The main hypothesis is that the blockchain establishes a system of creating a distributed consensus i n the digital online world. This allows participating entities to know for certain that a digital event happened by creating an irrefutable record in a public ledger. I t opens the door for developing a democratic open and scalable digital economy from a centralized one. There are tremendous opportunities in this disruptive technology and revolution in this space has just begun. Post-Quantum Cryptography encompasses a new generation of algorithms for the creation of asymmetric keys that are thought to be resistant to attacks by quantum computers

For a long time, one of my dreams was to describe the nature of uncertainty axiomatically, and it looks like I've finally done it in my co∼eventum mechanics! Now it remains for me to explain to everyone the co∼eventum mechanics in the most approachable way. This is what I'm trying to do in this work. The co∼eventum mechanics is another name for the co∼event theory, i.e., for the theory of experience and chance which I axiomatized in 2016 [1, 2]. In my opinion, this name best reflects the co∼event-based idea of the new dual theory of uncertainty, which combines the probability theory as a theory of chance, with its dual half, the believability theory as a theory of experience. In addition, I like this new name indicates a direct connection between the co∼event theory and quantum mechanics, which is intended for the physical explanation and description of the conict between quantum observers and quantum observations [4]. Since my theory of uncertainty satises the Kolmogorov axioms of probability theory, to explain this co∼eventum mechanics I will use a way analogous to the already tested one, which explains the theory of probability as a theory of chance describing the results of a random experiment. The simplest example of a random experiment in probability theory is the " tossing a coin ". Therefore, I decided to use this the simplest random experiment itself, as well as the two its analogies: the " "flipping a coin " and the " spinning a coin " to explain the co∼eventum mechanics, which describes the results of a combined experienced random experiment. I would like to resort to the usual for the probability theory " coin-based " analogy to explain (and first of all for myself) the logic of the co∼eventum mechanics as a logic of experience and chance. Of course, this analogy one may seem strange if not crazy. But I did not come up with a better way of tying the explanations of the logic of the co∼eventum mechanics to the coin-based explanations that are commonly used in probability theory to explain at least for myself the logic of the chance through a simple visual " coin-based " model that clarifies what occurs as a result of a combined experienced random experiment in which the experience of observer faces the chance of observation. I hope this analogy can be useful not only for me in understanding the co∼eventum mechanics.

The aim of the Conference is to provide a platform to the researchers and practitioners from both academia as well as industry to meet and share cutting-edge development in the field.

Cyber World has become accessible, public, and commonly used to
distribute and exchange messages between malicious actors, terrorists, and illegally motivated persons. Electronic mail is one of the most frequently used transfers of information on internet media. E-mails are the most important digital proof that courts in various countries and communities use to condemn and that enables researchers to work continually to improve e-mail analysis using state-of-the-art technology to find digital evidence from e-mails. This work introduces
a distinctive technology to analyze emails. It is based on consecutive phases, starting with data processing, extraction, compilation, then implementing the  SWARM algorithm to adjust the output and to transfer these electronic mails for realistic and precise results by adjusting the support algorithm of vector machines. For email forensic analysis this system includes all the sentiment terms plus positives and negative cases. It can deal with the machine learning algorithm (Sent WordNet 3.0). Enron Data set is used to test the proposed framework. In the best case, a high accuracy rate is 92%.

The following short essay presents a concise discourse comparing the nature of solar organic sentient consciousness life with that of the artificial (AI) existence. For further details regarding the concepts elucidated herein, the reader is referred to the cites manuscripts mentioned at the end of the paper.

A discussion is carried out with regard to the satellite that is orbiting the Earth. Guided by a series of historical accounts narrated by some of the ancient civilizations of the Earth with regard to the moon being a 'mysterious object,' an individual may be confronted with a notion that conjures up many questions. Accordingly, a list of such questions invoked by also the close observations of the moon has been elucidated, which have led to some interesting answers, as follows. Accordingly, these findings and observations suggest that (1) Contrary to the idea of a natural satellite being composed of a solid irons core, in contrast, the moon is a hollow object. (2) It appears that not only the moon is an artificial satellite, it is driven by a propulsion system that is energized by a fusion reactor at its core that acts as a spaceship engine. (3) The moon is not from this part of the Universe, as it is by far older, and composed of different elements, than anything seen in our Solar System. (4) It seems clear that the moon was dragged in space and brought here for a particular purpose(s) that include artificially distorting the magnetic field of the Earth via an AI machinery that manages to change or distort the magnetic to electric quantum spin velocity ratio of the fundamental particles of the Earth, thereby stealing the magnetic energies of the Earth that are directed to a black hole Moloch energetic storage tank, which are used by the negative aliens to feed up themselves as well as supply the much needed energies for the operation of their AI machinery. And this, of course, manifests as distorting the angle of the quantum spin axis (staff) of the Earth about which Earth spins around itself, offsetting it by an aggregate of 23.5 degrees. (5) There are a slew of other nefarious reasons as to why the moon was ever brought here that include mind controlling the population of Earth via various means, while they are artificially manipulated to engage in a series of self-destructive behaviors leading to relinquishing their precious energetic ‘loosh,’ while preventing the process of humanity’s consciousness expansion and evolution, also causing a host of bioenergetic and morphogenetic problems via the introduction of various frequency fences and genetic implants causing gender confusion, and gender splitting that negates the possibility of Scared Marriage and Ascension ever taking place, eventually giving rise to progressive genetic mutations (in addition to alien hybridization) while accumulating black goo in the human DNA-RNA system, as well as the created miasma by the negative alien AI machinery giving rise to myriad of diseases, and causing aging, eventually culminating in physical death. (6) It is further explicated that there are negative aliens, as well as their subservient humans, present on the dark side of the moon, who are engaged in operating sophisticated AI machinery such as the Gravitron, and in this respect, utilize the moon as a military and a technological base. (7) Finally, it is explicated that the sophisticated AI machinery of the moon that has been working in conjunction with the negative aliens infrastructure and technology on Saturn and the Earth have been partially dismantled and soon will be totally inoperative, with it evicting the negative aliens, condemning the lunar forces and dark energies, dark entities, negative and shadow forms to the Solar Fire of Transfiguration afforded or facilitated by the Guardian Founders and their higher dimensional cohorts who are sworn to free up humanity from the bondage of unconsciousness enslavement concocted by the negative aliens, leading to their total eviction from our Universe, thereby conforming to the provisions of the Law of One, restoring humanity’s Right of Sovereignty and Free Will, and once again, bringing our realm back to the Light, joining the rest of the God’s Worlds.

Contracts are designed to govern the relations between business partners and allocate risk among them, yet they cannot mitigate all risks; hence, dispute resolution mechanisms have been developed to assist. According to research, arbitration is considered one of the most efficient legally binding dispute resolution mechanisms. Since initiating an arbitration case against business partners often severs the business relationship between them, predicting the arbitrator's decision becomes valuable to the arbitrating parties. To do so, arbitration prediction models are suggested in this paper through modeling the arbitrator's award in two stages: evidence admissibility and evidence evaluation. While arbitrators currently admit evidence in a relatively unsystematic way, this proposed admissibility framework systemizes the current practice by preserving its subjectivity, yet aligning it with the widely deployed rules of arbitration. This research further proposes an evidence evaluation model, providing a rapid answer to the famous commercial arbitration battle, discovery. While the current arbitrators' practice in allowing discovery is not systematic, the proposed optimization model is a tool that could systematically assist arbitrators trading between the arbitration key characteristic, efficiency, and justice. This is achieved by assigning weights to evidence parameters such as sufficiency and credibility, which in turn provide numerical measures to reduce the decision's subjectivity.

O objetivo desta pesquisa é entender a evolução das mídias até a chegada da inteligência artificial. Relacionar o avanço das tecnologias digitais com o processo cognitivo do homem, além de refletir conceito sobre a teoria da cauda longa voltada para mercado de nicho, a adaptação das organizações para o meio digital e a gestão de relacionamento. A partir do embasamento teórico é possível propor um estudo de caso da Netflix com uma análise da estratégia de marketing, a fim de explicar a lógica do sistema de recomendação para a experiência individual do usuário.

Teknolojide yaşanan gelişmelere paralel olarak yapay zekâ ve yapay zekalı varlıklar alanında da büyük ve önemli ilerlemeler kaydedilmekte. Öyle ki her gün yapay zekâ algoritmaları yenilenip geliştirilmekte, bu konuda deneyler yapılmakta ve birçok deney de başarıya ulaşmakta. Bu çalışmaların esas nedeni yapay zekaların, aşağıda açıklayacağım avantajlarından dolayı başta bilişim, internet ve elektronik olmak üzere birbirinden farklı birçok alanda kullanılmak istenmesi. Kaldı ki mevcut durumda dahi ekonomik faaliyetlerin gerçekleştirilmesi esnasında yapay zekâ algoritmalarından yoğun bir biçimde faydalanıldığı görülmekte. Günümüzde gelişmiş ülkelerin bu teknolojiye büyük miktarda yatırım yaptığı bilinmekte ve esasen bu husus tek başına yapay zekâ teknolojisinin önemini gözler önüne sermeye yeterli olmakta. Yapay zekanın hayatımıza bu denli girmiş olması ile beraber, konuya duyulan merak da aynı oranda artmış durumda. En büyük merak konularından biri ise yapay zekaların hukuk alanına nasıl etki edeceği. Zira hali hazırda kullanılan ve gelecekte ulaşılacağı planlanan yapay zekâ teknolojisinin hukuk enstrümanları ile düzenlenmesi gerekli ve zorunlu bir ihtiyaç. Bu yazımda yapay zekâ teknolojisinin ve özellikle yapay zekalı robotların ve muhakeme yeteneğine sahip olacak varlıkların hukuki statüleri, kişilikleri, bir hukuka aykırılığa veya suça konu olmaları halinde hukuki veya cezai sorumlulukları ile kendi aralarında geçerli olabilecek kuralların olup olamayacağı hususlarının, yasal düzenlemelere konu olması gerekliliğini tartışmaya çalışacağım. Söz konusu düzenlemeler yapılırken hangi ölçütlerin esas alınması gerektiği ve bu düzenlemelerin nasıl ve ne şekilde gerçekleştirileceği noktasındaki görüşlerimi belirteceğim. Son olarak da bu konuda mevcut düzenlemelerin bulunup bulunmadığından bahsedeceğim. Abstract-After conducting a systemic research on Artificial Intelligence, we are safe to conclude that the world is about to experience the splash of the greatest technology made so far. We are about to face perhaps the biggest technological revolution. Artificial Intelligence is the zenith of the currently prospering technological systems, which in the near future shall revolutionize the existing portal of information processes and the way humans perceive automation. This research serves as a befitting response to the question-How the world is running on AI behind the curtains and further provides an insight to the evolution of AI over the period. This paper gives a deep sense of understanding of various applications and implementations of Artificial Intelligence in different fields and the manner in which the aforementioned evolution shall root advancement into every aspect of life. It also demonstrates the negative aspects of the implementation by providing legitimate evidence from prominent scientists and acclaimed people in this arena of science. In a nutshell, this paper will illustrate the different possibilities of aspects of the development of Artificial Intelligence in the coming future.

Information and communication technology (ICT) is an important element to improve
teaching-learning practices. This paper is aimed to determine the barriers affecting the
implementation of ICT in Ethiopian higher learning institutions by adapting the
information system theory (i.e. Technology-Organization-Environment (TOE) framework).
The study employed a case study research method by using a qualitative
research approach. Purposively the stakeholders from higher learning institutions,
ministry of science and higher education, higher education relevance and quality
assurance agency, and non-governmental organizations were participated in the semistructured
interview questions and focus group discussions. For qualitative analysis,
QDA Miner Lite free version software was employed to identify the technologyorganization-
environment related themes. The findings were explained based on the
TOE framework and indicated that technological, organizational, and environmental
barriers which are determining the ICT implementation in the higher learning institutions
of Ethiopia. These determined barriers by adopting the TOE framework were
critical for the future strategic plan for the effective implementation of ICT in the higher
learning institutions teaching-learning practices in the country.

With the development of autonomous robots, one day probably capable of speaking, thinking and learning, self-reflecting, sharing emotions, in fact, with the raise of robots becoming artificial moral agents (AMAs) robot scientists like Abney, Veruggio and Petersen are already optimistic that sooner or later we need to call those robots “people” or rather “Artificial People” (AP). The paper rejects this forecast, due to its argument based on three metaphysical conflicting assumptions. Firstly, it is the idea that it is possible to precisely define persons and apply the definition to robots or use it to differentiate human beings from robots. Further, the argument of APs favors a position of non-reductive physicalism (second assumption) and materialism (third assumption), finally producing weird convictions about future robotics. Therefore, I will suggest to follow Christine Korsgaard’s defence of animals as ends in themselves with moral standing. I will show that her argument can be transmitted to robots, too, at least to robots which are capable of pursuing their own good (even if they are not rational). Korsgaard’s interpretation of Kant delivers an option that allows us to leave out complicated metaphysical notions like “person” or “subject” in the debate, without denying robots’ status as agents.

We exist in the world of uncertainties.
Any uncertainty always arises from a conflict of experience and chance, more precisely, from a conflict between the observer's experience and the chance observation. In other words, this indivisible pair, ``experience and chance'', is the source of any uncertainty.
Other sources of uncertainty simply do not exist.
A theory that describes this conflict strictly mathematically is the new theory, called theory of co~events, or the theory of experience and chance. Now we can say that this theory is a theory of uncertainty in its broadest sense.

The eventology approach gave impetus to the development of a theory that turned out to be broader than the theory of probabilities.
This new theory is a dual combination of two theories - Kolmogorov's theory of probabilities of ket-events (k-e.'s) and its dual reflection - a new theory of believabilities of bra-events (b-e.'s). Today, the theory of co~events has a strict axiomatics, in which Kolmogorov k-e.'s describing the future case of observation are dually reflected in b-e.'s describing the past experience of the observer, and a co~event is defined as a measurable binary relation on the Cartesian product: ``a set of bra-events X a set of terraced ket-events''.

A defining goal of research in AI and robotics is to build technical artefacts as substitutes, assistants or enhancements of human action and decision-making. But both in reflection on these technologies and in interaction with the respective technical artefacts, we sometimes encounter certain kinds of human likenesses. To clarify their significance, three aspects are highlighted. First, I will broadly investigate some relations between humans and artificial agents by recalling certain points from the debates on Strong AI, on Turing’s Test, on the concept of autonomy and on anthropomorphism in human-machine interaction. Second, I will argue for the claim that there are no serious ethical issues involved in the theoretical aspects of technological human likeness. Third, I will suggest that although human likeness may not be ethically significant on the philosophical and conceptual levels, strategies to use anthropomorphism in the technological design of human-machine collaborations are ethically significant, because artificial agents are specifically designed to be treated in ways we usually treat humans.

Sparrow argues that military robots capable of making their own decisions would be independent enough to allow us denial for their actions, yet too unlike us to be the targets of meaningful blame or praise—thereby fostering what Matthias has dubbed “the responsibility gap.” We agree with Sparrow that someone must be held responsible for all actions taken in a military conflict. That said, we think Sparrow overlooks the possibility of what we term “blank check” responsibility: A person of sufficiently high standing could accept responsibility for the actions of autonomous robotic devices—even if that person could not be causally linked to those actions besides this prior agreement. The basic intuition behind our proposal is that humans can impute relations even when no other form of contact can be established. The missed alternative we want to highlight, then, would consist in an exchange: Social prestige in the occupation of a given office would come at the price of signing away part of one's freedoms to a contingent and unpredictable future guided by another (in this case, artificial) agency.

This work proposes an enhanced particle swarm optimization scheme that improves upon the performance of the standard particle swarm optimization algorithm. The proposed algorithm is based on chaos search to solve the problems of stagnation, which is the problem of being trapped in a local optimum and with the risk of premature convergence. Type 1" constriction is incorporated to help strengthen the stability and quality of convergence, and adaptive learning coefficients are utilized to intensify the exploitation and exploration search characteristics of the algorithm. Several well known benchmark functions are operated to verify the effectiveness of the proposed method. The test performance of the proposed method is compared with those of other popular population-based algorithms in the literature. Simulation results clearly demonstrate that the proposed method exhibits faster convergence, escapes local minima, and avoids premature convergence and stagnation in a high-dimensional problem space. The validity of the proposed PSO algorithm is demonstrated using a fuzzy logic-based maximum power point tracking control model for a standalone solar photovoltaic system.

New in the probability theory and eventology theory, the concept of Kopula (eventological copula) is introduced. The theorem on the characterization of the sets of events by Kopula is proved, which serves as the eventological pre-image of the well-known Sclar's theorem on copulas (1959). The aim of the conference is to provide a platform to the researchers and practitioners from both academia as well as industry to meet and share cutting-edge development in the field.

When there is uncertainty and lack of objective or sufficient data on how to act, it is other people’s behavior that becomes the source of information. Most frequently in such cases, people totally give up their own evaluations and copy others’ actions. Such conformism is motivated by the need to take the right and appropriate action, and a feeling that situation evaluations made by others are more adequate than one’s own. This effect is called social proof, and the more uncertain or critical (there is a sense of threat) a situation, the more urgent the decision and the smaller the sense of being competent to take that decision, the larger the effect. It is unknown whether the behavior, opinion or decision of artificial intelligence (AI) that has become part of everyday life can be a similar source of information for people on how to act. Here, we discuss the results of two experiments in which the participants had to take an urgent decision in a critical situation where they were unable to determine which action was correct. In the first (online) experiment, half of the participants had to take the decision without any hint, and the other half could familiarize themselves with the opinion of AI before taking the decision. In the other (laboratory) experiment, the participants could see how humanoid AI would act in a simulated situation before taking the decision. In both cases, AI (fake intelligence in fact) would take a completely absurd decision. Irrespective of this, however, some people took its action as a point of reference for their own behavior. In the first experiment, the participants who did not see how AI acted tried to find some premises for their own behavior and act in a relatively justified way. Among those who could see what AI decided to do, however, as many as over 1/3 of the participants copied its opinion without giving it a thought. In the experiment with the robot, i.e. when the participants actually observed what AI did, over 85% copied its senseless action. These results show a new AI proof mechanism. As predicted by philosophers of technology, AI that people have more and more contact with is becoming a new source of information about how to behave and what decisions to take.

David J. Gunkel in his latest book Robot Rights presents the opportunities and challenges of integrating robots into moral and legal systems. The research question asked by the author is “Can and should robots have rights”? Following the Humean distinction between “is” and “ought”, Gunkel creates four statements that either opt for or against incorporating robots into legal discourse. The four modalities group contrasting opinions developed by different scholars on the subject of the eponymous robot rights. The author provides readers with yet another alternative approach to the question of legal recognition of robots which is based on Levinasian philosophy.
