Roberta T. Di Rosa, sociologist and social worker. PhD in Sociology.
Full Professor of Sociology of Migration and International Social Work at the University of Palermo.
Master in Community and Cultural Mediator at the Università Cattolica of Milan. European Master in Mediation Switzerland; CEMFI in Paris for the management of community and cultural conflicts and in conflicts within foreign families and mixed couples.
For the University of Palermo and for National Fondation of Social Worker, she has participated and is currently involved in national and international research programs on the social integration of migrants. She is engaged in post-graduate education as scientific vice-coordinator of the International Master on Mediation Processes, and Scientific Director of the Summer School "New Frontiers of Professional Social Work."
She carries out teaching and researching activities also in Italian and foreign universities (France, Spain, Colombia, Switzerland); from 2004 to 2009, she was responsible for the Atelier Interculturalité within the European Master in Mediation of Sion (CH) and has participated in the work of the Commission "Intercultural Competences in Social Service" of the Council of Europe in Strasbourg, in the two years 2008/10 as an external expert.
In 2015 she won a national contest with a community mediation project to be implemented on the Lampedusa Island, “Sfida educativa e rapporti tra generazioni a Lampedusa: mediazione per una risposta comunitaria al disagio giovanile” project realized under her co-ordination in 2016/17 by Fondazione Mondoaltro di Agrigento, in collaboration with Associazione Medes and Fondazione San Zeno.
She participated in quality of trainer and supervisor in the PUERI national project for the reception of unaccompanied foreign minors.
She is Director of the Interdisciplinary Group of Research and Action on Migration and Social Work “Futuro Plurale” of University of Palermo.
Since 1992, she has performed volunteer service for the Ismani Mission, Tanzania, for which she currently coordinates outreach activities, the departures of volunteers and on-site projects.
Founding member of Assistenti Sociali senza Frontiere (Social Workers Without Borders), she was President from 2011 to 2018.
The study path and research agenda undertaken over the years and/or that are still being explored have concerned:
-community relationships and processes of family and social assistance (in particular with regard to minors, old people, women and migrants);
-the procedures for receiving migrants and social policy on migration;
-theoretical reflections and observations on the development of mediation to favour a culture of democratic coexistence and responsible participation when dealing with interpersonal and community tension and conflicts;
-the growth and development within university courses that train for social work of intercultural competences and specific abilities linked to processes that assist migrants or processes that support realities which are culturally very different;
-the implementation of participation development processes and the experimentation of new ways through which to intervene on the social and cultural aspect in cooperation processes with developing countries.

Ricerche nazionali e internazionali mostrano la persistenza di matrici culturali e di stereotipi di genere rispetto alla divisione del lavoro, sin dalla formazione, nella mentalità degli studenti e dei formatori, e spesso anche negli stessi professionisti. Le riflessioni critiche degli autori sono orientate alla ricerca di un antidoto al permanere in statu quo, e insieme allo sviluppo di una modalità di intervento sociale avanzata e di attenzione consapevole rispetto al genere, sia tra professionisti, sia con utenti e clienti dei servizi, diversa a seconda che siano uomini, donne o in un processo di ridefinizione di sé. Percorsi di ricerca che si offrono come contributo verso sviluppi di segno diverso nei molteplici fronti della formazione (universitaria e permanente), della narrazione collettiva e massmediale, della ricerca e riflessività prodotta dalla stessa comunità professionale degli assistenti sociali.
The increasing mobility of social workers across national borders, as well as posing challenges in terms of cultural adaptation and sometimes language competences, offers important opportunities to recognize the skills and the experiences which workers from other countries bring; and, at a more general level, increased opportunities for gaining an international perspective on the development of social work and social services.
En este sentido, la mediación puede dar un importante aporte para la construcción o reconstrucción de las normas que permiten el desarrollo de acciones e interacciones sociales significativas y solicitar a individuos y grupos a probar las reciprocas modalidades de relación, con el fin de buscar las razones y condiciones de compatibilidad.
Inclusión y cohesión social se pueden desarrollar gracias a la práctica generalizada de la mediación comunitaria, en la medida que se proponga y se experimente un cambio de paradigma en la intervención social, que se aparte de las directrices de asistencia o control social que a menudo lo caracterizan, para promover nuevas formas de ciudadanía basadas en el respeto y el reconocimiento, la potenciación y mejora de los recursos existentes, incluida la diversidad cultural.
El punto clave es la reciprocidad de este proceso: cada cultura, sea la de acogida que la de los migrantes, podrá encontrar, en una mediación que siga estos principios, un espacio donde se expresen y se armonicen las diferencias, en el cual todos están llamados a participar en la realización de una forma de ciudadanía más compleja, capaz de reconocer la multiplicidad de afiliaciones y tolerar un nivel elevado de diferenciación sin perder la capacidad de integración.

SOMMARIO
“Internet è la trama delle nostre vite” [Castells, M. (2001). The Internet Galaxy: Reflections on the Internet, Business, and Society. Oxford: Oxford University Press, p. 1] – ma quali sono oggi le trame che collegano gli assistenti sociali a questo tessuto? Con questo contributo ci proponiamo di rispondere a questa domanda attraverso un’indagine sulle risorse online, sui nodi e sulle pratiche di e-social work in Italia. Discuteremo dell’impatto delle ICT sul contesto italiano e sull’utilizzo delle ICT da parte degli assistenti sociali italiani, al fine di ricostruire i fattori interno ed esterni che incidono sui livelli attuali di utilizzo di queste risorse emergenti all’interno della comunità professionale. Verrà poi presentata una rassegna dei principali portali di servizio sociale, descrivendone caratteristiche e peculiarità in una panoramica sulle caratteristiche chiave e le funzioni attuali sul web del servizio sociale italiano, seguita da una riflessione sulle possibilità, criticità e prospettive presentata dall’e-social work in Italia.
The professional skills demanded of social workers by contemporary society must unavoidably include the capacity to apply knowledge, to know how to act and acquire the appropriate new competences for listening and taking care of people coming from different cultures. With regard to the training of future generations of social workers it must be remembered that they will have to deal with an increasingly globalized society and face the new demands placed upon the profession by the presence of a greater number of people migrating to Italy in increasingly greater numbers.
Teaching experimentation carried out as part of the degree course in Social Work at the University of Palermo over the last ten years has already been moving in the direction of integrating, first of all, an awareness of the need for professional, trans-cultural knowledge and, consequently, also urgently planning and providing an improvement for the future generations of professionals. From this experience a teaching approach is being developed that consents the integration of an academic education with transcultural skills and achieve greater effectiveness precisely by paying more attention to the diversity of the lives of the subjects in the caring relationship.
Training in intercultural skills may lead to two objectives: ensuring the quality of care for the migrant population, in terms of equal opportunities and non-discrimination; transmitting a sense of security to social workers in dealings with the migrant population, whilst reducing stress and limiting erroneous behaviour.
The intercultural quality of social services, with the possibility of carrying out cross-cultural social work, will enhance services for migrants (e.g. assistance for social integration, protection of cultural specificities, prevention of violence and discrimination); it will also bring about the rejuvenation of indigenous communities, by reassuring its wary citizens and transforming the whole concept of citizenship, in the social rather than legal sense.

RESUMEN:
Las herramientas profesionales de los trabajadores sociales requeridas por la sociedad contemporánea deben inevitablemente incluir la capacidad de aplicar el conocimiento, de saber cómo actuar y de adquirir nuevas competencias apropiadas para escuchar y para atender a las personas provenientes de diferentes culturas. En relación con el entrenamiento a las futuras generaciones de trabajadores sociales, se debe recordar que tendrán que negociar con una sociedad cada vez más globalizada y afrontar las nuevas demandas hacia la profesión, por la presencia de un número de inmigrantes en Italia en cifras cada vez más altas.
La experimentación didáctica llevada a cabo como parte del curso de grado en Trabajo Social de la Universidad de Palermo, en los últimos diez años, ya se ha estado movilizando hacia la integración, en primer lugar, de una conciencia de la necesidad del conocimiento profesional trans-cultural y consecuentemente, como urgentemente, de una planeación y provisión del mejoramiento para las futuras generaciones de profesionales. A partir de esta experiencia se ha estado desarrollando un modelo de enseñanza que permita la integración de una educación académica con las herramientas trasnsculturales y el logro de mayor eficacia, prestando precisamente mayor atención a la diversidad de las vidas de los sujetos en la relación de ayuda social.
Entrenar en herramientas interculturales puede conducir a dos objetivos: asegurar la calidad de la atención a la población inmigrante, en términos de brindar igualdad de oportunidades y no-discriminación; transmitir un sentido de seguridad a los trabajadores sociales para generar acuerdos con la población inmigrante, mientras se reduce el estrés y los comportamientos erróneos limitantes.
La calidad intercultural de los servicios sociales, con la posibilidad de llevar a cabo un trabajo social transcultural, mejorará los servicios para los inmigrantes (e.g. asistencia para la reintegración social, protección de las especificidades culturales, prevención de la violencia y de la discriminación); igualmente, traerá consigo el rejuvenecimiento de comunidades indígenas, tranquilizando a sus ciudadanos cautelosos y transformando el entero concepto de ciudadanía, en un sentido social más que legal.

Discuteremo dell’impatto delle ICT sul contesto italiano e sull’utilizzo delle ICT da parte degli assistenti sociali italiani, al fine di ricostruire i fattori interno ed esterni che incidono sui livelli attuali di utilizzo di queste risorse emergenti all’interno della comunità professionale. Verrà poi presentata una rassegna dei principali portali di servizio sociale, descrivendone caratteristiche e peculiarità in una panoramica sulle caratteristiche chiave e le funzioni attuali sul web del servizio sociale italiano, seguita da una riflessione sulle possibilità, criticità e prospettive presentata dall’e-social work in Italia.

RESUMEN:
Las herramientas profesionales de los trabajadores sociales requeridas por la sociedad contemporánea deben inevitablemente incluir la capacidad de aplicar el conocimiento, de saber cómo actuar y de adquirir nuevas competencias apropiadas para escuchar y para atender a las personas provenientes de diferentes culturas. En relación con el entrenamiento a las futuras generaciones de trabajadores sociales, se debe recordar que tendrán que negociar con una sociedad cada vez más globalizada y afrontar las nuevas demandas hacia la profesión, por la presencia de un número de inmigrantes en Italia en cifras cada vez más altas.
La experimentación didáctica llevada a cabo como parte del curso de grado en Trabajo Social de la Universidad de Palermo, en los últimos diez años, ya se ha estado movilizando hacia la integración, en primer lugar, de una conciencia de la necesidad del conocimiento profesional trans-cultural y consecuentemente, como urgentemente, de una planeación y provisión del mejoramiento para las futuras generaciones de profesionales. A partir de esta experiencia se ha estado desarrollando un modelo de enseñanza que permita la integración de una educación académica con las herramientas trasnsculturales y el logro de mayor eficacia, prestando precisamente mayor atención a la diversidad de las vidas de los sujetos en la relación de ayuda social.
Entrenar en herramientas interculturales puede conducir a dos objetivos: asegurar la calidad de la atención a la población inmigrante, en términos de brindar igualdad de oportunidades y no-discriminación; transmitir un sentido de seguridad a los trabajadores sociales para generar acuerdos con la población inmigrante, mientras se reduce el estrés y los comportamientos erróneos limitantes.
La calidad intercultural de los servicios sociales, con la posibilidad de llevar a cabo un trabajo social transcultural, mejorará los servicios para los inmigrantes (e.g. asistencia para la reintegración social, protección de las especificidades culturales, prevención de la violencia y de la discriminación); igualmente, traerá consigo el rejuvenecimiento de comunidades indígenas, tranquilizando a sus ciudadanos cautelosos y transformando el entero concepto de ciudadanía, en un sentido social más que legal.

El ordenamiento jurídico italiano ha reconocido al menor extranjero, que por varios motivos se encuentre en su territorio, los mismos derechos fundamentales de los menores ciudadanos. Son derechos fundamentales que corresponden a las necesidades meritorias, para su esencialidad en el desarrollo de la personalidad, de ser garantizados legislativamente; más allá del derecho a la ciudanía, integración y por consiguiente, acogida e instrucción, igual el derecho al reencuentro familiar, el derecho a la tutela de la salud, el derecho a la protección contra todas las formas de explotación. Pero si por una parte al menor extranjero se le reconocen derechos, por otra, las políticas de inmigración (siempre más centradas sobre el control de los ingresos y cada vez menos sobre la integración) han resaltado los requisitos de admisión y de erogación de los servicios, haciendo cada vez más difícil el acceso y el beneficio por parte de los menores. En particular, las dificultades del sistema de acogida se hacen mas evidentes en el cas de los Menores Extranjeros Non Acompañados, que asume en Italia características diferentes, con base en el sistema normativo existente, en la variabilidad territorial (regional y local) de los servicios relevantes para la tutela y el bienestar de los menores.
These are contexts where, despite the great variety of profoundly different situations - being alone or with one’s family, born abroad or in Italy, being legally resident or being exploited by prostitution rings - the common denominator is the redefinition of identity and the role of women, wives and daughters.
