we analyzed history of nuclear Centrale del Garigliano (Italy). In the second part, a meta-analysis regarding Chernobyl incident has been performed, focused on the use of contaminated water. We use data only by Centrale del Garigliano and Chernobyl (and not other, such Fukushima) because in study we considered only spilling in not current water, that is used for agriculture and livestock. To study Floridian pollution, we compare Italian radioactivity/wide from nuclear/population density (and its effects on public health) with Floridian data, and we add to this cadmium toxicity.
Findings: Florida is known for sinkholes, but Florida is known also for fertilizer production: is possible combine natural and artificial hazards with people health safety and national security? Review analyzes agricultural/human use of undeclared contaminated water in the past (Chernobyl), and currently (Centrale del Garigliano) to predict which hazards for public health are more likely to occur in Florida.
Conclusions: all data confirm importance of communication to Authorities about chemical and nuclear incident (and biological, too) to restrict damage to health and save time for a more synergic effort between private and\or public agencies. Use of contaminated water is strictly correlated with increase of cardio-vascular disease, miscarriages/infant malformations and cancer due to DNA pathologies (duplications, deletions, etc).

Introduction and Objectives: Man-made disasters can be grouped as technology and violence origin such disasters occur as a result of conscious or unconscious mistakes where chemical, biological, radiological, and nuclear threats are used. It has become significant for hospitals to prepare a plan, which includes information and practical actions, including all situations that require urgency and actions to be taken in emergencies that may occur in workplaces. Coronaviruses are a diverse group of viruses that infect many different animals and can cause mild to severe respiratory infections in humans. Two highly pathogenic coronaviruses of zoonotic origin, the severe acute respiratory syndrome coronavirus (SARS-CoV) and the Middle East respiratory syndrome coronavirus (MERS-CoV), emerged in humans in 2002 and 2012, respectively. At the end of 2019, the emergence of a new coronavirus, SARS-CoV-2, in the Chinese city of Wuhan caused an unusual viral pneumonia epidemic. In this study, hospital emergency management plan is examined to the currently effective pandemic element of COVID-19 disease. Methods: It reviews the current situation and recommended actions to improve the preparedness of hospitals in five critical hospital roles during disasters: executing planning and coordination, maintaining disaster capacity, training and disaster drills with the broader health and public safety communities, protection hospital and staff, and surveillance as showing. In this context, coranavirus (SARS-CoV-2) COVID-19 hospital disaster emergency plan system model has been tried to be created. While creating the system method, it proposes a model of how the primary diagnosis and intermediate treatments will be handled in the risk method for the emergency room cases and the clinic, by handling confirmed and suspected cases through both the healthcare personnel and the medical supply system. Results and Conclusions: As a result, the hospital emergency management plan can ease the emergency department workload, protect healthcare personnel, and control cross infection during the COVID-19 outbreak. Each hospital needs to create an emergency plan suitable for its own conditions. Hospitals can take interim measures, including online consultation, zoning, and epidemic priority to relieve pressure on clinical trials, reduce cross-infection, and strengthen protection of high-risk personnel.

Lo scopo di questa tesi è analizzare il metodo attuale di soccorso e le successive complicazioni in un evento creato da un attentato terroristico o in cui siano coinvolte sostanze pericolose (Hazmat-CBRNe). In particolare, sarà seguito un percorso logico su come si dovrebbe effettuare un soccorso utilizzando un approccio olistico e omnicomprensivo, tenendo in considerazione tutte le variabili ed i pericoli. A questo scopo andrò a individuare un approccio progressivo, inizialmente spiegando la terminologia utilizzata e dei concetti fondamentali, in particolare per quello che riguarda tutti gli aspetti di pianificazione e prevenzione prima che un evento accada. Seguirò con l’analisi di una scena del crimine e come si deve effettuare un soccorso corretto. In seguito analizzerò il fenomeno del terrorismo, poiché è una scena del crimine con nuovi pericoli. Infine tratterò il rischio CBRNe, in quanto, il terrorismo può utilizzare le armi non convenzionali per un attentato. Quest’ultimo capitolo approfondisce anche l’approccio al soccorso con presenza di sostanze pericolose, in quanto fino a indagini concluse, ci si deve relazionare sempre con una probabile scena del crimine, in questo caso anche contaminata. Come vedremo servirà lavorare approcciandosi con un metodo che tenga conto di tutto ciò, anche quando non si ha la certezza o la scena può evolvere. Attraverso dei “case study” e i fatti di cronaca reperiti attraverso un lavoro di “open source intelligence”, andrò ad analizzare le criticità e i punti deboli dell’attuale sistema del soccorso italiano anche per sottolineare la necessità per cui si adottano determinati protocolli e qual è il loro scopo. Vista la forte differenza con l’uso di terminologie e protocolli esteri, eviterò quanto più possibile l’uso e la descrizione del sistema italiano e di scenderne nel dettaglio, soprattutto perché la terminologia cambia in modo troppo radicale negli anni, e cambierà ancora nel futuro prossimo rendendo poco comprensibile questo lavoro tra qualche anno (oltre che distante dai fini di questa tesi). Come scelta tecnica quindi, ho deciso di adottare come linea di base il protocollo standard dell’ICS (Incident Command System) perché stabile nel tempo da decenni, e che ha una terminologia comune e conosciuta da moltissimi stati. Il nostro sistema riflette in buona parte il sistema ICS anche se con terminologie differenti. Utilizzare, la terminologia italiana (Es.: COC, COI, DICOMAC, ROS…) sarebbe di poca utilità a un lettore al di fuori del nostro Stato, e, tenendo anche in considerazione che il nostro sistema e la nostra terminologia sono sconosciuti alla maggior parte dei nostri stessi operatori, ho tentato di tenere il discorso quanto più semplice possibile e che possa essere una base di partenza per approfondire l’argomento.
Nel contesto italiano l’utilizzo della terminologia “anglofona” di questa tesi, ha un impatto limitato e trascurabile, in quanto, chi conosce il sistema sa facilmente riconoscere l’omologo italiano indipendentemente dalla evoluzione del nome e dalla normativa.

Airborne poison, as a type of chemical warfare, has been used in many historical contexts. Although airborne poison such as toxic smoke and gas are similar phenomena, researchers have not been able to agree if older forms of warfare are comparable to modern. One reason for this is that their respective analysis lacks theoretical perspectives that account for contextual chemical conditions.

The purpose of this study is to compare a modern example of the use of airborne poison, the Germans' first chlorine emissions at Ypres in 1915 with an ancient one, the Mohists use of smoke as a poison in ancient China. A theoretical perspective is applied to circumvent the problems of earlier research. This theory focuses on the dynamics between decision-making in chemical warfare and a particular culture's perception of and relationship to the environment.

The study shows that it is relevant to compare the modern use of airborne poison with its use in other historical contexts because the weapon occurs in a similar tactical context. Also this type of warfare requires a lot of knowledge of the natural world. At the same time the analysis illustrates that a specific context gives the warfare a certain character. The Mohists tried to achieve success by coordinating and improving the process by which the airborne poison was made effective. Furthermore they relied on generalist knowledge. The Germans, however, relied on having an efficient chemical substance (agent). For this type of warfare they utilized specialists. The human-poison relationship also differed. The Mohist exposed himself to smoke while the German soldier shut himself off completely from the chlorine gas. These differences can be understood by studying how people exploited similar chemistry in a non-military way in their respective context.

The problems that previous research has had in discussing chemical warfare is also made evident. These problems occur because chemistry as a scientific discipline creates institutions and concepts that limit the view of airborne poison as a weapon. This realization, along with results of the survey in general, illustrates something which has relevance in today’s world. Airborne poison can, in the right place and with the right priorities be effective without modern industrial and scientific resources. This should be considered when analyzing political actors lacking a modern military industry.

Analizzare la minaccia dell'uso degli insetti come armi e le capacità di risposta dello Stato italiano
Background:
Gli insetti sono già naturalmente un veicolo eccellente per le malattie, sollevarli e infettarli o nutrirli con
materiale infetto è estremamente semplice. Una volta rilasciati nell'ambiente, possono infestare un'area per
anni. Gli insetti possono essere efficacemente usati per la guerra biologica ma hanno anche usi interessanti per
la dispersione di radioisotopi, una bomba sporca occulta (e vivente)! O agenti chimici.
Metodo e materiali:
Studio e analisi di possibili usi, zoonosi e "casi studio".
Finding:
Non ci sono protocolli di prevenzione nella routine per operatori e soccorritori. C'è una scarsa preparazione per
il problema della zoonosi. La risposta degli enti pubblici in caso di un possibile attacco è lenta e non ha protocolli
standard o interforze. Il sistema italiano di sanità pubblica e di assistenza è frammentato e già diversi organismi
(non esiste uno scambio di informazioni efficace).
Conclusioni:
In caso di un'epidemia o di una guerra entomologica, se i protocolli di prevenzione, l'allarme precoce e la
risposta inter-forza non vengono sviluppati, potrebbero causare enormi perdite sia nella popolazione che tra gli
operatori.

Guerra entomologica nel passato
Poiché la guerra entomologica è stata utilizzata in passato in modo appropriato per diffondere la peste
attraverso le pulci, l'assedio della città di Kaffa è un punto focale della guerra biologica, ma anche della guerra
entomologica.
Nel passato più recente la guerra entomologica è stata usata da:
• Germania (Reid K. 2005) (Reinhard k. 2018)
• Francia (Loockwood J. 2007) (Croddy et a., 2005)
• Canada (Reid K. 2005) (Endicott et al., 2008)
• Giappone (Lockwood et al., 2007) (Lockwood et al., 2008)
• Unione Sovietica (Ban J. 2001)
• Stati Uniti (Lockwood et al., 2007) (Lockwood et al., 2008)
Il rischio oggi
Il rischio di usare gli insetti come arma è significativo. Il problema è difficilmente percepibile e difficile da
gestire perché poche persone sono adeguatamente addestrate e in grado di vedere il rischio, capirlo ed essere
in grado di mitigarlo. I settori più problematici sono: il trasporto in ambulanza, il soccorso e gli ospedali dove la
diagnosi e la terapia devono essere effettuate.
Mentre i settori target in cui è più probabile un attacco sono la salute pubblica in generale e l'agricoltura.
Infine, l'obiettivo strategico più efficace è la paura, cioè la possibilità di scoraggiare qualsiasi persona che entri
in una determinata area "infestata da insetti infetti" o psicosi di massa in determinate aree geografiche e / o
patologie. Abbiamo visto come Ebola ha messo il terrore in tutta Europa a chiunque abbia malattie simili
all'influenza, persino innocue come l'influenza, perché somigliava al virus Ebola, ed era difficile fare una
diagnosi differenziale.
Il trasporto di merci da parte di navi e aeroplani è certamente un veicolo efficace con cui già oggi le malattie -
trasportate dai vettori si muovono e infettano nuove aree del mondo.
Considerati i pochi controlli e le scarse misure anti-inquinamento, è facile utilizzare il sistema di trasporto merci
per spostare gli insetti in nuove aree o negli stati bersaglio. Data la difficoltà nel rilevamento, uno o più insetti in
una valigia possono facilmente passare inosservati ed è improbabile che sospettino il loro uso come incubatori
di patogeni.
La psicosi che sta interessando la popolazione italiana oggi è verso il virus Zika, una malattia trasmessa dalla
zanzara. Dal momento che il virus Zika è stato dichiarato un'emergenza sanitaria pubblica internazionale
dall'Organizzazione Mondiale della Sanità, stiamo rivisitando il rapporto degli Stati Uniti sull'esercito che
dettaglia l'interesse dei militari per l'armamento delle zanzare. (William h. 198) (The Smoking Gun 2015)
Terrorismo entomologico
Il terrorismo entomologico può essere organizzato in 4 categorie principali:

• L'uso di insetti come armi di attacchi diretti
• Come agenti dell'agroterrorismo
• Come vettori di malattie
• Come generatori di terrore senza effetti significativi
Le malattie trasmesse da vettori rappresentano una minaccia attuale a causa delle capacità di autoperpetuazione
e di morbilità e mortalità ritardate a seguito di esposizione o infezione. La maggior parte degli
organismi che causano malattie utilizzati come armi biologiche, in particolare le zoonosi, possono essere
consegnati a una popolazione target senza il rischio di una rilevazione immediata. (Onthei D et al., 2010).
Malattie da insetti vettori: le malattie sono una delle principali preoccupazioni per il MWD nella maggior parte
dei casi in cui le aree operative sono utilizzate, sono utilizzate in un sistema di controllo vettoriale aggressivo.
Tutti gli MWD ricevono una prevenzione mensile per la filaria (contenente un agente antielmintico) e la
prevenzione mensile degli acari tropicali. (Caroline a. Et al., 2006)
