Social media news sharing has become a central subject of scholarly research in communication studies. To test current theories, it is of an utmost importance to estimate the meaningful parameters of news sharing behavior from observational data. In this article, we retrieve measures of ideological congruence, issue salience, and media reputation to explain news sharing in social media. We describe how the proposed statistical model connects to different strands of the news sharing literature. We then exemplify the usefulness of the model with an analysis of the relationship between ideological congruence and issue salience. Results show that if ideology and salience correlate with each other, the preferences of ideologues (i.e., users who give higher weight to ideological congruence) will be overrepresented in observational data. This will result in the heightened perceptions of polarization. We test the performance of the model using data from Brazil, Argentina, and the United States.

As users select or discard content, they collectively highlight facets of events or issues as to promote a particular interpretation. In this article we take on the challenge of analyzing how social media users frame political events by selectively sharing content that is cognitively congruent with their beliefs. Objective: This article measures ICE officers' punitive biases in immigration enforcement , comparing rates of dissent with low-risk and high-risk classification scores. It provides evidence that contextual political factors alter dissent with RCA scores and describes how such dissent informs more punitive versions of ICE's RCA scoring rules. Methods: We implement a statistical decomposition technique that compares the gap between low-risk and high-risk dissent rates in risk assessments. Historical and qualitative evidence describes the effect of punitive biases in algorithmic editing. Results: Results of this investigation show that larger gaps in dissent rates between low-risk and high risk classifications result in more punitive scoring updates in later versions of the RCA algorithm. Conclusion: Our article provides evidence that risk assessment tools implemented to reduce biases in immigration enforcement were updated to accommodate the punitive bias of ICE officers and supervisors. En este artículo presentamos un nuevo concepto, desacoplamiento ejecutivo, el cual describe una reducción en la capacidad del Poder Ejecutivo para modificar unilateralmente la legislación existente. En este trabajo mostramos que una mayor densidad normativa ha ido limitando a lo largo de décadas la capacidad del Poder Ejecutivo argentino para implementar legislación unilateralmente mediante decretos de
necesidad y urgencia. El motivo es que la expansión de la normativa vigente genera una mayor interdependencia entre áreas de legislación, algunas de las cuales están vedadas al Poder Ejecutivo. En la medida en que la red de citación de legislación vigente se expande, esta mayor interdependencia entre áreas de legislación inhibe al Ejecutivo para innovar en áreas que son jurisdiccionalmente contiguas.

ABSTRACT
In this article, we introduce readers to a new concept, Executive Decoupling, which describes a statistical decline in the capacity of the Executive to modify existing legislation by decree. In contrast with Bureaucratic Delegation models, which consider legislative  encroachment by the Executive as a contextual event and the result of conflict among the different branches of the government, we show that increased statutory density restrains the ability of the
Executive to legislate by decree. The motive is an increase in interdependence between legislative jurisdictions, some of which connect with issues that are restricted to the President.
As the citation network of existing legislation expands, increased interdependence between jurisdictions prevents the executive from innovating in contiguous normative issue areas.

En este artículo analizamos la relación entre medios tradicionales, redes sociales y establecimiento de agenda. El modelo de fusión de agendas es consistente con la conformación de burbujas de información, aunque no logra explicar cómo se configura la agenda cuando los usuarios pueden activamente publicar y propagar contenidos que les interesan. Nuestro modelo indaga sobre la decisión de los usuarios de promover contenidos con los cuales tienen afinidad cognitiva, en base a la red del #Tarifazo argentino. Medimos la propensión de los usuarios virtuales a difundir contenidos consistentes con sus creencias políticas, y enlaces a medios tradicionales y no tradicionales, y el tiempo que demoraron en retuitear un mensaje (latencia) en función de los links a medios tradicionales incluidos en dichos posteos. Los hallazgos alcanzados indican que los mensajes se propagan con distinta velocidad en la red, dependiendo de la congruencia o disonancia cognitiva existente entre usuarios y de estos para con los mensajes publicados. Concluimos que las comunidades de usuarios construyen agendas colectivas y limitan, de esta forma, la capacidad de los medios masivos de establecer la agenda pública de manera generalizada y homogénea.

Abordar, intrínsecamente estas problemáticas, constituye una valiosa herramienta que permite reeexionar sobre los procesos de constante transformación ligados a la constitución de comunidades y a las nuevas lógicas de producción, distribución y consumo de contenidos digitales. En este sentido, el presente libro busca realizar un aporte para repensar los modos de organización de la sociedad que connguran las redes de comunicación. Politicians can bene…t by ensuring that public sector positions requiring political services are occupied by partisans. We study a model in which this political screening is achieved by varying the amount of required political services and associated com-pensation in otherwise similar positions. Past vote shares reect the population share of partisans, and we predict a U-shaped relationship between an employee's current salary and the incumbent politician's vote share at the time of hiring. We test for this e¤ect using individual data from a large national income survey from Argentina, a country with widespread political patronage. This paper presents the first study on the impact of alternative electronic voting technologies on election outcomes in multi-party elections, analyzing data from a large-scale voting experiment conducted in the 2005 congressional election in Buenos Aires, Argentina. In order to control for in-sample differences between treatment groups, we use a smooth coefficient vector generalized model to estimate the effect of different e-voting devices on the support for the parties competing in the election. Our empirical approach allows improving covariate balance while mitigating model-dependent inference, providing a useful strategy for causal inference in research designs combining categorical treatments and multivariate outcomes. Using data from an e-voting experiment conducted in the 2005 Congressional Election in Argentina, we estimate the effect of different e-voting technologies on the likelihood that citizens cast their vote for different parties for the National Congress and the Legislature of Buenos Aires. Our results indicate that voters are extremely receptive to the information cues provided by the different voting technologies and associated ballot designs, and that particular voting devices have a significant impact on voter choice, systematically favouring some parties to the detriment of others. We conclude that the choice of alternative electronic voting devices might have considerable effect on electoral outcomes in multi-party electoral systems.

This article introduces the concept of adjudication to define the act of granting or denying ownership of an outcome to individuals or groups in social media. We extend existing models of political dialogue to explain differences between winners and losers when elections are adjudicated. We use Twitter data on three elections in Argentina, Brazil, and the United States. We show an increase in event salience upon adjudication, followed by more extensive dialogue among winners and disengagement among losers. Further, we show differences in the network structure of dialogue, with dialogue in winning communities being less hierarchical and dialogue in losing communities being more hierarchical. Our model provides information about the quality of the adjudicator, information drift prior to adjudication, and the level of user engagement. Finally, we describe further extensions to areas of toxic speech and sports. We identify the causal effects of adjudication using a regression discontinuity design.

In this article we describe a method to estimate the determinants of news sharing in social media. We model news sharing as a function of three behavioral parameters that describe the (i) ideological (cog-nitive) congruence between the users and the news published by a media organization; the (ii) reputation of the media organization; and the (iii) user's attention to issues. The statistical model takes observational social network data as input and extracts all three parameters of interest. Extensions of the proposed model evaluate the users demand for content as well as the level of congruence between users and their preferred media offerings. We exemplify the substantive contributions of the method with data from #Bolsonaro in Brazil, #Maldonado in Argentina, and the #TravelBan in the US. Social Media | News Sharing | Gatekeeping Why do readers share links to news articles in social media feeds? How important are ideological considerations, the reputation of a news organizations, and the attention of users to an issue? In this article, we describe a statistical model that takes as input a matrix of social media embeds and delivers estimates of the importance of ideological (cognitive) congruence , media reputation, and issue attention in news sharing. The proposed model allows researchers to (i) understand news consumption in different regions of a social network; (ii) decompose the demand for content revealed by users; and (iii) estimate the optimal editorial line if news organizations were solely interested in maximizing readership. All three contributions are theoretically informed and of substantive interest to students of the relationship between news consumption and social media. Our research contributes to the growing field of news sharing in social media (Thurman et al., 2019; García-Perdomo et al., 2018; Arendt et al., 2016; Kümpel et al., 2015; Bright, 2016; Boczkowski et al., 2018), providing a valuable tool to derive sharing behavior from aggregate level data. The literature on news sharing is broad, considering subjective, social, rational, and emotional factors that explain sharing behavior. As described by Kümpel (2019) and Boehmer and Tandoc Jr (2015), individual's sharing behavior can be explained by factors such as the trustworthiness of the source (Suh et al., 2010; Wang et al., 2012), the content of the message (Macskassy and Michelson, 2011), the attention to issues (Boyd et al., 2010; Rudat et al., 2014), and the linkages between users and their peer groups. Empirical testing of these models, however, requires a statistical model to extract informative parameters from observational data. Results of our study also inform recent debates on gatekeeping behavior, modeling congruence between the media organization and users as content is activated in different regions of a social media network (Shoemaker and Reese, 2013; Bennett et al., 2008; Aruguete and Calvo, 2018). The proposed strategy allows researchers to use observational social media data to extract theoretically informed parameters of interest. We test the proposed model using news embeds in Twitter and compare three different events in the United States (#TravelBan), Brazil (#Bolsonaro), and Argentina (#Maldonado). The data includes 2,031,518 retweets from 241,271 high activity accounts of the #Trav-elBan; 2,943,993 retweets published by 162,107 high activity accounts from the #Bolsonaro election in Brazil; and 5,325,240 million retweets from 196,066 high activity accounts from the #Maldonado crisis in Argentina.

Social media has become a prominent device to organize social protests, deliver information to citizens, and develop powerful collective narratives. However, not all messages spread equally across social media, nor do they gain the same level of acceptance among users. In this article we measure the spread and the acceptance of social media messages among government and opposition users in Argentina. Messages that induce cognitive dissonance, we posit, fail to propagate and lengthen response time (time-to-retweet) in predictable ways. Using Twitter data from a spate of recent protests in Argentina (" Tarifazo "), we analyze the spread and acceptance of media messages by users in pro-and anti-government communities. Results show that corruption frames used by the government to counteract the narratives of the protesters failed to gain traction among its own supporters (higher time-to-retweet). Meanwhile, opposition activists stayed on topic, with their messages spreading more broadly and more rapidly.

El presidente Mauricio Macri amaneció afligido el pasado lunes 12 de agosto. Casi no durmió tras la inesperada y abrumadora derrota electoral del partido del Gobierno. En conferencia de prensa, culpó a votantes confundidos e irresponsables por los 15 puntos de diferencia a favor de su oponente peronista, Alberto Fernández, en las Primarias Abiertas Simultáneas y Obligatorias (Paso). Arrepentido, dos días después se disculpó y detalló una serie de medidas que buscarían paliar los efectos sociales de la corrida de Cambiemos, la coalición que le llevó al poder. No es la primera vez (ni será la última) que el actual mandatario responsabiliza a los argentinos por las tragedias de la economía y de la política. Desde el derroche energético a manos de argentinos "friolentos" hasta los "excesos" de aquellos que consumen "por encima de sus posibilidades", por señalar algunos ejemplos, el malestar presidencial no es sólo una estrategia de responsabilización del enemigo sino, sobre todo, una expresión de su íntimo desencanto. El entusiasmo y el desencanto son atributos propios de los usuarios que habitan las redes sociales. En tiempos de campaña electoral, la polarización en redes sociales decanta en burbujas de filtro dominantes. Estas comunidades amplifican narrativas políticas y, en su interior, diseminan contenidos que se forman localmente y se distinguen de los que circulan en la comunidad contraria. Usuarios que comparten mundos-de-la-vida virtual (en un sentido habermasiano) atan cabos y, a menudo, interpretan las causas y las consecuencias de los hechos observados de maneras antitéticas.
