Αναμφίβολα, η τουρκική εισβολή του 1974 δεν ήταν απλώς η καθοριστική τομή, όπως αυτές που ψάχνουν ή που δημιουργούν οι ιστορικοί για να γίνεται από μεθοδολογικής άποψης καλύτερα η δουλειά τους, αλλά το γεγονός που σημάδεψε με βιαιότητα τη σύγχρονη ιστορία της Κύπρου, με τη συνεχιζόμενη έκτοτε τουρκική κατοχή του 37% του εδάφους της Κυπριακής Δημοκρατίας. Τα αποτελέσματα της τουρκικής εισβολής ήταν τραγικά για την Κυπριακή Δημοκρατία, τους πολίτες της και γενικότερα για τον κυπριακό Ελληνισμό. Από τότε, τον Αύγουστο του 1974, όταν ολοκληρώθηκαν οι αιματηρές τουρκικές στρατιωτικές επιχειρήσεις του «Αττίλα ΙΙ», η Κύπρος έχει κυριολεκτικά μεταμορφωθεί, και όχι μόνο επί του εδάφους. Για κάθε απλό πολίτη, αλλά και για την ίδια την Κυπριακή Δημοκρατία σηματοδοτήθηκε η έναρξη διαρκούς πάλης για την αποφυγή της διχοτόμησης και της μη αποδοχής των τετελεσμένων της τουρκικής εισβολής, με μια παράλληλη διαδικασία συνεχούς αγώνα για επιβίωση.

The celebrations which marked the accession of the Republic of Cyprus to the European Union on 1st May 2004 signalled the end of a fourteen year process since the island had first applied to join - and the end of six full years of complicated and intense negotiations. Upon joining the EU, Cyprus was widely regarded as the most advanced of the ten acceding states. Yet this did not prevent the conditions of accession and its aftermath from bringing widespread and comprehensive changes to the internal social structure of Cyprus. This chapter examines aspects of the legal ramifications of EU membershipin the social and societal sector and explores how Cyprus endeavoured to adapt to these demands.

Die wissenschaftliche Diskussion über Wohlfahrtssysteme ist durch globale Entwicklungen der letzten Jahre wieder aufgeflammt, denn die jeweiligen Wohlfahrtsstaaten reagieren sehr unterschiedlich auf den schärfer werdenden wirtschaftlichen Wettbewerb und die daraus folgenden Sparzwänge. In einigen Staaten hat ein ‚race to the bottom‘ hinsichtlich der Wohlfahrtsleistungen eingesetzt. Die dahinterliegende Ideologie, der ‚freie Markt‘ wäre die beste Antwort auf die zeitgenössischen Herausforderungen, ist zwar weit verbreitet, kann aber keine Hegemonie beanspruchen. Denn zahlreiche andere Wohlfahrtsstaaten haben ihre sozialen Verpflichtungen nicht aufgegeben und setzen sich für die Vereinbarkeit von wirtschaftlichem und sozialem Wohlstand ein.

This paper discusses the extent to which Cyprus' Commonwealth membership has remained relevant following the country's accession to the EU in 2004. It is argued that, despite the predominant role of Cyprus' EU membership, the importance of the Commonwealth for the promotion of the country's political agenda and international cooperation has not diminished. There has been a steady Cypriot participation at high-level Commonwealth meetings post-EU accession. However, the importance of the Commonwealth to the everyday life of Cypriot citizens remains marginal, especially when compared to EU membership. The decision of the UK to exit the Union could precipitate an increased interest on the part of Cyprus in its Commonwealth membership, that could , eventually, even act as a bridge that might help establish a partnership cooperation mechanism between the EU and the Commonwealth.

This special issue seeks to present original contributions exploring how the RoC has both shaped and been shaped by the Commonwealth, and at the same time to establish a framework for further research on the subject matter. The papers included cover different aspects of the relations between the RoC and the Commonwealth. A common theme of all papers is that they focus on official perceptions by the RoC and/or the Greek Cypriot majority vis-à-vis the Commonwealth, drawing on a variety of sources, including Greek-speaking ones that, due to linguistic barriers, have often been absent from discussion regarding the RoC in international literature.

The principle of equal treatment between women and men holds a major importance in Labour Law and aims to ensure equal opportunities and conditions of employment regardless of gender. The main part of the study focuses on the protective measures and the legal protection in the Cypriot and Greek legal order. Statistical data reveals that gender equality at work has not actually been achieved in the two countries. A deeper analysis suggests that there is a pathogenesis in the labour markets that needs to be overcome. Balancing family and professional life are crucial in combating social stereotypes, occupational segregation, as well as the glass ceiling effect, in order to achieve substantial gender equality in employment life.

The aim of this paper is to address the significance of the Cypriot hydrocarbons within a European framework, identify the political challenges associated with the exploration of Cypriot hydrocarbons and argue that the Cypriot hydrocarbons, or indeed any credible European policy on hydrocarbons, may be a source of tackling future financial crises, only if the Union aims at further political integration, rather than merely integration at a monetary and technical level. The paper considers the issue within the framework of the 2013 EP Resolution on the Energy Roadmap 2050 and by revisiting intergovernmentalist analyses of European integration which emphasize the centrality of the nation state in the process of integration. It is suggested that a comprehensive energy policy should be based upon a comprehensive political framework enabling such policy to be applied. The 2013 EP Resolution appropriately acknowledged this inter-relationship between politics, economy and energy and called upon the EU to maintain a high political profile and to identify the notion of common energy solidarity. The case of the Cypriot hydrocarbons is a distinct case where any comprehensive energy policy will remain unfinished, unless it can be applied within the framework of a common political energy policy.

On 2 April 2013 Cyprus reached an agreement with the Troika on an Economic Adjustment Program aimed at addressing the country’s financial, fiscal and structural imbalances. A general assessment of the overall impact of the austerity program  illustrates that the specified targets have been met both in terms of objective and the scheduled timeframe of implementation thus far. An analysis of different sectors of the economy illustrates that the »bubble« sectors of construction and financial services largely account for the economic contraction. Conversely, tourism and company registration services have remained resilient with little downward change.The extent of the impact of the banking crisis remains undetermined and could pose further future risks, while unanticipated problems in the banking sector may resurface. The recession continues unabated, confirming predictions that the trend is not expected to reverse prior to 2015.

Olson’s (1965) ‘theory of groups’ suggests that the collective action problem is associated with large groups, as their members are more prone not to act in the group's common interest unless motivated by personal gains. Olson proposes the solution of ‘selective benefits’, which is based on the argument that, “only a separate and ‘selective’ incentive will stimulate a rational individual in a latent group to act in a group-oriented way.” Individuals will, in other words, only choose to join a group if the private benefits offered exceed the costs and thus the collective action problem will be overcome. This paper seeks to critically examine this highly controversial theory. By analysing the criticisms levelled against Olson’s solution, and the state of the debate, it is assessed whether the private benefits theory should be revisited. It is argued that the ‘selective benefits’ theory is based on over-simplistic assumptions, which are nonetheless inevitable when one appreciated the scientific motivations underlying Olson’s attempt to offer a solution to the collective action problem

In this article a domain-specific analysis of Cyprus' Europeanisation process is advocated. It is argued that the overall process of Europeanisation was governed by an instrumental logic that furnished a consciously promoted national strategy of EU accession. It is suggested also that this logic had a cross-sector impact. The Europeanisation of the labour sector is the crux of this discussion. The article concludes that the pre-existence of a deeply-rooted corporatist tradition in the field of industrial relations acted as the mediating mechanism that facilitated a smooth and speedy adjustment process.

The aim of this paper is to assess the coordination and policy formulation in EU federal states. Federalism refers to the legal and political structures that distribute power territorially within a state. The relative degree of convolution that characterises federal state systems necessitates a sufficient degree of coordination. The latter implies a satisfactory – at the very least – level of organisation, harmonisation, synchronisation and management between the component parts of a federal system, so as to ensure that these parts do not obstruct or encumber one another. Coordination of federal state systems envisages the smooth and effective cooperation between the federal and the state levels, as well as between the individual departments and other key players within this policy-formulation arena. It is argued that the need for coordination is greatly augmented in the case of federal state systems, as the complexity that surrounds them commands more organisation, administration and management between the component parts of government, in order to make sure that they do not impede or negate one another. The paper will consider the manner in which EU federal member states participate in the EU. The objective of this examination is to cast light on the importance of national coordination, if the member states envisage engaging effectively in EU negotiations; the role of national interest will also be addressed.

Responding to the ongoing planetary crisis due to the spread of the COVID-19, The Cyprus Review opens the present call to all interested academics, scholars, and practitioners who are willing to contribute to the ongoing scientific debate about the foundational questions raised by the pandemic, the threats, challenges, and possibly opportunities created, and the doctrinal assessment of the systemic responses provided vis-à-vis this latest predicament. The Review invites all interested authors to consider submitting original contributions primarily in the fields of International Relations, Politics, Social Welfare, History, Public Administration, Law, Sociology, Anthropology, Social Sciences, Economic, and Life and Health Sciences, critically approaching the pandemic crisis in theoretic or practical milieu. Τhe Cyprus Historical Studies Society, the School of Law of the University of Nicosia, together with the Department of History of the University of Cyprus and the NUP, organise one of the largest historical conferences ever to be held in Cyprus, and the largest on colonial history, with an astonishing 75 speakers in 16 parallel sessions, as well as a plenary session where the Minister of Foreign Affairs Nicos Christodoulides will deliver an opening address and Prof. Robert Holland of King’s College will provide the keynote address.

Prof. Andreas C. Sophocleous passed away in July 2018. He was a Professor in Communications and Mass Media at the University of Nicosia, former Dean of the School of Humanities, Social Sciences
and Law of the University of Nicosia, and former Director of the Mass Media and Communication Institute (IMME). In 1969 Prof. Sophocleous joined the Press and Information Office (PIO) as a Public Information Officer. He served as PIO’s Director from 1991 to 1995, specializing in
‘Enlightenment’ issues around the Cyprus Problem, Foreign Press and International Relations. His research interests included the history of the Cypriot press, the history and geography of Cyprus, media and communications, journalism, Cypriot literature and bibliography.

The Cyprus Review invites submissions for its special section on any topic pertinent to the research interests of the late Prof. Sophocleous and in particular to Cypriot media and communications, as well as Cyprus history and geography. Any research work submitted to the journal should be pertinent to Cyprus. Interested authors should submit their papers online by the submission deadline of 14 July 2019.

This special issue section will be in honour of the Cypriot sociologist Caesar Mavratsas, who passed away in 2017, following a battle with cancer, at the age of 54, and had served as editor of the Review for a couple of years in the '90s. Mavratsas was one of the first Professors of Sociology at the Department of Social and Political Sciences in the newly established University of Cyprus. He had 23 creative years. Witty, provocative, and generous, with a keen intellect and questioning mind, he combined a good sense of humour in his sociological imagination. This made him hugely popular with students and colleagues at the University of Cyprus-but also controversial. His sociology focused on Greek Cypriot political culture, identity, diaspora and nationalism. Born in Famagusta, Mavratsas went to Boston University to study philosophy and sociology and graduated in 1993. Mavratsas wrote several well-regarded books on Cypriot society and published many articles in Cypriot, Greek, British, American, Canadian and French academic journals, while substantial parts of his work were translated into Turkish and German.

The decision of the UK electorate to vote in the 23 June 2016 referendum in favour of the UK leaving the EU, and the subsequent decision of the UK government to invoke Article 50 TEU, called into question the mainstream assumptions on the EU as the end-point of the evolution of European states. For the first time, following a lengthy historical process of continuous accessions and membership growth, the EU is faced with the decision of one of the largest and most important members of the EU to leave it. A comprehensive analysis of the political and legal aspects and potential impact of Brexit is both timely and necessary. This includes both the internal level, i.e. the political and legal settlements within the UK, as well as the external level, i.e. the relationship between the UK and the EU during Brexit negotiations and post-Brexit. The aim of the conference is thus to address issues such as: • The political and legal implementation and implications of Brexit. • The consequences of Brexit for the internal constitutional structure of the UK and the status of Northern Ireland and Scotland. • The impact of Brexit on the process, political rhetoric, realities and the future of European integration. • The implications for the legal and political post-Brexit relationship between Britain and EU member states, such as Ireland, Cyprus and Malta. • The negotiations between the EU and the UK, the effect on key EU policy areas and the future of an EU without the UK.

ABSTRACT This paper discusses the extent to which Cyprus’ Commonwealth membership has remained relevant following the country’s accession to the EU in 2004. It is argued that, despite the predominant role of Cyprus’ EU membership, the importance of the Commonwealth for the promotion of the country’s political agenda and international co-operation has not diminished. There has been a steady Cypriot participation at high-level Commonwealth meetings post-EU accession. However, the importance of the Commonwealth to the everyday life of Cypriot citizens remains marginal, especially when compared to EU membership. The decision of the UK to exit the Union could precipitate an increased interest on the part of Cyprus in its Commonwealth membership, that could , eventually, even act as a bridge that might help establish a partnership cooperation mechanism between the EU and the Commonwealth.

The Republic of Cyprus (RoC) became the 12th member to join the Commonwealth on 13 March 1961. The smallest member of the Commonwealth at the time was New Zealand with a population of 2.5 million. The Federation of Malaya (6.3 million), Ghana (6.7 million), and Ceylon (9.2 million) were the only other members with fewer than 10 million inhabitants. The newly independent RoC, with a population of 572,000 was comparatively extremely small, and its Constitution provided for rights of guarantee to two non-Commonwealth countries, i.e., Greece and Turkey. Did the Commonwealth even want such a state to become a member? In 2021, with the Commonwealth comprising 54 members, out of which 32 members are classified as small states, and with some members having no links to the former British Empire, or even other Commonwealth members, the RoC seems like a perfect fit. However, admitting a small state was an extremely controversial question when the RoC applied for membership. The entry of the RoC as a Commonwealth member in March 1961 was accordingly a landmark in the history of the organisation, as the RoC was the first small state to join the Commonwealth. Furthermore, although a number of Commonwealth members had adopted republican constitutions in the years following their independence, the RoC was the first member to achieve independence and join the Commonwealth as a republic. The current majority of Commonwealth members are republics. The accession of the RoC was at the time controversial. Senior government officials in London questioned whether it was in Britain’s interests, and doubts were expressed by some other Commonwealth members. Many of those in the RoC who had fought for independence were reluctant to see their country join an organisation so closely associated with the British Empire. Yet the RoC has since established itself as an active and enthusiastic member. It hosted the 1993 Commonwealth Heads of Government Meeting (CHOGM) in Limassol and simultaneously the first meeting of the Ministerial Group of Small States. Its Foreign Minister has chaired the Commonwealth Ministerial Action Group, and parliamentary and governmental officials regularly participate actively in all Commonwealth meetings. Despite the above, research output regarding RoC-Commonwealth relations has so far been rather limited compared to other Commonwealth countries. This special issue seeks to present original contributions exploring how the RoC has both shaped and been shaped by the Commonwealth, and at the same time to establish a framework for further research on the subject matter. These contributions originated from a conference held in Nicosia, Cyprus, on May 20–21, 2021. The principle of equal treatment between women and men holds a major importance in Labour Law and aims to ensure equal opportunities and conditions of employment regardless of gender. The main part of the study focuses on the protective measures and the legal protection in the Cypriot and Greek legal order. Statistical data reveals that gender equality at work has not actually been achieved in the two countries. A deeper analysis suggests that there is a pathogenesis in the labour markets that needs to be overcome. Balancing family and professional life are crucial in combating social stereotypes, occupational segregation, as well as the glass ceiling effect, in order to achieve substantial gender equality in employment life.

Introduction Social transformation in Europe is a complex process which is generally pertinent to four kinds of pressures: (1) globalisation; (2) the EU enlargement process; (3) the gradual deepening of the EU; and (4) varying national developments.1 In the past, there was an effort by some scholars—e.g. Esping-Andersen2, Leibfried3—to classify and idealise the way in which models of welfare state systems emerge, develop and transform. This effort seems to be wanting. Critics of this approach contend that the attempt to model welfare systems fails to record the peculiarities of distinct national experiences and the way in which the process of social transformation interacts with external pressures. 4 Regardless of these criticisms however, the modelling of the process of (social) transformation must not be discarded.

Olson’s (1965) ‘theory of groups’ suggests that the collective action problem is associated with large groups, as their members are more prone not to act in the group's common interest unless motivated by personal gains. Olson proposes the solution of ‘selective benefits’, which is based on the argument that, “only a separate and ‘selective’ incentive will stimulate a rational individual in a latent group to act in a group-oriented way.†Individuals will, in other words, only choose to join a group if the private benefits offered exceed the costs and thus the collective action problem will be overcome. This paper seeks to critically examine this highly controversial theory. By analysing the criticisms levelled against Olson’s solution, and the state of the debate, it is assessed whether the private benefits theory should be revisited. This paper discusses the extent to which Cyprus' Commonwealth membership has remained relevant following the country's accession to the EU in 2004. It is argued that, despite the predominant role of Cyprus' EU membership, the importance of the Commonwealth for the promotion of the country's political agenda and international cooperation has not diminished. There has been a steady Cypriot participation at high-level Commonwealth meetings post-EU accession. However, the importance of the Commonwealth to the everyday life of Cypriot citizens remains marginal, especially when compared to EU membership. The decision of the UK to exit the Union could precipitate an increased interest on the part of Cyprus in its Commonwealth membership, that could , eventually, even act as a bridge that might help establish a partnership cooperation mechanism between the EU and the Commonwealth.

Introduction for Special Issue. This special issue seeks to present original contributions exploring how the RoC has both shaped and been shaped by the Commonwealth, and at the same time to establish a framework for further research on the subject matter. The papers included cover different aspects of the relations between the RoC and the Commonwealth. A common theme of all papers is that they focus on official perceptions by the RoC and/or the Greek Cypriot majority vis-à-vis the Commonwealth, drawing on a variety of sources, including Greek-speaking ones that, due to linguistic barriers, have often been absent from discussion regarding the RoC in international literature.

The accession of Cyprus to the European Union (EU) in 2004 was seen as the culmination of a long history of attempts to find a viable solution to the political division of the island.1 The rationale behind the country’s application for EU membership was primarily political. A clear connection was made between the Cyprus problem and the approach of the country to the EU, to the extent that the two became almost synonymous. As a result, the harmonization process, in relation to the transposition of the various directives of the acquis communautaire, was mostly conflict free, as it was thought likely to promote the long-anticipated solution to the Cyprus problem. This was the dominant perception among the Cypriot political elite as well as the wider public, who linked harmonization, and thus accession to the EU, to the solution of the country’s political problem (Ioannou, 2008–2009; Ioannou and Kentas, 2011).

The present contribution presents data backing up the thesis that the welfare state in Cyprus has deteriorated significantly since 2008, placing the blame on the policies implemented by the 2008–2013 government, as well as the economic crisis and the resulting Memorandum of Understanding that was signed between Cyprus and its international lenders. Following a detailed presentation of lead-up to the signing of the MoU and of its main provisions, goals and effects on economic indicators, as well as of other measures taken to alleviate the effects of the economic crisis, it is argued that the ageing and increase of the population as a result of low fertility rates will put a further strain on the welfare state. The labour market policy and its aims are presented, whilst the situation and MoU provisions as regards pensions, health policing and the tackling of social exclusion are analysed. It is argued that the rollback of the welfare state and the switch towards targeted rather than universal policies is a risk given the lack of trust in the state and the general feeling of uncertainty. It is concluded that these latter feelings of lack of trust and the accompanying uncertainty, which are partly the effects of the economic crisis and the MoU, but also reflect structural weaknesses of Cypriot society, significantly delegitimise the welfare state in Cyprus.

In this article a domain-specific analysis of Cyprus’ Europeanisation process is advocated. It is argued that the overall process of Europeanisation was governed by an instrumental logic that furnished a consciously promoted national strategy of EU accession. It is suggested also that this logic had a cross-sector impact. The Europeanisation of the labour sector is the crux of this discussion. The article concludes that the pre-existence of a deeply-rooted corporatist tradition in the field of industrial relations acted as the mediating mechanism that facilitated a smooth and speedy adjustment process.
