Malaysia is a Muslim majority country with an estimated Muslim population in Malaysia of 20, 192 700 out of the total population in Malaysia. This amount reflects the need for food security including the supply of halal food for the needs of the Muslim community. Malaysia is also the most popular Islamic tourism destination in the global Muslim tourism market due to access of halal food through halal-certified restaurants. However, Malaysia still depends on imports products in various food commodities including rice, milk and dairy products, beef and mutton. Total food imports reached about RM45.4 billion compared to Malaysia's exports just only about RM27 billion leaving a deficit of more than RM18 billion. These imports are expected to increase further but there is still a shortage of supply from local sources in Malaysia. Previous studies revealed several issues relating to the leasing of waqf properties in the aspects of the concepts and rulings, lease assessment rate, leasing contract and agreement. The overall management and administration of waqf property by State Religious Councils (SRC) are not yet discussed satisfactorily. This study therefore explored the practice of leasing of waqf properties by SRCs in Malaysia. Data and information for this study were collected through interviews and documented reports. Data were analysed based on inductive and deductive method. The study focused mainly on problems in the implementation and practice of waqf rental in Malaysia. The study found that there are still many shortcomings that the SRCs need to investigate seriously. It is proposed that a detailed study on waqf property management should be conducted for the sake of the ummah.

4 Abstract: Current practice indicates that due to historical background which separate Islamic and Civil law, crime prevention within Islamic financial criminology framework is obscured. Conflicts of power exist among authoritative bodies; Civil and Shari'ah Court, Shari'ah Advisory Boards, National and State Fatwa Councils shows insufficient legal system to support the growth Islamic Financial Institutions in Malaysia. As a result, Islamic financial crime prevention is done within the scope of conventional framework. Therefore, this paper aims to study the prevention method taken by Malaysia. This research suggests that the best approach for now is to harmonize between civil court and sharia court. Better understanding from both courts will provide a comprehensive framework to prevent Islamic financial crime in Malaysia.

Food delivery services are popular and have become a necessity among Malaysians, especially during the pandemic Covid-19. Nevertheless, there are several issues faced by food delivery services primarily related to halal status and food hygiene. Using qualitative research methodology, this study attempts to identify issues in the scope of halal food delivery and its integrity. The findings showed that there are notable issues related to the food industry and delivery services that could be overcome by adhering to the control procedures issued by the National Security Council (MKN) and Islamic principles under the purview of Maqasid Shariah. Provision of waqf is thabit through nas from the Quran and also the traditions of the Prophet or known as al-Hadith. Although generally speaking, the fiqh discussion of waqf is only focused on two major hadiths; the hadith related to Sayidina 'Umar in Khaybar and also the date farm of the Bayruha' property of Abu Talhah. However, if it is examined more closely, there are many more hadiths discussing waqf in various aspects in al-Kutub al-Sittah. The analysis found that there were 36 texts of hadiths related to waqf in al-Kutub al-Sittah and there was a text of hadith describing on specific waqf mosque in particular. The sources of the hadiths related to the wakaf of the mosque are from Sahih al-Bukhari and Sahih Muslim, and cross references are found that the hadiths are also found in al-Kutub al-Sittah other than Sahih al- Bukhari and Sahih Muslim. Wasiyyah or will is a legal document that outlines on how one’s estate is to be distributed in the event of affairs after the death of the testator according to Islamic law. Recently, the abundance of wasiyyah property is getting increase year by year resulting the accumulation of these properties without proper distribution among the testator’s beneficiary. Consequently, this wasiyyah caused detrimental to the testators’ beneficiaries and indirectly indicates the failure to fully understand the whole concept of Islamic property management via wasiyyah. On top of that, the confusion between wasiyyah, hibah, waqf and other Islamic property management might also lead to the above situation.
